I have worked in almost all those organization. The data come from Nigeria gov. Nobody has the time or the mandate to dispute such data. We can go sector by sector. Cement - Kenya produces about 10M - Nigeria produces about 21-26M metric tonnes. Last I checked it was 21M - but I have seen recently something like 26M. I would go with 24m considering how dodgy data from Nigeria normally is. I would go by what Dangote, BUA and laftrage sells. That is twice. Give me your fertilizer production.
