Banks must obey labour laws. Banks are not just small private firms, most are public limited companies of systemic importance. In 2009 / 2010, the govt spent over =N=4 trillion public funds to bail out banks when could have been allowed to fail.

The govt is a major stakeholder and banks must listen to govt, period

They have removed their 'bail-out money' now. So, the banks can do as they deem fit to save their business!

IMO, this is not the best time to be commence this kind of programme.

It is a product of the FG; the FG should bear it alone. It does not make sense for states who cannot pay salaries of parents to fund the free feeding of "only" Pri 4 to 6 pupils on a 'once-a-day' basis.

What happens to Primaries 1 to 3 pupils, who feeds them before going to school, at school and after leaving school? Same for the 'lucky' Primaries 4 to 6 pupils; who feeds them before going to school and after leaving school?

The FG should sit down, tell itself the hard truth and postpone this programme until such a time it can be fully implemented in the true sense of a 'national' school feeding programme.

President Muhammadu Buhari is “as fit as a fiddle”, Femi Adesina, his spokesman, has said.

Reacting to reports on the health of the nation’s number one citizen, Adesina said the whole country saw the president when he received some dignitaries at the presidential villa in Abuja during the week.

“Didn’t you see pictures of him receiving Anglican bishops yesterday (Friday)? Did he look sick? The president is as fit as a fiddle. Anyone who says he is sick is telling lies,” he told TheCable.

“That is a figment of the person’s imagination. Just yesterday he received the primate of the Anglican Communion and arch bishops at the presidential villa. He also received former President Olusegun Obasanjo (pictured). He is hale and hearty. The imagination of whoever says that is on overdrive.”

There are reports that the president may be flown abroad for medical treatment as a result of intense pain in the left ear.

This is believed to have led to the cancellation of trips to Lagos and Rivers.

Buhari, 73, has travelled long haul in recent times, notably to China,UAE, US and Qatar, and some travellers are known to develop ear pains as a result of the pressurised cabin.

I don't understand these people!

From what I have read about the Holy Prophet Mohammed (pbuh), he is recorded to be a peace loving and humble man with a likeable personality. I wonder if I stand before the real Prophet Mohammed (pbuh) and say something bad about him, if he will give instructions to/or cut my neck immediately? The Holy Prophet will never do such a thing (atleast, from what is recorded about him)

But why these people in the north doing this so easily? And no, don't tell me it is illiteracy or lack of education (they aren't, atleast they can read, write and speak Arabic). There are very illiterate and uneducated people down south. Most times, they even dress and carry themselves better than the very educated. They don't slash anyone throat for saying anything about anybody's religion

Legally and illegally can sound alike at times, especially if you switch off your hearing for a millisecond.

According to Babatunde Fashola, ministry of power, works and housing, his statement on the sale of power assets by the administration of former President Goodluck Jonathan was distorted by the prefixing of ‘il’ to ‘legally’ by the media.

In a statement signed by his spokesman, Hakeem Bello, Fashola expressed disappointment that his word was illegally stretched by two letters.

Talk about padding.

THE FULL STATEMENT (REBUTTAL)

The Ministry of Power, Works and Housing, Wednesday debunked the Daily Trust’s lead story of same day quoting the Minister , Mr Babatunde Fashola SAN as saying that the nation’s Power Sector was illegally sold.


The alleged statement, according to Daily Trust, was made on Tuesday at the Senate public hearing on electricity tariff where the Minister was alleged to have told the Senate Committee that as a Minister he inherited a Power Sector “where government’s interests have been illegally sold.”


In a statement, his Special Adviser on Media, Mr Hakeem Bello, distanced the Minister from the alleged pronouncement saying in all presentations before the Senate Committee, the Minister never used the word “illegally” to refer to the privatization of the Sector by the Federal Government. Rather, and this can be verified by a playback of the video recording of the session, the Minister in his opening remark at the session noted,

“ …As Minister, I inherited a Power Sector where Government interests had been LEGALLY sold…”

According to the Statement, the Minister in tracing how the country got to this point referred to the Privatization Law made in 2005, “The people of this country through their parliamentarians made a verdict in 2005 when you passed that law that things must change, the law was passed in 2005 and the process was completed in 2013, I wasn’t here, some of you were here, if the process is bad where was the oversight”.

The Statement also quoted the Minister as telling the Senate, “I will commend to this Committee the Report of the House of Representatives that investigated the matter. I will also commend to you Sirs, some of the Reports that have been made by the Senate Committee on Privatization. The basic reason for the passage of the Power Sector Reforms Bill that was passed in 2005 is that we all know that the government was not doing its business well”.


It stated that in apparent defence of the Law, the Minister also told the Senate, “These decisions were taken before any of us was here. If it was working why change it, who were the people that were employed to make it work, it was our employers in the TUC and other unions, and if they complain that the dam was not working and the power plant was not working, that was why they were hired”.


And describing the Power Sector Reform Law as “a great law”, according to the Statement, the Minister, who had made reference to a question by one of the Senators as to when the results of Privatization would be seen, had reminded the Senate Committee that the privatization exercise would be three years old in November this year, citing the example of the Communication Sector that was privatized over ten years ago which benefits were still evolving.



It quoted the Minister as saying, “Let us reflect back to a sector that we have privatized like this before, were the results this outstanding three years after we passed the GSM reforms? As we speak today some people can still not afford the GSM; some are going to buy tomorrow. When the GSM kicked off, they did not kick off in Abuja, they opened first in Kano, Lagos, Port Harcourt and Aba, that were commercially viable, those were tariffs being set for those who could pay for it.”


The Minister, the Statement also quoted, told the Committee that three years was hardly enough to expect any significant results from the exercise adding, “But I have been here for a year and less and I think that this system can work , India has done what we are doing, China has done what we are doing, Mexico has done what we are doing, Brazil has done what we are doing and South Africa ,they went through all of these hiccups and I think we should inform ourselves before we jump to some conclusions really. If we cancel this privatization, what do we go back to, what are our choices”.


“If other nations have been through this and have survived, I think we must resolve to do what it takes to make it work”, the Statement also quoted the Minister as saying, asking the question, “Is three years enough? ECN was created in 1953; … I don’t know that time, but the truth is that in those 63 years how many people did ECN meter so as to expect that same number can be metered in three years, so we must look at this in a context”.


Also debunking the allegation that the Distribution companies were yet to make a significant investment in the sector, the Minister had said, “We have a challenge and I think it can be overcome, people have made statements here that are not correct and they may mislead you saying there are no investments in the sector. Just on Monday the United States through its Power Africa Initiative granted support in the region of $9 million for technical advisory capacity to the same DisCos trying to build efficiency, it is one thing to condemn all the DisCos but to say shut down the business, where is that taking us”.


Some other remarks which the Minister made at the event, according to the Statement include the following; “People have said the DisCos, it is possible that some of them do not have the technical capacity, it is possible that some of them do not have the financial capacity, there were institutions here when those decisions were being taken, I wasn’t here but I have decided to stop clinging to the past and move on, how can we help those who are weak, how can we support those who have technical deficiency?”


“In terms of regulation, we are moving from a period where there was no NERC and therefore, the Ministry was the be all and end all to the period where we have to create a private regulator. Just like you have the NCC in telecoms, NERC is the NCC of power and it will take time also. Everybody is learning, we have had to reconstitute the traditional departments in the Ministry of Power in order to create departments that respond to what we now have.


“I come from a view that you don’t sanction a people unless you have given them all the tools to work. Governments, ministries, departments and agencies are owing these people, there are also debts; tariffs were set on assumed level of power supply, government has not delivered on that power supply, so the fundamental assumption of performance are also not there.


“Government cannot deliver on that power partly because the fuel for that power is being punctured; it’s like leaking the fuel of your own generators, we cannot insist on performance. We have no moral right to sanction them if we have not kept our side of the bargain. But we are insisting on performance, we have asked them to submit their audited accounts for the last 3 years, some have done so while others have not done so, we have started a ranking system, ranking safety, ranking performance, ranking collection to create competition as a basis for sanctioning performance, so that the rules of the game are clear from the beginning.


Describing the Daily Trust report as unfounded and misleading, the Statement enjoined newsmen to always endeavour to clarify their facts before going public , pointing out that the media department and indeed other officials of the Ministry were always ready to answer questions and clarify any issues concerning the Ministry.

The Nigerian army has confirmed losing two of its men to Niger Delta militants.

John Unuakahlu, assistant director army public relations, confirmed the incident, saying it happened in Warri South West local government area, a stronghold of the militants, in Delta state.

Unuakahlu said four civilians were also killed, while a soldier sustained injury, and another had been declared missing.

“At about 5:50pm on 1 June 2016, Nigerian Petroleum Development Company (NPDC) houseboat deployed at Ejere junction in Warri south local government area was attacked by suspected armed militants group,” he said in a statement.

“The suspected militants approached the Houseboat in Five (5) speed boats mounted with 250 horse power engines and disguised as normal commuters.

“During the deliberate attack 2 soldiers were killed, one wounded, one soldier missing while 4 civilian staff attached to the house boat were shot dead. The attack occurred when other members of the troops were on pipeline patrol.”

The presidency has released President Muhammadu Buhari’s “achievements” in the last 12 months, ahead of tomorrow’s (Sunday) marking of the administration’s first year in office.
The list as published by the News Agency of Nigeria contains the following:

SECURITY:
• The relocation of the Nigerian Military Command Centre to Maiduguri, since May 2015, contributed to the success in the fight against insurgency in the North Eastern part of the country.
• As at February 2016, the total number of persons rescued by the Nigerian troops during the ongoing operations in the North East came to 11,595
• Since December 2015, the well-motivated and rejuvenated Nigerian Military have regained all Nigerian territories previously under Boko Haram control.
• Prioritized regional cooperation in the fight against Boko Haram insurgency and violent extremism, through the operations of the 8,500 strong Multi-National Joint Task Force in N’Djamena, the capital of Chad, currently headed by a Nigeria military general.
• Nigeria has provided $21million USD to the Task Force since June 2015 and is committed to an additional $79 million USD, bringing the total of Nigeria’s commitment to the Task Force to 100 million USD.
• Cohesive international support in the fight against terrorism and assistance to victims and communities affected by terrorism, following President Buhari’s meeting with G7 leaders and other world powers.
• In May 2016, Nigeria hosted a Regional Security Summit to boost military operations against Boko Haram and forge a global support for the rehabilitation of the IDPs and rebuilding of the North East.
• In June 2015, the United States announced a 5-million-dollar support for the fight against the terrorists in the sub-region.
• In April 2016, during the visit to Ms Samantha Power, the U.S Ambassador to the UN to Nigeria, Cameroon and Chad, the U.S Government further announced an additional $40 million USD for humanitarian assistance in the sub-region
• Recruitment of additional 10,000 persons into the Nigeria Police Force is ongoing. The recruitment will address the manpower gap which currently exists in the Nigeria Police
• Overhaul of the dysfunctional topmost hierarchy of the Nigerian military which resulted in optimal result and degradation of the Boko Haram elements.
• Was able to bring back our hitherto military allies; which saw the United States and UK governments commit their resources to the fight against the insurgents after previously backing out of negotiations with the previous administration. The Israeli government has also indicated interest in the fight against insurgency.
• Introduction of the motor cycle battalion (This is so that the Nigerian Army can travel to remote areas that were not accessible to cars/trucks)
• Realigned our partnership with regional allies by embarking on foreign visits which resulted in bilateral and multilateral agreements to tackle insecurity back home.
• No more roadblocks and curfews, which normally impeded free flow of movement.
• Continuous monitoring of activities in the region of war through the use of satellite images and geographical information system is helping in fighting insurgency and strategizing against the enemy.
• The trips to our neighbouring countries showed the resolve of the President to push Boko Haram elements out of existence by going for the jugular of the group, cutting their arms, food supply routes. Support has thus been mobilized through the Multinational Joint Task Force.
• Another major stride is the Trans National Organized Crime (TNOC) where the president got partnership with regional allies in the fight against the proliferation of Small Arms and Light Weapons.
• As part of the reconfigured military partnership, the United States donated 24 mine-resistant armoured vehicles (MRAP) which had protected the Nigerian troops from the menace of Improvised Explosive Devices. Today we have less causalities.
• Reached out to the G7 countries and achieved the following: intelligence sharing; technical military training; arms deals/donations
• Overhauling of NIMASA. A reversed policy of the past administration where national infrastructural assets were given to militia leaders to protect as against established bodies like the Nigerian Navy was stopped.
• The President Buhari government has drafted the army to partner with other security agencies in ensuring the security of our national infrastructure and this is already yielding the desired results.
• A major ring of pipeline vandals in Lagos state were captured recently in a joint operation by security forces led by the army.
• The government has renewed its fight against oil bunkering
• The Nigerian Navy has recorded tremendous success lately in apprehending vessels used by oil thieves. This operation has improved security on our water ways and it has also helped improve the revenue of government.
• Deployment of sophisticated weapons to ensure vandalism is contained by setting up a pipeline security force in stamping out the menace.
• Effective Management of the Separatist Biafran Movement
• Improving the technical capacity of Nigerian Police Force. We now have a forensic lab and GSM tracking device. We now have a more IT integrated Police force.
• Restructuring of Nigerian Immigration to stop cross border crimes.
• NSCDC has become more proactive in the prevention of pipeline vandalization, with arrest of several pipeline vandals.
• Joint operations involving various security outfits in curbing the menace of the herdsmen in the country has been set up.
• The use of surveys and updated mappings across the country as strategies for preventing threats among ethnic groups in Nigeria.

CORRUPTION
• Right from the moment he won the Presidential Election in 2015, the impression of the President as a ‘‘no nonsense and incorruptible leader’’ sent a signal to looters of public funds, with many of them returning funds that had been stolen under the previous administration.
• To create a frame work for prosecuting the war against corruption and institutionalize probity, President Buhari set up an Advisory Committee on War Against Corruption.
• The anti-corruption battle is gaining ground with several high profile cases already in the courts. The administration is being guided by the rule of law in the prosecution of corruption cases.
• President Buhari enlisted the support of multilateral institutions like the World Bank and IMF, security agencies, Western countries and other friendly nations to locate and repatriate stolen assets.
• At a London summit on anti-corruption, President Buhari announced that Nigeria will begin the full implementation of the principles of the OPEN contracting data standards.
• In the first quarter of 2016, President Buhari embarked on trips to the Middle East to sensitize the governments on the need to repatriate stolen assets and hand over the looters for trial in Nigeria. In January, Nigeria and UAE signed Judicial Agreements on Extradition, Transfer of Sentenced Persons, Mutual Legal Assistance on Criminal Matters.
• In March 2016, the Federal Government and the Swiss Government signed a Letter of Intent On the Restitution of Illegally-Acquired Assets forfeited in Switzerland. Under the agreement, Switzerland will repatriate $ 321 million USD illicitly acquired by the Gen. Sani Abacha family.
• In March 2016, the Presidential Committee set up to probe contracts awarded by the Office of the National Security Adviser (ONSA) from 2011 to 2015 announced the recovery of over N7 billion from indicted companies and individuals.

ECONOMY
• Implementation of the Treasury Single Account (TSA) has provided greater visibility of government revenues and cash flows. Between June 2015 and April 2016, the Federal Government TSA collection clocked N3trillion.
• To further instill fiscal discipline, President Buhari directed the closure of all multiple accounts in Ministries, Departments and Agencies of government, thereby plugging loopholes for leakages with new technology.
• The opaque accounting structure of the NNPC has been reconstructed to be more transparent with the closure of more than 40 accounts. As a corporate entity, NNPC is now accountable and more transparent in operations, publishing its monthly financial reports.
• The President also resolved the lingering shadowy oil swap deals that had cost the country billions of dollars and left it at the mercy of a few rich Nigerians.
• To alleviate the suffering of Nigerians in September 2015, President Buhari directed the Central Bank of Nigeria to disburse N689.5 billion as bailout to 27 states of the federation to pay salaries.
• To stimulate the economy and reduce poverty, in April, 2016, President Buhari approved deferment in the payment of the bailout as states were still reeling under the burden of the fall in commodity prices.
• Records of more than 34,000 ghost workers draining the nation’s resources were expunged from the Federal Civil Service, saving N2.29 billion monthly.
• In 2015, President Buhari ruled out the appointment of a government delegation for pilgrimage to Saudi Arabia. By this decision, the government saved about one million U.S dollars and N30m of local expenses
• Enforcement of the Bank Verification Number: Also the BVN has ensured that the menace of “ghost workers” are being identified and dealt with, while looters with multiple accounts can no longer hide their loot undetected.
• Social Protection: Groundwork for social intervention/palliatives for the poor is being put in place as data is being collated by the economic planning office of the VP in conjunction with the World Bank.
• Reorganization/restructuring of the Nigerian National Petroleum Corporation (NNPC) into a focused, accountable and transparent institution with autonomous Units (Upstream; Downstream, Gas & Power; Refineries; Ventures and lean Group Headquarters)
• Reduction of operational deficits in NNPC by over 50% as at March 2016 as a result of Increased Transparency and Commercial focus
• Conduct of NNPC outstanding Annual Audits from 2011 to 2014, and the publication of Monthly Financial and Operations Reports to ensure transparency
• Introduction of third party financing in order to eliminate direct funding of cash calls by the Federal Government
• Renegotiation of existing service contracts under Joint Venture and Production sharing contracts (PSC) Operations by about 30% leading to operational efficiency improvements and cost reductions
• Elimination of the Offshore Processing Agreement (OPA) through the introduction of the Direct Sales and Direct Purchase (DSDP) scheme with reputable off-shore refineries thereby yielding annual savings of US$1 billion
• Resuscitation of Port Harcourt, Warri and Kaduna Refineries presently producing about 7 million litres of products per/day
• Repair of products pipe lines and the resuscitation of supply of products from Atlas Cove-Mosimi- Ibadan- Ilorin after a six year lull
• Repairs of Escravos/ Warri and Bonny/Port Harcourt crude oil pipe lines
• Introduction of a Price Modulation framework for downstream petroleum product pricing to encourage responsiveness to market dynamics
• Guided deregulation of the downstream sector to allow market forces determine product price and eliminate subsidy payments
• Introduction of the initiative on refinery co-location to increase domestic refining capacity and minimize the drain on scarce foreign exchange for product importation
• Commenced policy reforms for gas monetization, flare out and infrastructure development, to fast track power supply and economic diversification.

POWER
• Under President Buhari, the Federal Government agreed to a 50 million Euro (about N11.15 billion) loan agreement with French government for capacity-building and upgrade of power training facilities in Nigeria.
• Nigeria signed a $237 million agreement with World Bank to improve power.
• Chinese solar power manufacturers agreed with the Federal Government to set up solar panel manufacturing business in Nigeria.
• President Buhari has signed an agreement with the Chinese government to improve Nigeria’s power infrastructure

ENVIRONMENT
• Presidential approval for the Implementation of United Nations Environmental Programme (UNEP) report 2010 for the clean-up of Ogoniland with regards to oil pollution and inclusion of stakeholders in the process of implementation.
• Continuation of the implementation of the Great Green Wall project to fight and contain desertification in Northern Nigeria initiated by past administration.

JUDICIARY
• Since assumption of office, President Buhari has maintained a clear stance on the rule of law and respect for separation of
powers.
• The President has focused on the strengthening of institutions with key appointment of professionals.
• Appointment of 30 new Federal High Court Justices

NATIONAL IMAGE
• On assumption of office, the President undertook some foreign trips both within and outside Africa to re-establish Nigeria’s position in the global arena and solicit support for Nigeria and Africa.
• President Buhari has continually pushed the agenda for enhancing Nigeria’s global image by always demonstrating Nigeria’s credentials in the 2015 general elections, which saw the country scoring high on peaceful transition.

Nasir el-Rufai, governor of Kaduna state, told potential investors in April that a single local government in his state has more gold than the entirety of South Africa.

But a research carried out by Africa Check, a project of AFP Foundation, has punctured that claim, saying the governor has no data to substantiate his assertion.

Opening the two-day Kadun Investment Summit last month, el-Rufai said: “On solid minerals, you’ve seen the presentation [of] the minerals we have in Kaduna, but they missed out a very important mineral: gold.

“We’ve just confirmed that Kaduna state, indeed Birnin Gwari local government alone, has more gold than South Africa. This is proven, this is verifiable; we have all the data and we are collaborating with the federal ministry of solid minerals [development].”



Africa Check said it “sought to get hold of spokesman Samuel Arwuan to ask for the data El Rufai had based his claim on, but Arwuan neither took calls nor responded to text messages”.

“Eventually, we dialled from a UK-based number and then Arwuan personally called back after missing the call. But he hung up immediately on hearing the reason for the call,” Africa Check said.

EXCERPTS FROM THE RESEARCH:

Thomas Yager, country specialist for Nigeria and South Africa at the United States Geological Survey, a US government agency, explained to Africa Check that reserves refer to the mineral deposits that can be mined economically at a specific time.

Resources include the reserves but also deposits that would be too expensive to extract at the time. And it is unclear which El Rufai was referring to.

Data on Nigerian gold is hard to track down

Official statistics on gold thought to exist in underground in Nigeria are not readily available. The Nigerian Mining Corporation, established in October 1972 as the statutory body charged with undertaking mining activities, is based in Jos, a four-hour drive from Kaduna. But it has long since been inactive, with most government attention going to the oil and gas sector.

A 2010 report by the ministry of solid minerals showed that Nigeria’s gold production totalled about 6 tonnes since the 1930s. Figures from the US Geological Survey’s 2016 Mineral Commodity Summaries put the production volume for South Africa in 2014 at 152 tonnes and the quantity of reserves at 6,000 tonnes – the 3rd highest in the world after Australia and Russia.

Nigeria’s minister of solid minerals development between 2006 and 2007 and now professor of law at the University of Arizona, Leslye Obiora, told Africa Check: “While I was in office, we certainly had objective evidence suggesting Nigeria’s considerable potential gold deposits. However, the scientific research to buttress the findings and map out specific details was still ongoing at the end of my tenure.”

Yinka Oyebode, spokesman for current minister Kayode Fayemi, told Africa Check: “We are gathering data to recalculate the quantity of gold deposits present in Nigeria so I cannot categorically state the amount present now. The minister has made it a priority to get things up to date and collaborate with the state governments in the exploitation of mineral resources including that of gold across the Kaduna-Nasarawa belt.”

Conclusion: No available data shows that Kaduna state has more gold than South Africa

The governor of Kaduna state in Nigeria, Nasir El-Rufai, claimed that it is “proven” and “verifiable” that his region has more gold than South Africa, for a long time the world’s top producer.

However, his spokesman did not respond to queries asking for this proof and neither did the Nigerian government have data at hand.

Until El-Rufai shows us “all the data” that proves his statement, it remains simply a claim and an unlikely one at that. The suggestion that the claim is verifiable is, itself, incorrect.

This process of corruption is the reason they were denied access to the CBN rate.

But I thought Dr. Ibe Kachukwu, in a podcast, in April 2016 told us that he has implemented some 'innovative ideas' in solving the problem of ForEx to Marketers. Where for the first time, according to him, he has 'successfully' paired marketers to Oil Majors, who in turn will give them the required ForEx to import since the NNPC cannot do the importation alone.

What happened to this innovative idea? Did it fail to work?

Actually, the FG is proposing to Chevron to take over Warri Refinery; Agip to go with Port Harcourt Refinery and Total to take Kaduna Refinery. Of these 3, WRPC is the most viable (consider this as an inside info wink ); but....let's wait and see for another 12months

What has upstream and downstream got to do with co-locator refineries? Do you know that Exxon Mobil where Kachikwu left as vice chairman is actually one of the biggest players worldwide in the downstream sector so he actually has an idea of what he's saying and doing?

We know NNPC is a coven of witches, wizards and cabals and Kachikwu is sweating to unravel it but pls the last thing he needs is negative people trying to kill the enthusiasm in the name of opposition. For the purpose of this patriotic discussion, I assume you are very familiar with Refining Business in Nigeria or perhaps you have worked in or around any of the 3 refineries. Do you believe in Co-location possibilities?

My dear friend, you sound very knowledgeable about the Nigerian Oil/Gas Industry and I agree with you 200% that many Nigerians do not know what is happening. They base their very factless opinions on the narratives presented by the government with its heavy media representations but fail to ask questions.

For example, if Chevron is coming to take Warri Refinery as narrated by HMSPR (Dr. Ibe Kachukwu), do you really think that Chevron will want any other Refinery to be 'co-located' within its area of vicinity and use its same facilities?

There is so much vagueness today and the current government is not helping the situation. In fact, they are thinkless. Now, we have a budget, the truth will soon be seen. But alas, will the supporters of today govt accept the truth when they see it?

No, Dr. Ibe Kachukwu has not done well. The NNPC is simply not spending! They are holding back tons of money from legal JV deals. They are refusing to pay contractors with genuine business transactions with them. In fact, they are owing so many innocent Nigerians who have done one job or the other are currently being frustrated due to their non-payment of contractual fees. He should pay up and stop playing to the gallery!

Lai Mohammed, minister of information and culture, says dressing masquerades could create a thousand jobs per week for Nigerian men.

Speaking at the sectoral debate of the federal house of representative in Abuja on Tuesday, Mohammed said most states in Nigeria have one festival or the other.

“Most states today have more than one festival a year, but the packaging and lack of capacity has not enabled them to make the most out of these festivals,” he said.

“There’s a particular masquerade in the south east, it takes 100 people to dress him, another 100 people to UnCloth him.

“If this masquerade is well-packaged, it can provide employment in one week for more than 1000 young men. These are some of the untapped potentials.”

Mohammed explained that Nigeria has the oldest forest in the world in terms of biodiversity for tourists to visit, but tourists are discouraged by bribing and insecurity in the country.

“I worked in the airport for 10 years, and I know that if you want your passport stamped as a foreigner, you slip $100 into your passport. No tourist would come back to a country where he has to bribe immigration to enter.

“No tourist would come to a country where, when he leaves immigration, he enters a ‘one-chance’ taxi or ‘one-chance’ bus. It’s a holistic problem and these are all contained in the national tourism master plan, which I would make available to the house.

“We must make a difference between tourist sites and tourist attractions; what we have in Nigeria are tourist sites. They are not tourist attractions.

“You need infrastructure to convert a tourist site to a tourist attraction. If you don’t have infrastructure, it would always remain a tourist site,

“In Cross Rivers reserve park, Nigeria has the oldest forest in the whole world. It is the oldest in terms of biodiversity, and we have this very rare, white-mane gorilla in that area, but because my people in Cross River have decided to turn them to bush meat, they have now escaped.”

The federal government says it wants the 2017 budget passed into law in 2016, following the federal executive council’s approval of the timetable for the 2017 budget.

At the executive council meeting presided by President Muhammadu Buhari, Udo Udoma, minister for budget and national planning, said work was still ongoing with the 2016 budget, adding that his team also wants the 2017 budget passed this year.

“On the 2016 budget, we’re still talking. On the 2017, budget we’re making plans to ensure it is passed this year,” he said.

To ensure implementation of the 2016 budget, the monitoring and evaluation mechanism for 2016 budget was approved by the council.

Also at the executive council meeting, Ibe Kachikwu, minister of state for petroleum resources, explained that NNPC was doing all it could to cut fuel importation by 60 percent by 2018.

“We’re addressing the supply issue by ensuring that we flood the country with fuel cargoes,” Kachikwu was quoted by Aso Rock official Twitter account.

“Port Harcourt Refinery back working; started producing a few days ago. Warri due soon. Crude now being pumped to Kaduna refinery. Target is to reduce Nigeria’s fuel importation by 60% by 2018, through a combination of initiatives.

“About 1,200 fuel trucks moving nationwide daily. To keep Nigeria wet with products, we need to be moving about 1,300.”

Babatunde Fashola, minister of power, works and housing, explained the state of power in the country, stating that vandalism had reduced power generation and distribution across the nation.

The minister added that repairs are ongoing and plans underway to generate more power for the country.

@Quakertellicus1 I cannot argue with the experienced guy at the Quora website but, he is making it look like building a refinery is us venturing into uncharted waters, he also enumerated several obstacles including power, on the overall he's opined that Nigeria cannot build and run a modern refinery. I leave in Bonny Island, some nautical miles from Port Harcourt, there we have the NLNG Gas plant, the land was reclaimed, community relocated and power constant. In Bonny Island we have 99.5% power supply, so what is that man saying

I lived in Bonny for 10 years. But do you know how much investment is sitting on that Island? It is heavy. Don't forget that the NLNG plant was started by Gen. Sani Abacha and you will understand where the will power to build it came from. In a democracy, it will be difficult t oconvince all stakeholders!!!

The fuel they import is not dispensed to Nigerians "free". It is sold! The question we should ask is: How much profit do they make from importation and sale of fuel?
