In the meantime - Kenya SGR - started construction in 2014 - and in record 3yrs was in Nairobi - and now in Naivasha (about 600ksm) - and in 2yrs of operation (1 yr for cargo)... According to the statistics from the Africa Star Railway Operation Company Ltd, by 31st May, SGR has offered service to 3 million passengers and transported 440,000 TEUs. The transportation management to 25 stations out of 33 is fully handled by Kenyan employees. The localization of 9 passenger service stations, train service and passenger management has reached beyond 90%. I think you're confusing Kenya with South Africa. South Africa need to do stuff like Electronics and expensive fashion stuff. Kenya is not yet there. Kenya still have huge infrastructure deficit - bridging that deficit alone should see the economy double in less than 10yrs. Yes kenya has done well in energy sector from a very low base of 12-15% electrification - we've gone to 75%. Kenya excel in Finance & intermediation - and now with mobile money & fintech - thinks are looking up for that sector. There are nearly 250K mobile money agents - and another 60K - banking agents. Kenya also excel in ICT sector - competing with South Africa and Nigeria in Africa.Kenya agriculture despite the limited land size - just scratched the services - If kenya were to improve the value chains - as is - it could easily double it's agricultural production. Social sector is really looking up and so is the real estate & construction sector. The travel & tourism industry is looking up again - and if we sustain the growth - we could get to South Africa's 10M visitors in a decade. Nigeria economy - is not even 300B - if you need to see 270B economy - look at Algeria - both produce about the same size of oil per day and Algeria has lot more gas - and obviously Algeria has lot more manufacturing. Nigeria GDP cooked. Right from agriculture - they have no data to back their agricultural activities - I mean the quantities of yams or sorghum or rice they claim to produce. They seem to just do kamikaze surveys and extrapolate national figures. This is mid 2019 - Kenya economy now - is around 95B - by end year it will be 100B - WB projects 100.1B and IMF around 99B. Normally they are few points off the mark. As for Nigeria overcooked gdp - and dreams of dangote, centerary & big plans of the future - let us know when that happen. You cannot just devolve power without building capacity. Even getting here - devolution - is a big struggle. Counties have big function in Health and Agriculture - and the consensus seem to be they have really struggled. Why would you want to load more functions when it has no capacity. Or you want to end up with Nigeria where salaries & pension areas are the norm, gov services are totally absent and the works. I think you're generally disingenuous and dishonest -coz you're politically frustrated by Raila inability to win power. What we need in Kenya - is to slowly entrench devolution - and to keep loading more functions that are better done there - for example - we can devolve school infrastructure - counties are better placed to handle that. we also need to unload some functions - for example doctor and nurses recruitment & salaries are probably better handled by national commission like TSC - we can leave the counties to handle hospital infrastructure and stoking of medicine - but I think they simply cannot handle nurses and doctors! cossano: |

County health services, including, in particular – county health facilities and pharmacies, ambulance services, promotion of primary health care, licensing and control of undertakings that sell food to the public, veterinary services (excluding regulation of the profession which is a national government function), cemeteries, funeral parlours and crematoria, and refuse removal, refuse dumps and solid waste disposal. Control of air pollution, noise pollution, other public nuisances, and outdoor advertising. I think it depend on what they are ranking. Kenya has one of leanest forces in Africa. We have about 24,000 well-paid, well disciplined and most proffesional armed forces. Smaller countries like Uganda have 45,000 - South Sudan I think has more. ---- Nigeria has what - 1M soldiers - all poorly paid - like the Ethiopia. Kenya military has always done it's job well, has not overthrown civilian rule and we don't have Boko Haram internally creating refugees like Nigeria. That is key difference btw federalism and devolution (the path we choose). US is federal republic like Nigeria. Germany has devolved power. That is model kenyan borrowed. Counties (rather than states) have limited powers. They cannot for example impose sharia law. In kenya counties have local assemblies - who passes what can essentiallys are by-laws. theenchanter: |
Kenya has two serious problems it need to slowly confront - ethnicity and corruption - we would be Nigeria sibling if we were as dumb as they are - but thankfully Kenyans are generally smarter. The more we become democratic - the more ethnic and corrupt we have become. Suffice to say democracy tends to accentuate ethnic difference...and also makes the fight against graft difficult because everyone in democracy is presumed innocent till proven guilty and corrupt suspect enjoys all sort of appeals and reviews channel that ultimately delay justice. I think we have to try avoid political federalism - we can do economic federalism - basically devolve more economic power to 47 counties- but keep the other institutions national. Those talking about 20 or so regional gov I think are just looping back. These issues were debated to death during COE...and we settled on 47 counties that largely mirror our ethnic tapestry. There are few regions that still don't feel happy - and we need to address their concerns - for example Kurias in Migori would be better aligned with Gusiis. Sabaot in Bungoma would be happier in Tranzoia. Those are issues that don't require a new constitution - but boundary reviews. We should never devolve judiciary, ability of national assembly to make laws, the police and other security arms - and other key national institutions without which we will have Ethiopia kind of ethnic mess or Nigeria kind - sharia, secession and complete economic catharsis as states compete for Oil money rather than generate their own revenues. tylann: |

The formation of a nation takes centuries. Kenya right now is essentially a state and has long way to get to a nation. The tribes are more like Nations. Accepting tribal nations and going for federalism may permanently endanger nation-building (kenya) and yet denying it will also lead to conflicts and grievances. The middle ground is devolution. The counties we have work well....we just need to increase funding and functions. Federalism is combination of states to form a nation. That might be a slippery slope because counties will basically have nearly all the power of nation (own police, judiciary, name it) including the power to secede like Ethiopia. I think more devolution along the current counties is all we need. Obviously this ought not be rushed. We need to give it another generation (15-20yrs) - counties are struggling with health - we cannot pad more function before building capacity. From about 15% electricity access few years ago - Kenya races to universal electricity access. World Bank report says country among the top in expanding reach for its citizens. At over 75 percent access currently (63.8 percent by 2017), the country’s rate was almost triple Uganda’s 22 percent and almost double Tanzania’s 32.8 percent and Rwanda’s 34.1 percent. Algerian - KENHA is for major highways - we have KURA and KERRA for urban and rural roads. Kenya now has about 20,000kms of paved roads. We have a long way to get to Algeria level - but generally even non-paved roads are gravelled and motoroable. Yes the CBC - new curriculum - with digital devices - will help bridge the divide. We are spending a lot on basic education and it will repay. I hope gov really keep momentum on TIVET - We are doing well at university level (enrollment now at 500K) - but we need to have TIVET(vocational colleges) enrolling 3m plus. That is where the problem is now - majority of kids finishing high school and if they don't make it to university - just stick around villages..and end up as useless as those who don't go. kikuyu1: |
