currently, he is working in a bank as a contract staff where he earns between N70,000 -N75,000 and fortunately for him now, he is being invited for an interview as an Auditor II (GL 08) in the office of the Auditor General of federation in the just released list by FCSC, he doesn't know how much is to earn as salary in that grade.

should he leave his current job for that of OAGF?

People just saying all sorts to sell themselves or their trade. As an M&E consultant I can boldly say not all construction projects these days have the architects as the project leader. In fact, in aspects of the construction process, the architect defers to the engrs (not artisans) for opinion. These days the leader of a project is the Project Manager. They are not necessarily architects. Most importantly, the sponsor of the project, on advise from other project team members, including architects and engrs; has the final say if there is a conflict of opinion.

For instance, the engrs (Civil and even M&E) may disagree with an architect due to practicality or cost implication of the architect's designs. But if the sponsor wants the architects design without change, and can bear the cost, he or she can tell the engrs to design as such or get others to do the job. Same thing for if the client (sponsor) agrees with the engrs that the architects design needs to change.

Construction process is very fluid and unique for each project. So my advise for op, if your house is not a bungalow, and/or you want a good job done, get a good civil engr, negotiate with him base on quality assurance/ control. Since the architect is there to also check for quality, especially on the aesthetics. Structural integrity issues should be the purview of the engr. If a good structural design has been done and finalised, a builder is also good choice to be on site if you cant get a civil engr. However, if in this case you have structural issues , get opinion from your builder and a civil/ structural guy. If there is conflict of opinion, discuss the builder's opinion with the civil engr and come to a conclusion with him. This is the job of the project manager, but as I explained earlier, even the sponsor / client can be in this position.
