Proper expressways will solve passenger transports btw cities of Nigeria....Not passenger railway. That is misplaced priority - like building railway along the coastline who does that.

Tanzania badly need devolution. And so does DRC congo.

Otherwise right now they are just too big to be governed by all knowing central gov. Ignorance. It not the same everywhere. Tanzania and I bet Ghana do not have elected provincial or state or county gov. The president appoints provincial heads. Some may have mayor elected with councillors.

There is lot of difference btw federalism, devolution, and decentralization.

Federal units are states - they have president or govenor - their own police force - and their own parliament - and even their own judiciary. They can even secede and form independent country.
Devolved units - they have own elected gov, parliament and but generally do not have police force or judiciary.
Decentralized units - they national gov just send a head of unit and that is pretty much it.

South Africa I think is more like Kenya or German - more like devolved gov. Prov gov are elected but they are NOT FEDERAL. Tanzania has unitary system with provinces headed by national gov appointed official - that more like decentralized gov.

They are not federal like Nigeria - meaning they are not allowed to levy taxes. They don't have Internal IRS. But definitely kenya road expansion to 250,000kms has happened thanks to devolution.
