Politics › Re: Good News For The South East - Okonjo Iweala Wants To See The Region Do Better by Relax101(m): 10:45pm On Sep 12, 2011

http://www.cp-africa.com/2011/09/12/opinion-dr-ngozi-okonjo-iweala-makes-a-case-for-south-east-nigerias-economy/

Opinion – Dr. Ngozi Okonjo Iweala makes a case for South Eastern Nigeria’s Economy

Of the many challenges facing our country, the most fundamental, in my view, is improving the economy and enhancing the welfare of our people. It is fundamental because the state of the economy is a barometer for measuring the health of other aspects of society, be they social, or political.

A weak economy is a recipe for societal breakdown: the political chaos that trailed the recent debt- crisis in Greece and other parts of Europe, and the recent public overthrow of governments in the Middle East and North Africa, are all traceable to fundamental economic problems.

The home truth is that the South East as a region is operating far below its economic potential. An area roughly the size of Belgium in land mass, and 11.7% of the Nigeria’s population (according to official statistics), can contribute more to the national GDP in view of enormous endowments of resources, both human and natural. This is the challenge that is confronting us today – a challenge that warrants our attention urgently, for the sake of present and future generations. To borrow the words of Calvin Coolidge, the 30th President of the United States, “economy is the method by which we prepare today to afford the improvements of tomorrow”.

Why is the South East zone so special? In addition to abundant natural resources, like oil and gas, coal, salt, and so on, the region still has one of the best arable land in the country – it is often said that everything grows in Igboland. The region has comparative advantage in the production of subsistence crops like yams, maize, rice, plantains, and cassava. Cash crops like oil palm, rubber, and wood are also in abundance. In this era of rising food prices, the region could potentially offer food security to the nation, and generate export revenues: Nigeria’s food imports cost more than $10 billion yearly. The development of agro-based industry could also rid the region of its high rates of unemployment.

However, the region is still a net consumer of food – a reflection of the poor state agriculture sector.

The South East Zone has also seen an increase in industrial activity in recent years, with the development of industrial clusters in various axes of the region. These clusters, including the Onitsha Plastic Cluster, Umuahia/Aba Garment Cluster, Aba Leather Cluster, Nnewi Automotive Cluster, to mention a few, are the flag-bearers of “made-in-Nigeria” products, and are in many cases, the only competition to foreign products that cost our nation significant amounts in foreign currency every year. However, the industrial sector is still employing rudimentary production processes, which curtail productivity and limit the amount of jobs created. With the right investments in technology and infrastructure, these industries could really take-off.

Again, the South East zone has one of the best Human Development Indicators in the country. It has the lowest poverty levels in the country, and the quality of human capital – specifically adult literacy rates, and gender development indicators, are the highest in the country. The potential for other service-based industry, apart from the wholesale and retail trade sector for which the region is well known, is therefore enormous. Overall, the economic opportunities that exist in the three sectors of economic development – primary, industry, and services, are vast, and quite unique to the South East zone in Nigeria.

Let me also briefly outline the significant challenges that lie ahead for the zone to realize its true economic potential. Firstly, there is a need for adequate infrastructure: The region’s road infrastructure is in a poor state, and is a major constraint to the development of agriculture and trade. While I commend efforts by the various state administrations to improve the roads networks, I also want to say that the federal government is willing to work hand-in-hand with the states to develop the region’s roads, particularly the Enugu-Port Harcourt road; the Second Onitsha Niger bridge – a key to unlocking inter-regional trade with the rest of the country; and, also rail transport links to the rest of the country. The environmental problems of soil erosion and waste management confronting the region as a whole is beyond the capacity of the States to address individually, and requires the involvement of the federal government. Efforts to implement the Inland Ports Development programme will also be ramped up at the federal level vis-a-vis efforts to improve trade logistics and cut clearing times for goods at the nation’s ports.

Secondly, improving the investment climate is paramount: According to the World Bank’s Doing Business in Nigeria Report (2010), the South Eastern states are ranked below other states and the FCT i.e. from 30th position to 36th, in the “ease of doing business” category – a reflection of the poor state of the business environment. The zone is particularly weak in the “enforcing contracts” category, suggesting the need to improve the justice system in the region. Business regulatory systems clearly need to be more efficient. The workforce in the region could also be better equipped with the right skill set, involving vocational training, to support the potential growth of the various economic sectors.

While the South East zone is one of the most homogenous and cohesive zones in this country, there is a need for continued cooperation among the various states and interest groups. I am confident that our commitment to work hand-in-hand is vital to the region’s development.

Economic development is not only about the right policies and programmes or even the right leadership. No doubt these are important factors which contribute to the achievement and sustenance of economic development. But they do not stand alone. A critical factor which drives and sustains economic development is the system of values which provides a foundation. I know that some of us sitting here think that values and character are luxuries which smart people can do away with in the pursuit of money and fame. I beg to disagree. I make bold to say that one of the reasons why we have not done as well as we should is because we have not displayed the necessary strength of character, that collective focus on the best interests of our people.

Our values should help us come together, make us treat each other better, help us build the bonds of brotherhood; help us reject the temptation to cheat each other. Our values and character are the critical ingredients we need to forge ahead as a people. A few of us have given our people a bad name through their selfish actions. But I believe it’s time for us to reject the bad name by categorically rejecting the negative values that have also contributed to stopping us from putting our best foot forward. There is no better time than now.

Politics › Reforms: Mass Retirement Of Civil Servants Looms by Relax101(op): 1:46am On Sep 08, 2011
Reforms: Mass retirement of civil servants looms

By OKEY NDIRIBE
ABUJA-As the Head of Service of the Federation, Prof Oladapo Afolabi prepares to retire from service at the end of this month, no fewer than 300 federal civil servants may have been pencilled for disengagement by the Federal Government.

Investigations by Vanguard revealed that even though the mass retirement of federal civil servants is likely to affect middle and senior officers in all the ministries, it was in line with the civil service rules. All those affected were said to have either served the maximum period of 35 years or attained the age of 60 years.

It was learnt that the exercise was part of the on-going reforms within the Federal Civil Service . It was gathered that only last month three permanent secretaries were retired while another three were appointed as part of the reforms.

A list of over 30 affected civil servants who were affected by the exercise was sighted on a notice board at the Office of the Head of Service last Tuesday. The list contained names of officers on grade levels 7 to 17 who have been pencilled for retirement.

The memo which contained the list also indicated that those affected would be proceeding on pre-retirement training at various institutes for the training of public administrators and personnel managers in Abuja and Lagos. It was further gathered that some of the officers whose names were on the list have already been retired but were yet to undergo the pre-retirement training.

A source at Office of Head of Service which spoke to Vanguard on condition of anonymity said apart from those whose names had already been compiled to proceed on pre-retirement training, another list which would comprise the names of a fresh batch of civil servants would be released by next month.

Among institutes where the affected civil servants would undergo pre-retirement training are the Civil service Institute, Abuja, Centre for Management Development (CMD), Lagos and the Administrative and Staff College of Nigeria, also in Lagos. Vanguard learnt that while the junior level staff due for retirement would undergo their pre-retirement training at the Civil Service Institute, the middle and some senior level officers would be trained at CMD while directors from level 15 would be trained at ASCON.

It was also learnt that among the government departments involved in the exercise are the Office of Head of Service, the various ministries , Federal Civil Service Commission (FCC) and Bureau of Public Service Reforms (BPSR). When contacted over the development, Mr Tope Ajakaiye the Deputy Director in charge of Press at the Office of the Head of Service of the Federation declined to comment on the exercise but rather referred Vanguard to BPSR. Efforts to contact officials of BPSR proved abortive.

Politics › Nigeria To Assist Poor Countries With N7bn! by Relax101(op): 1:45am On Sep 08, 2011
BY DANIEL IDONOR
ABUJA-The Federal Executive Council, FEC, presided over by President Goodluck Jonathan yesterday approved N7 billion as donation to poorer countries through the global oil cartel, Organisation of Petroleum Exporting Countries, OPEC.

Also, the Presidential Project Assessment Committee, PPAC, led by former Minister of the Federal Capital Territory, FCT, Alhaji Bunu Sheriff, has submitted a report on on-going power projects across the country, especially those under the National Integrated Power Project, NIPP, to FEC, with submission that all projects are 80 percent completed.

The FEC meeting also resolved that the payment of the contributory fund be staggered through 2013 to 2020, from the Federation Account.

Minister of Information, Mr Labaran Maku, who briefed newsmen disclosed that the fund is part of an International Development Fund, being packaged by OPEC to assist poorer nations that are trailing behind OPEC members.

He, however, explained that the money was the outstanding out of the $177.7million pledge made by the country to the Fund in 1976.

According to him, the Council had approved that the money should be paid in instalment between 2013 and 2020, adding that with the FEC approval, the Ministry of Finance was expected to build the money into subsequent Federal Government appropriation bills.

Maku justified Nigeria’s decision to pay the money at this time, saying that as a prime player in the international community, Nigeria wanted to enhance its influence by meeting up with its international obligations, especially among developing nations, as well as stabilize the market for its crude oil.

He said, “we received in council a memo by the Minister of Finance to seek approval to enable Nigeria pay its own counterpart funding of its contribution to the OPEC fund for international development.

The OPEC fund for international development was established in 1976 in Vienna. The purpose of this fund was to enable oil producing countries to put aside some money to assist countries that do not produce oil.

In 1976 Nigeria made a promise to contribute $177.7million to the fund and over this period the country has been making its own contribution, but earlier this year there was a meeting of the fund in Vienna and there was a need for all member countries to complete their own contribution”.

He said further that “Nigeria has a balance of $43.3million to pay to this fund, so today the Minister of Finance brought a memo which council approved to enable Nigeria pay this contribution to OPEC. The money will be paid

instalmentally between 2013 and 2020. This fund is very important because it has helped a number of developing countries particularly in the South to cope with some of the pressures they go through”.

A major issue that dominated FEC, he said, was the presentation of a report by the Presidential Project Assessment Committee, PPAC, led by former Minister of the Federal Capital Territory, FCT, Alhaji Bunu Sheriff, who gave the progress report on ongoing power projects across the country especially those under the National Integrated Power Project, NIPP.

The Minister revealed that the committee advised the federal government to tackle the issue of gas supply to power projects in the country to enable them to deliver electricity adding that the Minister of Power has assured that when the ongoing Gas Master Plan was completed, there would be enough gas to power the projects.

PPAC also recommended the completion of abandoned dam projects in parts of the country which it told FEC that when completed, they could help the government to achieve its target of providing stable electricity supply to the country.

“The PPAC set up by the president, on the power sector. The President had earlier insisted that because of the significance of the project assessment committee there was need for the FEC to listen to the report sector by sector, so that government will derive maximum benefit from the recommendations of the PPAC. The chairman and members of the committee in todayâ ™s

meeting therefore focused on the power sector projects that are going on in parts of the federation. They gave the us a rundown of their tour of power projects, the level of progress and issues in the field”.

He stated that “the report focused mainly on how government must do everything possible to ensure that power projects are delivered in good time so

that the major sector in which this nation is looking upon us will give results in the lifetime of this administration. They toured all the projects, the gas power projects, particularly the NIPP projects and the committee recommended that one of the issues that we should take time to address is gas supply”.

“The ministry of power and petroleum resources informed council that the gas master plan is already on ground and everything was being done to ensure that it is delivered, so that by the time power

projects are completed there will be gas to run them. The NIPP projects which will give this country over 4000mw electricity are at about 80% completion in the field.

Government was happy about the progress being made in the field but we said we must not rest on our oars. One key recommendation which the

committee made is that all over the country, there are uncompleted dams which could generate a lot of hydro electricity projects for the country”, he said.

FEC, he said, “particularly noted the Dadinkowa dam, in Gombe state, which has the

capacity to deliver 34mw of electricity and there are several other dams stretching from Gombe, Osun, Kano and Katsina state that are also

simply waiting for turbines to be installed to generate electricity. Also the minister of power informed council, that already even ahead of this report they have already planned to ensure that the hydro electric components of this multipurpose dams are implemented in good time to generate additional power particularly in other parts of

the country to stabilize electricity supply. So if this is done in addition to the gas power projects that is on ground, it is expected that power will be delivered and it is expected that there will be some stability in power supply in the life span of this administration”.

Maku assured that “next week, we are expecting the PPAC to again address Council on projects in the works ministry, which we will also take like we did in the area of power. The president set up this committee because rather than allowing them go back to the field until government goes and hands off uncompleted projects it is wiser that we receive all the criticism that we can now

on our projects and wherever things are not working it will give us the opportunity to quickly act on them so that at least the past history of when projects are started and it takes decades to bedelivered will be mitigated”

Politics › Ibb Rekindles War With Obasanjo! by Relax101(op): 1:39am On Sep 08, 2011
By Henry Umoru
ABUJA: AFTER weeks of recess in the verbal war between former President Olusegun Obasanjo and ex-Military President Ibrahim Babangida, the battle appeared to have resumed yesterday with General Babangida insisting that General Obasanjo’s administration was characterized by high level squandering of the nation’s money.

Babangida also said yesterday that he never recanted his earlier statement made on Obasanjo before his birthday, noting that he still stands by the contents of that interview where he made allusion to the squander-mania that characterized Chief Obasanjo’s government with particular reference to the $16 billion dollars reportedly wasted on a fruitless power project, as revealed by the National Assembly power probe panel.

In a statement issued yesterday on behalf of General Babangida by his media spokesperson, Prince Kassim Afegbua, he said, “we have read several news reports suggesting that former President, General Ibrahim Badamasi Babangida, recanted his comments on former President, Chief Olusegun Obasanjo.
He wishes to state very clearly and without fear of contradiction that there is nothing like “recant” on his part. What General IBB stated on the 30th August, 2011 was that the media misquoted him on his earlier interview granted prior to his birthday of 17th August, 2011. The contents of the newspapers’ reports were different from the screaming headlines that were carried. That perhaps informed Chief Olusegun Obasanjo’s misplaced outburst to the effect of calling General IBB a fool at 70.

“General IBB still stands by the contents of that interview where he made allusion to the squander-mania that characterized Chief Obasanjo’s government with particular reference to the $16billion dollars reportedly wasted on a fruitless power project, as revealed by the National Assembly power probe panel. There was nothing extra-ordinary in what General IBB said to warrant Chief Obasanjo’s outburst and scathing remarks on the person of General Babangida.

Impression of a recant does not arise

“In the light of the above, he wishes to state unequivocally that the idea or notion or impression of a recant does not arise at all. His response to Chief Obasanjo’s outburst remains in force and valid, hence it will be wrong for anyone to report that “IBB recanted” on his earlier position. He will not allow history to record it for him that he kept mum when someone reportedly called him a fool.

“All the issues raised in his earlier response have not been contradicted by Chief Obasanjo save that he resorted to name-calling and abuse. He still holds the position very strongly that former President Obasanjo’s regime recorded the highest revenue in the history of Nigeria from independence in 1960 till 1999 when his government came into force.

Over N16trillion naira was shared among the three tiers of government during Obasanjo’s government, out of which about N7.4trillion was spent by the Federal Government. This is aside from other non-oil income that accrued to his government within the same period. Needless to state that the government went on a spending spree, which culminated in several sharp practices and abuses particularly in the privatization exercise. The records are gradually becoming glaring for all to see, no thanks to the National Assembly probe panel.

“He will be prepared to offer further clarifications should the need arise but let it be recorded that there was nothing like recantation as previously reported”.

It will be recalled that during the 70th birthday celebration of General Babangida held on August 17 this year, former President and Chairman, Board of Trustees, BoT of the Peoples Democratic Party, PDP, General Obasanjo, described Babangida as a fool at 70.

Obasanjo’s comments were reactions to General Babangida’s remarks who on the eve of his 70th birthday celebration in Minna, which rated Obasanjo’s achievements as low, just as he said that the BoT chairman failed to improve the power sector in spite of the huge resources that was available to his government.

Obasanjo also in his reply to Babangida had said that Babangida needed to be pitied and not condemned for rubbishing his administration against the backdrop that Babangida’s criticisms were unfortunate and not well thought out.

Christian Youths In Jos Kill Several Muslims During Eid Prayers

JOS, Nigeria | Mon Aug 29, 2011 7:22pm EDT

(Reuters) - Gangs of armed youths in the volatile Nigerian city of Jos attacked Muslims as they gathered to celebrate the last day of Ramadan on Monday, killing a number of them and burning their cars, witnesses and the military said.

The city, which lies between the country's mostly Muslim north and the predominantly Christian south, has been a flash point for ethnic and sectarian tensions between the two faiths.

If the violence worsens or triggers reprisals, it may prove another major headache for President Goodluck Jonathan, whose security forces are already stretched by daily attacks from an Islamist sect in the northeast, which also claimed Friday's deadly bomb attack on the U.N. offices in Abuja that killed 23.

"The Muslim faithful went for their Eid prayers and on completion of the prayers they were trapped by the youths in that area," Brigadier General Hassan Umaru, commander of the military Special Task Force keeping security in Jos, told Reuters by telephone.

"They burned some cars, quite a number a of cars. The number of people killed, I can't give that yet. We are still checking with local hospital sources," he added. He said there had been several deaths.

Witnesses said Christian youths set up road blocks and attacked Muslims as they gathered in Jos's Gada Biu and Rukuba areas, shooting a number of them dead.

A Reuters witness saw several bodies. At least one was charred after being set alight.

Umaru said the youths had since been "pacified."

Nigeria has a roughly equal Christian-Muslim mix.

More than 200 ethnic groups live side by side in the West African country. Though generally peaceful, Nigeria has seen periodic bouts of religious violence, with Jos in particular showing a tendency to flare up.

At least 80 people were killed in bombings there last December 24 and clashes between Muslim and Christian youths.

For the avoidance of vacillation or vacuous rhetoric, I enthusiastically concur with the fundamental parametric locus standii established by the Honorable Grammar Meister Patrick Obahiagbon, with respect to the modus operandii deployed by disgruntled, snivelling career prognosticators of doom, as they seek philosophical footing and transcendent relevance amid shifting sands intermittently reconstituted by ephemeral rip-tides of political compartmentalization.

Truth be told, dispassionate international observers still reminisce in bouts of wistful nostalgia about the Golden Era of Enlightened Discourse and Linguistic Multidemensionality, when fabled Grammar Meister Obahiagbon held the rapt floor spellbound as he regaled august gatherings with unrelenting bombardments of sanctimonious invective, pseudo-argumentative jousting, irreverent yet insightful banter and tautological extrapolation ad-nauseum ad-infinitum, nihil incarborendum illegitimii.

The bland, subdued, understated, uneventful, stupefyingly laborious, tedious, ponderous and unmitigatingly morose tone of all Nigerian House of Assembly gatherings convened during the dark, neuvo-nihilistic, Bohemian Post-Obahiagbon Era, have established in a fundamental, unequivocal, irrefutable and incontrovertible manner, that an individual of grandiloquent bearing, caliber, fortitude and constitution did once hold forth in those hallowed halls, and shall thus be remembered by appreciative chroniclers of the human condition in both its panoramic complexity and its parabolic trajectory.

Patrick Obahiagbon Has Something To Say. Gej 100days In Office.

"The last 100 days of President Jonathan has smirked of Olympian phlegmatism and byzantine anchorage. The truth is that Nigerians are righteously indignant of the years of locusts that they are not in the mood to put up with any vacillation or vacuous rhetoric on issues that have to do with political_economy. I pray that Mr President responds prestissimo to the legitimate yearnings of our people, given the crest of goodwill upon which he ascended power.” Patrick Obahiagbon

Cameroon's President, Paul Biya, 78, today made an official bid for re-election in the forthcoming October elections, after almost 29 years in the seat of power.

Biya is one of Africa's longest-standing heads of state. He benefited from a 2008 constitutional amendment scrapping limits to presidential terms.
