Within their cities yes; Lagos could do with proper light rail; But building 3,000kms passenger trail is never going to be economical; Railways ARE GOOD FOR BULK TRANSPORT. Rwanda is small country. Please try to use relevant examples. Singapore is a city-state. Large countries like Tanzania need some form of federalism or devolution otherwise expecting Magufuli to cover a country the size of South Africa supervizing everything is crazy. Tanzania badly need devolution. And so does DRC congo. Otherwise right now they are just too big to be governed by all knowing central gov. Their little road network of 80K can be explained by lack of devolution or federalism...if each province had more autonomy..they would identify rural access roads as priority and fix it.But now their Dar gov has identified railway and power project....leaving the rest of the country a wilderness. Ignorance. It not the same everywhere. Tanzania and I bet Ghana do not have elected provincial or state or county gov. The president appoints provincial heads. Some may have mayor elected with councillors. There is lot of difference btw federalism, devolution, and decentralization. Federal units are states - they have president or govenor - their own police force - and their own parliament - and even their own judiciary. They can even secede and form independent country. Devolved units - they have own elected gov, parliament and but generally do not have police force or judiciary.
