How can state develope when the state has no power to control security in her state? Also can state enact law and be able to enforce it like in U.S where they have state police and federal Guard, FBI? Lagos suppose to be in control of her sea port because it's in Lagos and pay Tax to the federal government. Akwaibom should be in control of her oil and seaport. The same goes to Rivers, Ebonyi should be in control of her salt and any other minerals resources. All should pay Tax according to the value of there resources.
