I thought some persons claimed the SE was excluded from the projects the loan was being prepared for. If the details of the loan isn't known, how did the SE conclude that the projects doesn't include them?
Maybe the govt should prepare a Bill of Quantity (BoQ) detailing things like cements, nail, gravel and labour for the wailing senate.

...And they are hardly qualified for anything. They are the ones that quota system and Federal character are supporting the most.
