The Nigerian agents will blend in and identify known culprits by sometimes participating in the crime.
Personally, I try not to blame anyone in regards to how you earn your dough, but try to use common sense. I have friends that did not know when to quit and now serving hard times in prison. "Oyinbo" man is the worst crook of all. Just imagine how they colonized africa with the bible, enslaved us, slaughtered hundreds of millions of our fore fathers and continue to still rule Africa by remote control.
