Hopefully private owned refineries will be better managed and the efficiency will be higher than those public owned refineries.
But will they be more efficient than the foreign privately-owned refineries we're currently importing from?

I don't believe the problem is that simple. Our local refineries have been working at about 30% or less capacity for a long while now. What is cost of production? Are our local refineries even able to produce the fuel at a price lower than the Naira 130 we currently purchase? Essentially, is it worth building more refineries at this point, or in th near future? Especially when you consider we still struggle to reach 40% capacity with the one we have.
Good observation; the answer is in the details we don't know.  I think my main point is that local production worth it as long as the local refineries can produce petrol at cheaper than the prevailing price at which petrol is being imported, even if petrol is still being subsidized by the government.  If the government is currently happy to import at 130, I don't see why they would not rather buy locally at 120 or 110 if that was possible.

I was initially confused by the original post but the truth is that local refineries will help.

Here's how I see it.  It costs 130 naira per liter to produce and ship petrol to Nigeria.  The government buys at that price and sells at a lower price, say 65 naira.  If we build a local refinery, it will probably cost less than 130 naira per liter due to the reduction in the number of middlemen and transportation.  Let's say it costs 100 naira per liter.  So instead of buying at 130 naira per liter to sell at 65 naira per liter, the government can buy at from the local refinery at just 100 naira per liter.  So the same amount of expenditure by the government will be able to subsidize a larger volume of petrol. 

So the local refineries will probably help the fuel situation by reducing the cost of petrol subsidization.

I'm impressed by how they were able to rally competent hands around a good idea so quickly.
I guess that, sometimes, a tight deadline helps. "We need someone to do this thing in 48 hours!!"

Temi Giwa, our visionary/spokesperson/all-round team lead was pretty conspicuous for three reasons when she made her pitch:

One, she was female (One of a grand total of two women who signed up for the event, and even then the only one who signed up as a DEVELOPER).

Two, she talked funny (Always an attention grabber- there are a number of US accents that are quite common in Nigeria, and hers is NOT one)

Three, she was the last to present.

Apparently, the idea had occurred to her just as the pitches were wrapping up. I’d like to leave it to her to tell us what exactly motivated her to step out of the box created by the role she had signed up for (developer) and instead step in front of a rowdy bunch of self-professed tech wizards to pitch an idea that seemed exactly as far-fetched as it was brilliant.

You see, the prevailing attitude of most people in the audience around where I was seated was: This is a great idea but there’s NO WAY you can get that done in two days. Typical womanish “over-sabi”(self importance).  Who does she think she is, because she can “blow foneh” (speak with an accent)

It seemed as if the project was doomed to be one of those that would be cancelled due to a lack of interest from participants. And sadly, for a few minutes after the G48 team announced the team-formation exercise had begun, her pitch poster remained empty and devoid of sign-ups.

If a guy is says he is "unsure if he wants to get married" to you, it's not the same thing as not being ready yet.  He may never be ready to marry you.  As far as I know, guys don't have a trouble with commitment when they are sure that they have found the right person.  They (we?) tend to be impulsive when they think they have found what they are looking for.  I just want to caution you that this your one basket of eggs could disappoint.

I don't think this indecency is the issue.  He can marry you and easily hide it from you.  Easily.  But maybe he has not found the body type he is looking for, or something else, I don't know. If you talk, it will come out eventually.  I don't think love is everything for most guys.

The chance of having SS is 25% for each pregnancy. It's not low. That's just 1 in 4.
If you have 4 children, there's a 70% chance that at least one of them will be SS.
