The world's first routine vaccine programme against malaria has started in Cameroon, in a move projected to save thousands of children's lives across Africa.

The symbolic first jab was given to a baby girl named Daniella at a health facility near Yaoundé on Monday.

Every year 600,000 people die of malaria in Africa, according to the World Health Organization (WHO).

Children under five make up at least 80% of those deaths.

Cameroon is offering the RTS,S vaccine free of charge to all infants up to the age of six months old.

Patients require a total of four doses. Health officials say these will be given at the same time as other routine childhood vaccines to make it easier for parents.

It comes after successful pilot campaigns in Kenya, Ghana and Malawi - where the vaccine caused a 13% drop in malaria deaths in children of eligible age, says Unicef.

The jab is known to be effective in at least 36% of cases, according to US researchers, meaning it could save over one in three lives.

While the rollout is undoubtedly a relief and a life-saver, its relatively low efficacy rate means that it is not a "silver bullet", argues Willis Akhwale at End Malaria Council Kenya.

But for medics it is an important additional tool in the fight against malaria alongside mosquito nets and malaria tablets.

"We have a capacity to considerably reduce the number of cases and deaths from malaria and accelerate the elimination of the disease," Cameroonian doctor Shalom Ndoula, who helped to lead the rollout in his country, told BBC Newsday.

Development of the RTS,S vaccine has taken 30 years of research by the British drug-maker GSK.

The World Health Organization, which approved the vaccine, hailed the launch in Cameroon as a historic moment in the global fight against the mosquito-borne disease.

'Safe, effective and free'
Fears and doubts among some Cameroonians about the safety and efficacy of the doses have raised concerns about vaccine hesitancy.

"When people say we are being used as guinea pigs, that's not particularly true," Wilfred Fon Mbacham, who is a Cameroonian king and also a professor of public health biotechnology specialising in malaria, told BBC Newsday.

"We as scientists have to do much more on what it is, and the benefits it has, so that we can calm their fears."

Vaccination official Daniele Ekoto at Monday's launch told the BBC she was reassuring mothers after administering doses to their children, insisting that "it's a vaccine that's safe, effective and free".

But for others the benefits are obvious.

"I decided to vaccinate my child to avoid malaria. It's a bad thing and when it affects a child, they can easily die," one mother told the BBC at the same vaccination centre in Soa, near Yaoundé, where Monday's launch happened.

In 2021, Africa accounted for 95% of malaria cases globally and about 96% of related deaths.

"I have prayed and waited all my life for this vaccine", Mr Mbacham told the BBC.

The WHO says Cameroon records about six million malaria cases every year, with 4,000 deaths in health facilities - most of them children below five.

Six-month-old children in 42 districts with the greatest rates of morbidity and mortality will receive four doses until the age of two.

Twenty other countries aim to roll out the programme this year, according to the global vaccine alliance, Gavi. Among them are Burkina Faso, Liberia, Niger and Sierra Leone.

There is already a big demand for doses, but only about 18 million are available for allocation before 2025, according to Gavi, the vaccine alliance.

It falls short of what is needed by the countries the alliance has recommended for approval.

The anticipated rollout of a second vaccine - R21 - developed by Oxford University, is expected to significantly increase the number of doses available for use.

This is to be manufactured by the Serum Institute of India, which aims to make 100 million doses per year, so long as it successfully passes the regulatory approvals following its recommendation for use by the WHO last year.

A video of how Nigerian carers Ame Tunkara, 33, Morounranti Adefila, 43, Danny Ohen, 39, and Bridget Aideyan, 49, who were sentenced to prison in December 2023 for physical abuse of an 89-year-old elderly patient suffering from dementia have surfaced online.

In February 2020, the woman's family had secretly installed a camera and recorded footage over four days after noticing bruising on her arm.

It showed the woman being handled roughly, hit with a pillow, and treated with a lack of dignity and respect.

The woman meanwhile sadly passed away in October with a police official saying "she should not have spent any of her remaining years suffering such ill-treatment."

The footage, which was captured for over four days showed the caregivers rough handling the 89-year-old elderly patient.

The grandchildren of the patient took the video evidence to the care home managers, the Care Quality Commission, and the West Midlands Police.

While Ame Tunkara and Morountaro Adefila were found guilty of ill-treatment and wilful neglect and sentenced on December 8 to four months in prison, Danny Ohen and Bridget Aideyan were also found guilty of the same offences and sentenced to six months and four months, respectively, on November 14.

Kentucky Republican Pushes Bill to Make Sex With First Cousin Not Incest


A Kentucky Republican introduced legislation that would amend the state's law so a person who had sex with their first cousin would no longer be criminally liable for incest, before withdrawing it and claiming an error was made during the drafting process.
House Bill 269, which state Representative Nick Wilson sponsored, was introduced on January 16 to the House Committee on Committees. According to the Kentucky General Assembly website, it would have struck "first cousin from the list of familial relationships" defined as unlawful incest in the state. In a statement sent to Newsweek, Wilson described this as a "mistake" in a wider bill intended to extend legal protection against incest, which he'd withdrawn and refiled leaving the "first cousin" reference in place.
Wilson, then a 27-year-old public defender, first shot to prominence when he won the 37th season of the CBS reality TV show Survivor in 2018, called Survivor: David vs. Goliath, before returning for the 40th season, featuring the winners from previous shows in 2020. In November 2022, Wilson ran unopposed for the 82nd District of the Kentucky House after Republican incumbent Regina Huff retired.
Kentucky law states that a person is guilty of incest if they engage in sexual relations with a person they know to be "his or her parent, child, grandparent, grandchild, great-grandparent, great-grandchild, uncle, aunt, nephew, niece, brother, sister, first cousin, ancestor, or descendent." The initial amendment introduced by Wilson, if passed, would have removed first cousin from this list.

Both the initial and updated version of Wilson's bill would also amend Kentucky law on parole for violent offenders to include a person "who has been convicted of incest by sexual contact" within the definition.

In a statement provided to Newsweek, Wilson described the part in his initial legislation removing first cousins from the illegal incest list as a mistake that had since been rectified.
He commented: "I filed HB 269 yesterday.

The purpose of the bill is to add 'sexual contact' to the incest statute. Currently, incest only applies in cases of intercourse. So sexual touching/groping by uncles, stepdads or anyone with a familial relationship is not included in incest. My bill makes that kind of sexual contact a Class D Felony, unless the victim is under the age of 12, then it increases the penalty to a Class C Felony.
"During the drafting process, there was an inadvertent change, which struck 'first cousins' from the list of relationships included under the incest statute, and I failed to add it back in.

During today's session, I will withdraw HB 269 and refile a bill with the 'first cousin' language intact. The fact that I was able to file a bill, catch the mistake, withdraw the bill and refile within a 24-hour period shows that we have a good system.

"This is a bill to combat a problem of familial and cyclical abuse that transcends generations of Kentuckians. I understand that I made a mistake, but I sincerely hope my mistake doesn't hurt the chances of the corrected version of the bill. It is a good bill, and I hope it will get a second chance."

Wilson's initial bill was called "truly insane" by Eliza Orlins, a New York public defender who previously appeared as a contestant on Survivor: Vanuatu and Survivor.
