Abuja – The U.S. has signed a grant agreement of 801,000 dollars with the American University of Nigeria (AUN), Yola, to improve access to education services for internally displaced persons in Adamawa. Ms Maria Brewer, Chargé d’Affaires, U.S. Embassy, in her remarks at the agreement signing event in Abuja on Tuesday, said the grant was an additional assistance to the displaced populations in Adamawa. Brewer said with the 801,000 dollars grant, the U.S. Government’s grant to the university through the U.S. Agency for International Development (USAID) had reached 901,000 dollars. “Last year, the U.S. Government, through USAID, awarded 100,000 dollars to AUN to provide humanitarian assistance to children of displaced families in Yola,’’ she said. Brewer added: “AUN has been a good partner in that endeavour. In the spirit of partnership, it is my pleasure to witness today the signing of this agreement to provide an additional 801,000 dollars. “This programme will not be limited only to schools serving the children in and around Yola. “It will also support displaced children from other communities who have sought shelter in this community.” The U.S. official expressed regret that 77 per cent of children in Adamawa could not read at all in any language. “According to the 2010 National Education Data Survey, more than 53 per cent of Nigerian children between the age of five and 16 cannot read a single sentence in their native language. “When children struggle to read, they are unable to build a foundation for learning other subjects. Many who struggle will simply drop out of school. “The results for Adamawa were even more disheartening. Surveys show that 77 per cent of children in the state could not read at all in any language. “With well trained teachers, books and other teaching materials, students’ reading scores can double or triple that of their peers who lack proper instruction,” she said. She commended President Muhammadu Buhari for recognising the strategic role of education to national development and pledged the U.S. Government’s assistance to enhance Nigeria’s educational system. “President Buhari has spoken strongly of the need to promote education as a key component to fostering economic growth and social cohesion. “The American people stand ready to support his efforts to enhance your education system to make education accessible to all children in Nigeria,” she said. The USAID Mission Director, Michael Harvey, who signed the grant agreement for the organisation, said the fund would provide education services for children and youths living in IDP camps and in host communities. “The U.S. through USAID is supporting several humanitarian, transitional and longer term development activities in North Eastern Nigeria. “The support is totalling 87.1 million dollars in collaboration with the Nigerian Government at the federal, state, and local levels,” he said. Harvey said current and forthcoming activities of USAID would improve governmental capacity and performance as well as food security and water policy. He also said the activities would expand the reach and effectiveness of health and education initiatives and provide services for internally displaced persons. The President of AUN, Ms Margee Ensign, said the university would use its Student Empowerment through Language, Literacy, and Arithmetic (STELLAR) Programme to improve literacy for 20,000 vulnerable children in Adamawa. “The STELLAR Programme engages university students enrolled in service learning courses to write children’s books in English and local languages and to tutor children in reading and mathematics after school. President Muhammadu Buhari on Tuesday vowed to strengthen his anti-corruption campaign in the country, noting that his administration would not spare anyone found guilty of corrupt practices. Buhari said this at the opening session of the 45th Annual Accountants Conference and 50th Anniversary celebration of the Institute of Chartered Accountants of Nigeria tagged “ICAN:Building on a legacy of service”. The president, represented by the Permanent Secretary, Federal Ministry of Finance, Mrs Anastasia Nwaobia, vowed to step up his anti-corruption campaign through the re-invigoration of all anti corruption agencies in the country. He said that institutions such as the Economic and Financial Crimes Commission and the Independent Corrupt Practices and Other Related Offenses Commission were key in his fight against corruption. He said that the lack of prudence, transparency and honesty in the management of public resources had left Nigerians in a state of suffering and deprivation. He called on the ICAN to assist his administration in reversing the trend by ensuring that the resources of government were duly accounted for with all sense of transparency. “We are at the threshold of history where we must collectively take the destiny of the nation in our hands. “As Nigerians, no one can love Nigeria like you and me. On our part, we will continue to lead by example, making efforts to live above board. “As we strive to walk or talk,we will carry to its logical conclusions our initiative to overhaul the bureaucracy of the public sector in an effort to engender transparency and improve productivity in public governance. “I assure you that persons found wanting will not be spared,” he said. Buhari said with the huge number of resources at the country’s disposal, it’s citizens had no business being classified poor among comity of nations. The president said his administration had commenced the process of rebuilding a better country for all through the enthronement of honesty in the management of public resources. “As blessed as we are as a nation, Nigerians have no business being classified as poor. “Yet, through the greed of some unpatriotic few, our commonwealth has been badly pillaged in the name of public service. “Our ability as a nation to create wealth has increasingly been hampered by lack of prudence, transparency and honesty in the management of public resources by some of those entrusted with the duty of governance at all levels. “This should not be allowed to continue. The nation ought and must leave the throes of poverty and underdevelopment. I do believe that as a people, we are naturally destined for greatness,” he said. While admitting that the battle for the enthronement of the right values would be difficult, his administration was committed to effecting a change in the nation’s value system. He expressed optimism that corruption would soon be a thing of the past. He reiterated his administration’s commitment in changing Nigeria for the better. Earlier, the President of ICAN, Mr Samuel Deru, said that the nation’s economy needed surgical and drastic reforms beyond the solution of privatisation of government companies. These reforms, he added, should begin with plugging of all revenue leakages, revisiting and redefining priorities, slashing of cost of governance and investing more in capital ventures. “In spite of the current challenges, as a body, we are persuaded that integrity and public interest as cherished virtues, will continue to underlie good governance and economic prosperity. “Accordingly, we will continue to defend these ideals, no matter the odds. To ensure this, we have set in motion strategies to re-engineer our processes in order to re-position the profession for greater value delivery,” he said. Diaspora Nigerians remitted home about $20b last year, the Federal Government said yesterday. Vice President Yemi Osinbajo said the government will tap into the experience the Nigerians abroad to deepen the economy. Those in the Diaspora will however wait for some time before they can start voting in elections. Osinbajo, who represented President Muhammadu Buhari, spoke at the 2015 Diaspora Day held at the Old Banquet Hall of the Presidential Villa, Abuja. The theme of the conference is: “Diaspora and Nigeria Change Agenda.” The VP said legislation, huge finance, and confidence in the electoral system were required before diaspora voting can commence. He said: “We are also aware of the importance of voting rights of Nigerians abroad. But to achieve this, the National Assembly will have to legislate. Diaspora voting is in Nigeria’s future. “Because obviously there is a lot to be done including building confidence in the Nigerian electoral process. The skills and planning required in planning a number of national election in an atmosphere of continued suspicion of each party is a major challenge by itself. “Our electoral process is evolving and as greater confidence is built in the institutions and processes associated with it we may then create voting opportunities for our citizens abroad in the not too distant future,’’ he said. According to him, his administration was building a new Nigeria that requires the support and participation of all, including Nigerians in the Diaspora. He said: “Permit me to take this opportunity to integrate the place and role of Nigerians abroad in the Change Agenda of the Buhari administration. “This is because we have embarked on the building of a bold new Nigeria and we need all hands on deck. “The time has come for talents from home and abroad to mix it up in patriotic zeal to fashion the Nigeria of our dreams.” He stated. He added: “First let me quickly lay out our medium to long term strategy as a government. “It is namely to build an economy led by a strong and responsible private sector.” The President said government’s intervention would come in the provision of physical and economic infrastructure and social policies that provide opportunity and succour for the 110 million extremely poor Nigerians in the country. He said the administration was targeting consistent generation of 5,000 MW of power daily by early 2016, describing it as a modest target from what was already available. The President also said efforts were on to complete a variety of outstanding power-related projects in order to lay the foundation for 10,000MW and 15,000 MW subsequently. Buhari said government was pursuing a long overdue reform in the hydrocarbon industry and reorganising the NNPC and holding the officials accountable for past revenue losses. He said government would improve the local refining capacity to reduce the over 37 per cent of foreign exchange applied to the importation of refined products. In agriculture, he said a programme of self-sustenance was on in the production of rice, wheat cotton in order to reduce foreign exchange requirement for importation of such items. He said rice importation alone gulped about $4 billion annually adding that seven rice producing states were working in concert with the Federal Government to map out the pathway to self-sustenance in rice production within 30 months. He said the agricultural and agro-allied value chain remained a priority of government in job creation plans as it would support local agriculture. He said plans were on to create a friendly and efficient environment for investments by removing bureaucracies and red tapes in approval processes stressing that the incentive regime in the country would also be reviewed. Efforts, he said, are on to return all garment and textile factories to full production capacity within the shortest time possible. He said to address youth unemployment, government will invest in infrastructure, technology, agriculture and mining while the one-meal-a-day programme for primary schools would also create many jobs and business opportunities. The President said that government would implement social intervention schemes to make no fewer than 110 million extremely poor Nigerians to participate in the new Nigeria. According to him, the experience and exposure of Nigerians abroad would be tapped to building a thriving economy as done by other nations. He pointed out that India, Japan, China and Korea attained global status following the contributions of their nationals abroad. The President said the administration was convinced that the nationals abroad could participate in the change agenda with their 15 million population with about four million in U.S. and Canada and about one million in London. He said: “Besides, the financial remittances from Nigerians abroad have well reached an estimate of over $20 billion in 2014. “With the potential of such huge populations abroad and attendant financial muscle, no government can actually totally ignore such persons.” He said the place to start was to develop a reliable data of Nigerian citizens abroad using the Embassies and missions. The President said the proposed Diaspora Commission if signed into law would open a new chapter and create the platform for engaging Nigerians abroad and allowing their expertise to permeate the country. Sixteen senators and members of the House of Representatives from Rivers State on Tuesday petitioned President Muhammadu Buhari over alleged interferences by security agencies in the hearing of cases before the state election petition tribunal. The lawmakers singled out the “State Security Services” and the “Nigerian Army” as security agencies the President should call to order to forestall a possible “injustice” in the prosecution of the cases. Among the petitioners were Senator George Sekibo and Mrs. Betty Apiafi, both of the Peoples Democratic Party. The petitioners complained to Buhari that soldiers and the Department of State Services operatives had allegedly aligned with the All Progressives Congress to appear before the tribunal to testify. They appealed to the President to halt the trend in order not to soil the integrity of his administration and his promise to be fair to all Nigerians. Part of the petition read, “Your Excellency, as the Commander-in-Chief of the Armed Forces, we bring above actions of your officers to your notice and pray that you caution the Director, SSS, and Chief of Army Staff and indeed all other security agencies to desist from meddling with the electoral process, which presently is before the tribunals. “Our institutions, particularly security institutions, should not only be incorruptible and apolitical, but should be seen to be incorruptible and apolitical. “We trust on your timely intervention.” The lawmakers referred Buhari to an earlier July 23 petition, where they raised a similar complaint over the alleged harassment of Independent National Electoral Commission officials and judicial officials by security operatives. The petitioners added that it took the intervention of the Senate before the DSS operatives stopped the reported harassment. However, they stated that the interferences had resumed with the involvement of soldiers, who now testified before the tribunal. “It took the intervention of the Senate to make the SSS realise that they were acting ‘ultra vires’ their powers under the National Security Agencies Act Cap. N74. “They admitted and indeed under the enabling statute, they have no business interfering into electoral matters,” the petitioners said. Former President Olusegun Obasanjo, has commended President Muhammadu Buhari for given ultimatum to the service chiefs to end the Boko Haram insurgency by November. Obasanjo gave the commendation on Saturday in Abeokuta while addressing officials of the National Association of Nigerian Students (NANS), who paid him a courtesy visit at his hilltop residence. He described Buhari’s decision as “right and timely.’’ “Buhari took the right decision by telling the military to end the Boko Haram insurgency by November. “It is not good to just leave everything open-ended; it is a strategy in the military to set target for any operation. “This will enable those concerned to work hard. “Having a target is necessary. Even if that target is not met, the people concerned will have something to work with,” he said. Obasanjo, who also pledged support for Buhari’s administration, pointed out that “no system of government can be compared with democracy”. “I will work for the success of this current dispensation because there is no alternative to democracy,” he said. The former president, who noted that Nigeria had started to witness positive changes since the inception of the new administration, called for support for the government. “Nigeria in the last two and half months under the current dispensation has started witnessing positive changes. “We thank God that we have such a leader that is helping us to translate our dreams to reality. “We must give unalloyed support to him,” he said. An Indonesian domestic passenger aircraft carrying 54 people has crashed in the Oktabe area of Papua, dealing another blow to the country’s poor air safety record. The plane had been missing for several hours on Sunday after losing contact with air traffic control in the eastern part of Indonesia. The plane was flying between Jayapura’s Sentani airport and Oksibil, the capital of Papua province. “The aircraft that lost contact has been found at Camp 3, Ok Bape district in the Bintang Mountains regency,” air transportation director General Suprasetyo said. “Residents provided information that the aircraft crashed into Tangok mountain.” It was unclear whether anyone on board had survived. Transport ministry spokesman Julius Barata said the ATR 42-300 twin turboprop lost contact with the airport nine minutes before it was scheduled to land. Indonesia’s search-and-rescue agency said the aircraft was operated by the airline Trigana Air Service and was carrying 44 adult passengers, five children and five crew members.
