I Was Unaware That Police IG Didn’t Stay In Benue —Buhari President Muhammad Buhari on Monday told stakeholders in Makurdi that he did not know that the Inspector General of Police , Ibrahim Idris , flouted his express directive to relocate to Benue State during the crisis in which scores of people were killed . In the wake of the killings in January , president Buhari had ordered Idris to relocate to the state but the IG only spent one day and left. Buhari, who paid official visit to Benue State on Monday , said he did the needful by ordering the IG to relocate to the state but added , “I did not know that IG did not stay in the state .” He insisted that the relationship between farmers and herdsmen would continue , hence , the need for people of the state to learn to live with peacefully . Buhari also denounced the insinuations that he abandoned the people of the state in their trying moments , saying, “I have friends here in the state , there is no way I can deliberately overlook what is happening here and other parts of the country .” “Let me appeal to our people in the state to apply more restraint, the relationship between farmers and herders will continue , it behoves on us to keep encouraging ourselves to continue to live together peacefully , ” the President counselled. He noted that despite the situation in which the country has found itself, some Nigerians are not sympathetic with government. He recalled that because of the general situation of the country before he came to office , “security, economy and corruption were the bases of our campaigns. ” While saying that he had taken note of all what the stakeholders said, Buhari said he would not make any promise until next time he visits the state . Earlier, Governor Samuel Ortom had told the President that the state had lost many lives after the mass burial of 73 victims of New Year attack. He said , “65 more people have been killed after the mass burial of 73 persons , also 26 more were killed in Okpokwu , with over 5, 000 displaced in Mbatoho community.

Underage Voting: INEC Exonerates Kano, Says Social Media Pictures Are From Kenya. The Independent National Electoral Commission (INEC) says there is no evidence of underage voting in Kano state. Abubakar Nauche, chairman of the committee set up by the electoral body said this at a press conference on Friday. Mahmood Yakubu, chairman of INEC, instituted the panel following allegations that minors participated in last month’s local government election in the state. Shortly after the election which was solely won by the ruling All Progressives Congress (APC), images of children participating in an election flooded the internet. But Nahuce said there is no evidence that the pictures were from the Kano exercise, attributing some of them to Kenya. “From the interaction with civil society organisations and media, no evidence of underage voting has been presented,” he said. “We have discussed with you media men, but none of you said he saw any underage voter in the line on election day. “All what we saw were from social media and they are not verifiable… some of them (pictures and videos) are not even from Nigeria, some are from Kenya elections but people are attributing them to Nigeria.” Checks by TheCable showed that one of the pictures surfaced on the internet on February 11, 2018, a day after the local government poll. Nahuche said the team would write its report and submit to INEC headquarters for further action. IMF Says Nigerians Getting Poorer, Calls For ‘Urgent And Coherent’ Economic Policies. The International Monetary Fund (IMF) says Nigerians are getting poorer and that “coherent and comprehensive” economic reforms are urgently needed in the country. The gross domestic product report released by the National Bureau of Statistics (NBS) on Tuesday showed that the economy recorded a growth of 0.83 percent in 2017. The Bretton Wood institution said it expects the government to “muddle through” in the medium term, and any progress could also be threatened if elections next year consume political energy and resources. Reuters reports that the IMF said that although the outlook for growth has improved, the climate still remained challenging. “Comprehensive and coherent economic policies remain urgent and must not be delayed by approaching elections and recovering oil prices,” IMF said in its annual Article IV review of Nigeria’s economy. “Higher oil prices would support a recovery in 2018 but a ‘muddle-through’ outlook is projected for the medium term under current policies, with fiscal dominance and structural constraints leading to continuing falls in real GDP per capita. “Further delays in policy action — including because of pre-election pressures — can only make the inevitable adjustment more difficult and costlier.” The lender reteirated that Nigeria needs to simplify its complex foreign exchange system. “Moving towards a unified exchange rate should be pursued as soon as possible. (IMF) staff does not support the exchange measures that have given rise to the exchange restrictions and multiple currency practices.” It also said that the Central Bank of Nigeria (CBN) should stop its intervention activities in the foreign exchange market. 2019: Northern Christians Write UN, US, EU, Others, Want Buhari Out Of Office. A group of Christians in the North, under the aegis of Arewa Christians and Indigenous Pastors Association, has called on Nigerians to rescue the country from President Muhammadu Buhari’s “bad leadership” The group is also seeking international intervention to save Nigerians from President Buhari’s grip. Missing Senate Caucus’ N70m Linked To Monkeys – Shehu Sani While Nigerians are puzzled by the tale of a snake swallowing N36 million in Benue JAMB office , it has been alleged that monkeys have taken N70 million belonging to the Northern Senators Caucus . Ortom At The Flag-Off Of ‘Operation Cat Race’ In Benue Benue State governor, Samuel Ortom, has assured the Nigerian Army that his people would cooperate with its troops sent to the state for the Operation Ayem Akpatuma. Recall that the Chief of Army Staff, Lt. Gen. Tukur Bruatai, on Tuesday, launched the exercise with the aim of bringing under control the endless herders/farmers’ crisis and other security challenges. home or organization up and running. I must say that this is an important day in the life all Benue people because of the confidence which we have in the Nigerian Army in which thousands of our sons and daughters have served the nation. But for the commitment, dedication and professionalism of the Nigerian Army which was demonstrated during the Nigerian Civil War, the story of Nigeria would have been different today. We cannot forget too what the Nigerian Army did to quell the Maitatsine crisis in Kano in the 1980s and are equally aware of the role the military is currently playing in containing the Boko Haram insurgency in the North Eastern part of the country. Hitherto, the once dreaded insurgents held sway in several Local Government Areas. Today, however, they have been degraded and have only been carrying out attacks on soft targets such as Churches, Mosques, Schools and Motor Parks. The Army’s recent Python Dance I and II in the South East which was deployed to contain the activities of the Indigenous Peoples of Biafra succeeded in achieving its objectives. These operations have contributed in keeping Nigeria one, safe and peaceful for development activities to take place. Distinguished Army Officers, Ladies and Gentlemen, we have been informed that the exercise we are gathered here for flag-off by the Chief of Army Staff, Lt. General Buratai is to be conducted in Benue, Kaduna, Kogi, Nasarawa and Taraba States. It is targeted at criminal activities and individuals who subvert peace and progress in the listed States. For us in Benue State, this exercise is unique because it is the first time that the menace of farmers and herdsmen crises is being confronted with the required attention and force that it truly deserves. I wish to commend Mr. President who is the Commander-in-Chief for this bold step. After we lost over 73 innocent lives on 1st January, 2018 to herdsmen attacks, more lives were also lost in subsequent attacks after the burial. In Zamfara State, more than 40 people were also killed by Fulani herdsmen. This is besides the pockets of killings that have been going on in Nasarawa, Plateau, Taraba, Adamawa, Kaduna and many other States across Nigeria. To say the least, we cannot afford to go on like this as a Nation. It is for this reason that we welcome “Ayem Akpatuma” and call on all participants in the exercise to see it as crucial in the restoration of the confidence of victims in the country. There have been hundreds of concerted attacks on several communities across Benue State since 2011. This development compelled us to find a lasting solution to the incessant clashes between farmers and herdsmen. Painstaking research and survey across the world led us to enact the Open Grazing Prohibition and Ranches Establishment Law 2017. The major objective of this Law is to foster peace between farmers and herders in accordance with international best practices in animal husbandry. We are optimistic that the flag-off of Operation “Ayem Akpatuma” will further bolster the implementation of this Law in the State. Let me quickly assure the Army hierarchy that all our people within the area of this operation would fully co-operate with the Army. I wish to pledge that the State Government and all Benue people would cooperate with you to succeed in this historic military operation. Finally, on behalf of the good people and Government of Benue State, I sincerely thank President Muhammadu Buhari, GCFR, Commander-in-Chief of the Nigerian Armed Forces, who has approved this military exercise with a view to once and for all stemming the farmers/herders crises in Benue State and across some states of Central Nigeria. Reinstated NHIS Executive Secretary In Fresh Scandal Over Unauthorized Withdrawal Of N10 Billion. Professor Yusuf Usman, recently reinstated as Executive Secretary (ES) of the National Health Insurance Scheme (NHIS), is suspected to have been involved in the unauthorized withdrawal of N10billion from the funds contributed by enrollees in the scheme. According to documents obtained by SaharaReporters, the funds, kept in the Federal Government’s Treasury Single Account (TSA), were withdrawn in two installments. The funds are made up of the 10 percent medical allowance due to federal civil servants. The deductions were stopped in 2006, with the funds handed over to the NHIS to use in providing health insurance coverage to federal civil servants. Documents obtained by SaharaReporters showed that the first withdrawal of N5billion was made on December 28 2016, a few months after Professor Usman assumed office as Executive Secretary. Sources in the NHIS said he made out as though he was ready to get the withdrawal reversed, but ended up not doing so. The second withdrawal, also of N5 billion, was made on January 28 2018. Sources alleged that the second withdrawal had the imprimatur of cabal around President Muhammadu Buhari, abetted by the Central Bank of Nigeria, Federal Ministry of Finance and Office of the Accountant-General of the Federation. Last December, President Muhammadu Buhari ordered the reinstatement to office of Professor Usman despite his indictment by a ministerial investigative panel for a welter of corruption allegations and subsequent suspension from as approved by Professor Yemi Osinbajo, the Vice President, who was acting President when President Buhari was hospitalized in the UK. Sources reckoned that Professor Usman was reinstated purposely because he is needed to conceal the illegal withdrawals and shield members of the cabal around the President. According to the sources, Mr. Attahiru, who functioned as ES, NHIS, when Professor Usman was suspended, questioned the propriety of the withdrawals and requested to know who authorized them. Why Herdsmen Must Kill – Ango Abdullahi. A former Vice Chancellor of Ahmadu Bello University, and spokesperson of the Northern Elders Forum, NEF, Prof. Ango Abdullahi has vehemently defended the incessant killings by Fulani herdsmen across the country. Abdullahi also said that the herdsmen menace is politically motivated by the South to disrupt the politically united North ahead of the 2019 general elections, adding that this was how Boko Haram was introduced during Goodluck Jonathan’s government which led to his failure in the 2015 polls. Justifying the killings, the Professor said that the herdsmen are killing members of their host communities in order to defend themselves, adding that the herders were free to take the cattle to any part of the country the same way an Igbo man does his business. In a strong worded interview with Vanguard, Abdullahi said, “I have been involved in debates against some respected people from the southern part of this country who believe that this country is not balanced because the North is too big; because the North is too politically united, so there must be a way of disrupting this unity, and this is what we are seeing on ground today, and the elements that are being used are the Fulani herdsmen. “This matter would be looked at properly; political alliances and so on are welcome. You don’t need to lose blood, or property to engage in political alliance or whatever you want, or still, you don’t need to introduce excuses that will lead to loss of lives. We saw this when the Boko Haram was on ground; they said northerners created the sect to disrupt former President Goodluck Jonathan’s government, which led to his failure in the last election, and so on. “Now that Boko Haram is out of the way, the new excuse is the Fulani herdsmen. This is what is happening in other places except in areas that you are talking. “We have seen what they called a new handshake across the Niger; it is political, and we have seen the mourning that has taken place in Benue and other places to show that the monolithic North is not in tandem with the Middle Belt; it is all politics. Our Middle Belters don’t need to take the agenda that appears to be a thing of distrust. We are not going to force anybody into a relationship politically or otherwise. We see this as a political agenda. Asked if herdsmen are not the ones committing the murders, he added. “The truth is, if you want to kill me and I have a chance first, I will kill you, or you do want people to be killed and not defend themselves? By your reporting, you have denied them justice and government also has denied them justice by not going to arrest those that are killing them. So, they defend themselves. On the herdsmen that kidnapped, raided and Chief Olu Falae’s farm ablaze, he said, “My uncle was kidnapped last week in Kaduna, my cousin’s children were also kidnapped and they had to go and find N2.5 million to pay. Why is Olu Falae case different? “Because he was Secretary to the Federal Government? He is a Nigerian just like my uncle and my cousin whose children were kidnapped. The right of every citizen is important under the law. Why is he so special? “What about the impunity of the people killing herdsmen? The herdsmen in Nigeria are reacting to the injustice meted out daily to them? “You people, you Nigerians, including you who are biased, who are not prepared to protect the rights and interests of herdsmen. They are killed but not reported, that is not acceptable. “Herdsmen operate in these places you mentioned because the country has denied them the traditional routes which the British created for them IN 1914 when they occupied this country because they realised that, like cars require tracks, herdsmen also require tracks they can use to graze and drink water. “The British provided it for them and gazetted it but people have denied them these routes. So, where do you expect the animals to follow? They have to follow somewhere and the easy road is the one other people are using. We are all living in Nigeria. Asked if he was trying to justify the menace of herdsmen, he maintained, “I am justifying it very strongly because herdsmen are being unjustly treated in this country. “They are businessmen just like the farmers whose crops are being destroyed. They should invest in their business; buy ranches like the farmers bought their parcels of land. They are businessmen. If an Igbo man could go to my state and set up a shop, why shouldn’t herdsmen operate elsewhere? Or are you the one who planted the grass the animals are feeding on? Are you the one who created the water they drink? “The land belongs to Nigerians and herdsmen are Nigerians. If an Igbo man can go to the North and set up a business, why won’t herdsmen go to the South, including your village, to graze their cattle? “Where we come from, you don’t pay for land, you only ask for permission to use it.
