Well no one should be on the payroll if they are redundant, however how do you determine if someone is redundant in this case? This is what should have been done earlier in collaboration with various labour union before coming up with the announcement....

where they d one that employed themselves that would warrant not been paid ? Hope government employed them on the basis on needing employees? So y should they not been on payroll due to redundancy?
