Another laudable suggestion yall can hand over to Rochas Okorocha to consider;

Rather than give these children 100Naira per month, why not give out a contract to a reputable foriegn company or a Local company that has proven themselves over atleast 10years (it dosent have to be indegenous to Imo State) to provide snacks/food for these school children everyday during recess.
Who will pay for this?
The man has looked into his purse, and arrived at N100 monthly, you rather he provide the food/snacks everyday. Is that equivalent to N100 monthly? By the way, how exactly did you arrive at the fact that feeding them is a better idea that the money?

At the end of the day, everyone is entitled to their own opinion. However, what I cant get over is the nasty and crude language that is used to give a contrary opinion! As a non Ibo who has read widely on the Biafran war, I do believe that it is a cruel and terrible part of our history that must be addressed and put to rest thereafter.
Most Wars in recent history have had some form of reconciliation fact finding Commission/Tribunal that has investigated atrocities committed that are contrary to civilized rules of war. Horrific things were inflicted on Easterners in the name of The Federal Republic of Nigeria, which means in the name of any Nigerian who was not from the East. Apart from the spiritual repercussions of this, being abusive and nasty, 40 years later certainly is not going to help. There is a deep pain that will not just go away or be forgotten and must be addressed. That Ibos today are prospering and are on a rising  and blest projectile that has not even started is only by the Grace of God and should not be an excuse to ignore or deny the need to come together as brothers and sisters, comfort and wipe away the years of hiden pain and resentments. If this is not done, then the future is not bright as the festering sore will eventually consume all, one way or another.
Put succinctly, Nigeria remained accursed until the ills of the war are addressed, nothing will ever work! Blood is not in the same category as water!


To move forward, we MUST look back!

True. But don't forget even as we speak, there are still many 'Jonathans' (students who go to school without shoes) around. And there are pupils whose parent are not earning up to N1500 a month (I know this for fact). So, if well harnessed, Rochas N150 a month might just be what is needed to pay transport to school, buy sandal (local) or whatever it is that will make it easier for indigent student to attend school. And it's not a big drain on the government. Least we forget, Rochas has devoted a chunk of the State Security votes, and his personal salary to this mission.

Dear Imolites, it is gratifying to note that our mission in education is well known to all. All children of Imo State must have free and compulsory basic/ secondary education. In our administration, Every Child Counts (ECC).

As at 2008, Imo State had about 1,296 Primary Schools. Because of proximity and age of pupils, the number will be maintained and our Government will spend between 8.5 and 9.2 Billion Naira over a period of four years; for the refurbishment of the said primary Schools to meet with today’s standard of learning environment.

In addition to this, we will as a priority spend 2.4 Billion Naira on re- training of teachers at this formative all important stage of learning. In our Teach-The-Teacher Program (TTP) we will lay emphasis on Science and Technology to meet the challenges of today.

School Feeding Programme now feeds over 1.4 million pupils - Adamu


The Executive Director of the Ghana School Feeding Programme, S.P. Adamu says the Ghana School Feeding School Feeding Programme (GSFP) has now been upgraded to cater for over 1.4 million pupils across the country.

According to Mr. Adama the programme is now focusing on the rural areas rather than the urban centres.

The programme, at the beginning of the term, was suspended for re-organization in order to include more schools, but the CEO says the programme now feed 1.4 million mouths.

Speaking on Asempa FM’s Current Affairs Programme, Ekosii-Sen Monday, he noted that under the re-organization, schools such as Achimota Primary and JHS and the Ministry of Health School have been excluded from the programme.

“There are schools which are having less privileged pupils. Nima and Chorkor have also been included so we are on the right part” he stressed.

He hinted that since 2010 the feeding programme is solely financed by the government of Ghana. “We received 50 million from last year’s budget and 10 million from the supplementary budget so the finances are available to work”.

He said the GSFP is hoping that there will be more available funding so that the programme can achieve the purpose under which it was established.

Sunyani, June 29, GNA – A total of 713,590 pupils in 1,695 basic schools across the country are currently benefiting from the Ghana School Feeding Programme (GSFP), Mr Seidu Paakuna Adamu, National Co-ordinator of the Programme said on Tuesday.

He observed that even though there was a slight increase in the number of schools enjoying the free meals since its inception in 2005, school enrolment continued to increase because of the programme.

Mr Adamu made this known in Sunyani at a sensitisation workshop for media practitioners on the programme.

He said in the 2007-2008 academic year a total of 441,189 pupils benefited from the GSFP while the figure jumped to 58,025 in 2008-2009.

Mr Adamu said Ghana could not afford to lose such a laudable programme and called for the passage of a legislative instrument to support its implementation.

He also called for a clear national policy document to guide the implementation of the programme.

The National Co-ordinator expressed regret that the GSFP had not achieved its goals to increase school enrolment, attendance and retention especially in deprived communities and reduce hunger and malnutrition among pupils.

“Schools in deprived communities which are expected to benefit from the programme have been wrongly excluded.”

Mr Adamu said the national secretariat of the programme was undertaking

re-structuring and re-targeting exercises to among other things ensure that it met its targets.

He asked key actors of the GSFP to play their respective roles with commitment to enable the programme to achieve its goals.

Mr Adamu said because of poor management and other challenges that confronted the GSFP, The Netherlands which provided 80 per cent grant to support the programme had withdrawn its funding.

He said during the academic calendar government had paid GH¢50 million out of the proposed budget of GH¢85 million for the implementation of the programme.

Mr Adamu appealed to the media to play its watchdog role with diligence to help ensure that the programme achieved its targets.

Mrs Edna Ganda, Senior Officer at the Management Information System of the programme said the programme spent 80 per cent of the feeding on local farm produce.

Madam Grace Boachie, Regional Co-ordinator of the programme said 262 schools were currently benefiting in the region.

Mr Philip Chaahaah, Regional Co-ordinating Director, who presided over the programme, commended the media for supporting the implementation of national policies and programmes.

He advised the media to be circumspect in their reportage and avoid sensationalism, adding that the sustainability of the programme depended on them.

Mr Chaahaah appealed to the media to alert policy makers to help address challenges that confronted the smooth implementation of the programme in their communities.

I am at a loss at all these people who come and post rubbish on NL.

Firstly, Buhari will NEVER win this election, even if you redo it a million times, as long as he remains a jihadist bigot and as long as sharia crap is still being proposed by the northern thieves called their leaders.

Check out the election results: Buhari lost in ALL NORTH CENTRAL STATES(Kogi, Adamawa, Plateau, Taraba, Nassarawa, Benue, Kaduna).

In case you havent noticed, The majority of the people of these states ARE christians and they are tired of these Islamist , by force and/or by fire you must become sharia-compliant fools, who are in the CPC.

The North's only chance of getting ANY leadership position in Nigeria is by:

1) Abolishing Sharia in all of the north
2) Swear to the supremacy of the Nigerian constitution
3) Realise that the North Central states will NEVER fall to the islamist agenda(the carnage in Jos only tears the north apart the more; and Benue, Taraba, nassarawa et al know what is at stake should Jos fall; which WILL never happen).

The leadership crisis rocking the Congress for Progressive Change (CPC) has taken a new turn, as the factional leader and Protem chairman of the party, Senator Rufai Hanga, has moved to recover his property that houses CPC’s national secretariat in Abuja.
According to the eviction notice signed by Hanga, his agents would be visiting the party headquarters on December 27 to inspect the property as stipulated in the contractual agreement to ensure that the property is restored to “proper state”.

The notice gave CPC until December 31 to move out of the building or face forceful eviction.

The eviction threat came on the heels of the closure of the CPC’s Presidential Campaign Office located at Wuse II in Abuja following similar request by another chieftain of the party, Alhaji Sule Hamman, to reclaim his property.

The move by Hanga is seen as having a lot to do with the
post-election leadership tussle that has pitted the former senator from Kano State against the present leadership of the party.

The building, a two-storey complex located at Plot 1132, Festus Okotie Eboh Crescent, Utako District in the Federal Capital Territory (FCT), Abuja, was acquired by the CPC under a two-year lease agreement for N30 million.

Hanga’s quit notice addressed to the CPC Director of Administration, was delivered last Friday by the Deputy Chairman (South-east) and close confidant of the senator, Mr. Ifeanyi Ozigbo.

In the tenancy agreement for the property, CPC is expected to notify the owner of its intention to retain the building three months to the expiration of the lease period.

However, Hanga said the party’s leadership did not comply with the terms of the agreement, hence he had decided to take appropriate steps to recover his property.

The protem chairman and his group had gone to court to challenge the authenticity of the national officers of the party under the chairmanship of Prince Tony Momoh on the ground that the convention that produced the leaders was illegally held.

Judgment in the case filed against the Momoh-led National Executive Council of CPC has been fixed for November 21.

However, THISDAY gathered that due to the bad blood generated by the leadership tussle and the freezing of the CPC account in three banks, the party was not able to meet up the requirement for the continued use of the party office.

Now Let me start with you because you come across as someone who can be reasonable in a debate;

1. Sir! If you go back to that long post which I made earlier, you would notice the portion where i stated "It would have been better if he had sent those 60 students abroad to complete/finish their education, rather than a 6month all expense paid vacation". It would be more profitable for a student to go abroad, learn the skills properly and then come back home and serve for 4 to 5 years mandatory in the Imo State civil service rather than this "exchange program" which has very minimal advantages to the state. I hope you understand.

If Imo State says every year, we would send 50 students, from all the local governments in the state abroad on merit to study abroad with a 6 year post-graduate pay-back scheme were they must work for the Imo State govt for a while then I can see some real developmental system in place, but an exchange program really is just a waste of state funds and does not improve Imo State University system in any way. Instead, a Lecturer exchange program would serve to benefit a wider student base than a student exchange program (I hope you understand!). Bring in Expart lecturers from the West to teach here for 1 year and send ours over there to learn more for 1 year, now thats a laudable scheme with long term bebefits that would cut across a wider audience.
This will still attract the same criticism and negative backlash. Besides how would it have sounded if the governor had promised to send 50 people abroad for education in his manifesto and campaign? It definitely would sound ridiculous and like and empty promise. Besides, you cannot argue that the governor is not currently doing similar stuff with his foundation. Promising scholarship of that nature might bring a direct conflict of interest between the state and his Foundation. The smarter way round it is exactly what he has done.

An exchange program is exactly what it is - an exchange program. Sponsoring 50 students annually abroad for full education, while it might have it merits is not without it drawbacks. What is the guarantee such will not be abused by both the students, and the operators? Have you taken time to estimate the cost of such on the state coffers? Then again, you seems to underestimate the impact a exchange program might have on the psyche, mentality, and imagination of the beneficiary? Many who might not have step out of the shores of the land.

I think the Rochas deserves commendation for his efforts; and for fulfilling one of his manifestos. Beyond that, and if and when he decides perhaps send students on a full-time education abroad, the will be enough data for analysis from the exchange program. The benefit of crawling (exchange) before running (full time) will definitely be obvious.

It does not matter whether his is from Imo or not;there is no way you will know if his opinion counts or not, well except if you are the one doing the counting.
The  best you can do it to present a better, and much more logical 'opinion' than him, and let the reader be the judge.

Personally, I agree with what the governor has done and is doing educationally for the state. In my own judgement, I would say given his manifesto, which upon the Imo State electorate voted for him, and his activity, I would say so far he has not derailed.

    SECONDARY EDUCATION

In recent times, Our State has witnessed over 28% dropout rates for female and 34% for male. This worrisome development must be checked with Radical Education Re-engineering Program (RERP) which will in the first phase require government investment of 21.6 Billion Naira over a 4 year period to set up 120 world class Secondary Boarding Schools equipped with the most advanced facilities in the areas of science and technology.
Our Government will re-organize educational system to be in tune with modern trends and technology. We will rebuild our educational system to focus on the following areas:
1. Entrepreneurship and Wealth Creation (EWC)
2. Practical Education System (PES) which will address such strategic areas as creative writing, Film production and editing, Fashion designing, mechanic, carpentry / Joinery / Craft Making, neighborhood Security / Surveillance Inter- alia. All these and more will be established within the Imo Vocational Village (IVV) to be established in the three senatorial zones.
3. An innovation of Teach-The-Teacher Program (TTP) will be set up to reshape and upgrade our present falling standard of education.
4. Introduction of a Culture Based Education System (CBES) which will bring back our cultural values.
5. The re-introduction of craft and civic education in our primary schools.


    TERTIARY EDUCATION

Our tertiary institutions now moribund [b]will be upgraded and maintained to compete with others in line with learning and research, through collaboration and exchange programs with Tertiary institutions within and outside the Country. [/b]We will make our University Education entrepreneurial and result oriented.
Our graduates shall no more end up with theory only, but in addition acquire practical education to function in the global market. Our Government will review downward the present high cost of school fees paid in our State tertiary institutions.

Fighting using food as a means of war is another thing .
Even the war in libya and other places food was not used as a weapon.
Having your landed property which you left in the face of victimisation and ethnic cleansing being declared abandoned property is another thing.
Being given 20 pounds or 5000 naira in place of the billions you had in bank is another thing.

what Nigerian fail to understand or comprehend is how come the country has not made any meaningful progress since 1970 despite that the country has not fought any war since then.
The one tha baffles is most is that the so called victors in the civil war are not even better than the loosers 41 years after the war.
The loosers now produce more garduates (human Capital) than the victors.
The loosers own more landed properties than those who confisticated their property.
The loosers command more per capital income than the so called victors.
That's one benefit of the war;
The survival skills of an average Igbo man went into overdrive and never stopped.
The thing withl recovering from such a disadvantaged position emanation from a genocidal war, is that you wont even know when your have fully recovered.
An average Igbo has more than recovered economically and in other ramifications from the debilitating effect of the war and have not even realized it, so they are still 'striving to recover'; but unfortunately, Nigeria has not recovered having decided to keep the Igboman down, rather than building up Nigeria.

Such policy failed woefully, as the Igboman spread out to take advantage of Nigeria's sheer docility emanating from their wickedness. The Igboman learnt a new way of life, and have never looked back - ever.

Whatever one does, people will find motive to criticize the rationale behind it; not that this is in itself intrinsically bad, yet some non-constructive criticism are evil. Even India and China currently pushing ahead positively on world economic chart simply cannot resolve completely issues of poverty in their respective countries, neither can they do so in the next hundred years; there's so much poverty in the USA than many can imagine. Here's a guy who decided to invest in human recourse, yet armchair critics find fault with it. Let someone tell these critics that our fathers sold lands and other community property to send some of their children abroad and to high institutions. They did not change the world with their gesture but they were intelligent enough to invest in human recourse. Some of these sponsored brethren were lost to the white man but many came back to invested! Chinua achebe mentioned these noble  ideals in his Books. Rochas may not be able to change the entire world of IMO State but I still believe that since Mbakwe, who also could not change the world of IMO State due to obvious constraints, yet both men are/have impacted lives in IMO State. Every right thinking individual will encourage their leaders to pay more attention, not just to the quantity but also the quality of education. If the Exchange program is the acme of quality education, then so be it. Obviously the best criteria to use for this sort program. Encouraging above student with better educational exposure is one of the best ways to stimulate and encourage other students. It's a  simply way of saying: 'hard work pays!

I myself am not in Imo state as I speak, and neither do I know who you are or if you are who you claim. All I see here is someone logged onto this forum here making some really firm claims of this -- There is absolutely no way for me to confirm that you even know what you claim or are who you claim to be. And I am simply hoping this person(she/he) can present us here with equally solid evidence of his claim to help convince us of the claims made so far. Any person fit log on internet make claims these days . . . hence the reason why requesting backing is prudent even in this.
The burden of prove is on the pessimist. Take his word for it or get your fat butt moving towards the evidence you seek. Either way, it's your call!
