Well i doubt it. I watched a documentary on how silicone valley started. A lot of factors were in place.
1. Electricity
2. funding to university
3. People ready to challenge the norm or recreate how things are done, such as the Indian professor who believe that light could travel, not only in a straight line hence giving birth to fibre optics.

I don't see all those in play in Nigeria. Silicone valley is more than the Googles or the Facebooks.
