Politics › Senate Approves N299.5bn NDDC Budget by Sanchez01(op): 5:46pm On May 14, 2015
The Senate, on Thursday, passed the 2015 budget of the Niger Delta Development Commission totalling N299.5bn.

The budget comprised of N271bn project (development) expenditure; N16.1bn personnel expenditure; N10.4bn overhead expenditure and N1.8bn as capital expenditure.

The Chairman, Senate Committee on Niger Delta, Senator James Manager, told his colleagues at plenary that the budget will be financed from a projected revenue of N300bn, part of which will be drawn from N160bn contribution from oil companies.

He also said the balance will come from the N70bn provision from the federal government; N40bn ecological funds; N20bn unpaid arrears by the federal government; N10bn being revenue brought forward and N100m Internally Generated Revenue.

Manager, said the budget also included N28.4bn non project expenditure which comprised personnel, overheads and the internal capital representing 9.5 per cent against 8.43 per cent proposed in 2014.

He also said the N271bn approved as project development expenditure represents N90.5 per cent of the total proposed budget as against the 91.46 percent proposed in 2014.

The senator said, “It is pertinent to mention that due to the peculiar nature of the NDDC budget, the committee finds that it is necessary to separate the capital budget meant for use internally by the commission, from capital budget meant for project development.”

He said the budget would be operative from January 1, 2015 to December 31, 2015.

He urged the senate to pursue the proper calculation and the release of 15 per cent statutory contribution by the federal government for the funding of the NDDC.

He stressed the need for the senate to assist in enforcing the payment of the statutory 50 per cent of monies meant for the NDDC member states from the ecological fund with a view to enhancing the commission’s revenue base.

Manager also urged the senate to direct the management of the NDDC to avoid “carrying out any virement in the approved budget without a recourse to the National Assembly.”

Meanwhile, the senate in plenary passed into law, Nigerian Immigration ammendment Bill 2015, which repealed the Nigerian Immigration Act of 1963.

The upper chamber also passed into law, the Nigerian Automotive Industry Development Plan Bill 2015.

A 94-year-old man will be one of the oldest graduates in the West Virginia University history when he receives his diploma Sunday.

The school says in a press release that Anthony Brutto, who studied on and off for 75 years, will be awarded his Regents Bachelor of Arts degree during commencement.

Brutto first entered the university in 1939 when tuition was $50. He was drafted in 1942, serving in the Army Air Corps until the end of World War II.

Brutto re-enrolled at the school in 1946, but could not finish because he had to care for his sick wife.

A machinist by trade, Brutto says graduating from college was always important to him. He jokingly says he’ll take a break before pursuing a master’s degree.

Politics › Breaking: Boko Haram Hit Maiduguri In Fresh Attack by Sanchez01(op): 10:46pm On May 13, 2015
Suspected Boko Haram militants attacked Nigeria's northern city of Maiduguri in Borno state on Wednesday from a cashew plantation a few kilometres from the Giwa barracks, military

Residents said they heard heavy shooting and explosions on the outskirts and began fleeing their homes. The fighting began around 6:45 p.m. before subsiding by around 9:00 p.m.

Abdul Musa, a resident, said the intense fighting had dwindled to a few intermittent gunshots.

The city of around two million people is the birthplace of Boko Haram, which has killed thousands in its attempt to carve out an Islamist state in the country's northeast.

Maiduguri has not been attacked since two major takeover attempts in late January and early February and several bombings in March.

A security source, who participated in the operation, said they fought off several hundred insurgents, which included suicide bombers.

"Some civilian youth vigilante who went to battle may have lost their lives," he said. "(They) were trying to evacuate some women from a community behind the Giwa barracks when a bomb exploded from a woman suspected to be a suicide bomber."

Boko Haram claimed an area larger than Belgium last year and was fast becoming a regional threat after it increased cross-border incursions.

Chadian and Nigerian troops entered the fray earlier this year and drove the militants out of some key Borno towns. Cameroonian forces pushed them out of its border areas.

The Nigerian military has since launched a ground offensive on the group's last stronghold, in the Sambisa forest reserve.

Crime › EFCC Arraigns Five Suspected Internet Fraudsters by Sanchez01(op): 8:31am On May 13, 2015
The Economic and Financial Crimes Commission, EFCC, on Monday, May 11, 2015 arraigned Uchenna Nwako, Ejikeme Oluchukwu, Nnamani Ikechukwu, Ibeh kodili Martins and Nwako Victoria Ifeoma before Justice D.V Agishir of the Federal High Court, Enugu, on a 16-count charge bordering on intent to defraud and obtaining N26,338,000 by false pretence.

The five accused persons were picked up by EFCC operatives on February 27, 2013 after intelligence reports indicated that they were involved in fraudulent activities bordering on cybercrime.

Part of the charge read: “That you Uchenna Nwako, Ejikme Oluchukwu, Nnamani Ikechukwu, Ibeh Kodili Martins and Nwako Victoria Ifeoma sometime in November 2012 in Enugu, Enugu State within the jurisdiction of the Federal High Court of Nigeria, conspired among yourselves to commit an unlawful act to wit: obtaining money by false pretense and thereby committed an offense contrary to Section 8(a) and punishable under section 1(3) of Advance Fee Fraud and Other Fraud Related Offences Act, 2006.

“That you Nwako Victoria Ifeoma and Uchenna Nwako on or about October 18, 2012 in Enugu, Enugu State within the jurisdiction of the Federal High Court of Nigeria, concealed and disguised the origin of the sum of N8,940,000 which is proceed of an unlawful activity by causing the said money to be paid into the Zenith Bank account number 1013144345 of Ifechina Enterprises Limited, a private limited company jointly owned by both of you, and you thereby committed an offence contrary to Section 15(2)(a) and punishable under Section 15(3) of the Money Laundering Act , 2011 (As Amended).”

They however, pleaded not guilty, when the charges were read to them.

In view of their plea, the EFCC counsel, M. A. Ekwu, requested for a date to be fixed for trial of the accused persons to begin.

Defence counsel, A. Oyenkwere, however requested bail for his clients, which was opposed by Ekwu.

Ekwu argued that only Ikechukwu who had honoured the terms of the administrative bail deserved bail. Ikechukwu was thereafter granted bail in the sum of N1,000,000 with one surety who must be either a seasoned businessman that owns a landed property with a C of O, or a civil servant of Grade Level 15 or above.

The case was adjourned till May 13, 2015 for consideration of the bail application of the other accused persons, who were ordered to be remanded in EFCC custody.

Christianity Etc › Re: Is This Song Worldly? by Sanchez01(m): 7:57am On May 08, 2015
Worldly is not the appropriate word but Secular. The song is indeed secular; and that he mentioned God several times does not make it religious or the best genre for Christians known as "Gospel".

Overtime, Don Jazzy has found a way to resonate 'luck' or 'blessings' in the songs of his artistes and it has often posed to be debatable since a layman believes "It must be accepted by Christians since it talks about God."

For example; D'Banj's "Olorun Maje" posed this same question. Wande Coal did something similar back then but I can't recall the song.

Question: What determines if a song is secular or not?

For sensitive Christians and church choristers, there's an understanding that every known song in the world is backed up by a spirit. Therefore, to determine the spirit behind such songs, we look at certain things;

1. The Artiste: What's his/her objective, music-wise? Is he/she an advocate of the Gospel or Christ? If no, then it is secular.

2. Lifestyle: This is perhaps the greatest reason why most so-called Gospel singers fail. They claim to stand for Christ, yet, their lifestyle says otherwise. For example, I met BOUQUI years back and I couldn't help but stare at her coloured hair and the 'crazy' hairstyle. Would you tell me you'll gladly accept Christ if a person walks up to you to preach Christ? Apologies though.

3. Lyrics: So what does the lyrics of "Godwin" says? Does it praise God or edify Christ and His church or simply mentions God because some good fortunes falls into one's hands? How preachy is the song? How well does it talk about heaven? How well does it describe the majesty of God? What does it say about Praise? Would you consider the song a healing song?

Finally, Is Korede Bello a Gospel singer? If yes, then fine. But if no, then the song is secular.

Pls help me change dis from active to passive

1.Your life is bad
2.He has the key
Just so you know, not all sentences can be passivized.

An Active sentence in the simple present tense has the following structure:
Subject + first form of the verb + object.

A passive sentence in the simple present tense
has the following structure:

Object of the active sentence + is/am/are +
past participle form of the verb + by + subject
of the active sentence. E.g; (The yam was eaten by the goat). The active form would be; (The goat eats the yam)

The object of the active verb becomes the subject of the passive verb. Therefore, sentences which do not have an object cannot be changed into the passive. The following sentences, for instance, cannot be changed into the passive because they do not have objects.

Therefore, passivization is impossible with those you gave because there is no subject carrying out an action which is an object in SP analysis.

@ the blue bolded, I corrected the fact that you goofed on your David-Uriah-Bathsheba-Solomon assertion and also stated that you twisted the Bible to justify. I don't think there's any war here. You see this as a war which I find funny. What you were up against was mild correction and everyone did that in a way.

You wanted to debate a religious claim, rather than look up the Bible you asserted, you took to studying others. It's most funny to have you believe that we supported each other for some funny reasons known to you alone.

This is not war and neither is it a quest to prove who knows better, but an avenue to learn a thing a thing or two from one another. You shouldn't take debates too serious. BTW, since you goofed on your Solomon assertion, it is only wise that you apologize over this.

Proffdada, it would be unfair to insult other people's belief when the thread called for Christians.

Alright sanchez01..

According to your or perhaps according to the Bible, the reason why David wanted Uriah dead was because Uriah refused to sleep with his wife. Which of course would implicate David, the mighty king.

Was that right in the first place?
The same book claimed that David was the one God loved most. Right? Are you kidding me?
Well the escape route is that God's ways are different from ours, but we were created in his image and likeness.

You and ammy being friends is what I was talking about. It's good to be friends but it's difficult to disagree with our female friends in matters like this one.
#compromised
What David did was wrong and no sane Christian will support his actions. David was loose when it came to women. And yes, David was special to God but being special, chosen, assigned or created by God does not mean that one cannot disappoint Him.

David: He was declared by God to be "a man after my heart" but had many sins in his account, one of which the Uriah saga is pronounced.

Adam: The first ever man to walk the earth. He was formed by God after He said "Let us create a man after our image and likeness." That still does not mean he did not fall short.

Moses: The terror of Egypt and Messiah of the suffering Israel. He was used for great exploits but could not reach his destination because he allowed anger consume him which led to disobedience.

Saul: The first chosen king of Israel; a man chosen by God Himself. Samuel was led to anoint Saul as king over Israel after the people demanded for a king. At the end, his kingdom was torn apart for being an irresponsible king who was not only impatient, but also disobedient. He failed in the end

Solomon: The man whom God gave a blank cheque but requested for wisdom. He got wisdom and God added riches and proclaimed none would be as wise and wealthy as Solomon, but guess what happened? The son of David and Bathsheba failed as he sought after strange women and gods. His wisdom became foolishness.

Samson: A Nazerene as Jesus and the only man God gave physical strength above others. Despite being prophesied to deliver and terrorize the enemies of God, he fell to a strange woman and frustrated the Grace he had. He failed.

Peter: One of the chosen twelve whom Christ handpicked to be "fishers of men", he was one of the inner circles of the three closest to Jesus after James and John. He denied Christ despite their close relationship.

Lucifer: Known as "Satan" today. He was an archangel and was in charge of music. He was the delight of God and was described as the "brighter morning star". He failed at the end and lost his place.

Summation: God could pick/favour any man. That does not mean that such a person cannot fall short. The closests to God and Christ and those assigned/ordained by God fell short and frustrated the anointing of God.

To say the truth, ammyluv2002, addressed the issue better than I did and she spoke my mind better. she could correct me when I'm wrong and vice-versa. Afterall, we're all out to learn.

Sanchez01 and ammyluv2002

I dont think both of you are ready for argument of this magnitude.
First, one of you accused me of being an atheist or having displeasure about Christianity, why would I be displeased with Christianity?

Did David not send Uriah to the war front just to take his wife?
Play that scenario with your mother and father and see how beautiful it can look, thats if you are capable of thinking for yourself.

Yep, imagine the king of your town, killing your father just to take your mother.

What is nice about that? Was it so good because it was written in the Bible?
Would you like it if it was written in Koran?

What if it was written in Children's books, would you encourage your children to follow that path?

I am first of all, a human being. Atheist, Christianity, Islam and others are our own creations..

God didn't send any of them to us.

And for the record, the quote was from my book "There And Back On Time". So don't ask why I responded.

.......

Now let's get to the human aspect of our argument.

Mr. Sanchez01, you have been friends with ammyluv2002. You are following her on nairaland. You liked her profile picture. She follows you too and despite you putting an image that is not your picture, she liked it too. Isn't that right?

That means you like her. And as a Nigerian, whatever she says must be right, isn't that the truth?
Now tell me how that can allow you to analyse her post to pick out faults; impossible.
I think I'm ready and it's a bit simple. The argument is not in any way huge but extremely simple. The premise is not your claim of men cheating but about your book which BobUg28 quoted some excerpts;

"The problem with this world was that we 'men' were good at cheating. We always had reasons why we did what we did. The problem started thousands of years ago.
I had even read somewhere in the Bible where a king sent a man to the war front just because he liked his wife. According to what I read, the man was killed and his wife was taken by the king. It was even the wife of the dead man that gave birth to the king's successor. And yet the Bible claimed that the king born by the wife of the killed man was chosen by God himself.
This, I believe, was mentioned by the OP to which I have issues with. 'IF' indeed the above is in your book, then your book is faulted and tilted to make sense of your claim. True, David took Uriah's wife, Bathsheba, devised a means to get rid of him and eventually planned that his own soldiers abandon Uriah on the battlefield which eventually led to the man's death. - II Samuel 11:14.

The reason for David's trick was not because he wanted the woman at all cost but because he had slept with the woman while Uriah was away on the battle ground. David had committed adultery with Bathsheba and the two thought it would be best to claim that the pregnancy was Uriah's but when he refused to sleep with his wife (as a result of the Soldiers 'code' of not sleeping with women or a woman when war is near), David resolved to killing him in an unannounced way so as to rid Bathsheba of adultery, public shame and ultimately, death.

And of course, Bathsheba had a child but what happened? - II Sam 12

12 The Lord sent Nathan to David. When he came to him, he said, “There were two men in a certain town, one rich and the other poor. 2 The rich man had a very large number of sheep and cattle, 3 but the poor man had nothing except one little ewe lamb he had bought. He raised it, and it grew up with him and his children. It shared his food, drank from his cup and even slept in his arms. It was like a daughter to him.

4 “Now a traveler came to the rich man, but the rich man refrained from taking one of his own sheep or cattle to prepare a meal for the traveler who had come to him. Instead, he took the ewe lamb that belonged to the poor man and prepared it for the one who had come to him.”

5 David burned with anger against the man and said to Nathan, “As surely as the Lord lives, the man who did this must die! 6 He must pay for that lamb four times over, because he did such a thing and had no pity.”

7 Then Nathan said to David, “You are the man! This is what the Lord, the God of Israel, says: ‘I anointed you king over Israel, and I delivered you from the hand of Saul. 8 I gave your master’s house to you, and your master’s wives into your arms. I gave you all Israel and Judah. And if all this had been too little, I would have given you even more. 9 Why did you despise the word of the Lord by doing what is evil in his eyes? You struck down Uriah the Hittite with the sword and took his wife to be your own. You killed him with the sword of the Ammonites. 10 Now, therefore, the sword will never depart from your house, because you despised me and took the wife of Uriah the Hittite to be your own.’

11 “This is what the Lord says: ‘Out of your own household I am going to bring calamity on you. Before your very eyes I will take your wives and give them to one who is close to you, and he will sleep with your wives in broad daylight. 12 You did it in secret, but I will do this thing in broad daylight before all Israel.’”

13 Then David said to Nathan, “I have sinned against the Lord.”

Nathan replied, “The Lord has taken away your sin. You are not going to die. 14 But because by doing this you have shown utter contempt for[a] the Lord, the son born to you will die.”
Guess what happened to the child? He died! This, according to your book, or according to the quote of the OP is contradictory. "
It was even the wife of the dead man that gave birth to the king's successor"
.How about we look at this aspect;
And yet the Bible claimed that the king born by the wife of the killed man was chosen by God himself

This is simple; there's no argument here. And like I mentioned earlier, you're either an Atheist or you deliberately twisted the Scriptures to establish your claim. No one is encouraging David's act but have you ever considered why Solomon, the second child of Bathsheba to David became the king instead? I guess that could be a topic for another day. Again, your claim to the David saga is twisted and untrue. Period. God did not approve of David's act and this was one of the reasons God rejected that he builds His temple; the blood on his hands were way to much.

You should consider making a revised edition of your book soonest.

You mean wealth without labour?!
Perfect! Was expecting something as this. Pastors ideally would not tell you that preaching is indeed laborious and tasking. They often see it as something they've been called to do. Notice most of these pastors, you'd discover that these are qualified, sound and brilliant beings. In other words, they're professionals in their fields before and after taking the bold step to walk in faith.

Then again, sound Christians understand that the "Priests" as mentioned in Genesis, Exodus, Levitcus and Numbers are certain people who hardly have a life of their own. They don't work, they hardly get married and were instructed to eat from some of the offerings and sacrifices brought before the Lord.

Again, the tribe known as Levites, of the sons of Levi, were given a special task by God (1 Chronicles 16:4; 2 Chronicles 7:6) - to praise ceaselessly in the tabernacle. When the lands of Jacob (Israel) was shared among the twelve, Levites (sons of Levi) were the only ones not apportioned lands (Joshua 18:7)

The Levites and the priests are exactly like our present day pastors. The eat from the church and even though they have qualifications to meet up with the world and its standard, they tend to shove those things aside and focus purely on the "Levitical" ministries. So tell me, in your own words, would you say someone who forsakes all things, and decide to preach the Word of God is lazy and not labouring? If the priests of the old testament could eat from the offerings brought to the temple and is instructed by God to eat from the meats, how then is it any different from the pastors of today who are priests of God?

It was quite obvious that the person the OP quoted is either an Atheist or a pagan; either way, he/she showed displeasure at Christians/Pastors and the early missionaries.

BobUg28, just to add to what she stated, the will of God is that His own are wealthy; "I wish above all things that thou mayest PROSPER..." Should a pastor walk up to you, preaching of the majesty of Christ yet is adorned with ragged clothes, then doubt his words. Christ was never a pauper, he had all at His disposal, this best explain why He sent His disciples to fetch some money from the mouth of a fish! (Matt 17:24-27).

If my Saviour is and was never poor, why then should I, His follower, be poor? Pastors, even though most are after material things, are oracles of God and are expected to reflect the riches of God. The early Christian missionaries brought Christianity but did not force us to accept Christ. We did on our own and we found it wonderful. The missionaries never looted or exploit anyone. Please quote the person who made those assertions you quoted. It would be nice to have him share his viewpoint. Ammyluv2002, God bless you for your response. Had to copy somegrin

There is nothing to admire in the pidgin accent. Pidgin English is one of the reason the urhobo language is dying today. So just stick to the Urhobo and English language.
I quite agree with you. The language is dying, particularly among the present day youths; married and unmarried.

This is a beauty! I can't write at all. The Yoruba orthography (Akotan) has soiled my hands. However, I can read them; I used to read Urhobo newspapers and 'Ekugbe' magazines way back. So hard to believe someone can write as good as this though.
