I feel so sorry for the people of this state and the Niger-Delta - in all my different travels across the country, I have never met a bunch of people who are backward and aggressive like the ones in this region - u have over 12 different tribes in this state alone yet they are always maiming each other.

Lik I have always told some of their kinsmen in this state that the Niger-Delta will be the biggest loosers when most on-shore oil assets (wells) begin to dry up as has been the case for some time now...most of the IOC's are going deepwater and can successful coordinate drilling and production activities from sainer places like lagos..and we all know how business runs - the oil servicing companies will move to where their major customers are - leaving behind a vast region that will be saddled with serious infrastructural underdevelopment and pollution and with alot of unmployed people - trust me when I say other regions may begin to deem it fit to seceed because no one wants to carry a liability

All oil activities will still revolve around the ND....as long as there are reserves. Should the oil dry up....there is abundant gas!

Budget padding has been happening over the years. It is coming out openly for the first time.

In the past, the ministers know what is in their budget and they defend it. Here the ministers 'deny' their own budget! In other words, we are talking of Ministers denying budgets!

That is the point. All the ministers, especially, Lai Mohammed, called it a Budget of Hope for the Common Nigerian, and less than two months now since it was first presented, they are denying the Budget of Hope. Intriguing!

This is the time for Nigerians to pay more attention to the positive impact of the current happenings in the NASS defence budget than focus on unnecessary technicalities and use of English.

For the first time in 16years, the executive led by PMB have refused to defend inflation of Budget that some government officials and civil servants would have easily stole. The current rejection of some huge figures by various ministers is a clear reflection of president Buhari anti-corruption stand. It is very difficult to indict yourself on a document you signed. it takes courage, sincerity and high level integrity to do that. We must commend president Buhari for that. For Buhari to openly indict himself in public when he can easily make a deal with the senate president by compromising the trust the people place on him like it was done in the past just to cover a little "embarrassment" is very commendable.

We need to tell ourselves the truth. Most of the items in the Budget that are rejected today by Buhari administration, are items that have be existing in the Budget for the last 3 or more years. The items have been defended in the past without any scrutiny by the National Assembly because in the past corruption was worship.

I know some people will argue that PMB is to be blame for the current embarrassment. Yes I agree that the Budget is his responsibility. However we must as well tell ourselves the truth that there is no way PMB would have read all the 1000 page documents. No president in the world does that. The truth is that the civil servants who made the budget estimate did it base on previous template and mindset in the past. They did not fully understand the change agenda of PMB. Hopefully by 2017 budget, we will have less of this misunderstanding between PMB stand and the civil servants interpretation of his stand. Some people will argue why use a template from a previous government you condemn. We must be sincere and know that change is gradual and takes time. The change agenda is a 4year to 8year agenda. So everything cannot be changed in months.

We must also know that the reason the National Assembly is doing more critical work in this budget rather than rubber stamping it as they use to do in the past is because of Buhari anti-corruption stand. If Buhari was sharing Ghana must go to the senate like it use to be in the past, there will be less noise coming from the National Assembly.

I work in a multinational company. I have not met any boss who reads 100 page documents prepared by me or any other of his staff page to page. Some of us here on nairaland are bosses too. For that we can forgive PMB for poor oversight for a document of about 1000 pages.

I am not saying this Budget and the process are perfect. But what I am clearly saying is that, this Budget and National Assembly scrutiny of the Budget, and ministers open rejection of possible inflation is the best Nigeria has had in the last 16 years. This is a major progress every sincere and objective Nigerian who loves the progress of this country should applaud. Because this new development is in the best interest of the country.

I am very happy with current noise about the Budget. This is a clear sign that Change has come. And change has come to stay.
Change is always difficult. Change usually face a lot of resistance and rough path. This Budget is actually a BUDGET OF CHANGE.

Two Questions for you Sir:

1. PMB's aides could inform him that he 'saved' 2.2T NGN in TSA in 3 months but couldn't inform him of the humongous blunders in the Budget?
2. PMB retrieved this budget and removed the 3.4B for BMW Cars but did not see all these humongous blunders to have them removed?
And question 2a:
2a (i): Even though the budget is the largest in the history of Nigeria Budgeting, how come agencies of government (e.g. Army, EFCC, Works) are asking for more money? Where is the increase since the FG did not increase workforce but rather prunned MDA's.

Wow! This is spot on op. I wish I could write like this. You said the economy is broke, you want to raise money inwardy, hence you increase tax, increase electricity tarrif, started deduction of postal whatever from all bank deposit, thereby making life hader for the average Nigerian. Yet you presented a budget to spend 215mill naira on kitchen utensils, 515mill naair to maintain cars in you convoy. Cars that's not driven outside Abuja. The amount of money to be used to buy books for the vice president office is about 4 million naira, whereas the amount to buy books for 11 out of 22 federal polytechnics is about 3milion naira.

As a president,you can't cut these things off?? U want to spend 315 million naira to build a VIP wing in Aso Rock clinic! A clinic that when u are sick, you will not go to be treated. Instead you will be flown abroad. It's just funny how things are in this country. Dunno why one person can't just come up and be our Nelson Mandela, to give selfless service and better the lots of Nigerians.

Well am not surprised anyway. If you tell lies to attain power, you will need more lies to keep the power.

What worries me the most with this budget is this: it is the largest Budget in the history of Nigeria, 6T NGN estimate. Yet, all the ministries and organs of government are asking for an increase in their allocations. What then stimulated this increase?

Is this the budget that will eventually pay the One Million 'poorest' Nigerians?

Is this the budget that will pay 500,000 unemployed graduates who will be deployed by teachers?

Is this the budget that has been hailed by the APC as Budget for the Common Man - the first in Nigeria?

Is this the budget that is prepared using the Zero Based Budget process as advertised by the Vice President since September 2015?

Is this the budget that will produce increased economic activity in Nigeria in 2016 to create wealth for Nigerians seeing that the economy is failing?

Is this the budget of "chanji"?

A budget where all the operators of the government have denied.

A budget that was presented with fanfare and Senator Ali Ndume calling the Minority to support it.

A budget first stolen from the strong room of the NASS.

A budget then recalled by the President and then re-submitted after removing the 3.7B NGN allocation for BMW cars

A budget now before the NASS for deliberations and alas, rats have invaded the budget.

This budget by the APC led FG is a huge National Embarrassment.

APC is only good at propaganda and not managing a multi ethnic, multi cultural and economically divergent country like Nigeria.

Everytime they say reduction in price, on gettng to the seller it remains the normal price so what is really happening? Currently I think it's 1300 or 1400 not 1800.

As at yesterday, I bought 1,500NGN in Warri. The seller even came back to complain that price for cement increased and requested for an increment on the negotiated price of 1,500NGN per bag. If you see shout wey I shout for am....

Truth be told I have my reservations about some of the policies of this new administration, but honestly it's too early to start judging please. I'm no blind follower, you should check my previous post in politics section.

We are where we are today because of the ineptitude of the previous government. This might not be the 'change' we clamoured for, but I will NEVER regret voting out GEJ.

I keep saying it, this budget bruhahaha is probably a deliberate attempt by some disgrunted elements to rubbish his anti-corruption campaign.

Why would he send a budget he knows will spark uproar to the same senate he faulted its spendings?

If PMB took his time to appoint ministers t oavoid mistakes of the past, why did he not take his time to give Nigerians a Budget of Change for the positive. Is it that this time around, Patience isn't a virtue?

Sagay was my Dean at the University of Benin and as a student was beloved by all of us, but I have to say that his comments on litigation matters have always been a terrible disappointment. It was the same way he tarnished his reputation with his comments on the Abia Guber poll Election Petition Tribunal Judgment in 2007. Sagay's problem is however very clear to understand; he is a distinguished Law teacher no doubt but he is no Barrister. There is a world of difference between theory and practice. Sagay was a law Teacher for the majority of his Professional working life, rising to become a distinguished Professor of Law specializing in Contracts. At a very late stage in his professional life, he decided to try his hands in private Legal Practice but his record in Litigation has been filled with blunder after blunder: there is a reason that the proverb says that you don't learn new tricks in old age. SAGAY IS NO LITIGATOR simple and should stop embarrassing himself by giving myopic opinions on litigation matters. He was awarded a SAN ENTIRELY for his academic accomplishments & not for anything he has ever done in the Court room. Moreover, I do not know of a single Election Petition in which SAGAY has been Lead Counsel. Election Petitions is a highly technical practice Area and many lawyers, including SANs reject such Briefs or recommend others if approached. Most Politicians know those who are experts in this exclusive area of practice & Sagay is certainly not one of them. The first Rule in critique of Judgments is that you must have all the facts of a case so that you know exactly what the Court you are criticizing knows. Moreover in these cases, the Supreme Court has not even given its reasons for the Judgments so people of the standing of SAGAY should have been slow to make such disparaging comments on our APEX Court for now. It would be understandable if this was some green-wig lawyer or rabble-rousing "radical" lawyer making these comments. NOW TO THE ISSUE: I have some suspicions as to why almost all the Governorship cases will end up this way. First, the Supreme Court is consistently known and revered for its CONSISTENCY over the years. With the SC, you know exactly what the law is unlike the Courts of Appeal who keep on putting their foot in their mouth and somersaulting all the time. Most Petitioners in this election circle took the easy way out by relying & putting the fate of their Petitions on Card Readers. The traditional way of prosecuting & proving electoral malpractices is very difficult & so when the issue of Card Readers came up, they shouted "eureka" & focused all their energies on proving malpractices using Card Reader data. Even those who pleaded other forms of malpractices & non-compliance failed to call adequate evidence on them as proving malpractices through Card Reader data appeared simpler & straight forward. But they did not take cognizance of one thing: Card Reader as part of the accreditation process IS NOT YET part of our Electoral Laws. Card Reader is commendable; it will reduce rigging; it will improve transparency in the electoral process BUT IT IS NOT PART OF THE LAW YET: you cannot put something on nothing. The fault for this lacuna should not be put on the doorsteps of the SC but is entirely that of INEC. INEC failed to get accreditation by Card Reader legislated into law before the elections. The duty of any Court, including the SC is to interpret the law: in doing so, a Court should interpret the law AS IT IS and not AS IT OUGHT TO BE. This forum is not adequate to expantiate on this issue but let me finalize by saying this: the mode of accreditation recognized by the Electoral Act is as set out at Section 49 of the Act. Once the data & details of a prospective voter appears in the Voter's Register & match that in his PVC, he should be given a ballot paper and allowed to vote. There is no mention of Card Reader anywhere in the Electoral Act & so INEC Presiding Officers were giving ballot papers to voters to cast their votes, even if the Card Reader failed to authenticate their PVCs once their particulars are in the Register & match that on their PVC. So in essence, what many Courts of Appeal did was to annul the elections in places where the number of votes cast exceeded the number of accredited voters captured by Card Reader but the Supreme Court is saying no: the votes cast should include those accredited with Voter's Register only (popularly called "manual accreditation"wink. Once that happened, most Petitions fail at the Supreme Court because, as I explained earlier, most Petitioners put all their eggs in the single basket of Card Reader. INEC failed to get the National Assembly to further amend the Electoral Act to legislate Card Reader into law as a legal means of accreditation. They only issued a directive that Card Reader should be used; however this is what Section 138(2) of the Electoral Act provides: "An act or omission which may be contrary to an instruction or directive of the Commission or of an officer appointed for the purpose of the election but which is not contrary to the provisions of this Act shall not of itself be a ground for questioning the election". Clearly accreditation without using Card Readers is not contrary to the Electoral Act & is therefore not a ground for nullifying any election. This is all the Supreme Court is saying. I can vouchsafe that the CJN & other Noble Lords of the SC are not happy with the outcomes but what can they do when INEC failed to do the needful? What can they do when Petitioners failed to prove their case to the exacting degree & standards required by law? Remember the Court, including Supreme Court does not make law; they only interpret it. Lastly it is intriguing that no one heard the voice of SAGAY & his ilk when the Court of Appeal, Lagos Division gave THE VERY FIRST JUDGMENT EVER on the issue of Card Reader, holding that it was not part of our electoral laws. The Court of Appeal dismissed the appeal brought by the PDP & their candidate, Agbaje against the APC & Ambode which was premised on Card Reader. Sagay & others like him praised the sagacity of the CA but because the same interpretation by the CA on Card Reader which favored the APC then now favors the PDP at the Apex Court, our Noble Lords of the SC are being rubbished by ignorant comments.

Even Sagay who 'claims' to be a lawyer cannot wait for the reasons of the judgement of the Justices of the Supreme Court to be made public before coming out to make a public statement. Sad indeed.

I am embarrassed by some of the actions of the so called 'learned' men.

I hope he was quoted out of context sha because I don't expect any lawyer to begin to make public statements now until the reasons for the judgement is published.

Let me ask you a question:

I voted in Bonny Island. The elections in Bonny was so peaceful even on the 15th of April. The PDP won in all PUs except one. But the appeal court annulled the election of NASS from Bonny citing this same card read ish. Now, you can quote me anywhere, even before Sango! The elections in Bonny Island was so peaceful....not one incident!

Was it justice for the elections of the NASS to be cancelled because of Card Readers malfunction?

No fewer than 8,000 bakers in Kano have closed down their bakeries as a result of strike over the high cost of flour in the state.

The Public Relations Officer of Master Bakers Association in the state, Malam Kabiru Hassan, told journalists on Wednesday that the members deemed it compulsory to embark on the strike due to the increase in the price of flour and other ingredients for bread production.

He said: “I can confirmed to you that there is no single bread for sale right now in Kano. We were forced into this strike because the price of flour had skyrocketed in the market.”

THISDAY gathered that the scarcity of bread had been recorded in the metropolis forcing residents into massive buying of a local delicacy known as Gurasa.

The strike by bakers has taken its toll on local tea vendors popularly known as Mai’shayi as most of them have started counting their losses.

A tea seller at the popular Ahamadu Bello Way, Malam Sunusi Hamisu, said the strike has visited untold hardship to the downtrodden that relied on their services to live.

“I can’t be convinced this isn’t a conspiracy against the common man in that our sure and cheap ways of eating once day has been rudely interrupted,” Hamisu said.

OP, please lets wait for the reasons of the Supreme Court Justices before dissecting the judgement. However, look properly at the case of Akwa Ibom. The APC first claimed there were no elections due to violence. How come the Appeal Court awarded them votes. One of the tenets of the rule of law is that you don't build something on nothing. You cannot approach the courts to cancel the election and order a rerun because you claimed there were widespread violence and therefore elections couldn't hold and then again, you have votes that have been validly and legally credited to you and wish to build on those votes. Any good lawyer will tell you that the Akwa Ibom Case will not sail. I believe the Tribunal and Appeal Courts Justices may have been manipulated.

However, before finally taking a position, I advise we wait for the full judgement of the Supreme Court to be released.

Now that the cases of these governors have been settled, let full governance begin. The electorate is better for it.
