The Chief of Army Staff, Lt. General Tukur Buratai, said yesterday that the Nigerian military had denied Boko Haram and Islamic State for West African Province (ISWAP) physical presence in any part of the Nigerian territory.

Buratai also said the deployment of troops during internal operations was in support of the police as the lead security agency.
Speaking in Abuja at a summit tagged: Terrorism, Insurgency and Incidence of Electoral Violence in Nigeria: Role of Security Agencies,” organised by the New Partnership for Africa’s Development (NEPAD) and the Nigerian Army Resource Centre, Buratai said the military had made significant progress in protecting lives and property, especially in the North-east where it denied terrorists physical presence.



The position of the army chief, however, contrasted with the recent position of the Borno State Governor, Professor Babagana Zullum, and some communities in the state who had faulted the super camp war strategy of the Nigerian Army prompting the declaration of loss of confidence in the military.

The military has also countered the declaration, saying that it liberated 22 local government areas of the state since 2015.
“We have made significant progress in ensuring that lives and property of the citizens are secured, particularly in the North-east where the Boko Haram terrorists have been denied physical presence in any Nigeria territory.

“The Nigerian Army understands fully the fact that keeping the peace either at the national level and international level requires that we adhere to the extant rules of engagement. Where there are infractions or violations of human rights of the citizens, appropriate disciplinary measures are applied,” Buratai added.

He said the measure was aimed at upholding and maintaining the trust and confidence of the populace as well as the dignity of the Nigerian Army.
The army chief said many officers and soldiers had been killed and would continue to be killed in order to protect the country.

On deployment of troops during internal operations, Buratai said troop deployment was done in support of the police as the lead security agency.

“As you are all aware, security and development are like Siamese twins and they move in the same direction. We therefore continuing to dissipate our energy, some of us have paid the supreme price and would continue to do so if need be in upholding the sanctity and integrity of our nation.

“We rely on the oath of allegiance we all swore at different points of our lives while joining the service. Let me therefore use this platform to say that the personnel of the Nigerian Army are deployed in all the geopolitical zones of the country to assist the police and by extension the civil authority to keep the peace,” he said.

President Muhammadu Buhari on Tuesday said that corruption was the major factor responsible for the suffering of millions of Nigerians.

Buhari added that corruption at all levels was the biggest problem impeding Nigeria’s economic growth and development.

The president made the remark at the 49th Annual Accountant Conference organised by the Institute of Chartered Accountants of Nigeria in Abuja.

The theme of the conference was; “Building Nigeria for Sustainable Growth and Development.’’

“I urge you now to always see corruption in its true colour as a gross violation of human right. Corruption is the major reason why millions of our people are in hardship, sick and helpless.

He said that it prevents good governance and encourage misappropriation of public funds, stiffens innovation, infrastructure development and investments.

Represented by Mr Boss Mustapha, the Secretary to the Government of the Federation, the president said: “Our fight against corruption is in reality a struggle for nation building and the future.

“Corruption and impunity becomes widespread when accountability is disregarded.

“Disrespect for accountability also strives when people get away with all manner of questionable things and accountants are unable to check them.

“Corruption is the major reason why many children cannot go to school, why we have few equipments and doctors in our hospitals.

“Corruption diverts public resources thereby causing much suffering, deprivation and unnecessary death in the country.

“Therefore, if we do not slay corruption with the passion it deserves, we will not get the result that we need.’’

Buhari reiterated that the government was committed toward achieving structural economic change and a more diversified and inclusive economy.

He said that it was for this reason that he had signed many executive orders aimed at improving the business conditions in the country.

“We signed the Executive Order 7 of 2019 on Road Infrastructure Development and Rehabilitation Investment Tax Credit Scheme.

“This Executive Order aims to accelerate road infrastructure development for a balanced economic growth in Nigeria by granting approvals to private sector entities to construct and rehabilitate eligible roads across the country.

“This is in exchange for tax credits which will be applied against their company income tax.

“The motivation for the scheme comes from the desire to take advantage of private sector funding to road development in our country,’’ he said.

Also, the Acting Chairman, Economic and Financial Crimes Commission (EFCC), Mr Ibrahim Magu called on Nigerians to join the fight against corruption.

Magu said the fight against corruption could not be won if it was left alone to the EFCC and other anti-graft agencies.

In his remark, the President of ICAN, Mr Nnamdi Okwuadigbo pledged the institute’s commitment to facilitating economic growth and development in the country.

“Now is the time to redeem our image in the committee of nations. We cannot afford to fail as the largest economy in Africa.

“As chartered accountants we are at a vantage position to determine the effective use of public funds and we charge you to be front runners in the fight against corruption,” he said.

Sunday Awolola, the soldier who allegedly raped a female student of Adekunle Ajasin University, Akungba Akoko, Ondo State, told a magistrate’s court in Akure that he has psychiatric disorder.

Awolola, through his counsel, Kayode Ikotun, said the army transferred him to Akure from Maiduguri, the Borno State capital, to take care of his health and family.

Ikotun pleaded that the suspect, whose wife was recently delivered of a child, should be granted bail.

He had filed a counter-affidavit to an application by Adeoye Adesegun, the prosecutor, who had demanded that the suspect be remanded in prison for the police to gather more facts.

Adesegun objected to the position of Ikotun and immediately told the court that it had no jurisdiction to hear the rape case.

The magistrate, Mayowa Olanipekun, thereafter ordered that the soldier should be remanded at the Olokuta Maximum Prison in Akure, pending legal advice from the ministry of justice.

Olanipekun also ordered that the original case file of the suspect should be duplicated in the office of Department of Public Prosecution of the ministry.

He then adjourned the case till November 15.

The police in on Wednesday arraigned a soldier, Sunday Awolola, for allegedly raped a 300-level student of the Adekunle Ajasin University, Akungba Akoko (AAUA), Ondo State.

Awolola, 33, attached to the 32 Artillery Brigade of the Nigeria Army, allegedly raped the student at a military checkpoint along Ikare Akoko-Akungba Akoko road on July 31, 2019, Igbere TV reports.

The Nigerian Army dismissed him before he was handed over to the police for prosecution.

At court proceeding, the defence counsel, Kayode Idowu, asked the court to adjourn the case to enable him to properly study the applications brought before the court by the prosecutor.

The magistrate, Mayowa Olanipekun, adjourned the matter till Friday, August 16, 2019, to enable the defence counsel study the applications.

1. Nigerian Correctional Service Act, 2019

2. Federal Universities of Agriculture (Amendment No.2) Act, 2019

His Excellency, President Muhammadu Buhari has assented the within named Acts, as analysed below:

Nigerian Correctional Service Bill, 2019
This Act repeals the Prisons Acts and changes the name from Nigeria Prisons Service to Nigerian Correctional Service, otherwise known as “the Correctional Service.”

There are, according to the Act, two main faculties of the Correctional Service, namely:
(a) Custodial Service
(b) Non-custodial Service

The Custodial Service is to:

(a) custody and take control of persons legally interned in safe, secure and humane conditions.

(b) Conveying remand persons to and from courts in motorized formations;

(c) Identifying the existence and causes of anti-social behaviours of inmates

(d) Conducting risk and needs assessment aimed at developing appropriate correctional treatment methods for reformation, rehabilitation and reintegration;

(e) Implementing reformation and rehabilitation programmes to enhance the reintegration of inmates back into the society

(f) Initiating behaviour modification in inmates through the provision of medical, psychological, spiritual and counselling services for all offenders including violent extremists

(g) empowering inmates through the deployment of educational and vocational skills training programmes, and facilitating incentives and income generation through Custodial Centres, farms and industries

(h) Administering borstal and related institutions;

(I) Providing support to facilitate the speedy disposal of cases of persons awaiting trial, and It further provides in Section 12 (2) (c):

“that where an inmate sentenced to death has exhausted all legal procedures for appeal and a period of 10 years has elapsed without execution of the sentence, the Chief Judge may commute the sentence of death to life imprisonment. And Section 12 ( empowers the state Controller of the Service to reject more intakes of inmates where it is apparent that the correctional centre in question is filled to capacity.

THE NIGERIAN NON-CUSTODIAL SERVICE
This non-custodial faculty of the Correctional Service is responsible for the administration of non-custodial measures, namely: Community Service, probation, parole, restorative justice measures and such other measures as a court of competent jurisdiction may order. Restorative Justice measure approved in the Act includes victim-offender mediation, family group conferencing, community mediation and other conciliatory measures as may be deemed necessary pre-trial, trial during imprisonment or even post- imprisonment stages.

Federal Universities of Agriculture (Amendment No.2) Act, 2019

This Act amends the Federal Universities of Agriculture Act, Cap. F22, Law of the Federation of Nigeria to change the name of the Federal University of Agriculture Makurdi in Benue State to Joseph Sarwuan Tarka University, Makurdi.
