ARD would resist it, its not true that the management structure hasnt changed, it has been evolving and the natonal health bill that has yet to be assented to by Mr president also addresses some issues. We know how much Relativity would have been distorted in nigeria. The current laws of the land support the status quo. maybe a bill changing the management structure and composition should be sent to the national assembly, I would rather channel energy in making sure we provide care to our patient at all levels. what works in the Uk doesnt work in germany.

Tks reindeer, the Uk system is different from ours, so comparison is faulty. the nursing union here also proposed to have their consultants too without a framework or binding law.

the backbiting and competition within the health sector can be annoying. anyways i agree with u. there is nothing in a doctor's training that prepares him to handle a budget. same goes for pharmacist and other health workers. Individual  vary with their administrative capacity, US aint nigeria.

total removal of fuel subsidy would be a disaster awaiting .with one of the highest unemployment rates in the world and the recession caused artificially ny the ineptitude of our leaders why cant the federal goverment buy up some refiniries even abroad that would supply most of the domestic demand, if they cant secure or trust the operators down here

Must we pay fully for their incompetence,

However the over 1 trillion bill is crazy, it even allows the naira to fall more freely. i suggest a review of 80 per litrem if the economy was really growing fast that is minus the oil sector . then prob our budget would be large enough, prob we wouldnt be import dependent.

our leaders are not thinking. the subsidy is the best tax cut to boost productivity

Nigerians are so funny< first i acknowledge that gej appointed a competent minister< but the current imporved power supply cant only be attributed to his mere 9mnths or there abt or the 100 days spent by barth nnaji, however there is a roadmap, thats cheery. political will would be necessary visavis privatisation of phcn. acknowledgement must however go to the NIPP instituted by OBJ, several IPPs are now coming on stream adding greatly to the national GRid. THIS yEars rainfall was on record highs, so the hydro dams are on full turtle.I hope that the are encouraged and determined to invest much more time political will and money, so that the middle class can reinvent itself

Nigeria: Relative of slain sect leader killed
By NJADVARA MUSA and JON GAMBRELL , 09.17.11, 12:21 PM EDT

MAIDUGURI, Nigeria -- A relative of the slain leader of a radical Muslim sect in Nigeria was shot dead Saturday, only two days after taking part in peace talks led by a former president, police said.

Babakura Fugu's killing comes as Nigeria's weak central government struggles to stop attacks carried out by the feared sect. The group known locally as Boko Haram claimed responsibility for the Aug. 26 car bombing of the United Nations headquarters that killed 23 people.

His death also raises concerns about who controls the sect, which has reported links to two other al-Qaida-affiliated terror groups in Africa, and whether its fighters want to negotiate an end to their increasingly bloody sectarian attacks.

Boko Haram later claimed responsibility for the attack in a text message to the BBC's Hausa language radio service, a trusted source of news throughout Nigeria's north. The claim could not immediately be independently verified.

A lone gunman approached Fugu near his home Saturday close to the site of Boko Haram's former main mosque in Maiduguri, a city in the far reaches of northeast Nigeria approaching the Sahara Desert.

The gunman pulled a Kalashnikov rifle from inside the folds of his traditional robes and shot Fugu to death, Borno state police commissioner Simeone Midenda said.

No one else was wounded in the attack and the gunman apparently walked away, Midenda said. The commissioner said no arrests have been made in the attack.

Fugu is a relative of the late Boko Haram leader Mohammed Yusuf, who died in police custody following a 2009 sect riot and security crackdown that left 700 people dead. Fugu and other family members had spoken with former Nigerian President Olusegun Obasanjo on Thursday in a fledgling peace effort to stop the sect's attacks.

Politics / No Recorded Casualties Involving Any Corps Member So Far- Tsiga by sartorius(m): 11:30am On Apr 26, 2011
I think this man (NYSC DG) should resign or be removed for reckless statements made so far

Reports from some states in the North have verified this. Soldiers were seen escorting corps members from their lodges to zonal offices of the Independent National Electoral Commission (INEC) and to the polling centres.

Tsiga, however, dismissed media reports that some coprs members were killed during the riots. According to him, there have been no recorded casualties involving any corps member so far.

Am not an agent of deceit, what i know is that major work is goin on in the sector and power seems to have improved a bit.
We wasted two years probing the project and another 6mnths probing the probe comitee, that wasnt progress,
gej slowly but surely yes, U sound like a BB supporter, i know u would like another 3 yrs of probe whilst the equipments rotten in the ports with demurrages and fines on loans taken and a big loss to tthe country.
Politics / Nipps Behind Schedule, To Deliver 840mw Next Month by sartorius(m): 7:53am On Apr 26, 2011
As President Goodluck Jonathan winds down the present administration, the various ongoing power projects in the country under the National Integrated Power Projects (NIPPs) will deliver only 843 megawatts (mw) of electricity by the end of May 2011, out of the 1,266 megawatts envisaged under the Power Sector Roadmap which he launched on August 26, 2010.

Under the roadmap, 1,266mw was targeted from the NIPPs in the short-term - that is, the period up to May 2011.

Investigations by THISDAY revealed that those who designed the roadmap are not involved in the execution of the power projects and the controversy surrounding the suspension of the NIPPs by late President Umaru Musa Yar’Adua’s administration for over two years had also affected the plans by the present administration to revive the projects.

But the NIPPs will from next month be delivering additional capacities at the end of every quarter, as part of the renewed commitment of Jonathan to revamp the projects.

Confirming the quarterly increase in generating capacities to THISDAY Monday night, Managing Director of Niger Delta Power Holding Company, Mr. James Olotu, said the NIPPs were now making progress and would have since delivered 4,774mw of electricity if they were not interrupted for two and a half years by the previous administration.

He said two out of six units of Olorunsogo Power Station, a 750-megawatt-capacity generating plant in Okitipupa Local Government area of Ondo State, were already

generating electricity, while the remaining four units would come on stream in the next quarter.

Olotu also disclosed that two out of the six units of Alaoji Power Station, a 1,074-megawatt NIPP in Ugwunagbo Local Government area of Abia State would be delivered by the end of next month.

According to him, two out of the four units of the 450-megawatt-capacity Sapele Power Station would be ready by next month, while the two remaining units would be delivered by the next quarter.

“Essentially, what we are saying is that henceforth, the NIPPs will be delivering additional capacities at the end of every quarter. The NIPPs were originally designed to generate 4,774 megawatts, if things had gone right, without the two and a half year’s disturbance.

“But let us not look back at the dark history but concentrate on what President Goodluck Jonathan is doing to put things right and improve the power situation in the country. The president is determined to add more generating capacities as quickly as possible and we are collaborating with the Nigerian Gas Company (NGC) to ensure uninterrupted supply of gas. We are also working together with the Comptroller-General of Customs (CGC) and he has been helping us to ensure that our goods are cleared without delay. There is massive movement of power equipment from the ports to the various sites where projects are on-going and we must thank the CGC for his assistance,” he said.

Olotu said a 300 MVA substation in Abuja had been increased by additional 150 MVA under the NIPP and technically commissioned.

He said another 150 MVA substation in Ibadan had also been expanded to 300 MVA, adding that many distribution projects were ongoing.

However, despite the threat by the National Electricity Regulatory Commission (NERC) to withdraw the licences of non-performing Independent Power Producers (IPPs), it pointed out at the weekend that such action would only be taken as a last resort, if they fail to meet up with requirements of their contracts, after all options had been exhausted.

In fact, the commission said licence withdrawal would be “counter-productive”, especially at this period when the Federal Government was looking for ways to add more megawatts to the national grid.

NERC had threatened to withdraw licences of IPPs that had failed to perform in accordance with the terms of their licences and had subsequently written them to either show commitment to their projects or risk losing their operating licences.

It had issued licences to 44 IPPs to build power plants that could add over 10,000 megawatts to the national grid but investigations revealed more than half of these licensees had not demonstrated the capacity and willingness to execute the projects.

THISDAY checks revealed that most of the entities granted licences to build power plants have not done anything meaningful years after obtaining the licences. Some of the operators were said to have complained that they were finding it difficult to secure loans from both foreign and local banks, due to the current electricity tariffs, which they considered too low to attract investments into the sector.

Chairman of NERC, Dr. Sam Amadi, told THISDAY weekend that the commission was continually reviewing activities of the IPPs and would not be hasty to withdraw their licence, if they only have shortcomings that could be addressed.

http://www.thisdaylive.com/articles/nipps-behind-schedule-to-deliver-840mw-next-month/90298/

According to him, after the threat issued by NERC, many of them had come up with their challenges- mostly in terms of gas supply, among others and the commission had been assisting them to overcome the identified challenges.

He, however, pointed out that those who were complacent and had been encouraged to perform better but were still found to be unable to meet up with stipulated requirements and deadlines, would have their licences withdrawn.

“We will not be too hasty to withdraw their licences but will assist them to address their concerns- that is, challenges- especially, in terms of gas supply. However, if there are some that have been encouraged and given long-time frame to meet deadlines but still could not make visible improvement, we will revoke their licences. That would a last resort,” he explained.

Nevertheless, Amadi confirmed that many of them were now performing well and were expected to generate capacities and add appreciable megawatts to the national grid within the next one to two years.
