You demanding to know what school I went to? Very funny. How old are you? End-user is a subset of stakeholder. Trying to educate you is like banging ones head against the wall. You don't get it do you? If you can't have a debate without resorting to insults, it indicates social ineptitude and communication incompetence usually evident in psychopaths. Well, an im-becile will always be an im-becile even if you give him a computer with internet access.  His low intelligence quotient will always let him down and give him away. You're beyond salvation. I am ashamed of myself trying to have a debate will a nincompoop. You're henceforth ignored.

This your book knowledge is obviously not helping you. So if you want to construct a bridge you wont bother visiting the site? You will just stay in your air-conditioned office/boardroom and roll out useless policies you copied from textbook pages. That is why i detest Economists, they always believe all is well even when it is clear that all is not well.

There are always  fundamentals to every policy. When you put the fundamentals into place the policy sails freely. That is why we achieve little with our policies, we always neglect the fundamentals. In this case, the fundamentals are security, awareness, infrastructure etc etc
Very patronising! Someone will think that you know me from Adam. What gives you the impression that the pre-requisites of the policy have not been thought through?

Are you serious?  A policy that prevents free movement of capital by individuals and corporations - that impose a penalty on HUGE cash transaction is anti-capitalist in its very nature. What do you understand by socialism as an economic theory? Funny dude
Please read the original post - slowly. There is nothing in the policy that prevents free movement of cash. It does not impose penalty on cash 'huge cash transaction'. It is only trying to discourage huge transaction using physical cash and encourage huge transactions using electronic cash. Did you notice the difference mate? This will increase the volume of cash flowing through the system and reduce the volume flowing outside it. There is nothing socialist about this.

Now bak to basics since you want me to ask questions,

''Exactly what is the difference between your DEFINITION of common good and ''END USERS'', make overskill no kill your monkey o grin cheesy
I knew that you wont see my definition of common good in my earlier post, let me rephrase it for you

“Common good”, is defined as having a positive effect on a wide constituency of stakeholders, and the system we call “society” as a whole.

common good = common benefit of all stake holders [consumers (cheaper services, reduction in risk associated with cash - robbery, mugging, kidnapping), retailers (reduction in cost of collecting and counting large cash volume, reduced cost for customers), banks (reduction in cost associated with cash infrastructure = cheaper services for the customers, increased profit for the banks), FG (reduction in the cost of printing money which can be diverted to provide other social benefits),  law enforcement agencies (increased ability to trace criminal money for more effective public safety services), new jobs to support new model, improved economic planning and forecasting ability for CBN as the volume of cash 'out there' can now be quantified - economic output can be accurately stated without plucking figures from the air, etc]

I'm sorry, I might just have succeeded in creating more confusion for you.

There is nothing wrong with the policy. The missing piece is forcing people to change their attitude to cash which I believe is what Sanusi is trying to achieve.

You said there's nothing wrong with the policy, yet you concede that Sanusi is trying to force people to change their attitude.
I take it that forcing a people to change their attitude in a democratic society isn't wrong too. Or is it?
Experienced change managers will tell you that you sometimes have to use coercion if you want to achieve some kind of changes especially those related to attitude, values and culture. Left on there own, attitude, culture and value don't change. The real question is, is there discernible benefit to all stakeholder? It the benefits are genuine, I think that the use of coercion is in order.

You sabi book but not so much my friend or how else do i explain your GIBBERISH,

This is not about SERVICE PROVIDERS mate, end users must and only be the factor when considering such a complex policy.

Asides computer literacy level, can you point to a SINGLE internet service provider in Nigeria that is 95% reliable compared to where your moronic mentor is copying?

I have had to wait for 24hrs to have my account credited with a deposit made the previous day because their system was down all day, BankPHP to be precise.

Its common sense mahn,it wont work.it cant work.its pointless.Whoever said the bankers committee know anything about core advanced & sophisticated banking? They are a bunch of one eyed duumb asre monkeys leading blind folks. They trade on the market but cant even come up with products like derivatives to hedge risk afterall their equities are the most traded and they indirectly determine market pace.Dont even wanna hear anytin about SEC or NSE cus naija banks determine market liquidity mostly. All they do is speculative and roundtrip, deal in black market forex, invest in offshore coy's and issue loan to pathetic loosers plus a little bit of investment in property with laundered money, Bullocks

Our space satellite technology got to be up and running. Most households must have access to uninterrupted power supply with good broadband internet connection, Then we can start talking about policies like this, dudes actually more foooolish than i thot,

Oh Sanusi stewpid monkey arse foooooool,
Wrong! Common good and not end user is the only factor when talking about policy of government or a public regulatory body. The key question they'll always ask is, will it be for the common good (common benefit of all stake holders, economic viability and economic benefits, sustainable economic growth, etc)? Since you can't debate without calling names and showing what an asswipe you are, I guess that you wont be able to comprehend this. Get your head out of your a-ss and ask a simple question - what are the goals of the policy?

It is not worth arguing with you because this is ideological- well i believe people should be allowed freedom to do what they like so they can venture into business without fear or punishment of any sort. Why punish people for having to build a business and make daily cash transactions? why my friend.

This is a good idea, but like many good ideas in Nigeria, its doomed to fail for lack of proper planning!
Sanusi is trying to enforce cashlessness on the Nigerian economy, yet he fails to realise that so many requirements must be met before this can work.

Let's evaluate some possible options:

1. Telephone Banking
Issues:
What's the current awareness level of the consumers? Is a 1-year period enough to bring the majority of the consumers up to speed?
Given the prolifereation of phone hacking software, do we have an existing legislation for protecting consumers against such loss or prosecution of phone hackers? Doesn't this heighten the risk (if consumers are not protected against loss) to the consumer rather than reduce it?

2. Internet Banking
Issues:
Wow! This is the real deal, but what's the current infrastructural level? How much bandwidth is available to the avergae consumer?
What is the computer literacy/internet literacy level of the average consumer? What about the RISK? Given that criminals are always 'following the money' they will be happy to move into the 'virtual playing ground' alongside the consumers, merchants and financial organisations. This is especially an attractive proposition for the criminals because we don't currently have a law that allows online criminals to be prosecuted.

3. Excessive charges
This is a NO NO! The fundamental issues must first be addressed before this can come into play. You can't just wake up in a morning and decide to do what you like! Not even if you're a CBN governor.
Also, how did they come about the NGN150,000 limit? What is the current limit? Is there a convincing proof that reducing the limit will significantly reduce the risk of robbery?

Finally, has the power issue been addressed? This may not be obvious, but if we are to go down the route of available options, a lot depends on the availability of electricity (think POS, e-banking, ATM, telephone banking). Power problem, if not addressed, will then create another layer of problem for the average consumer as s/he now needs electricity to do smthg which s/he would otherwise not have needed it for.

Think Sanusi. Think!
There is nothing wrong with this policy. I think all the required infrastructure are already in place. The missing piece is forcing people to change their attitude to cash which I believe is what Sanusi is trying to achieve.

For those shouting electricity, check out the following:
First Data launched the FD400, the first low-cost, battery-powered, wireless point-of-sale terminal using 3G wireless network technology.  For merchants who do not have constant access to both a power source and communication line, it’s awesome.
The cost of these devices is similar to what people spend on mobile phones. Also if you can use mobile phone, you can use this devices. I know one Nigerian card company that deployed services based around similar devices as far back as 2006.

Some people will be shouting impossible while others will be making a lot money by positioning themselves for the takeoff of the policy. I don't think the opinions expressed on nairaland matters in anyway. If CBN and the banks have agreed, it only needs the support of the FG and I don't see FG support being witheld.

huh
It is not rocket science to design for manufacture in China POS running run on batteries similar to mobile phones running on battery. This policy will force the ;50 years Old laborer' to have a bank account (if he doesn't have one already) and this way Sanusi will have succeeded where others have failed. Moreover every village have GSM. Ever heard about mobile banking? Moreover, you can give the labourer check to cash at the bank if he must touch money.

Of-course there are disadvantages but I do not think that they are serious enough to constitute deal-breakers. I believe that the benefits far outweigh the dis-benefits. The only disadvantage I see is to the end user of cash who will lose the convenience and anonymity of cash and carry.  However, if all the parties I enumerated in my earlier post benefits, who will care about one 'little; inconvenience to the users of cash? The policy will work beautifully if the restriction on cash deposit is removed.
BusinessRe: CBN Imposes Limits, Penalty On Cash Transactions, Again! by pluto04(m): 7:42pm On Apr 29, 2011
Personally, I think that this is a brilliant idea from Sanusi. However, I'll prefer that he slightly adjust the policy by not restricting the payment of cash to bank accounts in order to make it convenient for retailers who will still accumulate large volume of cash from different customers and will need to pay it into their accounts. I think that the benefit of the policy will  depend on wether you're a bank, payment processor/digital cash company, retailer, supplier/printer of money (CBN), end user of cash and law enforcement.

Advantages to the Banks

1. Reduced cost of infrastructure to support cash based society - less cash holding at branches, less cashiers to count cash, less cost of cash transport (security, bullion van, etc), less security requirements to secure large volume of cash in bank branches, etc.

2. New business opportunity in merchant accounts and commission on each transaction

3. More liquidity for banks with increase in cash passing through the banks = increased lending = increased money available to banks for trading

4. Increased accuracy of banks to evaluate credit rating of customers since a large percentage of money transactions will pass through the banks = incentives for credit financing, credit cards, etc

5. etc

Advantages to the payment processor/digital cash company

1. Increased patronage payment processor, digital wallet companies, mobile (phone) money companies = increased profitability = business growth

2. Incentive to invest in infrastructure to support cash free society

Advantages for the retailers

1. Reduced cost of infrastructure to support cash intensive operation - less cash holding at shops, less cashiers to count cash, more processing time per customer, less time spent to deposit sales proceed at banks, less cost of cash transport (security, bullion van, etc), less security requirements to secure large volume of cash in bank shops, ability to perform sales transactions involving larger volume of cash, etc.

2. New business opportunity in merchant accounts and commission on each transaction

3. Increase ability to demonstrate business potential to banks for credit financing purpose

4. etc

Advantages to the CBN

1. Reduction in the demand for cash hence reduction the the cost of printing large volume of cash

2. Increased ability to fight money laundry

Advantages to the Law Enforcement

1. Increased ability to fight money laundry and trace bribe and other crime money
2. Reduction in robbery and muggings associated cash based society - robbers will not go to peoples home because the is not a large amount of cash, kidnapping will reduce because the cash will have to be transferred to their accounts thereby defeating anonimity.

Advantages to End Users of Cash
1, Reduction in risks associated with holding large amount of cash - mugging, robbery, etc
2. Not much else.

That is the kind of politics he has been playing in the last one year. I don't see how it will now be different. I don't really know much about Buhari as a civillian politician. However, in my opinion, if democracy is government of the greedy, for the greedy and by the greedy, then Tinubu is a democrat. Ofcourse, to agree with your point, thanks to ACN, APGA, CPC, LP, Nigeria is not a one party state. However, is there any ideological difference between any of the parties? Are the main actors fundamentally different? If there is no ideological difference, then what is a one party state?

fstranger3:
I no fit shout oooooooooooooooooooooooooooo

Anyway, it seems the OP is more interested in talking about personalities, instead of Ideas.
ANPP = PDP = CPC.     .    .   I stand to be corrected!.

Until we move away from the  politics of personalities, and begin to move towards making our institutions stronger and better, we will never move forward.

So If I may ask, what is wrong with a one party system WRT Nigeria. The reason other parties in the past do not seem to be doing well is bacause they all had one superstar(s) that everyone else looked up to. AG, NPN, UPN, AD, APP are all dead or dying today because their principal starts either moved on or died

How a mafioso who imposes his friends and families on us is  a hero of our democracy remains to be seen. And how is a barely literate mallam whose selling point is his ability to subvert and undermine fundamental democratic principles a hero?

In the final analysis, for an idealess polity like house, a stronger and more democratic  1 PDP, rather than 35 PDPs under different names and logos , is actually a better situation for us.
I agree with this view.

40% is high for the whole of Kano state. I would suppose something in the region of 25%. Most Igbos in Kano are located in Kano City, hence giving them 40% of the whole state would mean they constitute much more than half of all the votes in the city. That can't be accurate. However, Igbos by a large margin are the second largest ethnic group in any city in Nigeria after the indigenous groups. Their size is definitely capable of turning the tables in any tight election.
This figures looks like they are plucked from the air. The igbos should be rising to political dominance in all those states if they are truly that many.

Why are you picking on Ribadu? How did the others perform? I was so disappointed to find out that Buhari is vacuous. Check responses below:
The debate centred on a number of issues like power generation, corruption in governance, oil sector and Niger Delta, Education and Health as well as  Jos crisis and the zoning system in the nation’s polity.

The presidential candidates began the debate by telling Nigerians what they would do to tackle the perennial problem of inadequate power supply and infrastructure.

The presidential candidate of the Congress for Progre-ssive Change (CPC), Major General Mohammed Buhari (rtd) vowed to probe the expenses on power sector from 1999 till date.

When asked what he would do to fix the epileptic power sector in Nigeria, Buhari said: “We need to put our dams to optimum utilisation. When we are sworn-in, we need to investigate what happened to our national resources voted for this sector between 1999 to this time.”

Buhari  said the issue of dilapidated insfrastructure  is something that requires more elaborate and serious attention and cannot be tackled on an ad-hoc basis.  He said finding solution to the problem of power supply was central to getting the industries back to operation.

Speaking on the vexed issue of bogus take-home pay of our legislators, the former Head of State said if elected into office, he would persuade the lawmakers to see reason and to cut-down on their allowances so that the funds saved can be deployed into development projects that will serve the needs of the people.

For the All Nigeria Peoples Party (ANPP) Presidential candidate, Shekarau, poor infrastructure development particularly inadequate power supply in the country was caused largely by lack of sincerity and commitment to service on the part of the leaders and those charged with the responsibility of  implementing critical developmental projects.  He said an ANPP government would exhibit the needed sincerity and commitment to deliver service to the people and tackle the problem of power supply frontally.

Shekarau referred to his achievements in Kano State, where his government went all out to tackle the problem of water supply in the state by successfully executing a [i]N6bn water supply project.  He said his only regret was that the completed water project could not fully take-off owing to poor power supply from the national grid.

The ANPP candidate said the party would tackle the problem of lack of commitment to service delivery and corruption bedevilling the system  in order to  address the existing leakages in the economy.   He  insisted that there is the need to sanitize the public service in order to  avoid duplication of responsibilities.

On power sector Ribadu unlike Gen Buhari said that the blame game is over, rather we should be looking at solutions. He said that at the moment nobody knows who among the six competing interest is in charge of our power sector.

Ribadu on Niger Delta said that the problem of the region is due to prolonged neglect pointing out that if elected he will come up with a marshal plan that would ensure that the people are involed and youth unemployment drastically tacked.

Buhari wants to become president, has contested the last two elections and has no clue about Nigeria power problem. He wants to solve it by probe. How is that different from the current legislature? What was the outcome of their probe? At the end of the day, he did not tell us what he will do to solve the problem.
Shekarau embarked on a N6 Billion spending spree for water project ('successfully executed'  huh huh angry angry) without thinking about how it will be powered. That tells us something about his level of intelligence. The caliber of people seeking elective offices in Nigeria sef! Na wa!!

Before I came on board, there were a lot of loopholes through which people, who are supposed to be collecting revenues for the state siphoned money; they were not remitting money into the state coffers but when Alpha Beta came on board, it helped moved our Internal Generated Revenue (IGR) from N600 million to over N14 billion. "The outfit set up to collect taxes is the Inland Revenue Services (LIRS,) Alpha Beta only help us to verify all documents issued by the LIRS; it helped us to issue electronic tax clearance. If it helped us to generate this huge money, I just felt it is fair to appreciate the firm with the controversial 15 per cent."
N2.1 billion per month for a firm of less than 20 staff just for document verification?  shocked This is ridiculous!!
