Deblow: Some pple can be parochial and self - centered in their reasoning. Every association recognised by law reserves the right to agitate for the best on behalf of its members and each association is independent of the others. The NMA can not be an exception in this case. The Pharmacists and other paramedical associations are always antagonistic of the doctors out of petty jealousy and sheer inferiority complexes. NMA cares not whenever they confront the government with their own agitation but each time the NMA sneezes, they get jittery. Why don't we address issues other than personalities for once!

The Petroleum and Natural Gas Senior Staff Association of Nigeria (PENGASSAN) and the National Union of Petroleum and Natural Gas (NUPENG) workers have renewed their threat to shut down the oil sector if the federal government goes ahead with its plan to privatise the refineries.

According to them, selling the refineries without their participation would amount to shaving their heads in their absence.

The oil workers also insisted that the transaction should follow due process to ensure that the most competent investors emerge as the core investors.

The two oil workers unions that spoke in their reaction to the setting up of a steering committee by President Goodluck Jonathan to oversee the process, also told Thisday yesterday that the Petroleum Industry Bill (PIB) must be passed as a pre-condition for the sale of the refineries.

General Secretary, National Union Petroleum and Natural Gas Workers (NUPENG), Mr. Isaac Aberare, said the union was yet to be officially informed of any stakeholders’ committee set up by the government.

Aberare, who spoke in a telephone conversation with Thisday, reiterated the union’s decision to embark on a nationwide strike until government rescinds its decision to privatise the refineries.

He hinted that NUPENG and its sister union- the Petroleum and Natural Gas Senior Staff Association of Nigeria (PENGASSAN) would soon meet to fix a date for the execution of the planned industrial action.

“Government must engage labour unions in the sector to discuss the model for the planned privatisation. We were not informed about any committee being set up. If government sets up a committee without involving the labour then, they have not met our demand.

“At the intervention meeting with the Minister of Power shortly after our protest, we emphasised that government should retract the plan to privatise the refineries and engage the unions but up till now, they have not met nor informed us of any meeting.

“The leadership of NUPENG and the PENGASSAN will soon meet and take a decision on the execution of our planned protest. It is at that meeting that a date will be fixed for our protest,” Aberare said.

The two unions had officially kicked against the planned privatisation of the four refineries since the pronouncement was made few weeks ago.

AS the five-day warning strike called by the Nigerian Medical Association, NMA, ends today, Nigerians have been alerted to brace up for an indefinite doctors’ strike as from January 6, 2014, even as pharmacists, under the aegis of the Pharmaceutical Society of Nigeria, PSN, are threatening to team up with the Joint Health Sector Unions, JOHESU, to embark on strike on December 28, 2013.

Issuing the warning in a statement at the end of the National Executive Committee, NEC, meeting in Abuja, NMA President, Dr. Osahon Enabulele, and Secretary General, Dr. Akpufuoma L. Pemu, urged Nigerians to appeal to government to do the needful to avert the full blown doctors’ strike already scheduled to begin in the new year.
In the statement, it was confirmed that the NEC has resolved to continue with the warning strike action as previously planned, until more concrete efforts are made to meet the minimum demands of the NMA.

”The NEC reaffirmed the earlier decision of the Association to limit the duration of the warning strike action in deference to the yuletide season and as a mark of the Association’s appreciation of the appeals of well-meaning Nigerians, but to commence a total strike action (if the issues are not satisfactorily resolved) on January 6, 2014,’ the duo remarked.

In a related development, President of the Pharmaceutical Society of Nigeria, Pharm Olumide Akintayo, described the NMA warning strike as uncalled for.

In a statement entitled: “Doctors’ Strike: Matters Arising”, Akintayo said it is pertinent to observe that strike actions by Nigerian doctors are purely motivated by pecuniary gains.

” What goes on presently during strike action of doctors is that they are paid for services not rendered during strike. Government needs to halt this by employing doctors who are desirous to work on locum basis as we have seen practiced by some State Government with great efficacy.”

He said pharmacists, under the aegis of the Pharmaceutical Society of Nigeria, PSN, have never really supported strike actions as a means for achieving professional privileges.

“If for any reason Government compromises the spirit of its agreement with Joint Health Sector Unions, JOHESU, in August 2013, the Federal Government will leave the PSN with no other choice than to mobilize pharmacists in both the public and private sector to join forces with JOHESU which has given a December 28, 2013 deadline to government to enforce the right of its members via the agreement it reached with representatives of the Federal Government at its meetings of August 26th to 27th, 2013 in Abuja,” Akintayo warned.

Its pointless arguing with you anyway you must be one of those egocentric NMA members refusing to harken to good reason and blinded by greed. Everything I have posted is the fact. I have my sources but ofcourse any point raised will be false to you. All you want is money and pride, typical of the NMA. A salary raise of 1million per month will still not be enough for you guys afterall you still have other health workers to contend with. Let's watch as the drama unfolds.

Clinical pharmacists undergo residency programs(in les say HIV/AIDS or oncology) in the hospital for a number of years. What I'm not sure of is if this residency program qualifies him as a consultant or he has to undergo another program to be a consultant.

Both go for ward rounds buh one has a deeper knowledge than the other. If only we could practice clinical pharmacy the way they do abroad, the doctors would know their places and quietly sit there. We av the court case to train clinical pharmacists by WAPCP in our favour already tho. Let's pray for Pharm Akintayo and the newly inaugurated PCN as they do their best. Security operations have received the lion's share of the 2014 budget, based on estimates submitted by the Federal Government yesterday. This is the third consecutive yearly budget that gives the security sector the highest allocation.

Finance Minister Ngozi Okonjo-Iweala submitted the N4.91 trillion appropriation bill to the two chambers of the National Assembly in Abuja. She stood in for President Goodluck Jonathan, who did not give reason for not personally making the submission.

Out of the total budgeted sum, about N1.1 trillion, representing 27 percent, is for capital expenditure, while N2.43 trillion will go for recurrent spending.The remaining amounts are for debt service, N712 billion; statutory transfers, N399.7 billion; and Subsidy Reinvestment and Empowerment Programme (SURE-P), N268 billion. Government's expected revenue target is N3.73 trillion, while the budget deficit stands at 1.9 per cent of the Gross Domestic Product (GDP), slightly up from that of the 2013 budget, which stood at 1.85 per cent.

Daily Trust obtained a breakdown of the budget, showing recurrent allocations but no details of capital votes. A total of N845 billion was provided for recurrent and service-wide votes for the security sector, which includes the Armed Forces, Police, National Security Adviser's office, and the para-military services. This amount excludes the capital votes for these agencies as those details appeared to be missing from the bill submitted by Mrs Okonjo-Iweala. If the capital vote is put at 27 per cent of the total for the security sector, then the security vote could hit about N1 trillion. This is about the same as the amounts received by the sector in two previous budgets of 2012 and 2013.

Based on the estimates submitted by the Finance Minister, recurrent allocation for Defence (including Army, Air Force and Navy), is N306 billion; police formation and commands, N286 billion; office of the National Security Adviser, N67 billion; Interior Ministry, N145 billion; and Police Affairs Ministry, N4.5 billion. Also part of the security spending are provisions under 'service-wide votes' for Nigerian Army Quick Response Group and arrears, N12 billion; and Operations-Internal for the Armed Forces, N24 billion. In the recurrent budget, education got the next highest allocation after security, with N373.4 billion. Others are Works, N28.5 billion; Petroleum Resources, N55.7 billion; Science and Technology, N24 billion; Power, N3.9 billion; and Justice N19.4 billion. Information got N22.4 billion, Foreign Affairs N46.5 billion, Agriculture N31.4 billion, Water Resources N7.7 billion, and Youth Development N75.9 billion. Office of the Secretary to the Government of the Federation is allocated N46.2 billion, Mines and Steel Development N10.6 billion, Lands and Housing N5.6 billion, Aviation N6 billion, and Finance N216.4 billion Other allocations include the Presidency with N25 billion, whereas the proposed National Dialogue will gulp N700 million, Stipends for 30,000 ex-militants is allocated N23.6 billion, with another N35.4 billion allocated for transformed ex-militants.

The 2014 budget was tagged "Budget for Jobs and Inclusive Growth." Speaking to journalists shortly after she presented the budget, Okonjo-Iweala said, "The budget is going to support the push in agriculture, it will kick-start the housing sector where we can create more jobs, it is designed to our policies that would support manufacturing because jobs would be created there. "Industries will also be created in solid minerals. All these support will continued to be unleashed. Job creation is the key to really solving the problems of the Nigerian economy."

The Finance Minister was accompanied to the National Assembly by her counterparts Labaran Maku (Information), Idris Umar (Transport), Sarah Ochekpe (Water Resources), Omobola Johnson (Communications), Chinedu Nebo (Power), Bashir Yuguda (State for Works) and Olajumoke Akinjide (State for FCT). Director-General of the budget office Bright Okogwu was also there. Reacting to the budget presentation, chairman of the Senate Committee on Appropriation Senator Ahmed Muhammad Maccido (PDP, Sokoto), said the submission was a mere estimate as the National Assembly has the final say on the budget. Maccido said lawmakers would use the Christmas and New Year holidays to thoroughly peruse the budget ahead of their resumption on January 14.
