All what you listed are not relevant to the situation with regards to bricklayer price.

All what you listed only come into play if the job is contracted out.

Foundation is done. They only now need bricklayer for block setting in form of direct labour. Column, beam, formwork have nothing to do with bricklayer and the price of block setting. These are another segment of the job. Bricklayer doesn't need scaffolding. Just arrange two sets of blocks and place a plank across. Use this to set your block at no great extra cost.

This your reply is assumption, I will advise you to re-read the OP info again. You will understand clearly.
The quotation. Is 2 diff types ( contract to roofing stage and the other one is per block settings counting)

Now the person that lays the foundation said he will finished it to the roofing level that his pay is 1.3M but my aunty will be the one that will buy cement, Rods, granites, in fact anything they need my aunty will be the one to buy it that the money he charged is just for workmanship......

Along the line someone now introduced my aunty to another builder and the guy said he charge 12k per day and service assistant (2 of dem) he will come along with will take 6k each and the daily work is working with 100 blocks per day but if my aunty want double work which will be 200 blocks per day that she will double the money as well and she will also be the one to buy cement, rods, granites as well

By calculating the money both guys charged.... The Work per day is more cheaper ...

Is there anything I'm not understanding here or is there something special in the first guy that charged 1.3M

1, do you have concrete work to do in this work like … columns, beams, lintel. ..I know the answer is yes, will this come free to do ?
2. Who is responsible for all formwork for this above
3. Who is responsible for reinforcement work

4. Who is responsible for mini scalfolding setup to increase the height where workers will stand while setting block in upper section of the building etc

Most people don’t think of these before given reply to your request

Do provide answers to these and re- negotiate if need be
