In a sane country, this Professor will receive grants and massive funds by some billionaire entrepreneurs in the society who will patent this technology, mass-produce the machines and export it to foreign resource poor country thereby raking in huge money.

This is how countries develope and export most of the machines we use. Our engineers and scientist can outshine their counterparts in other parts of the world and even export our ingenuity to the world but where is the devotion? Who will fund them? Does the government take education and scientific innovations serious?
A lot of potentials lie waste in this dungeon.
Who will fund them?? Instead they will waste money on frivolities and vanity.
I pity Africa as a whole!
