Avoidance is the key. I never put myself in any position to allow it. Late nights at the club, the wrong crowd, arguing with authorities, etc. Never. Once in Germany, I witnessed 2 African American soldiers get their asses kicked by the polizei because they were arguing with them. They got up, took their asswhooping with a smile and went about their way. No mention of racism was ever uttered and they still got in trouble because the polizei reported them to their chain of command.

Here for instance without a paper you are not in existence. You can open a bank account or rent anything or even enrol for a training or school. You are just floating in the system even police wont border arresting you unless you become dangerous to the public.

The idea is that if they arrest you at least for a while they will give you a warm cell to sleep. So ignoring your very existence save them public fund and also the trouble of sending you to immigration which would house you pay you and make preparations for deportation which cost money.
