Air Canada must pay a Vancouver man a partial refund for his flight ticket that was promised by the site’s chatbot, a Canadian tribunal ruled Wednesday, in what could be a landmark case for the use of artificial intelligence in business.

Jake Moffatt asked the airline’s artificial intelligence support chatbot whether the airline offered bereavement fares in November 2022, following the death of his grandmother. The chatbot said the airline does offer discount fares and that Moffat could receive the discount up to 90 days after flying by filing a claim.

The airline’s actual bereavement policy, however, does not include a post-flight refund, and specifically states the discount must be approved beforehand.

Moffat booked and flew from Vancouver to Toronto and back for about $1200, and later requested the promised discount of about half off but was told by the airline’s support staff that the chatbot’s replies were incorrect and nonbinding.

Air Canada argued in the civil tribunal that the chatbot is a “separate legal entity” to the company, and that it could not be held responsible for its words to customers.

Tribune member Christopher Rivers ruled in favor of Moffat on Wednesday, determining the airline committed “negligent misrepresentation” and it must follow through with the chatbot’s promised discount.

“This is a remarkable submission,” he wrote. “While a chatbot has an interactive component, it is still just a part of Air Canada’s website. It should be obvious to Air Canada that it is responsible for all the information on its website. It makes no difference whether the information comes from a static page or a chatbot.”

Rivers ordered Air Canada to pay Moffat the promised $483 refund plus nominal fees.

“I find Air Canada did not take reasonable care to ensure its chatbot was accurate,” Rivers continued. “While Air Canada argues Mr. Moffatt could find the correct information on another part of its website, it does not explain why the webpage titled ‘Bereavement travel’ was inherently more trustworthy than its chatbot. It also does not explain why customers should have to double-check information found in one part of its website on another part of its website.”

The support chatbot, launched last year, was not visible on the airline’s website as of Sunday.

Hello again. I have read with a great deal of amusement what is being described as industrial levels of cheating and fraud among Nigerian nurses in this country.

The matter is essentially very
simple. Before nurses from Nigeria can come to Britain and work for the
National Health Service, they have to pass a test in numeracy and clinical
competence which is known as the NMC Eligibility Assessment before applying to the Nursing and Midwifery Council (NMC).

This is a computer-based test which they sit in their own country, but in this case, inevitably hundreds of these Nigerian candidates sent somebody else to sit for the test on their behalf in the city of Ibadan.
I need hardly tell viewers that Ibadan is a Yoruba city which really tells us all we need to know.

Perhaps we should ask ourselves why
it is that when a cheating scandal like
this erupts it is seldom in countries
like Tanzania, Uganda or Ghana?
Always it is Nigeria and always it involves Yorubas rather than say Igbos or Fulani? What is it about the Yorubas?

In the late 1980s I worked for an organization which provided residential
care for non-verbal adults with learning disabilities. The one thing which anybody working there soon realized was that the Nigerian staff of whom there were many, were less reliable and trustworthy than other folk.

Some of them supposedly had degrees in things like biochemistry but although their English was fluent you would only need to have a brief conversation to discover that they were lamentably ignorant about both biology and chemistry. It was plain to everyone that they didn't really have degrees in Biochemistry at all.

These people were by the way all Yorubas.

It was also a matter of common observation that they all had at least two other names. You would meet a man called say Adeyemo and then somebody would ring asking for Ezekiel and it would turn out that it was the same man. One name was his tribal name and the other his baptismal
name. Then a couple of weeks later you'd find out that some people also knew him as Peter.

I'm guessing that those who have worked with many Nigerians would have
encountered this same business of
mysteriously changing
names.

Sometimes it was clearly for
dishonest intent but at other times it just seemed to be part of a lifestyle and you were never entirely clear about who
you were actually dealing with.

Qualifications and references were the same with variations of names different
names, different spellings, names arranged in different orders. Sometimes a Nigerian would present a certificate with Yetunde Olusanya and at other times the very same certificate would be Olusanya Yetunde. There was always doubt about
identity you see.

Then there was what turned into a scandal at a place called Alice Hoffman Homes where I was working, which was
that people were turning up for night shifts who were certainly not the people actually employed under that name.

This worked well for a while for them because the managers of the home sometimes weren't there when night workers turned up and the day staff didn't particularly know who was supposed to be working on night shifts.

It was eventually discovered that people were sending their cousins to cover shifts and that these people answered to the name of the genuine night shifts and even signed in with their name.

I have an idea that anybody who has ever had a job which entails coming into
contact with a lot of Yorubas will understand just what I'm talking about here. This is exactly what was
going on in Ibadan where those taking the nursing test and have been sending along somebody else to sit for the exam who can actually pass the test.

Of course exactly the same scam is worked in this country by Nigerians taking driving tests.

The Ekiti State Police Command has arrested eight members of a kidnapping syndicate that abducted some school children and their teachers in Emure, Ekiti State recently.

Parading the suspected kidnappers on Friday evening, the police spokesperson, Sunday Abutu, said the breakthrough was made possible through the dogged efforts of men of the Rapid Response Squad (RRS).

Mr Abutu said that while the police was trying to apprehend the kidnappers, there was an exchange of gunfire, which led to the killing of one of the suspects.

According to him, items recovered from the suspects included one (1) AK 47 assorted rifle, one (1) pump action gun loaded with five (5) live cartridges, twenty-one (21) AK 47 live ammunition, and expended shells of AK-47 ammunition.

Others are one (1) face-mask, one (1) nose mask, two (2) pairs of hand glove, twenty (20) different handsets, one (1) National ID Card bearing Salisu Mohammed, two (2) MTN sim cards, and one (1) airtel sim card.

“In our relentless and deliberate efforts to rid the state of criminal elements, especially kidnappers, and the quest to ensure the arrest of the hoodlums behind the killing of two traditional rulers in Ikole-Ekiti and the kidnapping of some school children and their teachers in Emure-Ekiti as well as other kidnapping incidents in the state, the Command Rapid Response Squad (RRS) commenced a thorough investigation and operation, and arrested eight members of a kidnapping syndicate and neutralised one.

“On 8/02/2024 at about 1300hrs, the Command Rapid Response Squad (RRS) received a credible tip-off that a gang of armed men has invaded a farmland at Eda-Oniyo-Ekiti and were planning to kidnap some expatriates in Dairy Farmland, Ikun-Ekiti. Upon receipt of the information, a team of RRS operatives swung into action and arrested one Abubakar Aliyu who was on a mission to spy on the actual location of the expatriates,” the spokesperson said.

He disclosed that after Mr Aliyu’s arrest, the leader of the kidnapping gang identified as Sumo Karami sent two vigilante members – one Saliu Ibrahim and Umaru Saliu – to secure the bail of the arrested gang member from police custody.

The two vigilante members were arrested and subsequently led the RRS operatives to Oro-Ago town where one Mohammed Bashiru, the leader of Miyetti Allah vigilante in Oro-Ago, Kwara State, was arrested.

“During interrogation, Mohammed Bashiru revealed that he is a relative of Sumo Karami, who is a leader of a dreaded kidnapping gang and that Abubakar Aliyu is one of his gang members who have been terrorising and kidnapping innocent citizens. Initial investigation revealed that Sumo Karami and his gang members were responsible for the kidnapping of the pupils and their teachers in Emure-Ekiti on 29 January 2024.

“Meanwhile, the phone used to demand for ransom for the release of the pupils and the teachers was recovered from the suspects and further efforts led to the arrest of two more gang members, namely, Yahaya Jubril and Usman Garba in Owo forest, Ondo State,” Mr Abutu said.

He told journalists that further investigation led to the arrest of one Kenneth Ugwu in Ibadan, Oyo State, on 14 February. According to him, during interrogation, the suspect confessed to being a member of a kidnapping syndicate that kidnapped five pupils, three teachers and a driver in Emure-Ekiti.

“The suspect led a team of RRS operatives to the kidnappers’ hideout inside Agric Reserved Forest between Ise-Ekiti/Emure-Ekiti. On sighting the police, the armed hoodlums engaged the team in a gun duel. In the process, one of the gang members, who was later identified as Ayuba, was neutralized; one Abubakar Mohammed was captured alive while other gang members escaped through the forest.

Bandit attacks on rural communities in Zamfara State have taken another dimension as the hoodlums now concentrate in raping married women and girls in their family homes.

This came on a day suspected bandits arrested by the Federal Capital Territory, FCT, command of the Nigeria Security and Civil Defence Corps NSCDC and personnel of the 176 Guards Battalion of the Nigerian Army, told their interrogators that they had sponsors.

This is even as Minister of the Federal Capital Territory, FCT, Nyesom Wike, yesterday placed a N20 million bounty on three notorious kidnappers terrorising the territory.

The bandits also killed locals and committed other obnoxious crimes in Kalgon Kunci village of Tsafe Local Government Area of Zamfara State, according to a local who pleaded anonymity.

Speaking in an interview with the BBC Hausa Service monitored in Kaduna yesterday, a resident of the area alleged that the situation had made 70% of the villagers to relocate to other places.

"Previously the bandits would come to our community, humiliate us, rustle our animals and abduct people for ransom. Now, they come in broad daylight and remain till midnight."

"Three days after, they stopped us from harvesting and set our farm produce on fire,” he lamented.

He alleged that they cried to the authorities to come to their rescue to no avail, adding that this has forced majority of the people to relocate.

"Whoever has a place to run has left. People are leaving Kuncin Kalgo on daily basis,” he said.

Reacting to the development, the Zamfara State Governmernt said it is taking appropriate steps towards putting an end to the menace.

Spokesman of the governor of the state, Sulaiman Bala Idris, said yesterday: “The situation is worrisome and government is taking the right step to bring an end to it.
