I felt it's something that could be done often. But with the strenuous exercise at hand I think it will be changed to either twice a year or annually.

I think annually is the better option. If a 6-month routine can be sustained, I'd very much like it.

If availability is solely the responsibility of the groups and their members, I feel it's important the dates are fixed (even if just temporary estimates) before final grouping. Would help in the case of those who might have genuine reasons for opting out due to timing.

Hope observations are still welcome after rules have been enacted.
