The Chairman of the Senate Committee on Banking, Insurance and Other Financial Institutions, Senator Rafiu Adebayo Ibrahim, Sunday said the Minister of Works, Power, Housing, Mr. Babatunde Fashola (SAN), cannot dictate to the National Assembly on what to do and what not to do on the budget, saying it is an organ vested with powers to either increase or reduce the budget size.

Fashola had criticised the Senate for slashing the total estimate allocated to his ministry in the budget recently assented to by the acting President, Yemi Osinbajo from N31billion to N10billion.

He said the huge reduction would incapacitate his office on some of the projects such as Lagos-Ibadan Expressway, Second Niger Bridge and Mambila Plateau Power project among others that were already earmarked for completion.



But Ibrahim, who spoke with journalists on the sidelines of the fifth edition of the University of Ilorin’s Students’ Union Leadership Summit held in Ilorin, theKwara State capital said it was unbecoming of the minister, who he described as an appointee of the president to criticise the legislature.

According to him, “As far as appropriation bill is concerned, Fashola cannot dictate to the National Assembly on what to do and what not to do.”

He said: “It is an organ vested with powers to either increase or reduce the budget size.”

Ibrahim explained that the issue of budget is primarily between the lawmakers, who represent their constituents and the Nigerian populace.

He maintained that the minister was oblivious of the fact that he is no longer the Lagos State Governor, who possesses all powers.

He added that both chambers of the National Assembly had passed the budget and was subsequently signed by the acting president.

The Senate Committee Chairman advised the minister to refrain from his criticism of the budget allotted to his ministry in the appropriation act and represent those projects that were not captured in the supplementary budget.

“The minister and former Governor of Lagos State doesn’t own the budget; he doesn’t own the ministry. He is a minister appointed by the president, who stood for an election.

“The president presented the budget according to the Constitution and the National Assembly deliberated on the budget and passed it back to the president and the President signed, who is minister to complain? That is my take. I think he (Fashola) has forgotten he is no more Governor of Lagos, where he has all the powers.

“He is just a minister. So, we have gotten to a point that he has to realize that for the budget, the dealing is majorly between Nigerian people and the National Assembly. And constitutionally, it is the President that laid the estimates and when we passed it, we passed back to the executive, that is the president, to assent.

“And the President has assented (the budget) as done by the acting president. So, for me as a lawmaker representing my people, if the executive is thinking of anything, they can bring a supplementary budget,” Ibrahim said.

On the summit and the book launch in his honour, the lawmaker expressed satisfaction with the activities of the students’ union.

“I’m very happy, humble and glad to be associated with a great institution like this. As I promised, I will not let them down,” he said.

Against a backdrop of economic pressures in Nigeria and a need to avoid long-term over-dependence on the oil industry, Nigeria is looking to other extractive industries in order to diversify the economy, notes Doye Balogun of Mayer Brown.

While 2016 was a challenging year for the Nigerian economy, 2017 has seen it bounce back to a degree. For several months between 2015 and 2016, the Central Bank of Nigeria had held firmly to an exchange rate policy from which the parallel market drifted wildly, leading to high levels of inflation in an economy which is heavily reliant on imports. In the second half of 2016, the government finally allowed some devaluation of the Naira, Nigeria’s currency.

Coupled with the easing of the restrictions on the availability of foreign currency, some investor confidence has returned and the economic outlook is looking healthier.

Against this background, economic diversification continues to be the topic of the day and mining remains one of the sectors that could enable Nigeria to successfully implement that policy.

Nigeria’s minister of solid minerals development, Kayode Fayemi, is the man tasked with leading the revival of the Nigerian mining sector, which has commercial deposits of about 37 different minerals including gold, iron ore, coal, tin and columbite.

At a recent conference in Abuja, Fayemi spoke about his plan in more detail, which would include a greater level of engagement with foreign investors, as well as publicising useful information on the country’s resources and policies. Both of those steps would be hugely welcome and this article examines a number of other considerations that would also need to be addressed, in order for Nigeria to make meaningful progress in the mining sector.

Martin Elechi, a former governor of Ebonyi state, says he had to swallow his pride before defectin to the All Progressives Congress (APC) from the Peoples Democratic Party (PDP).

Elechi said this when he led party executive from Ebonyi to the Abuja residence of John Oyegun, national chairman of the APC.

He said when he left PDP, he vowed not to join another political party.

“The party (PDP) got bedevilled by impunity, corruption, lack of respect for democracy, insensitivity to public opinion,” he said.

“We think that the greatest joy in a democratic system is the right of people to choose who their leaders will be. That right to decide and determine our leadership has been destroyed in Ebonyi state under the PDP. And that was why a majority of PDP members protested and left that party to look for a new democratic space.

“Our people have moved to the APC. I who swore that on leaving the PDP I will never join another party but I have now swallowed my pride to say I will sink or swim with the people I had laboured with. And that is why I joined the APC.”

On his part, Oyegun said under the PDP, the country’s economy was built on corruption.

He said the APC would not repeat the culture of corruption and waste which was the trademark of past PDP administrations.

“Under the PDP, we became an economy that was totally built on corruption. State resources were diverted into private hands and pockets, the result of which the poor people of this country are feeling today… There is serious work to be done,” he said.

“At a time when oil was selling for over $120 per barrel, we neither built roads, railways nor did we maintain our airline, nor did we refine our crude to use, nothing. The institutions and commonwealth of this country was totally run aground. We spent billions of dollars on the energy sector and we got no energy. It is so painful. When you see the revelations today, you really feel that sense of anger.

“I am glad to receive you into the fold of the APC. The challenges are immense. There is serious work to be done. We are in the process of totally rebuilding this nation. We know the groans of our people, we know what they going through but given where we are taking off from, it became totally inevitable.

“As a party and government, we are doing everything to make sure the kind of corruption and waste witnessed in the past never happens in this country again. We have the boldness to investigate, to query people who have been in government and because we are hoping too that even if they are of the same party when we move away from office, they will look at our records.

“Unless we start doing that, we will never come out of that viscous cycle of everybody protecting everybody’s back and so corruption becomes an institution in its own.”

Nice one Op...this came at the right time, A foreign firm is willing to buy gypsum from Nigeria state or federal govt.. All they needed is to know the right ministry and who to talk to that can direct them to any state which has gypsum deposit and the location in the state so they can see and test the purity of it.. They are willing to buy in quantity.so much of it for exportation..anyone in the house who have knowledge about this will be appreciated
.

Nigeria as a country is blessed with abundance of many resources which include stones, precious metals and minerals. Following the history of the Nigerian mining, In the early 70s, Nigeria was a major importer of coal, tin, and columbite, as such, Nigeria made a lot or revenue from the exportation process. However, this exportation process and other activities in the mining sector suffered premature death when crude oil was discovered.

Many Nigerians have argued and made a lot of presentations on the need for the country to come up with more sectors and multiply the revenue streams of the country. When democracy gained prominence in 1999, President Obasanjo worked tirelessly in putting in place a mechanism for diversification of the country’s revenue and as far as the mining sector is concerned, the Nigerian Minerals and Mining Act was inaugurated in 2007 to revive the mining sector in Nigeria.

It should be noted that though over 40 different minerals are scattered across Nigeria, some of them are not available in commercial quantities. The Ministry of Mines and Steel Development in its mining sector reformation strategy identified seven (7) minerals for strategic and priority development. The identified minerals are Iron ore, Coal, Lead/Zinc, Bitumen, Gold, Limestone and Barite.

Mining Sector’s Legal and Regulatory Framework.

The Nigerian Mineral and mining Act regulates the mining sector in Nigeria by vesting the regulation and control of ownership of Nigeria’s mineral resources. Also, the provision of Nigeria’s National Minerals and Metals Policy coupled with Minerals and Mining Regulations control the activities of the sector.

In terms of administration of the mining industry, Ministry of Mines and Steel Development oversees the industry’s administrative activities. The administration is carried out by Mines Inspectorate Department, Artisanal and Small Scale Mining Department, Mines, Environment and Compliance and Mining Cadastre office.

Mining Titles and Licenses.

Mining titles are granted to individuals, companies and co-operatives. Mining leases and exploration licenses can be granted through competitive bidding or individual request. Under competitive bidding, mineral locations are consolidated into blocks by the government and such blocks are offered for sale to both local and foreign investors who have financial and technical muscle to consummate mining activities. The bidding process under the competitive bidding include advertisement in media, due process of diligence by data room, receipt of Expression of Interest (EOI), preferred investor selection, communication of investors that are selected to National Assembly Committee on Solid Minerals and offer of mineral titles to selected investors.

As far as licensing and leasing is concerned, the types of licenses and leases that can be given include Renaissance Permits (RP), Exploration license, Quarry Lease, Small-Scale Mining lease, Mining lease and water use permit.

Mining business in Nigeria.

In Nigerian mining, Nigerians can start and carry on the business of mining through partnership, limited liability companies, unlimited liability companies and unincorporated joint venture while foreigners are only authorized to start and carry on mining business through limited liability companies as section 54 of Companies and Allied Matters Act (CAMA) states that foreign company cannot carry on any business in Nigeria. As such, the documents required for company’s incorporation in Nigeria are Memorandum of Association, Articles of Association, Share Capital statement, compliance with Companies and Allied Matters Act (CAMA) declaration, notice of situation of the company’s registered office and return of allotment of shares and particulars of First Directors of the company.

Challenges in the industry.

The challenges confronted by investors are much and as such, can not be over emphasized.

However, the major challenges that mining industry’s investors are facing are low project funding due to slow reform implementation by the government, appalling level of infrastructural development, inadequate security, illegal mining and community issues.

FG Set to Develop its Iron Ore Assets.

The Ministry of Mines and Steel development through the World Bank Mineral Sector Support for Economic Diversification (MinDiver) Project is set to develop its iron ore assets to identify potential for future exploitation by the country. This was revealed during a workshop held at the MinDiver Complex office in Abuja recently.



Speaking at the official presentation of the project which aims at catalyzing the process of economic diversification through the development of the mineral sector, the principal consultant, Dr. Abani Samal, of Geoglobal USA, a United States of America based mining-industry expert in his presentation titled ‘a preliminary review of National Iron-ore Mining Company Ltd (NIOMCO) iron ore assets and their potential for future exploitation’, said that the mineral deposits need further development for increasing confidence on the mineral resources and plans for extraction of iron ore.



In his report, Dr. Samal stressed the need to create a system that encourages collaboration amongst all agencies of the Ministry of mines and steel development and federal Government for increasing better opportunities for the country in the development of its human resources and competency which will contribute to the sustainability of the industry in the country



In attendance during the presentation were Engr. Linus Adie, the Project Coordinator, Mineral Sector Support for Economic Diversification (MinDiver), Mr. Obienu NI., Director metallurgical inspectorate and raw material development of the Ministry of mines and steel development and other stakeholders. The next phase of the workshop is slated for Monday, 3rd July 2017.

Your Excellencies, Honourable Ministers, Distinguished Ladies and Gentlemen, on behalf of the leadership and staff of the Federal Ministry of Mines and Steel Development, I am most delighted to welcome you to Abuja, Nigeria, and to thank you for honouring us with your presence at this conference.

 

The African Mining Vision (AMV) was adopted in February, 2009, during the African Union (AU) Summit. This was in furtherance of the October, 2008 meeting of African ministers responsible for mineral resources development. The AMV is by far one of the most promising instruments that unite the whole of Africa towards achieving particular objectives. "It is Africa's own response to tackling the paradox of great mineral wealth existing side by side with pervasive poverty, through building economic and social linkages that benefits Africa."

 

For us in Nigeria, in view of present realities, we have found our bearing from the AMV, and domesticated its provisions in our "Roadmap for the Development of the Nigerian Mining Sector". Accordingly, one of the priority goals of our government is to position our Mining sector to play a greater role in sustainably diversifying our country's revenue base, creating jobs, and fast-tracking industrialisation. This is not a tall order, as we are evidently endowed with an abundance of mineral resources. We however realise that we cannot go very far with our agenda if we do not feature strongly in the reckoning of the international mining community as a serious mining destination. We are thus enlisting critical stakeholders domestically and globally as enablers of our vision, while providing the conditions for the creation of shared value for all stakeholders and participants in our jurisdiction.

 

Similarly, most countries in the West-African sub-region have since developed country-level strategies, and we have reports of the achievements that are already being recorded under the stewardship of my ministerial counterparts. The AMV prescribes integrating mining into industrial and trade policy at regional level, and encouraging collaboration and healthy competition amongst countries. We therefore consider it important to have a platform for bringing stakeholders in the sub-region together, to share ideas and compare notes on how to collaborate in making our resources work for our people. Asides sharing similar geological formations, we have similar aspirations and face comparable challenges, which make it imperative for us to work together.

 

This is why our ministry has partnered with Afrocet Montgomery, working with Deloitte, to host CONMIN West Africa, in demonstration of our commitment to signalling the renaissance of our mining sector, and to naturally take the lead in driving the achievement of the objectives of the AMV, collectively and at country level. It is our vision to use this annual conference as a platform to place Nigeria prominently in the international mining calendar, and beneficially attract greater attention to our country and sub-region.

 

I must thank His Excellency the Acting President of Nigeria, Prof. Yemi Osinbajo, G.C.O.N., S.A.N., for honouring us with his presence, and to all my counterparts from other West African countries for supporting this vision. I also thank my brother ministers from other African countries for joining us in solidarity, to share their success stories with us. EKITI LAWMAKERS UNINFORMED, RECKLESS- PDP YOUTH

Youths of Ekiti State People Democratic Party under the umbrella of Ekiti Youth League have declared the Ekiti House of Assembly members as reckless and uninformed in handling legislative business.
The group said activities of the lawmakers in the past two years has shown that they lack the intellectual ability and moral ground to continue handling Legislative business of the state Government.
The group in a statement yesterday said It is disappointing that despite huge legislative business requiring their attention, the law makers have chosen to remain an appendage of the executive arm of government and a tool of vendetta in the hand of the Governor.
From the inception of the 5th Ekiti House of Assembly has shown to be incompetent in handling her own activities, ranging from constituting of the house leadership to the selection of the committees members and chairmen, all these were single handedly done by the "AUTHENTIC SPEAKER OF THE HOUSE" who doubled as the Governor of the state.
It's also Alarming and scary that the our party (PDP) that was stripped off of central power, which is supposed to be an opposition and alternative to the Ruling party (APC) but Fayose's and his puppeteers in the chamber keep dragging us back with 10 steps on every single step we move forward.
The lawmakers will do anything for Fayose no matter how dumb it is, so far, money is involved. An example of this is suspension of one of their own, Hon. Gbenga Aribisogan on Fayose's order, same way they were not allowed to discuss the 2017 budget of the state presented to them before its was passed into law by the "SPEAKER IN CHARGE",
"How else can one tell, that the 5th house of Assembly ain't ready for business, when they went on recession on 15th of December, 2016 just to resume on 21st February, 2017 which means they went for Christmas break, Boxing day break, New year break and even VALENTINE break, it's strange in the history of legislation in Nigeria if not the world, especially in Fountain of Knowledge where intellectualism is highly celebrated.
Obviously this current house of comedians under the leadership of Mr. Kolawole Oluwole is the worst in the history of HOA's in Nigeria and the greatest evil that has befallen Ekiti state after the re-emergence of Fayose as the governor. They have shown this severally as they protested on the streets of Ado-Ekiti to embassies in Abuja on flimsy issues that did not represent the common Ekiti man's interest, even though we know that they are handsomely rewarded by Fayose from the state's purse.
The Legislators have no plan to make laws/policies that will have positive impact on the Ekiti people or that will atleast force Fayose to pay them their 8months salary arrears . While their constitutional duty is to checkmate the excesses of the Executive arm of the government, they are the one abetting Fayose to perpetrate corrupt practices against the economy of the State, wickedness on the Ekiti people, unnecessary attacks and unreasonable criticism against the president and division in our great party PDP.
The House's latest move on Honourable Minister of Mines and Steel development is another stupid decision among many made recently, A man who has stopped being Governor for the past 2years was invited by the set of jokers, but before his arrival, he was declared guilty of allegation, even "Baba Suwe" won't fall for such pranks.
In the lawmakers wisdom, they declared Fayemi wanted, on several occasions while the former governor has continued to attend public and private functions in the state, while they watched helplessly.
The Minister even attended some events where Governor Fayose was in attendance yet they could not get him arrested. Yet immediately the Minister returned to Abuja, the lawmakers would go on air to lament that the minister had not honoured their invitation.
They are instituting a Judicial PANEL OF INQUIRY, a trick learnt from another hooligan Governor from the South southern part of the country, why not before now, we queried but the mentally lazy Honourables whom we expected to know more about constitution of the Federal Republic of Nigeria and Ekiti are bereft of legislative knowledge don't know that when case(s) are before a competent court of law, the House don't dabble into it, until verdict is been pronounced on the case(s), you will all agree that this is a witch-hunt Just like it's done against Hon. Gboyega Aribisogan but this was poorly executed, one would Expect the Dr. Samuel Omotosho who seems to be learned among bunch of illustrates to educate them, but he has been infected with their illiteracy.
Despite the fact that these Honourables are parading themselves as PDP-elected HoA members, they have severally engaged in anti-party activities and have not in anyway given back to the party Youths and the party under the leadership of our National party Chairman Sen. Ali Modu Sheriff, THE AUTHENTIC PDP CHAIRMAN Ekiti state, Chief Williams Ajayi (as declared by competent court of law) and Ekiti People as whole.
Very soon, the youth of our great party who have deeply invested in these set of ingrates will take the bull by the horn while we also urge the state Chairman and his executives to suspend the erring Assembly members and the recalcitrant Governor for the progress of the party in preparation for Ekiti 2018 gubernatorial election and 2019 Presidential election.
Also we want to salute and appreciate our dogged, reliable and responsible leader, Sen. Fatimat Raji Rasaki representing the Ekiti central at the upper chamber for her unflinching supports for the party and especially the Party Youths League, we thereby declare our total support to your aspiration and interest in the party and the state at large. While we appreciate your financial and moral support, we wish to state that we want more of your presence in the state now than ever, you have always provided alternative leadership to Fayose's reckless rulership, that's why we want you on ground for robust supports in all ramifications and help give our party the right direction for its survival as we prepare for Ekiti 2018.
Finally, we urge the leadership of the House to correct these recklessness, rascality and anomalies often perpetrated in the house in the name of revenge or witch-hunt, it's becoming boring, let there be intellectual debate and positive reports from the hallowed chamber against the jejune resolutions we get often, but if these persists, we will move in our hundreds to the Chamber and sack them, we gave them the mandate, we have the power to collect it back, THESE MUST STOP. ENOUGH IS ENOUGH.

The Federal Ministry of Mines and Steel Development under the leadership of His Excellency Dr. John Kayode Fayemi (Hon Minister) holds a 3-day Media Immersion Workshop on the road to sharing mining prosperity... titled EMPHASISING EXCELLENCE IN MINING REPORTING.
The Workshop which is holding in Lokoja in Kogi state, commenced on the 3rd of May 2017 and is expected to end on the 5th of may 2017.
The participants which cuts across media houses (Print, electronic, online/social media platforms) are well armed with him workshop literature such as books like " Roadmap for the GROWTH and DEPARTMENTS of the Nigerian mining industry", "Nigeria'Mining and Metal Sector investment, promotion and brochure " and "Guideline on the mineral Titles Applications" with several materials from the facilitators to make the workshop a great one and the participants well informed about the progress of the ministry so far and how they could also contribute to its progress thorough their profession (sensitization and reporting mining activities without bias).

During the Workshop, there will be Facility Tour to NIOMCO at Itakpe and Ajaokuta Steel Company Limited to see the level of work done by the ministry.

After the Kemen issue trying to make out with TBoss, some guys have seen it that guys are always seen as the culprit/victim of any rape/sexual incidence.
Some guys even went as far as saying some ladies would give green light but just to finish making out but the lady will scream rape.
While there was outrageous condemnation about Ay's and Tatafoo's comedy over TBoss of bbnaija incidence, some guys also flare that they re been harrased by ladies but that seems normal to every one, since it's lady's world.
While this was ongoing a Tweep in his own wisdom think there should be an agreement reached between two people before Sex can take place, since we all know that oral agreement may not be seen as valid or genuine, the handler @angelgabbyahara designed a CONSENT FORM for every guy's use.
It's been burning like wild fire since yesterday.

It was honour, banters and encomium today on the former Governor of Ekiti State and now Minister of Mines and Steel Development, Dr. John Kayode Fayemi as he was conferred with a honourary Doctor of Philosophy by the Achievers University, Owo.

As the long and intimidating citations of FAYEMI was being read to the public there was a huge hums of his acronym, JKF from the huge crowd that gathered to witness the event. Dr. FAYEMI has made a significant contribution to politics as a former governor and now a Minister of the federal republic. He has a cult of followers and admirers particularly from Ekiti State and across the country. In the academic world, he has created a niche for himself. He is a teacher, researcher and globally recognised facilitator.

The authority of the Achievers University said Fayemi was bestowed this singular honour based on his record of selfless service to his fatherland and humanity at large. "His integrity has become a matter of national assets and untainted credibility," the University wrote on his website.

The whole train of APC in Ekiti and Ondo State were with Fayemi in Owo. It was a show of solidarity and honour for a man who has silently and carefully built his career and name on trust, integrity and good character. In all, it was a bouncy of good radiance for a man of peace and solemn character.

At home, many are awaiting a good news to change the hysterically bad political evenviroment pervading Ekiti State presently. The man that's probably not value in his homeland, has become a cornerstone which Achievers University has carefully recognised as a source of inspiration and role model to her institution. Dr. Fayemi will from now on teach and nurture feature leaders through the vaginitis of Achievers University, Owo.

Fayemi is a non-violence politician. He practices and believes so much in politics of sevice to the people and development for posterity. Many of his likes may not be too acceptable to our brand of selfish politics in this part of the world, and that may be one of the reasons why some people argued that the gentle politician and tactician came before his time into the mocy water of Nigerian politics.

Just when we thought all getting better with His Excellency Gov Fayose He said its not yet over, He went to the club, had it been left at that, we won't ve raised eyebrows but, he took over from the Dj and was playing worldly songs, he was seen operating the jockey, dancing to "No kissing Bae", don't forget that Fayose has always been seen prostrating, kneeling at every crusade held in Ekiti state.
Sincerely speaking governance has been reduced to nothing in Ekiti state I cry with them in that state.
