Drought is a natural disaster like Earthquake or Flooding. You can build a dam - but it dries out if rains fails for 4yrs. The water simply evaporate out. Those in lakes become salty. Most of kenya lakes along the rift valley including Lake Turkana there has salty or brackish water. Not drinkable by humans. Without expensive desalination. This is not Lake Volta. That is world largest alkaline lake. Some like Magadi is full of Soda Ash. The rest too salty except for Flamingos.
