The National Assembly is working to create 80 new federal universities, polytechnics and colleges of education despite poor funding for the existing tertiary institutions.

If these new institutions are created, it will bring the total number of federal educational institutions to 164.

The Academic Staff Union of Universities (ASUU) has been on strike in the last three weeks over inadequate funding of research and infrastructure in the federal universities.

Daily Trust findings revealed that there are presently 80 bills at various legislative processes pending before the Senate and the House of Representatives for the establishment of tertiary institutions across the country.

In the 2018 budget, the 84 existing federal government tertiary institutions across the country were allocated N367 billion out of the over N600 billion approved for the education sector.

The 80 proposed federal institutions, spread across the 36 states of the federation and the FCT, comprise 27 universities, 22 colleges of education, 19 polytechnics, six institutes, one police academy, one federal college of agriculture, a federal college of forestry, one para-military academy and one federal college of veterinary assistants as well as a school of mines and geological studies.

Out of the 27 proposed federal varsities, ‎10 are for education, eight are for agriculture, four for technology, and one each for science and tech, medicine and medical sciences, aquatic studies and health.

A total of 37, out of the 80, are from the Senate, while ‎36 are in the House of Representatives with seven other bills concurrently undergoing legislative processes in both chambers.

It was learned that many of such bills will still come up before the expiration of the current 8th National Assembly in June.

If established, the new institutions are expected to gulp the federal government hundreds of billions of naira annually for both salaries of staff, research, infrastructure as well as day-to-day operations.

In the past few years, academic staff unions of other federal polytechnics, colleges of education, among others had embarked on strikes to press home their financial demands.

Our correspondents report that all the bills that came up for public hearing had received massive support from all the stakeholders, indicating acceptance for the establishment of the institutions. Only a few of the bills are yet to come up for the public hearing.

Most of the bills came up from late 2016‎ to date as the lawmakers devoted much of their time at the initial stage to the bills on constitution amendment.

‎Going by legislative practice for bill passage, either of the two chambers that passes a bill that is not with the other chamber shall transmit the same to the other chamber for concurrence, and vice-versa.

Varsity, poly, COE for every state

In January this year, senators approved a report on modalities of establishing federal universities, polytechnics and colleges of education in the country.

They said ‎federal polytechnics and colleges of education should be established in the states without any of these institutions.

“The Federal Government should focus on upgrading already existing tertiary educational structures to specialised institutions,” they added.

Since the resolutions, there appeared to be a surge in the number of bills seeking to establish federal tertiary institutions in the Red Chamber.

Where they will be located

The breakdown of the proposed institutions ‎according to states showed that Kaduna and Anambra have the highest with five each, while Kano, Borno, Cross River, Abia, Taraba, and Ogun have four each.

States that will have three institutions each include ‎Gombe, Bauchi, Benue, Plateau, and Ondo, whereas states such as Kebbi, Ekiti, Adamawa, Edo, Sokoto, Jigawa, Rivers, Osun and the Federal Capital Territory (FCT), will have two each.

The findings indicated that states with one proposed institution each are Yobe, Niger, Bayelsa, Katsina, Imo, Kogi, Delta, Nasarawa, Akwa Ibom, Enugu, Ebonyi, and Lagos.

During a recent public hearing on some of the bills, the chairman of the House Committee on Tertiary Education and TETFUND, Aminu Suleiman, said the committee would be thorough, fair and objective.

“A number of factors will guide our action. But we promise to be thorough, fair and objective; above all, necessity and the co-operation of host states, would be the deciding factors,” he said.

We don’t need them – ASUU

President of ASUU Prof Biodun Ogunyemi told Daily Trust that there was no need for any additional university in the country, but that what Nigeria needed was for the existing ones to be improved upon.

“We don’t need them. What we need is to improve what we have. What are we doing to fund the universities we have? What are we doing to bring them up to speed with their mandate? Government isn’t addressing that.

“Why is ASUU on strike? ASUU is on strike because the existing ones have been neglected? So, it’s sheer politics, and when you over politicise education, it cannot be used for national development,” he said.

“If you allow them, everybody would want to have a university in their backyard, because it appears that is the only thing they can take back to their constituencies and show them as evidence of contributing to legislative development.

“These same legislators cut education budget in order to finance elections. So, they’re interested in education just for the sake of it, not because they’re committed to quality education.

“There’s a difference between quality and quantity, and there are situations where you can find a meeting point. We know that Nigerian universities have not been developed to their fullest capacities.

“We have universities in other climes with 250,000 students. In fact, some universities in Egypt and Malaysia have over 500,000 students. If it’s about expansion and stocking the system with requisite human resources, these are the two basic ingredients you need to get a university going.

“Inject the quantum of resources, human and material, and back it up with finances. University will then be empowered to produce the best quality for human capital to carry out ultimate research and support community and national development.”

Also, ASUU chairman, University of Ibadan, Dr Deji Omole said: “The move to establish new tertiary institutions in Nigeria at this point in time is nothing but a misplaced priority. There is even the cry currently that the governments do not have the capacity to fund the existing universities, and they are going ahead to establish new ones.”

On his part, ASUU chairman in the University of Nigeria, Nsukka, Dr Ifeanyichukwu Abada: “Surely, this is a political jamboree. Why go ahead to establish new tertiary institutions when you cannot fund the existing ones? It is just a political game, and there is a big difference between political universities and real universities.”

We’re addressing admission challenges – Reps

However, the House of Representatives said it was part of its desire to address the admission challenges faced by millions of Nigerian students seeking a higher education that informed their decision to come up with such bills.

“We felt that given the fact that we’re representatives of the people, we realised that most of our constituents don’t get admission on account of the fact that placements in the universities are very limited.

“So, we felt that given the population of the country, which is said to be around 200 million, as well as a large number of students taking JAMB, we should have additional higher institutions.

“Even ASUU complained that the pressure on the existing institutions is too much, that they’re overstretched. So, there is a need for more universities to be able to cater for admission shortcomings.”

We need quality, not quantity- CISLAC

Reacting to the development, the Executive Director of the Civil Society Legislative and Advocacy Centre (CISLAC), Auwal Musa Rafsanjani, said the National Assembly should have paid more attention to the quality of education in the country.

He said the lawmakers should have engaged educational experts that would give them the direction on the actual educational needs of the country.

“Unfortunately, due to lack of prioritization and internal capacity to timely deal with matters of national importance, they lost significant time which should have been utilized for effective and legislative work for a political crisis and misplacement of legislative action,” he said.

The acting Chairman of the Economic and Financial Crimes Commission, Mr. Ibrahim Magu, has met with National Crime Agency in the United Kingdom to kick-start the process of extraditing a former Minister of Petroleum Resources, Diezani Alison-Madueke.

The EFCC said in a statement that Magu met with the UK official on Thursday to also discuss the efforts of the commission in the recovery of all ill-gotten assets domiciled in foreign jurisdiction by Nigeria’s Politically Exposed Persons.

“Outside the recovery of assets, the EFCC boss in the course of the high power meeting with officials of the NCA will also present the commission’s position on ways to fast-track the extradition of all PEPs who have found safe havens in foreign jurisdiction,” the statement read in part.

Magu had explained why the anti-graft agency is bent on extraditing all PEPs.

“For instance, speaking on the former minister of Petroleum Resources, Mrs Deziani Alison-Madueke, whose process of extradition from the UK has commenced, Magu explained that having waited for three years, the Nigerian government believes that it is time to initiate the extradition process,” the statement added.

The EFCC said apart from Diezani, there were several other politically exposed persons who have fled the country 2015 when the current administration of President Muhammadu Buhari came on board in May 2015.

It would be recalled that in 2017, a Federal High Court in Lagos ordered the final forfeiture of N7.6 billion alleged loot recovered by the Commission from the Diezani. The order of final forfeiture to the Federal Government.

Nigerians soldiers have taken to social media to narrate the sad condition they’ve been left in, just after 100 of their colleagues were killed by Boko Haram terrorists.

While the Nigerian army, the Presidency and other media aides are yet to comment on the recent killings, however the Nigerian soldiers were heard saying that their superiors and politicians ‘were using them to make money’ in the video.

The distraught soldiers also complained about the obsolete weapons they are armed with, to fight against the insurgents who have a better weapon.

This is coming a day after a disturbing footage of an attack by Boko Haram terrorists which left many people dead, was released online. The worst losses came when the terrorists, overran a military base in the village of Metele in the north-eastern state of Borno on Sunday.


The area is the centre of an insurgency waged by Boko Haram, which was founded nine years ago to bring strict Islamic law to swaths of Nigeria, and a second newer group linked to Islamic State. Nigeria’s military and government have repeatedly said they are on the point of defeating the militants.

However, raids on military bases have continued over recent months, inflicting significant casualties. One assault on an army post on the border with Niger in September left 48 people dead.

Hello good people in the house not to waste much time we have a good neighbor who parked out recently and was thinking our new neighbors would be better only for some low lives young boys of about 6 parking in (I dont need a prophet to tell me they are all Yahoo guys and ever since then it's been hell for me as it's just a two house joint bungalow)

they play musics on the highest volume from morning till night doing nothing meaningful, smoking high and just shouting like loosed animals have tried reaching out to my Landlord he came warned them and i've also tried voicing out to them but no changes hv seem to be in effect. mehn i'm really tired of all their shits have I ve taken to the net to search fr EFCC distress number in my state

I just need advice from people in the house cause i might on the other way round be shooting my self in the leg if I report those jobless rif rafts to EFCC having a fear EFCC might tip me out or just pack me among them


I would start looking for another apartment. Most yahoo boys are also armed robbers at night. One day either EFCC or another bunch of hoodlums will come and carry everybody in that compound. Also, if those boys start to feel like you may be a threat to their business, they will set you up. I would consider it urgent to pack out of that place as a matter of urgency.

Arewa community in Enugu state have thrown their weight behind the aspiration of the gubernatorial candidate of the All Progressive Congress (APC) in  the 2019 governorship election, senator Ayogu Eze.

The members drawn from different markets and zones in the state including Ogui, Asata, Artisan, Emene, Abakpa and Gariki said it is only the candidacy of Ayogu Eze that can guarantee the protection of their inalienable rights as enshrined in the Nigerian constitution.

Speaking separately at a solidarity visit to the APC governorship candidate in the state, leader of the Hausa Community in Enugu State Alhaji, Aminu Saidu, Arewa Youth leader, Hamza Buba, former Vice-Chairman, Hausa Community and leader New Artisan Market, Alhaji Umaru Saduiq, Co-ordinator Ogui, Abdulahi Musa as well as Alhaji Ume Dauda, Secretary New Artisan Market and Udegbunam Chukwu, Treasurer , lamented the forceful takeover of the new artisan market by the current administration which they said has made life unbearable for them.

While appealing to Ayogu Eze to restore the market when he enters Lion Building, they promised to mobilize all their members across the 19 Northern states living in Enugu to vote for the APC candidate.

According to them, Senator Eze have a proven track record and has the capacity to deliver dividends of democracy to the people of the state who are in dire need of inclusive and good governance.

Responding, the APC governorship candidate, Senator Eze who thanked the Arewa Community in the state for their endorsement said the party in the state will deliver 90 % of the votes for President Mohammadu Buhari.

He said Enugu state and other south east states cannot continue to play opposition politics saying “we want to carry Enugu to the federal level so that we will not be discriminated.

“APC is a party for all. Igbos are at a disadvantage and President Buhari has promised us that 2023 he will hand over power to Igbos to govern Nigeria”.

He also promised the Hausa community that when elected  ,they will be integrated into his administration’s agricultural revolution programme.

“As for your market, maybe you want the old market back, but we are going to modernise your business. There are people we are discussing with in Brazil, who are going to bring machines for you to improve the way you process your meat. We will use the money from AFDP, World Bank and other agencies in Germany and in Britain. We will modernize and build a bigger place for you. All your cattle will not travel all the way from the north again. We have a big agricultural programme for all residents of Enugu who have interest in Agriculture.

On political inclusion and appointment, the APC governorship candidate, said everybody will be carried along irrespective of tribe and religion.

“You can remember that the first Mayor of Enugu Umaru Atine is an Hausa man. We are going to make sure that we return to that era, where Hausa, Yoruba and other people coming to sit with us in the state House of Assembly.

In 2015 there was an Hausa man who ran for the House of Assembly, Aminu Usman, the next one we will make sure, he will not just run but he will win.

In a remark, former governorship candidate of the APC in the 2015 election in the state, Chief Okey Ezea thanked the Arewa Community for endorsing the APC candidate, Ayogu Eze whom he said has the capcity to the fortunes of Enugu people around.

He urged them to mobilize their friends across ethnic and religious divides living in the state to ensure that APC wins the governorship and presidential elections as well as other elective positions.

“We have no doubt that you will vote for APC. But most of the times in Enugu state, opposition parties are shortchanged. It is not as if we don’t have popular support but after voting, figures are manipulated. So I urged you to be determined agents of the party in the various units to ensure that no agent is bought over. Because that is the greatest problem we face in Enugu state.”

“We need hard work and mobilization. Tell your friends to vote APC and everybody will benefit” He added.

The Economic and Financial Crimes Commission, EFCC, on November 19, 2018 arraigned Abdulsalam Saleh Abdulkareem, a governorship candidate of the Green Party of Nigeria, GPN, and Ebere Nzekwe, before Justice Lewis Allagoa of the Federal High Court, Kano on a nine-count charge of criminal conspiracy and obtaining money by false pretence to the tune of $1,320,000 (One Million, Three Hundred and Twenty Thousand Dollars) only.

The petitioner alleged that sometimes in 2014, the defendants connived to fraudulently obtained the said sum from him in the belief that it would be used for business investment which eventually turned out to be false.

Abdulsalam also allegedly met with his Personal Assistant, one Muhannat in a hotel in Republic of Kuwait for a talk on the said dealings. The meeting led to his (Abdulsalam’s) invitation to Nigeria via a company, Seit Nigeria Limited. It was during this meeting that the total sum of One Million Five hundred USD (1,500, 000USD) was displayed to him as the sum belonging to the alleged partner in the acclaimed investment.

One of the counts reads: ''That you Abdulkareem Saleh Abdulsalam, Ebere Nzechukwu (aka General Aria), Michael Edosa (at Large), sometime in August 2014, at Kano within the Kano Judicial Division of the High Court, with intent to defraud, conspired to obtain the total sum of one million, three hundred and twenty thousand dollars ($1,320,000.00) from Dr. Jamman Al-Azmi when you represented that you have the capacity to partner with him for joint venture business, which representation you knew to be false, thereby committing an offence contrary to Section 1(1)(a) of the Advance Fee Fraud and Other Fraud Related Offences Act, 2006, and punishable under Section 1(3) of the same Act.''

Both defendants pleaded “not guilty” when the charges were read to them.

Prosecuting Counsel, Johnson Ojogbane, asked the court for a date for hearing sequel to the plea of the accused persons.

The defence counsel, Dr. K.M. Liman, SAN and Chris Asekome, however, moved their bail and prayed the judge to grant the defendants bail as “they have already been enjoying an administrative bail given by EFCC”.

Ojogbane did not oppose the application for bail but stated that “if his lordship is inclined to grant their bail, he should do so with the knowledge that the first accused person jumped bail and did not show up the last time the matter was fixed which made it to be adjourned for today”.

Justice Allagoa, thereafter, granted the accused persons bail in the sum of N100 million and one surety in like sum; the surety, the judge said must have a landed property in Kano.

The case has been adjourned to January 29 and 30, 2019 for hearing.

I know that there are several sexual harassments between my plight and what most opposite-sex face.

I've always known my boss to be friendly and accommodating but didn't get the picture at first when Madam started giving me extra cash for t-fare, lunch hour treat and all. I thought she was being nice.

Things were going smoothly as other staffs were growing wary and getting jealous of our boss-staff relationship. But I never knew what the consequences might give birth to.

Months later, I realized I was the only one out of 12 engineers the company is still owing three months salary. Every other field engineers have been settled except me. Haha! me of all people, Madam's favourite engineer.

Days after I noticed, I confront the accountant about what's going and to my surprise, she said Madam haven't acknowledged any of my documents and she tried knowing what prompt such actions but Madam is not ready to hear her out.

Okay, if that's the case I'll ask her myself, for about two weeks, wasn't able to go office due to field work and all, traveling from one state to another.

Thought it would be convenient if I push the issue to the official WhatsApp group, after complaining and all she still didn't acknowledge any of the chats.

Then she chats me privately, saying she purposely delayed my documents that if I need her to sign those paper we need to sort things out privately.

I took it like it was normal, till she initiated a WhatsApp video the following night, on seeing her I blink off because I couldn't believe what I saw she's half naked and to my surprise she said "OH SORRY, I WAS ABOUT TO GO FOR A SHOWER" and I replied maybe after you're done ma! at that particular moment, I wasn't looking at the screen. She continued with DON'T TELL ME YOU'RE SHY. Couldn't answer any of her questions, I press the red button and ignore her video calls afterward and message her that it would be convenient if we chat.

She didn't respond to any of my chats, but keep initiating the video call, at this point I noticed she's careful of chatting. To cut the story short, I went over to her office to put the issue at rest once and for all.

She called me into the conference room, shut the door and held the key, closed the blind and switched on the AC. She started to cling towards me, and at that point, I was not bothered. At least Madam wouldn't effectively force herself on me, hurt or blackmail me. I wasn't stressed or bothered about it until it took a turn I never expected.

She leaned forward and told me how she'd love to have me and all other gibberish my brain couldn't comprehend because of the fact that I wasn't feeling the atmosphere. I was shocked and just frozen at first and then she turned from being nice to commands and threats that if I didn't oblige to her request she wouldn't sign the document and all.. 3 months effort, 330k go just fly?.

I tried to explore the circumstance precisely, played it off as though she was just pulling my legs or some sort of silly pranks. One negative word from her about me would paint me black. She's trying to utilize that as a leverage, accentuating the influence she has.

I tried enough to stay away from her closeness by expressing gratitude for all she has done and smiling inconveniently and all, but most importantly sending a NO NO signal to her request.

Regardless of what I said or did, she veered back to IT WON'T TAKE LONG, JUST 5 MINUTES AND WE'RE OUT OF HERE. Still couldn't believe what I heard.

She moved back with some threatening statement like "You don't want your job anymore shey?" I smiled it away, knowing my position at the company and that it wouldn't be appropriate. At that point, she started grilling me on why I wouldn't want a decent sensual pleasure from her coupled with other freebies I would have access to and also rubbing shoulders with the big guns in the company.

At that point, lots of positive and negative thought flooded my mind; WHAT IF THIS WHOLE SCENARIO CHANGES TO A RAPE CASE, and I know no matter what I say people won't believe my side of the story and they will react with unsurprising drivel: OLOJU KOKORO NI, OTI RI OLOWO, OLOSHI ( That I was just a gold digger, an idiot). At that point a thought just flew in, why not record this, I did and minimized my phone to the home screen.

At this point, she started to unbutton her suit and removed her earrings, my feet trembled, sweated heavily despite the AC. And all I could pray for was, I need to wake up from this nightmare and all this should be over with.

My prayers answered but this time it wasn't a nightmare but an actual reality, her phone rang, and then she picked up. After a lengthy conversation, she ended the call, hissed and said, Akin (not real name for legal reasons) we will continue this other time, but for the main time think about it. She then zoomed off.

I Couldn't believe what just happened, I rushed out before she changed her mind to come in again. I went down to my desk to pack my tools, laptop with other necessary things and went home.

I was to supervise a BTS installation the following day, I called the site FSCE that I would not resume work the next day and that he should notify the project manager, so it won't look like I didn't notify them of the development, this was after much deliberation and legal consult from my dad's lawyer.

Madam called me that night to ask why and I told her I quit since I couldn't provide what she wanted. She laughed it off saying YOU DON'T MEAN IT. and she hung up.. That was the last I heard from her.

After two days she called me that since I refused to resume work and let us settle the issue amicably then what happened between us should stay between us, but to me, it didn't stay between us, it has taken a legal turn and the issue has been reported along with the conversation I recorded.

As of now the case is still pending but heading the right way.

There's nothing good about sexual harassment. It's profoundly perplexing and frightening. In a society where people find it hard to secure a job and in another turn some trying to keep their jobs and with the alarming rate of sexual harassment, you can feel disempowered and lose your job or career. Let us learn to report any sexual harassment or abuse case to the appropriate authorities.

Fresh report by the Nigerian Army has it that a shallow grave where a missing major general, Muhammed Alkali, was buried after he was killed, has been discovered. 

The army said the body was later exhumed and reburied somewhere else by the killers, according to the information provided to it by some of the arrested suspects.

According to the army, the shallow grave was confirmed by four independent sources in the community and also by sniffer dogs.

It was gathered that the shallow grave reports that there is a distance of one kilometre between the main road and the location of the grave.

Mr Alkali was the immediate past chief of administration of the Nigerian Army. He was declared missing on September 3 when he was traveling from Abuja to Bauchi State. He is believed to have been killed by his abductors.

On Friday, a major general, B. A. Akinruluyo, the General Officer Commanding, 3 Division, Rukuba Barracks, narrated how the shallow grave was discovered.
