The All Progressives Congress in Edo State has alleged foul play in the September 19 Governorship election in the state.

It, however, called on party members to stay calm while party leaders study the result and decide what is next.
The Chairman of the APC Media Campaign Council, John Mayaki, said “the party rejects the result”, citing alleged “strong-arm tactics”.
“Our people were arbitrarily arrested, many of the figures were fabricated,” added the terse statement, which the party said was only a preliminary reaction.

It further alleged illicit tampering with results.

“Areas where we won, they cancelled them. They decreased the votes in areas we had advantages,” the party further claimed. “They rejected our results and jerked up theirs.”
Meanwhile, the party also claimed that there was an arbitrary arrest of local party members.

“Obaseki shouted that he was being rigged out and blamed INEC at the initial stage but that was to divert attention from the evil going on in the field,” the statement said.

The party thanked party members for their support, adding that “leaders would announce their decision and course of action as soon as possible

The Minister of Finance, Budget and National Planning, Zainab Ahmed, has said when Dangote Refinery kicks off next year, it may not significantly reduce the price of petrol because the refinery will be selling at the international price.

Ahmed said this is because the refinery is located at the Export Processing Zone in Lagos State.

The minister said this on NTA’s ‘Good Morning Nigeria’ programme on Monday, which was monitored by our correspondent.

She said the only thing Nigeria would not need to pay is shipping cost.

Zainab said, “What we are doing is enabling the petroleum sector to actually grow. There have been a number of refineries that have been licensed for several years. None of them was willing to start refining under the regime that we had were fuel was controlled.

“The Dangote refinery is sitting within an Export Processing Zone so they are insulated from that. When we buy fuel from Dangote, we will be buying fuel at the international market price. The only savings that we will be making is the savings of freight which is shipping.

“But we will still have landing cost; labour cost and the marketers will still have to put a margin. These refineries being those that are supposed to have come to operate can now come in because they are assured that when they produce, they can sell at market rate and recover their investments and make some reasonable profits.”
She said the deregulation of the sector which led to the increase in petrol price was good for the economy as it would encourage investments in refineries.

Ahmed added, “It will mean more refineries will open, they will employ people and fuel will be available in different parts of the country and not just relying on the government refineries.
Those refineries are old and even if we turn them around, we will not be able to operate them at optimal capacity, so while the NNPC is trying to rehabilitate them, we also need to encourage the private sector refineries to come on stream and even state governments that have the capacity.”

Also speaking, the Minister of State for Petroleum Resources, Timipre Sylva, said the pump price of petrol would not drop significantly even if Nigeria is refining crude oil locally.

He said the major determinant of the cost of petrol was crude oil and as long as it remains high, the cost of petrol will not drop.

Sylva said the only thing that could make local production cheaper is that there would not be a need to pay for shipping cost.

He said the cost of labour would not be too different from the international price because local refineries would be paying expatriates.

The minister added, “For now, our supply is coming mostly from imports as we all know. And that doesn’t really have an impact on the price as people would think. The only difference that will happen if our supply was coming from in-country would have been the freight price. But whether it is coming from outside or coming from within, it will be about the same cost because when you import, the only difference is that you will have to pay the freight. But it is the same cost of crude and whether you are refining or not, you will have to pay the market price for the crude.”

The Dangote refinery is expected to commence operations next year with a capacity of refining 650,000 barrels of crude oil per day.

*OUTCOME OF EBONYI STATE EMERGENCY SECURITY COUNCIL MEETING HELD THIS SATURDAY 18TH APRIL, 2020 AT THE NEW GOVERNORS OFFICE, CENTENARY CITY, ABAKALIKI.*
The expanded emergency State Security Council meeting started about 12 noon and was presided by the Governor of Ebonyi state, His Excellency, Engr. Chief David Nweze Umahi FNSE, FNATE.

In attendance were:
a. The State Security Council Members
b. Council Chairmen
c. Leaders of the Development Centre Coordinators’ Forum
d. The members of the State COVID-19 Central Committee.

*RESOLUTIONS:*
The State Security Council resolved as follows:

1. There shall be full lockdown of the Communities and Villages from 7pm to 7am. All borders, entry and exit points shall be closed down against all movements including those on essential services with effect from today, 18th April, 2020. All businesses and movements shall start from 7am and end by 7pm daily.

2. CCTV shall be mounted at all the borders and connected to the COVID-19 Central Monitoring Smart Phones of the Central Committee members.

3. All Government officials at the Local Government Areas, including Technical Assistants, Senior Technical Assistants and Executive Assistants are to immediately move to the borders and exit points of their Areas.

4. Each border shall have 7 blockages manned by separate teams in the following order and at a distance that will be determined by the Deputy Governor:

a. Army
b. Police
c. Other Security Agencies
d. Neighbourhood Watch
e. CAN
f. Council Chairmen/Coordinators and their team and
g. Town Union/Traditional Rulers.
Posting of Security Agencies to the borders shall be rotated per week.

5. Bribery in all borders is out lawed. Both the giver and the receiver shall be arrested and charged according to Ebonyi State COVID-19 Laws.

6. Henceforth, all Council Chairmen and Councilors whose border areas are porous shall be suspended. All appointees whose borders are leaking shall be removed from office.

8. Very soon, palliatives shall be distributed and shall be on polling unit by polling unit basis, through the government functionaries from the various polling units.

9. Conditional Cash Transfer list shall be compiled without consideration to political party affiliations.

10. Disbursement of State Government interventions for Small and Medium Scale Enterprises (SMEs) and Agricultural programmes are suspended. Members of the public are to cooperate with the Council Chairmen in their efforts to compile the list of beneficiaries for Conditional Cash Transfer and other Central Bank of Nigeria Agricultural Interventions. People are encouraged to participate in the 5-Star Cassava and Rice Programmes of the Federal Government.

11. Party activities and meetings are suspended for now.

12. False Information/Fake news on COVID-19 pandemic and Related Matters shall be sanctioned according to Ebonyi State Coronavirus and other Dangerous (Infectious) Diseases and Related Matters Law No 005, 2020.

13. Ban on use of motorcycles in Ebonyi State is still in force. Only Health Workers and others on essential services like the press and security are exempted provided that they have a pass duly certified by relevant authorities. Ban on Religious gatherings including Sundays and other social gatherings are still in force.

14. The State Government shall embark on COVID-19 House to House testing exercise for the next two weeks targeting at the returnees, sick persons etc. We are to test not less than 2000 households within the next Two weeks.

15. Members of the public are enjoined to take snapshots of those found violating the Laws on Coronavirus or giving bribes at the borders and send same to the Covid-19 whatsapp platform. Service Chiefs are to be at the borders to ensure enforcement of the regulations.

16. Government emphasizes the need for every Ebonyian outside the State to stay where they are, until the battle against COVID-19 is won.

17. No corpse shall be received again by Mortuaries, except those that died in the hospitals in which case, causation of death must be established and permission to bury shall be sought accordingly. Those who died in their homes must be buried on the spot without any gathering.

18. Everybody coming outside his or her house must wear his or her face mask. The Governor has ordered for additional 600,000 face masks to be distributed to members of the public.

19. There shall be daily briefings to the public on COVID-19 updates as follows:
