Are you saying that the lack (if it is true there was one) of policy direction by last government justifies lack of policy direction in this one.

In order words, where is the change apc promised then.

But for the records, the last government had an automobile policy, to make nigeria a vehicle manufactory/assembly country for west africa and africa. This would, if pursued to completion, lead to manufacture of anciliary vehicle parts in nigeria, such as tyres, seats, and other things. In case you do not know, major car manufactorers do not produce everything. anciiliary parts are sourced out. By anciliaries i mean tyres, seats, electronics, filters, sensors, brake pads, wheels, etc.

That is one such policy direction of the last govt which was pursued to fruition to a great extent. it brought peugeut, nissan, kia, into nigeria for assembly, which led to the creation of jobs.

so now, give me an example of such policy direction of this govt pls

The Kogi State government says the state chairman of the Nigerian Labour Congress, Onuh Edoka, is a “ghost worker”, and has fired him. Mr. Edoka was one of about 9000 people sacked following a screening exercise to weed out illegal workers from the 21 local government areas of the state. Mr. Edoka, who serves as head of both the Medical Health Workers Union and the NLC in the state, said he was employed in 1989, and currently serves as a Disease and Surveillance Officer in the state.
He said he was baffled by the result of the screening exercise headed by Paul Okuntimo, a retired general, who gained notoriety for his role in the incarceration of the late activist, Saro Wiwa.

“The General’s committee claims that I submitted the wrong bank statements. But they only asked for my statement of accounts for the past two years which I submitted,” Mr. Edoka said in a telephone interview with PREMIUM TIMES on Wednesday. Speaking on behalf of the state chapter of the NLC, Mr Edoka said the workers union would take to the streets to challenge the government’s actions. “The government just got a bailout based on the current staff strength. Suddenly they want to retrench workers to divert the funds even though some of these workers have not been paid for over 23 months,” he said.

“The NLC is saying that these people are not ghost workers. They are living beings and we are ready to bring them out on the streets of Lokoja so that the world can see that they are not ghosts but real workers of Kogi state,” Mr Eboka said.Kogi govt sacks NLC leader, says he’s a “ghost-worker”.

“The governor has assured the people that no legitimate worker in Kogi state will be sacked. But there are some people who got into the system fraudulently. For those people, we have no apologies,” Mr. Olorunpomi said.
A new list, which will clarify the reasons for the screening failure, is expected to be released within the week.

Grants Bafarawa permission to go for lesser Hajj
The Federal Government was again yesterday ordered to allow the detained former National Security Adviser, Sambo Dasuki, have unhindered access to his lawyers for consultation and briefing in preparation for his trial.

The Federal Capital Territory High Court also granted one month permission to former Governor of Sokoto State, Alhaji Attahiru Bafarawa, who is standing trial alongside Dasuki to go for Lesser Hajj in Mecca, Saudi Arabia.

During yesterday’s proceedings, the court ordered that Dasuki be released to his team of lawyers for eight working days to enable him brief them in preparation for his trial.

Justice Peter Affen, who issued the order, directed that the operatives of the Department of State Services (DSS) must bring him to his lawyers within the premises of the FCT headquarters.

Similar orders have been made previously by Justices Adeniyi Ademola of the Federal High Court and Baba Yusuf of an Abuja High Court, due to complaints made by Dasuki of denial of access to his lawyers.

The security agents by the fresh order were expected to make Dasuki available to his legal team between June 13 and 22, confidentially and between 9.am and 4.pm each day.

Ruling in an application by Dasuki, in which he complained that he has been denied access to his lawyers in spite of court orders, Justice Affen held that it was in the interest of justice that the defendant be allowed access to the lawyers of his choice as required by law and in the interest of fair trial.

Counsel to the Federal Government, Mr. Rotimi Jacobs (SAN), had vehemently objected Dasuki’s request for access to his lawyers.

Jacobs had argued that there was no evidence before the court that Dasuki’s lawyers made any attempt to visit the headquarters of the DSS to take briefing from their clients.

Noting that the request was a ploy to delay the trial, Jacobs prayed the court not to indulge the defendant in the request as doing so will further delay the trial.

Meanwhile, Justice Affen granted permission to Bafarawa to go for lesser Hajj, following a motion to that effect by Dasuki’s lawyer, Prince Latif Fagbemi (SAN) and which was not opposed by the prosecution counsel.

The judge ordered that the travel document be released to Bafarawa by the registrar of the court while the applicant was granted permission to perform the lesser Hajj between June 5 to July 5.

Justice Affen then adjourned the matter till July 14 and 15, for definite trial at the instance of counsels in the matter, warning that he would not accept any excuse from any of the Parties in the matter forthwith.

Ootraged at the increasing threat that militants in the Niger Delta posed to the economy, the Nigerian Military declared war on them yesterday.

The Chief of Defence Staff (CDS), Gen. Gabriel Olonisakin, the service chiefs from the Nigerian Navy (NN) and the Nigerian Army (NA), Vice Adm. Ibok Ette-Ibas and Lt. Gen. Tukur Buratai, respectively, made the declaration of war at different military functions in Lagos.

The CDS, who was the guest of honour at the navy’s 60th diamond anniversary in Lagos, said the military would continue its onslaught against militants’ activities in the Niger Delta region and insurgency in the Northeast.

But about a fortnight after it was inaugurated by the Delta State Governor, Dr. Ifeanyi Okowa to move into the creeks and halt the increasing spate of pipeline bombings through advocacy, the Delta State Advocacy Committee Against Oil Facility Vandalism, headed by the Deputy Governor, Kingsley Otuaro, has warned that the military option would not solve the problem but instead would compound it.

The committee also urged former militant leaders, Chief Government Ekpemukpolo and Chief Ayiri Emami to sheathe their swords and allow peace to reign.

Ayiri had accused Tompolo of being behind the bombing of critical pipelines in Gbaramatu Kingdom linking him to the Niger Delta Avengers but Tompolo fired back denying any link with the Avengers and urged government to investigate those lobbying to repair damaged pipelines.

Olonisakin who spoke at the end of the two-day maritime conference organised by the navy to mark its anniversary, said the military had stepped up its fight against the militants in the Niger Delta because of the recent attacks on the nation’s infrastructure.

He warned those involved in the attacks on oil facilities to desist from any act of sabotage or would be made to face the wrath of the law when arrested.

Olonisakin, while reviewing the role of the military in recent times said the navy had performed creditably in securing the nation’s territorial waters in its 60 years of existence.

Also speaking at the conference, the CNS, Vice Admiral Ibas, said the navy had been able to reduce robbery and piracy on the nation’s waterways, adding that they were expanding the technical aspect of their surveillance to ensure that they curtail the menace.

Addressing the issue of militancy, he said: “We are doing the very best we can to get them even before they venture out into the creeks.

“We have made some inroads by ensuring that we are at least out there at sea when you consider that we have over 3000 creeks, rivers and actuaries and the navy has over the last 10 years been building its capacity to operate in the backwaters.”

Meanwhile, the Nigerian Army has also procured six communication vehicles for the prosecution of the war against insurgency in the Northeast. The army yesterday inaugurated six-sophisticated communication vehicles procured by its Signal Corps, for onward deployment in the northeast to help in the prosecution of war against insurgency.

The Delta State Advocacy Committee Against Oil Facility Vandalism, which met with several Ijaw and Itsekiri traditional rulers including the Olu of Warri, Ogiame Ikenwoli and the Pere of Gbaramatu Kingdom, His Highness Oboro Gbaraun II, told the communities that the continued bombing of critical oil facilities was inimical to the national and state economies.

“With the increased spate of oil facility bombings leading to drop in production quantum, it is doubtful if the expectations of the budget can be fulfilled,” the deputy governor said.

In their separate comments, the committee members and others equally noted the anger in the communities that may have been partly caused by government and oil companies neglect resulting in underdevelopment.

There was agreement too, that military invasion would not help resolve the issue.

And worried about the renewed militancy, Bayelsa State Governor Henry Seriake Dickson, on Tuesday in Yenagoa, called for concerted efforts to check it, describing the perpetrators as criminals and economic saboteurs. Already, the attacks on the nation’s oil facilities have reduced oil production to an all-time low.

Dickson, who met with representatives of International Oil Companies, (IOCS) and security chiefs to proffer solutions to the recent upsurge in criminal activities in region, decried the killings of security personnel, innocent citizens and the vandalism of oil installations by the Niger Delta Avengers.

Reiterating his administration’s commitment to the protection of lives and property, the governor said that the recent development was affecting the socio-economic growth of not only the state, but the entire region. “The way forward is for all stakeholders to discuss the issues and the need for the Federal Government to tread with caution and not adopt a military approach as a means to solving the problem.

No one person can protect the assets in the remote areas of the region. I, therefore, call on those involved in this act of criminality and brigandage to stop forthwith.”

Also speaking the State Deputy Commissioner of Police, Joseph Mukah, noted that the meeting had resolved to engage various communities in the region in a dialogue in order to put an end to the recent upsurge in criminal activities.

Representative of the NNPC/Chevron Joint Venture, Monday Ovuedu, Group Executive Director, Media, Government and Public Affairs, Mr. Sola Omole and Head of Legal Services, Conoil Plc, Michael Madugbe agreed that oil companies operating in the region would collaborate with the government at sustaining peace in the region.

They pointed out that, the sustained engagement strategy, with sincerity of purpose and for all the stakeholders to work together for the collective interest of all was what the parley was all about.

Militants had in the last couple of weeks, stepped up attacks on petroleum products pipeline across the Niger Delta, with the Minister of State for Petroleum Resources, Mr. Ibe Kachikwu, declaring that the bombings had reduced Nigeria’s crude oil export by 800,000 barrels per day, from about 2.2 million barrels to 1.4 million barrels per day.

In FACT, $8b to $10 had been the average since 2008, long before Jonathan became president.

Therefore, Jonathan did not increase Nigeria's external debt by any significant amount.

It is on record that the current minister of finance is using Nigeria's very low DEBT to GDP ratio as a justification for seeking more external loans this year.

The Lagos State Government has announced measures to raise the dignity of commuters and commercial vehicle drivers operating in the state.

It said efforts were being made towards rebranding the public transport system which would incorporate the major modes of transportation.

The state Commissioner for Transportation, Dr Dayo Mobereola, who made the announcement during the 2016 annual ministerial press briefing in Alausa, Ikeja, said the initiative would involve replacing the mini-buses, popularly called Danfo, with high-capacity buses.

He also said the state government would introduce commuter protection number plates and body tags on buses to show their routes and enforce colour uniformity on all public transport systems in the state.

The commissioner said the government had held consultation with road transport operators on the need to rebrand and professionalise the transport sub-sector.

“Lagos State motor parks would be restructured in such a way that alcohol and illicit substances would not be there.

“We are going to teach transport operators in the state behavioural etiquette and how to talk to commuters,” he added.

According to him, the present administration is determined to have public transport system that supports its megacity status where tendencies for violence are curbed, while drivers and conductors are retrained and registered.

Mobereola said arrangements were almost concluded to phase out the 14-seater commuter buses being used by commercial drivers and replace them with 30-seater buses with air conditioners.

He also hinted about plans to enforce the use of approved uniforms for commercial drivers and conductors, describing such as “a critical rebranding strategy that signposts confidence, trust, loyalty and stability.”

He said the “new vista of professionalism and identity anchored on unique number/dress code” would be implemented by the next quarter.

He said the taxi scheme, rail and water transport systems, would be covered in the transformation arrangements.

The commissioner said the rebranding would affect the state vehicle inspection service.

For instance, apart from increasing the staff strength by 200, the operation of its patrol officers had been extended to Saturday and Sunday.

“We intend a complete the reorientation of the VIS and strengthen its efficiency and effectiveness, including the extension of the area offices to 30,” Mobereola said, adding that the construction of the VIS headquarters at Ojodu would provide a befitting and conducive environment for its operation.

He said the state government had plans to restructure motor parks in the state and introduce holistic ticketing system, through which people could download from the Internet and use for any mode of transport in the state without any hitch.

A Federal High Court in Lagos has ordered a former Minister of Finance, Dr. Ngozi Okonjo-Iweala, to account for the N30tn which a former Governor of the Central Bank of Nigeria, Prof. Charles Soludo, claimed went missing under her watch.

Justice Ibrahim Buba said ordering Okonjo-Iweala to offer explanation on the allegedly missing money was the only thing to do since she had failed to put in a valid defence against a suit seeking an order, mandating her to account for the allegedly missing money.

Soludo had, sometime ago, alleged that “at least, N30tn was either stolen or unaccounted for, or grossly mismanaged” over the years that Okonjo-Iweala was in office as the Coordinating Minister of the Economy and Minister of Finance.

Following the allegation, a group, Socio-Economic Rights and Accountability Project, had demanded an explanation from Okonjo-Iweala under the Freedom of Information Act and later filed a suit before Justice Buba after the ex-minister did not oblige its request.

The Federal Government was joined as a respondent in the suit.

SERAP said in a statement on Sunday by its Executive Director, Adetokunbo Mumuni, that Justice Buba delivered judgment in the suit last week, holding that Okonjo-Iweala had no legal justification to ignore the request to account for the allegedly missing N30tn.

It quoted the judge as saying, “The court has gone through the application and agrees that SERAP’s application has merit and the argument is not opposed. SERAP’s application is granted as prayed.”

The judge upheld the plaintiff’s argument that Okonjo-Iweala “should have either supplied the information requested by SERAP or communicate her denial within seven days of the receipt of the letter from SERAP if she considers that the request should be denied.”

The court held that the preliminary objection filled by the defendants, challenging, among other things, the jurisdiction of the court to hear the suit, was misconceived.

Justice Buba held, “The only issue for determination is whether Mrs. Okonjo-Iweala and the Federal Government should be heard on their preliminary objection considering the totality of the circumstances of this case.

“He who wants equity must do equity. This suit was filed on February 25, 2015 and from the record of the court was served on Mrs. Okonjo-Iweala and the Federal Government on July 3, 2015. It took about three months for them to come up with a technical response to the simple request for information under the Freedom of Information Act 2011.

“Mrs. Okonjo-Iweala and the Federal Government have therefore been caught by Order 29 of the Rules of this court, which requires that an application shall be made within 21 days after service on the defendants of the originating summons.

“If Mrs. Okonjo-Iweala and the Federal Government want to raise issues about service, the law does not permit demurer. The proper route for them should have been to join issues with the originating summons and also file their objections.

“In the present case by SERAP, the notice of preliminary objection by Mrs. Okonjo-Iweala and the Federal Government is incurably defective for not conforming with order 29 of the rules of this court.

“The implication of this clear provision of the rule of court is that Mrs. Okonjo-Iweala and the Federal Government must take issues with SERAP on the originating summons no matter how flimsy, instead of looking for a technical way out. This technical way out has failed.”

“This is false; there is absolutely no truth to it. The young man who was in the State House alongside Amina and her baby and mother is her older brother.

“He is different from the man who appeared with her in photos released by the Nigerian military, in the immediate aftermath of Amina’s rescue.

“All insinuations alleging otherwise are false, mischievous, and should be wholly disregarded.

“Under no circumstances will a presidential welcome be extended to terrorists or abductors.”

As the Federal Government prepares to make N500bn available for poverty alleviation, Nigerians have been urged not to fall prey to groups which claim to be acting on behalf of the Government only to dupe vulnerable citizens in the process.

The warning came just as the Independent Corrupt Practices and Other Related Offences Commission arrested one Umanah Umanah for allegedly duping several job seekers.
The ICPC said in a statement by the Commissioner, Public Enlightenment, Mrs. Rasheedat Okoduwa, that the suspect and members of his syndicate floated a loan scheme tagged, “President Mohammadu Buhari Poverty Alleviation Programme.”

The commission said the fraudulent scheme offered an unspecified number of unemployed Nigerians loans to the tune of N1m on the condition that they pay between N5, 000 and N7, 000 for processing fees and a form.

The statement read in part, “We arrested the ringleader of a fraudulent group that has been swindling unsuspecting Nigerians of their money through a fraudulent loan scheme tagged ‘President Mohammadu Buhari Poverty Alleviation Programme’.

“The scheme under the auspices of Magic Project Multi-Purpose Cooperative Society offered to beneficiaries interest-free and collateral-free loans up to the tune of N1m repayable over a period of 10 years. The beneficiaries had the option of repaying weekly N2, 100 or monthly N8, 400.

“However, to secure this loan, the applicant had to pay for an application form and a processing fee of N7, 000 and N5, 000 respectively.

“Further investigations by ICPC revealed that in spite of the fairly large number of applications over the period of time the group had been operating, not one applicant had received the loan.”

Investigations by the anti-graft agency also indicated that the scheme under the parent name ‘No Burn Global Limited’ was neither registered with any financial institution, the Central Bank of Nigeria nor the Abuja Municipal Area Council and therefore did not have appropriate authorisation to carry out investment or financial services.

“It became obvious that Umanah and his group’s hoodwinking of unsuspecting clients into paying the said sums for the purpose of the supposed loan was the actual target of the whole fraud scheme,” the statement added.

The suspect whose action violates and is punishable under Section 25 of the Corrupt Practices and Other Related Offences Act, 2000 will be charged to court accordingly.

The ICPC warned members of the public to be wary of dubious individuals and groups.

It urged people to always conduct checks with relevant authorities before committing their resources into business deals that promise fantastic returns.

Hours after Amina Ali, one of the Chibok girls rescued on Wednesday from the insurgents, met with President Muhammadu Buhari, at the Presidential Villa in Abuja, the Nigerian Army announced the rescue of another of the girls on Thursday evening.

Army spokesperson, Usman Sani, a colonel, who confirmed the rescue, gave the name of the rescued girl as Serah Luka, said to be number 157 on the list of abducted school girls.
Mr. Usman later narrated how the abducted girl was rescued.7

He said in a statement, “At about 11.00am today, Thursday, 19th May 2016, troops of 231 Battalion, 331 Artillery Regiment (AR), Detachment of Armed Forces Special Forces (AFSF) 2, Explosive Ordinance (EOD) Team and Civilian Vigilante group of Buratai, conducted clearance operations at Shettima Aboh, Hong and Biladdili general area in Damboa Local Government Area of Borno State. “During the operations, the troops killed 35 Boko Haram terrorists and recovered several arms and ammunitions and other items. In addition, they rescued 97 women and children held captives by the Boko Haram terrorists.

“We are glad to state that among those rescued is a girl believed to be one of the Chibok Government Secondary School girls that were abducted on 14th April 2014 by the Boko Haram terrorists.Her name is Miss Serah Luka, who is number 157 on the list of the abducted school girls. She is believed to be the daughter of Pastor Luka. During debriefing, the girl revealed that she was a JSS1 student of the school at the time they were abducted.

She further added that she hails from Madagali, Adamawa State. She averred that she reported at the school barely two months and one week before her unfortunate abduction along with other girls over two years ago. “She added that there other three girls who fled from Shettima Aboh when the troops invaded the area earlier today which led to their rescue. She is presently receiving medical attention at the medical facility of Abogo Largema Cantonment, Biu, Borno State.”

The first rescued girl, Amina Nkeki, was reportedly rescued Wednesday and was received by President Muhammadu Buhari in a State House ceremony Thursday afternoon, with a four-month-old child she reportedly gave birth to while in captivity.
Amina was rescued by the civilian JTF close to the notorious Sambisa forest, over two years after her abduction by militants.
More than 200 girls are still believed to be held by the insurgents.

ABUJA—THE federal government has said its decision to partially deregulate the downstream sector of the petroleum sector would enhance its school feeding programme.

Minister of Information, Lai Mohammed, stated this yesterday, when a federal government delegation, led by the Secretary to the Government of the Federation, David Babachir Lawal, met with members of the National Working Committee and State Executive Committees of All Progressives Congress, APC, in Abuja.

At the meeting called to discuss the issues thrown up by deregulation, Mohammed listed several impacts the policy would have on Nigerians. He said, “The first is the employment of 500,000 unemployed graduates, the second is the employment of 100,000 non graduates, technicians and artisans. The third is the one meal a day programme targeting 5.5 million pupils all over Nigeria.

This is the most exciting of all our programmes. Even if we are going to give these children one egg a day, it means we will need 5.5 million eggs and in a calendar year of 200 days, we will need over a billion eggs. You can imagine what this will do to agriculture. “We have the enterprise scheme which is a system of revolving loan. We are targeting one million market women and men, 460,000 artisans and technicians and 200,000 agricultural workers to be given loans through their cooperatives to start their own businesses.

We have the N5,000 conditional cash transfers to one million most vulnerable Nigerians as a first phase. Then finally, we have bursaries, scholarships for all students in Nigeria studying science, technology, engineering and mathematics.”

National Chairman of the party, Chief John Odigie-Oyegun, said such meetings would be convened on a regular basis so party members would understand government’s policy. He said: “What this does is to arm everyone of us from the national and state levels so that we can speak with confidence, in addition to whatever passion we can muster about what is going on at the national level and go away with the conviction that things are not just happening capriciously with the conviction that we promised change. Change is a process, it is not an event, not something that happens the day after the government was sworn-in.”

Another missing Chiobk girl has been found by the Nigerian Army in Sabisa forest. The Army Spokesperson, Colonel Usman Sani Kukasheka confirmed the rescue of another Chibok Girl this evening.

This is coming after the rescue of Amina Ali who was flown to Abuja today where she met with President Muhammadu Buhari at Aso Villa. The Army Spokesperson promised to provide more details later. More details soon
