That is not even the question. Ngozi has not addressed the reason why the Governors were against saving.

They initially weren't against saving but, they started insisting on sharing the monies becuase the FG was depleting the ECA account behind their backs, the account balances were steadily dropping without any coherent explanation, hence they were scared that at that rate, there would be nothing left if they kept quiet.

It's actually a clear-cut issue. The sentiments of most Benue people is that: yes, they will not vote Buhari for a second term, but they certainly will not vote for an Ortom for a second either, because he failed to pay salaries. Those are two mutually exclusive narratives. So, APC might loose the Presidential votes in Benue, but will most likely win the gubernatorial elections.
