The Police Public Relations Officer, Frank Mba, on Wednesday in Abuja said international terror organisations use female suicide bombers in attacks because they are less suspicious.



Mr. Mba, who was answering questions at the National Information Centre, said the use of females in suicide attacks is not new.

“Established international terror organisations use female suicide bombers, the major reason is because women generally raise fewer suspicion, particularly when there are security layers.

“If you have been following the trend of terrorism worldwide, you will understand that the use of a female suicide bomber is not new.

“But, it is a new trend in our own part of the world”, he said.

The force spokesperson, however, said a new counter-terrorism strategy was being developed to address the new trend in the country.

“We are developing counter-terrorism strategies to deal with that.

“By our rules of engagement and by our culture too, male security operatives generally are not allowed to search females.

“You will see increase in female security personnel on roads and in other places where stop and search exercises are being carried out.

“Nigerians should be prepared to see more female police officers, bomb disposal experts, DSS operatives and soldiers in combat operations’’, he said.

Mr. Mba appealed to parents and Local Government authorities across the country to support efforts to stamp out street hawking by young girls, particularly among minors.

Earlier, the coordinator of the centre, Mike Omeri, said the insurgents had resorted to using young girls because something went wrong with their strategy.

“This trend of using young people clearly shows that there is something wrong with the main recruitment arm of the insurgents.

“Citizens are becoming more aware and so the tendency is to recruit those who do not know what they are doing, young people as young as 10 years.

Boko Haram is so deadly and this underscores the seriousness of the campaign that our country is engaging in order to flush out the insurgents”, he said.

My fiancée filed K-1 application for me last week from Atlanta... Please I want to confirm like when would my interview period gonna be (all things be equal) from this time of filling when approved?

I know its might not be within your office to decide when but please just state/guess when it is likely gonna be (plus or minus)... My reason for asking is to see if it would fall towards my annual leave period at my place of work or I may need to defer my leave towards that time in order to enable me to have nice time to take the medicals and get the police report/other necessary docs ready.

The Aide De Camp to the Deputy Governor of Kwara State, Peter Kishira has died in an attempt to arrest a commercial motorcycle rider who allegedly obstructed the convoy of the Deputy Governor.

The Chief Press Secretary to the Deputy Governor, Timothy Nathaniel, in a statement noted that the ADC, Inspector Gaiya Mark, died from health related complications contrary to the rumour that the commercial motorcycle operator used charm on him.

He explained that indeed the okada rider breached the convoy of the Deputy Governor who was on his way to the office which led to the attempt of the ADC to arrest and warn the rider.

It added that the ADC slumped and died moments after stopping the rider at U.B.A. area of Murtala Muhammed Way, Ilorin, as there was no confrontation between him and the okada rider.

The man was said to have died on the way to the Civil Service Clinic, Ilorin, where he was certified dead by the doctor on duty.

Corroborating the views of the government, the Police Public Relations Officer, Okesumi Ajayi, confirmed that there was no scuffle with the commercial motorcycle rider before the ADC died.

He described the man as gentle and dedicated who lost his life on duty

The Central Bank of Nigeria (CBN) has introduced a new payment system called Real-Time Gross settlement (RTGS) system as part of efforts to implement Payment System Vision (PSV) 2020 strategy.


CBN’s Deputy Governor (Operations), Mr. Tunde Lemo, made this known while briefing journalists on Thursday in Abuja.

The News Agency of Nigeria reports that Lemo, who is expected to proceed on retirement on January 11, said that CBN put live operations to the new system on December 16, 2013.

He said the new RTGS was integrated with Scrip less Security Settlement System (SSSS) and would replace the old payment system in use since seven years ago.

“The SSSS, on the other hand, is a new initiative to issue, manage and settle government and other money market securities processed as electronic records in a Central Securities Depository (CSD) system.”

He explained that the RTGS was an inter bank payment infrastructure that was facilitating the real time settlement of electronic funds transfers on gross and irrevocable basis.

Lemo said that RTGS was built on swift standards to allow for safer, easier and faster inter connectivity with other payment system infrastructure both locally and internationally.

“It serves as the nucleus of the national payment system, as all payments finally settle in central bank money through settlement accounts maintained for designated financial institutions.”

On SSSS, he said it would facilitate the electronic management of the entire life cycle of securities transactions.

He said the system would manage the primary and secondary market securities and facilitate efficient open market operations.

Nigeria and the United Kingdom signed an agreement on Thursday on the exchange of prisoners between them.

Under the agreement, high-profile prisoners like former Governor James Ibori of Delta State, and other Nigerians in the UK prisons will be transferred to Nigeria to complete their jail terms.

The UK Minister of Justice, Mr. Jeremy Wright, signed on behalf of his country while the Minister of Justice and Attorney-General of the Federation, Mohammed Adoke, SAN, signed for Nigeria in Abuja.

Wright, who visited the Acting Minister of Foreign Affairs, Prof. Viola Onwuliri, and the Minister of Interior, Abba Moro, added that the British government would give the Federal Government £1m [about N280m} for a comprehensive reform of Nigerian Prisons.

During the visit to Onwuliri, Wright told journalists that under the agreement, the consent of a prisoner was not required before his repatriation could take place.

He said, “In relation to individual prisoners, there has to be a good deal of discussion between our two countries about individual prisoners and the agreement of both countries to be secured before individual transfers.

“The compulsory nature of this prisoner transfer agreement is that the prisoners’ themselves do not have to choose where they go or not but the respective countries do still have an opportunity to discuss whether a transfer should be made.’’

In April 2012, a British court sentenced Ibori to jail for 13 years for money laundering and associated crimes.

Ibori’s wife, Nkoyo, his sister, mistress and London solicitor were also convicted of related crime.

Onwuliri, who described the pact as “historic,’’ said experts from both countries would work out modalities for its implementation.

“We have been on the prisoners agreement for a long time and we are happy that we are beginning the year on a happy note by signing this agreement,’’ the News Agency of Nigeria quoted her as saying.

The minister expressed delight that the agreement would improve the condition of Nigeria prisons based on earlier pacts reached before the signing.

She pledged that Nigeria would continue to improve the condition of its prisons.

Also, the Director of Consular and Immigration Services in the ministry, Mr. Abdulazeez Dankano, noted that both countries were signatories to the Scheme for the Transfer of Convicted Offenders within the Commonwealth.

Dankano stated that the scheme allowed for transfer of prisoners between Nigeria and the UK where the consent of both states and the prisoner was obtained.

He said that under the Commonwealth Scheme, only one Nigerian had been repatriated from the UK since inception.

After the agreement was signed, Wright stressed the importance of respecting the agreement by the two countries, adding that there was a need for the prisons in Nigeria to be improved considerably.

The UK minister, who led a five-man delegation to Moro said, although the prisoners were paying for the crimes they committed, conditions in their detention centres should be made humane and accommodating enough for them.

He thanked the Federal Government and Moro for making it possible for the two countries to finalise the agreement.

“We believe that the agreement today is a positive step in furthering our mutual relationship and partnership with Nigeria for prisoner exchange. Under the agreement Nigerians in UK prisons will be repatriated to Nigeria to complete their terms,”Wright said.

On his part, Moro promised to do everything within his powers to ensure that the agreement became operative before the end of the year.

He said, “I think that it is in the mutual interest of the two countries that the agreement reached should be implemented to the letter especially with the kind of traditional historical relationship that Nigeria shares with the UK; we have no reason to say one thing and do another.

“This government, anchored on transformation, is desirous of ensuring that we do things very differently from the way we were doing them in the past which have not given us results.”

He assured the visiting minister that even though Nigeria was grappling with prison congestion, it would not hamper the new agreement.

Moro commended the British government for assisting in the reform and transformation of Nigeria’s prison system, especially in the provision of necessary facilities that would make the prisoner transfer viable.

There are 521 Nigerians currently serving jail terms in the UK and only one British national in Nigerian prison .

According to officials, about 60 per cent of Nigerians in UK jails qualify for the compulsory prison transfer agreement.

My colleague did his traditional wedding in September this year and the lady has been living with him thereafter. His pastor whith his head of unit in church visited him last week Sunday and rebuked them for staying together because they haven't done the church/white wedding yet.
He's confused now that can't someone decides that he's gonna do only traditional wedding? Is it illegal to live with your wife after trad?

Happy Sunday Nairalanders.

I've often notice this trend in churches now and especially at Christians special service gatherings (e.g Holyghost congress, Shilloh, etc); the ushers would deprived those who has been at that venue/church even days ahead of the program to sit at the front rows because they've reserved those seats for some dignitaries who will strawl in late to the event.
Atimes, some of these so called special people won't even show up at all and the less priviledge ones won't find a place to sit till d end of d program while those seats would be empty.
My question is should there be preferences in the house of God? Is that in line with Jesus' teaching or the "pastor thing"huh
