Liverpool's failure to win the EPL is down to many factors over the years. most significantly is Rafa famous team rotation policy and lack of depth in the squad

SAF rotates more than Rafa Benitez. United have not played the same starting XI in the past 120 games.

Rotation is not a disadvantage, it's a method used to keep players happy and to reduce injury woes to the barest minimum.
