ACTING Inspector General of Police, Ogbonna Onovo, has assured Nigerians of his commitment to a crime-free society and urged them to pray for him to achieve this feat.

Speaking at the force headquarters on Friday during the handing and talking over ceremony from his predecessor, Mike Okiro, Onovo said that the support of his officers and men, over the years, had been overwhelming and that the confidence Nigerians reposed in him will not be in vain.

Onovo commended his predecessor for his leadership style a[b]nd pledged to continue from where he stopped in fighting crime.[/b]

When the whole country's blaming you for recession and swine flu and war and expenses scandals, where better to escape the baying mob than the sanctity of your iPod?

Gordon Brown's been in the news again today - as he is every day, to be fair - after revealing more about his listening habits.

The Prime Minister has already told us that he's a big Arctic Monkeys fan (though strangely he couldn't tell us any of their songs) but speaking yesterday at a Q&A session in Cardiff, Mr Brown has revealed that Bach, Beethoven and Amy Winehouse are also racking up plays on his MP3 player.

It may seem like rather a large jump in taste to be listening to Beethoven's "Ninth Symphony" one minute and "Rehab" the next, but the troubled PM clearly finds something he can identify with in the work of the troubled singer. Moreover, it clearly indicates an eclectic and varied music taste - so what else do you think Gordon's been jamming too?

The Stranglers' "Golden Brown" must be something of a favourite, while during yesterday's Q&A session the Prime Minister also admitted to a love of U2. Sort of. "I tried to persuade Bono to do all sorts of things for international development so I tell him I like all his songs," the Prime Minister joked to his young audience. It's not known how well the gag went down - with the kids or with Bono - but kudos, Gordon, for shoe-horning some politics in.

Deputy Inspector General of Police Mr. Ogbonaya Onovo will today take over as the Acting Inspector General of Police, following his appointment by President Umaru Yar’adua.

Onovo, 56, will hold the position in acting capacity pending the confirmation of his appointment by the Nigeria Police Council.

He will take over from Mr. Mike Okiro, who retires today after attaining 60 years mandatory retirement age.

Onovo’s appointment was announced in a statement last night by the Special Adviser on Media and Publicity to the President, Mr. Olusegun Adeniyi.

Born in Enugu, Enugu State on February 7, 1953, Onovo graduated from the University of Nigeria, Nsukka in 1976 with a Bsc. Degree in Political Science and began his career as an Assistant Superintendent of Police on August 1, 1977.

He rose through the ranks to become a Deputy Inspector General of Police on March 14, 2002 and has held several career positions in the Police.

Onovo was also the Chairman/CEO of the National Drug Law Enforcement Agency (NDLEA) between 1998 and 2000.

The retiring Okiro, who was the 13th indigenous Inspector General of Police, was appointed on June 1, 2007 and enlisted into the force on August 1, 1977

THE Federal Bureau of Investigation (FBI) of the United States of America has warned homeowners and prospective renters to be wary of a new,  "Nigerian" scam that uses Craigslist, an online site. These posts are allegedly being done without the consent or knowledge of Craigslist. The warning issued by the FBI said that an unknown person was taking homes listed for sale on other public search sites and posting them on Craigslist, and saying that they were for rent and asking for up-front deposits.

The statement said: "After the posting is listed, unsuspecting individuals contact the poster, who is Nigerian, for more information on the 'rental. The Nigerian scammer will state that they had to leave the country very quickly to do missionary or contract work in Africa and were unable to rent their house before leaving, therefore they have to take care of this remotely."

The renter is then sent an application which asks for the first and last month's rent to be sent to them through Western Union and if they qualify, the keys to the house will be sent to them.

By the time the victims learn that the home is actually for sale and owned by someone else, the money would have been sent to Nigeria and they can't get their money back, it added.

Retiring Inspector General of Police Mike Okiro yesterday admitted that his wife owns the company accused of contributing to the collapse of Lead Bank by not defraying loans amounting to N167 million, but denied direct links with the company.
Okiro said at a meeting with senior police officers in Abuja that the company, Hekiro Nigeria Ltd, which the Nigeria Deposit Insurance Corporation (NDIC) accused of borrowing a total of N166. 597 million between 2000 and 2001 from the now failed Lead Bank, belongs to his wife Mrs. Hera Okiro.

He said his wife borrowed $1.4 million from the bank to undertake a contract secured by the company from Agip Oil Company to the tune of $2.4 million. Okiro said his wife then opened an account with the bank, which Agip agreed to pay the money into.

“This was done in collaboration with the bank so that as Agip pays the contract money, the bank will recoup its money including the interest. When Lead Bank had some problem my wife opened an account with the National Bank (in liquidation) in which Agip was informed. Agip has been remitting the money into the National Bank account,” Okiro said.

He said three years later Agip informed his wife that the oil company had paid the sum of $2.4 million into the National Bank account and she contacted the NDIC for settlement but this was never done.

Okiro was responding to news reports quoting a letter sent to him by NDIC, in which the commission accused him of being the real owner of Hekiro Ltd because he signed cheques of the company’s accounts.

Okiro said he allowed his wife who hitherto worked with a bank to set up the company (Hekiro) so she could settle with him instead of moving from one place to another on transfer.

He said his wife’s company is not on the list of those indebted to Lead Bank recently released by the Senate. He said NDIC only wanted to hit back at him because he investigated and prosecuted some of its officials including the Managing Director Ganiyu Ogunlewe. “I was requested to investigate the NDIC officials by the National Assembly,” he added.

NDIC lawyer Mr. Okunade Olurundare had in a letter to Okiro dated July 20, demanded the re-payment of the loan within 48 hours, failing which the commission would take action against him.

Olorundare told Daily Trust by phone yesterday that even though Okiro has responded to the letter, the case will still be referred to the Economic and Financial Crimes Commission (EFFC), Independent Corrupt Practices Commission (ICPC) and the Code of Conduct Tribunal for further investigation.

He said he was yet to read Okiro’s reply because he was not in his Abuja office when the reply was delivered.

On Wednesday, NDIC alleged that Okiro used his family company, Hekiro Nigeria Ltd, to collect loans from Lead Bank and refused to repay, and therefore contributed to the collapse of the bank.

Records show that even though the company was registered on January 25, 1989 under an assumed name of Madam Bessy Okiro, signatures used to collect loans from the failed bank included that of the former IGP. The records also show that the signature on the International Passport of Mike Okiro with passport number A0696925 issued on October 19, 2000 is similar to the one used by Bessy Okiro.

The NDIC letter to Okiro had said, “From some of the documents passed to us, you signed as Chairman, while in some, you signed as Director for Hekiro Nigeria Limited. However, despite the fact that you are a Police Officer and knowing the implication of forging a signature, you signed as Bessy Okiro and which signature is consistent with your true signature as Sir Mike Okiro on some of the documents available to us. Apart from signing as Bessy Okiro, we have discovered that you did not declare your interest in Hekiro Nigeria Ltd to the Code of Conduct Bureau as required by the 1999 Constitution.”

But the Senate yesterday frowned at non-inclusion of Hekiro Nigeria Limited in the list of debtors of failed banks submitted to it by the NDIC.

Speaking to Daily Trust on telephone yesterday, Chairman of the Senate Committee on Banking, Insurance and other Financial Institutions, Senator Nkechi Nwaogu (PDP, Abia) said the NDIC must be queried over the non inclusion of Hekiro on the list.

“I don’t know why NDIC did not include the firm in the list they sent to us during the investigation we conducted. I am going to write a query to them on this because it shows that they may still be hiding some of the debtors,” she said.

The tenure of Mr Michael Okiro as the Inspector General of the Nigeria Police official comes to an end today. In line with civil service procedure provisions of the Police Service Commission, Mr Okiro’s stay in office cannot be extended beyond this date.

Under normal circumstances, the nation should be rolling out the drums to celebrate the successful tenure of the nation’s top cop. Unfortunately, these are not normal circumstances; there have not been since the scandalous episode involving Mr Tafa Balogun, one of Mr Okiro’s predecessors; nor were there during the tenure of Mr Sunday Ehindero, Okiro’s immediate predecessor and Balogun’s successor.

All three, from evidence now in the public domain, seem to be joined in an unholy web of graft and other public misdemeanours that a legitimate question can be asked about what has gone wrong with the process of appointments to the top leadership position of the Nigeria Police Force, and its implications for crime fighting in the country.

In the twilight of Mr Okiro’s tenure, as in those of his predecessors, it has emerged that the he is associated with the collapse of Lead Merchant Bank. The outgoing police chief reportedly has admitted that his wife’s company secured a loan from the bank between 2000 and 2001.

By the time the bank went under its crushing debts to customers, Mrs Okiro’s firm failed to liquidate her indebtedness of over 166 million Naira to Lead Merchant Bank. 

Mr Okiro has sought to explain his role in this developing, potential scandal. And, as the Trust’s front-page story today indicates, he has some way to go to successfully, if at all, do that before the anti-graft agencies, the courts, and Nigerians. At this stage, Mr Okiro seems to suggest in his statement to the press on the issue, that if there was any problem in this matter, it was between his wife and the Nigeria Deposit Insurance Corporation (NDIC) to sort things out, but then it gets complicated when the registration documents of Mrs Okiro’s firm that is thought to be the debtor, are found to be missing from the custody of the Corporate Affairs Commission (CAC).  Things get weird, too, when Mr Okiro would claim that the NDIC was trying to “hit back” at him because he had once ordered his officials to arrest NDIC Managing Director, Mr Ganiyu Ogunleye, in connection with allegations of shady deals involving it in the liquidation of failed banks. There is every reason therefore, to suspect that there is more to what is going on than we know at the moment.

What does all this say of our police force?

When Balogun was forced to resign as Inspector General in January 2005, and arrested two months later, it heralded what was thought by many as the beginning of the introduction of sanity in the force; as the saying about the fish, if the head is rotten, the rest of the body is as well.  During his stint at the helm, under the permissive gaze of his boss, then President Olusegun Obasanjo, Balogun acquired assets that, in retrospect, make one wonder what really got into his head. With Balogun’s forced departure, he pleaded guilty to graft charges in November 2005, and was sentenced to six months imprisonment. Because he had already spent sixty-seven days in detention, Balogun actually served less than four months after the sentencing, forfeiting a number of ill-acquired wealth, including 150 million dollars, shares hidden in blue chip companies, and fourteen luxury apartments.

Many believed the sentence to have amounted to a mere slap in the wrist, given the level money involved, but were mollified when even against the significance of the public humiliation of the nation’s corrupt top officer.

If any lesson was learnt from that sad chapter, it seemed to have been lost on Balogun’s successor, Mr Ehindero. As in the case of Balogun, several allegations of shady dealings in the top hierarchy of the police force preceded Ehindero’s departure in 2007. At his departure, President Umaru Musa Yar’adua had to order his arrest in June 2007. This followed report of the discovery of a large stash of cash in Mr Ehindero’s office on the eve of his leaving office. There were also questions being asked of the whereabouts of 2.5 billion naira from the police cooperative society and over 300 million naira of police equipment funds.

Some of these issues are still being looked into by the Economic and Financial Crimes Commission (EFCC).

The new Yar’adua administration appeared to have missed the vital lesson of both episodes; hence the mess that the country seems to have gotten itself into, with what is unfolding before us.

Mr Okiro’s previous record as the commissioner of police in Lagos state ought to have been taken into account when short listing potential Inspector General in 2007.

If the authorities had done that, perhaps we would have been saved this messy episode of having to charge the retiring inspector general, the third in a row, with fraud-related offences.

Either there is something wrong with the procedure of appointing people to that office, or there is too much of laxness in the monitoring and control of funds allocated for police activities, or a combination of both.

Before Mr Ogbonnaya Onovo, who has been designated to succeed Mr Okiro, take office, the nation would benefit from a review of the process and a background check on all potential candidates before they are confirmed to the post. Unless that is done, and Mr Ehindero and Mr Okiro’s cases dealt with expeditiously but judiciously, anyone wearing that IG cap would not command the respect and confidence of Nigerians that the office desperately needs for the force to work effectively.

Despite the enduring economic hardship in Nigeria, it is unwise for any Nigerian Christian pilgrim to Israel to abscond from his country’s camp during the pilgrimage to remain in the holy land in search of greener pastures.

The chairman, FCT Christian Association of Nigeria (CAN) Rev. Fr. (Dr.) Ojukwu made this observation at the opening of the 2009 pilgrimage stakeholders workshop in Abuja yesterday, attributing the act to the absconders’ ignorance of the economic conditions of other countries and the hardships to which Nigerians are subjected there. 

The FCT CAN chairman observed that Nigerians who are plucking oranges, apples and tomatoes  and working as slaves in farms in Israel are suffering more than Okada riders in Nigeria.

He said it is only the illusion and utopia of greener pastures of abounding in Israel that lure the absconding pilgrims who, he said, get disappointed on getting there, but feel ashamed of coming back home without having anything to show as  economic achievement.

The Executive Secretary, Nigerian Christian Pilgrims Commission Dr. John J. Opara had earlier revealed that out of the 17,600 pilgrims in 2008, 23 had absconded.

In his speech, FCT Minister of State, Chf. Chuka Odom, represented by the FCTA Permanent Secretary Dr. Rafeeq Ogunbambi said the stakeholders’ workshop was to ensure that all participants avail and equip themselves with the right information necessary for the smooth conduct of the Holy Pilgrimage.

Chairman, FCT Christian Pilgrims Welfare Board, Col. (Rtd) John Y. Madaki, at the occasion, said the sale of application forms for 2009 pilgrims was still in progress at the cost of N2, 500.

He also said that a pre-visit to Israel and Rome has been held preparatory to the pilgrimage proper and a meeting with the air carriers was held on July 10, 2009.

A Chilean gay man who became obsessed with Madonna after hearing her music as a boy is now earning tens of thousands of pounds impersonating the star.

Elias Figueroa, 28, now performs for crowds of up to 20,000 people and says he is mobbed on the street by adoring fans.

He said: "I heard 'Like a Virgin' and it totally blew me away. "Madonna was so naughty, so sexy and unorthodox she broke the rules and I wanted to know everything about her."

MORE than 1,300 people have signed a petition calling for a former cinema to return to a town centre, writes Kate Mead.

Crystal Palace residents are urging the council to return the former Gala bingo club, in Church Road, to its original use of a cinema.

Evangelical church the Kingsway International Christian Centre (KICC) bought the site on June 30 but residents intend to fight the proposal to turn it a place of worship.

The building currently has 'Assembly and Leisure' classification but the KICC lodged an application with Bromley council to change it to use for public worship.

Residents and traders have collected hundreds of signatures on their petition and the Cinema for Crystal Palace group on Facebook has attracted more than 600 members.

The Crystal Palace Triangle Planning Group, which was set up to oppose inappropriate development in the area, has promised that it will organise protests against the proposed church.

Spokesperson for the group Annabel Sidney said: "A church will remove a prime community venue. Congregations of potentially up to 1,400 will increase congestion and could take take all our parking. This will discourage people from shopping in the area and add absolutely nothing to the area's economic viability. A cinema would bring many benefits to the area - employment, trade and community use."

The venue started life as the Rialto cinema before it became the Granada which closed in 1968. City Screen, the company behind Ritzy Brixton and the Clapham Picture House, had made an offer for the site in a but were beaten by KICC in the sealed bids auction.

Ms Sidney added: "The majority of people who came to our first meeting have never got involved in any sort of campaign before. This has really touched a local nerve."

A spokesman for Bromley council said an application to change the use of the building had not yet been received but when it was a consultation would take place. Liberal Democrat councillor John Canvin, said that people in his ward are concerned about the increase in traffic to the area due to limited parking, adding: "There is very strong feeling against it.

"It is a loss of a public building which would be available for all denominations. To put a church there would restrict it to people of a certain theological denomination and would attract others from outside the area."

A spokesman for KICC told reporters that the site will be used for church services on Sunday mornings and evenings and Tuesday evenings.

It is also believed that the site will be open during the week for youth clubs, counselling, a book shop and café.

Pastor Dipo Oluyomi of the KICC said: "All our church members are really looking forward to working with the community to contribute to the regeneration of Church Road. We definitely appreciate people's opinions. However, we feel they need to know us first for there to be any judgement as to who they think we are."

An airline cabin crew member has been charged after cocaine was seized at Gatwick Airport.

Officers from the UK Border Agency discovered the drugs, weighing about two kilos and with an estimated street value of £98,000, in baggage that had arrived on a Ghana International Airways flight from Accra.

Kwaku Asante Ayirebi, a 30-year-old Ghanaian national, has been charged with attempting to smuggle drugs into the UK.

HM Revenue and Customs said he will appear at Mid Sussex Magistrates' Court later.

Bob Gaiger, HMRC Gatwick spokesman, said: "Crew members are subject to the same customs checks as any other person when entering the UK.

"HMRC together with UKBA plays a vital role in the fight to prevent illegal drugs from entering the UK and in protecting our communities from the violence and corruption that always accompany this hideous trade."

A PRACTICE manager for a firm of London solicitors was today, 15 July 2009, sentenced to seven years in prison for helping hundreds of people fraudulently apply for indefinite leave to remain in the UK.

Frances Enahoro, 51, of Capstan Mews, Gravesend, Kent, who worked at the Lewisham branch of Macauley Blackman Solicitors (formerly Total Legal Services), masterminded a conspiracy which provided more than 500 immigrants with false documents supporting illegal residency within the UK.

Together with Oiumuyiwa , 45, of Chabot Drive, Peckham, and Grace O' Connor, 50, of Codrington Hill, Lewisham, he charged "clients" hundreds of pounds for a bespoke document forgery and residency application service intended to help them abuse UK immigration procedures.

They were found guilty of conspiracy to facilitate illegal entrance to remain in the United Kingdom - under the 14-year residency rule - at Southwark Crown Court on Tuesday 14 July. In addition O' Connor had earlier pleaded to fraudulently producing pay slips.

Under the 14-year residency rule, people who have lived in the UK for 14 years are allowed to apply to remain in the country whether or not they entered the UK legally or illegally, provided they are also of good character.

During the trial the court heard how, over a two year period, the trio provided thousands of forged documents to Nigerian, Jamaican and Ghanaian nationals hoping to gain residency in the UK. However, UK Border Agency caseworkers raised suspicions about the documents and applications were refused.

Enahoro ran the operation from his Lewisham office, providing clients with the contact details of those who could supply them with forged documents and arranging for the applications to be made.

O'Connor's role in the conspiracy was a forger of documents while Akinrin acted as a middleman, providing forged documents to Enahoro's clients.

The court heard how a previous Maxim investigation had alerted police to O'Connor's forgery activities.

Further investigation linked her to a host of UK Border Agency residency applications emanating from Macauley Blackman.

The trio were caught when an undercover detective visited Enahoro at the offices of Macauley Blackman posing as a Ghanaian national seeking advice about indefinite leave to remain.

After explaining the 14-year-rule, Enahoro said he would help him with the application for a £950 fee. He then gave the officer a telephone number for a man named "Michael" - an alias for Akinrin - who would be able to arrange the necessary documentation.

Akinrin met the undercover officer in a supermarket car park in Peckham where he offered to provide him with the necessary documents for £1200.

At a further meeting, Akinrin handed the officer an envelope full of documents containing BT bills, P60s, bank statements and NHS cards.

Enahoro and Akinrin were arrested on 13 May 2008 and O'Connor was arrested the following day.

Senior investigating officer Mark Teodorini, from the Met's Economic and Specialist Crime Command, said: "Francis Enahoro systematically abused and manipulated the system under the guise of his company. With the assistance of Akinrin and O'Connor they provided thousands of false documents to support bogus claims - charging high fees for the service.

"The prosecution is a result of excellent co-operation between the UK Border Agency and Operation Maxim.Essential support was provided by Covert Policing which resulted in compelling evidence being gathered."

UK Border Agency intelligence officer, Jan Polanowski said: "Working with the police we will continue to crackdown on those responsible for organised immigration crime. People in a position of responsibility who attempt to profit by abusing our immigration procedures must understand that we will take firm action against them."

Job hunting has become a whole business in itself.

There are yards of books about it, endless websites and even courses to help master interview technique.

Most employers really just want to see the basics - punctual, groomed, articulate candidates - rather than scented CVs with full-colour photos (unless requested) and a lot of rambling from someone who clearly has no clue about the job or company.

Now, we know you have got your act together, but just in case there are any lingering doubts about what could blow your chances of employment, here are 15 things to avoid . . .

1. Turning up late is a no-no. Even if you have a really good excuse. To be honest, unless you got run over by a bus on the way there and are in A&E then there is nothing else that will cut much ice. Aim to leave earlier than you need to and then leave half an hour ahead of that. You'll also look far less sweaty when you do arrive.

2. Not knowing anything about the market/company/job that your applying for is lame. It's insulting to your interviewer, will be spotted immediately and make you look like a time waster. There is no excuse now that almost every organisation or industry has a website or trade magazine. Do as much research as you can and be prepared to answer questions about why you want the job.

3. Looking unprofessional, scruffy or - horror of horrors - grubby, is going to get you noticed for all the wrong reasons. Unless the dress code is specified then play it safe and go for smart. You don't have to splash out on new togs, just make sure that what you do have is clean, well-pressed and tidy, that your hair and nails are clean and jewellery and make-up are kept to a minimum. And that's just the boys. Shoes come in for scrutiny too so get the polish out the night before.

4. You may be nervous but if you don't listen carefully to the questions being asked then you won't come across well, so try to relax and focus. If you talk too much when you're nervous, practice with a friend to slow down and take breaths so your delivery is more balanced.

5. Have something to say and something to ask. Even taking shyness into account, interviewers have nothing to go on if you have nothing to say. So make sure you speak up and show that you know your stuff. Equally, have at least one - preferably two or three - questions to ask them at the end. It shows you're interested and have thought carefully about the role. Simple questions such as 'What do you think are the best things about working here?' will be better than nothing.

6. Pay and perks is a difficult subject and let's face it, it's the reason we all go to work. Wait until the end of the interview and if it has not been mentioned then I think it's perfectly acceptable to ask about 'the package'. You may be asked to give your current salary. This is a tough one. Some recruitment experts say never disclose this as it may cause the new company to offer you less. Others say you need to be grown up and open about it. If you want more money, make sure you know what the market - and company - will bear and then stick to your guns.

7. Know your weaknesses. I don't mean champagne truffles and X Factor. One popular question which seems harmless at first is the old classic 'What would you say your strengths and weaknesses are'. Hopefully you can rattle off a concise but impressive range of strengths but many people I have interviewed were stumped by weaknesses.

It's tricky because you know you're not perfect, you just don't want to 'fess up to something that will blow your chances such as "I'm always late for everything" or "I'm always in debt". The solution is to find something that is not a turn-off but shows you're only human.

I like to say something about 'being too enthusiastic at times' or 'finding it hard to switch off at weekends'. But be prepared for them to follow up with 'Why do you think that is a weakness?'

8. Don't lie. Just don't. A candidate I interviewed who was then offered the job accepted it but then asked me for an urgent meeting where she revealed she had lied on her CV. Her fib was a strange one - she changed the class of degree she had to one higher. It was odd because the degree was not related to the job and not even a prerequisite.

But when HR had asked for copies of her exam certificates she panicked. In the end, after much thought, I gave her the benefit of the doubt but she turned out to be hopeless so was let go after the probation period. The moral of this story is that if you lie you'll almost certainly get found out.

9. Resist any urges to bitch about your current or former employers, even if the interviewer makes negative comments or encourages you to do so. Chances are that you don't want to work for a firm with staff that behave so unprofessionally in interviews anyway.

10. Your family and friends may find your jokes and impressions hilarious at parties but don't be tempted to entertain at your interview. Forget the fact the last year's winner of The Apprentice did a 'reverse pterodactyl' in his. Just think 'David Brent' and move on.

11. Avoid too much personal detail. If the interviewer makes small talk for the first few minutes, tell them your journey was fine and perhaps mention the weather. Don't regale them with details of the packed train, point out your snagged tights and slump into a chair with a Venti latte saying you're hungover.

12. Presumably they have a copy of your CV in front of them but don't count on it. Bring several copies in case there is more than one person interviewing you. Make sure you know it inside out and have checked it at least 57 times for spelling, grammar and accuracy.

Keep it short - to one page if possible. Personally, I'd ditch the 'hobbies' section too. If they really want to know, they will ask.

13. Turn your mobile phone off before you enter the building.

14. Don't swear. Even journalists don't swear at job interviews.

15. No one wants their knuckles crunched in a handshake but I'd rather have that than the 'wet fish' version which inspires no confidence. Make sure you have a firm, meaningful handshake and look the interviewer in the eye when you meet them and when you say goodbye. So many people don't.
