The letter of refusal doesnt mention a ban, Help plsss

Unable to verify certain docs like you mentioned dont mean is 'DECEPTION'
You can only know about a 10years ban, when next u apply! Try applying again and if refused, it might state the expiration of the ban.

if he want to forget it, then he should, thats his personal opinion and problem.

But trying aint a crime, Nobody on here can give you an assurance as per an outcome of a visa application, get your documents right and apply in due time, if your lucky, you will get it and if not, you can always appeal, get a good lawyer to back up your case in regards to your family life and human right as laid in the Article 8 of the European Convention.

How many Nigrians do I know in UK ? My friend I know London better than the Queen does and I worked six years there on good office jobs before I returned home fully convinced that I was in another slave farm  body and soul  and I thought I was enjoying. You might be making your point clear as per many youth queuin up for visa but if you come here and worked for six years doing some 'office job' and go back home without good bank balance and still begging for money to start your fish business, then you must be a pig farmer on the TV programme 'UK Border Force on sky'

worth giving a try, but im totally against him applying for any non-settlement visa as the application is bound for refusal straight up, his best bet would be to apply for parent access right to child visa, as there are concessions for past deception, but you need alot of evidence to take active role in the child upbringing.

Has he got his name on the child birth certificate, and would his 'fiancee' be willing to provide sworn affidavit that he can have access to the child in the UK?

Has he got any qualification useful in the UK and how much has he got (an estimate)?

he has applied to the Uk in the past and has been denied twice( one on visitor and the other on student)
he was also deceived by some visa touts to apply on another name as he was desperate to attend his daughter's naming ceremony 2 years ago. the embassy got aware of that and still denied him visa and he already finger printed.

On what name will he be applying now??
If his fiancee can get a job, and maybe they get married when shes in Nigeria, he can easily apply for a spouse visa to join her, OR if hes self-sufficient, he should try applying for access rights to a child resident in the UK. thats straightforward but he may still be refused under paragraph 320(11) for his past deception.

if you can get his name on the tenancy agreement that would be nice, but you have to get a surveyors house inspection report stating the apartment wont be overcrowded if your hubby join you.
Account is taken only of rooms with a floor area larger than 50 square feet and rooms of a type used either as a living room or bedroom. if both living and bed room is larger than 50sq, then its certainly not overcrowding, as your brother can live in one room and you&partner can live in the other. but its advisable you get the inspection report.
The rent you get from your other property you let out can also be included in your income, you can also present that.

never rush to apply! its always advisable to submit the bank statement your salary goes into with the application for verification purposes and draw up a budget plan, showing all your income and expenditure(rent, council and any loan repayment), showing you have £100.95(income support for couple over 18) left per week, thats the financial requirement stated by the UKBA n AIT.
You must get a letter from your council/housing association permitting your hubby to live there, also submit photograph of the rooms or get a surveyor's property inspection report.
Keep all your phone and email records, airticket stubs, receipt or any evidence to show the relationship is subsisting.
Write up a sponsor letter with the application on how, where and when you met, your plans for the future, what will happen if hes application is refused, just anything that will help his application coz he might not even be invited for an interview, interview is kinda rare these days if your put in a good paperwork.
Submit enough photographs including wedding and honeymoon photographs(rings receipts, venue receipts, invitation card and so on), letter of support from friends and family.
Apply in Lagos and it will be treated in Lagos!
Lastly, DEY PRAY n FAST, sometimes its all about luck
