Truth is that most of Nigerians including the middle class cannot afford most of the houses developers ars developing for sale. I live mostly in Abuja, there hundreds if not thousands of these big houses developed but have been unoccupied in last ten years in FCT. More are still being built, i guess this is largely due to free government fund in the city. I am told there are similar situation ikoyi and parts of Lekki of unoccupied high value flats and massion. Best of luck to the developers anyway.

There is a growing middle class in most developing economies and they are the targeted customers.
Although the modal population are youth below 40 years, most of them are poor and unemployed.
If we were living in a socialist country, then the idea of affordable housing would work. But developers are business people following the money. They are not building for the masses, they are building for those you have money to buy.
People should be allowed freedom to make decisions based on personal circumstances. These growing middle class, young single people would always insist on bigger spaces because they can afford them and because it’s a better investment.

Well i got someone to present my case to LIRS and i guessed they saw reasons why i should not pay another tax again since i presented a 3 years tax clearance from another state. This is not their conventional appeal method. They wrote another advisory to planning ministry that made them released the planning approval. Lagos state is a very difficult place for building. They almost always forced you to have to sort or bribe their officials. Nothing is quite straightforward. I have been waiting at the land bureau for land documentation for over 6 months. They said they are doing digitalisation of the land registry.
I am almost convinced the best thing to do in Lagos is buy already built houses if one has the money and find the one that fit your preference.

This is actually arm twisting from the state government. I faced similar situation in Lagos state last year. I presented tax clearance from another state but they still gave me 1.5m tax bill. I successfully appealed the process before LIRS waved the 1.5m tax bill. If they want to impose tax on building approval, they should call it as such not income tax.

The reason I asked is even if an individual paid $100k in taxes in US or £70k in taxes in the UK. There's no way building approval authorities will be hitting back flips and clapping for you...
Although it seems that what they are doing is trying to generate revenue for their respective states but they don't really care about taxation laws.. they all want to be paid in the end.

Matter of fact, even if you bring in income tax receipts from a different state, the state you are building on will still tell you ehn ehn.... You paid taxes in different state, the tax we need is the receipts of the ones you paid in the state you are seeking the building approval from
( this happened to me).

This is one of the many reasons why individuals resort to "any means" to overcome this burden and get their building plans approved because even if you try to do right , they still say you are wrong. Damn you if you do, damn you if you don't.

Why would someone pay taxes in 2 different states from one income?? It defies common sense but that's the way it they think it should be

But the bigger part of it is with the loose privacy laws in Nigeria, someone Turning in their foreign tax documents with their information 'might' be opening themselves up for things they didn't bargain for.

Also, jealous folks in that office will be saying ehn ehn... hin wan show us say hin dey live abroad etc... and they will see the abroadian as ATM or make life unnecessarily hard for them.

Search for Lagos state safety commission on Google and contact them. That is how i proccessed mine early in the year. It require safety report on the project. I think i spent about 300k for both the report and approval. If you go through their staff at LGA level, they can give you fake sign board like this for far less. I didn't go through that route because i didnt want issues later in the course of the project. The while process took like about3 weeks to get the approval and signage. All the best in your project.

Lagos State runs an agbero government. No where is this more apparent than in the build industry. They have multiple agencies in the building space. Each of these agencies milk you to the highest level. Planning approval, safety commission approval, labscal approval and stage certification, area boys money, omo onile money, LGA approval. Plus several officials in these agencies that you have to give money for them to do their work after you have paid official fees. I built in FCT without paying anybody kobo aside approved fees.

Only 500k was reduced from what I eventually paid plus the 3 years tax certificates I tendered.

Was also told to write the LIRS chairman.

This country gives you more reason to just pack up and leave for good.

This is the assumption that Lagos state use to bully people building in Lagos State. When I had to get planning approval last year in Lagos, I was billed 1.5m after presenting my 3 year tax clearance from FCT. I was told to write to the chairman of LIRS but I know it will be a long route. I contacted someone close to the governor who got in touch with chair of LIRS. Of course they changed the assessment and agreed that my FCT tax clearance was sufficient. This shouldn't have to be, what of if i don't know any one I would have been double taxed. Mind you my monthly tax before i voluntarily retired last year December is enough to pay a senior civil servant monthly. Now they still do 5% withholding tax on all my consultancy fees and I am expected to file to pay more by year end on other sources of income.

Those who pay tax in this country are often over taxed. You pay PAYE, land use charges, VAT on every purchase, all sorts of levies by LGA people, pay tax on even on interest from savings you have in your account. Efforts should be to expand the tax dragnet and not over taxed the few that pay tax

A tax officer told me that the building tax in Lagos is dependent on the location and structure just as I said before.

Confirmed from 2 other officers from different tax offices in Lagos, afterall they had nothing to gain from me, so why would they say something not true?

I will stop here though and let others that went through similar situation share their experience.

There are stores which stock Ikea products in Nigeria though a bit pricey. I bought some tables from Likea store in Abuja recently. They have an outlet in Victoria Island, Lagos.

Thanks a lot. It's an old building that we bought. We actually don't have anythingto do with the family. We paid the community leader 20k and the area boys collected 50k when demolished the old building about 2 years ago . We will give them something but it will not be near what they are asking for. We have provisional approval from the planning ministry plus a registered survey from the state governments. We are trying to process the CofO to enable us secure final planning approval but then we are about starting foundation work. It's a crazy set up in Lagos. Civil servants also collected money here and there for the planning approval. LIRS demanded 1.5 million tax money at a time but we were able to use high level government contact to side step that. This is also because we have 3 years tax clearance from another state.

one million is a way too much, I think u should call the community head and tell him after fulfilling all the require documentation with them and government, you are not liable to give them any money, but you only want to dash them something and you specific what you have to give them, also inform their family head that there is a law in Lagos state that ban any exhortation from land owner or developer, expect you don't have your family receipt, you don't sign deed of assignments with them (the family) and you don't process your documents with government like having your registered survey, c of o, and your building approval, if you have all of this documents, if they try you too much just surprise them with the men in kaki, they will negotiate with u with like N200k or N300k they won't want to loose outrightly.

Nothing will happen afterwards they will only be saying either your friends or brothers are in the military, after all you are still going to be friends.

I'm saying this base on experience, if you are shaking for them they shake you to the ground, stand your ground, and those Lagos state government touts too will come with one of two document from local government, just give them something, sign and collect the document from them, your engineer could handle that for you, because if they know you are the owner of the construction they will be asking you owo odun.

There are a lot prebfabricated houses around. Right in front of my house is a mini estate of 6 (no) 4-story 3bedrooms pre fabricated houses built by Federal government in the 90s for civil servants in Abuja. The houses were sold by the Obasanjo administration in mid-2000s. The structures are still standing solid. To address mass housing deficit in this country, we need to look in the direction automating our building process. I live mostly in Abuja and I see a lot of good things done in the past by government. How we abandoned good practices I don't understand.

Trust me for a pro-people government, things can be done better. If government work the way it should work, some of the cost in building processes can be reduced. You shouldn'thave to sink your own borehole and have separate septic tanks if there is public water supply and sewage system. Government have resources to build mass housing for the populace. They can create a honest mortgage for people to pay up over like 20-30 years. How do you expect people who earn below 100k monthly to save up to afford 5m to build a house. We also need to review mass building design take care of the reality of our people. Most Nigerians actually don't need more than 1 bedroom (room and palour) or at most 2bedroom apartment. The present mortgage through the national housing fund is a joke. Most contributors can't access the fund because in most instances they don't have proper title over their land.

I've lay low on this though.

Even the FG with all concessions and everything cannot build a low cost 2 bedroom house in Nigeria with N5m. A lot of things are easier said than done.

Ogun gov is paying over N2.5m for the foundation of 2 units of 2 flats (direct labour). When you factor in the cost of the land, the shell, the finishing (no matter how cheap you decide to go), the external works (septic tank, tank tower, borehole, fencing. gate etc). You'd understand N5m is nothing when you're considering habitable house in Nigeria.

The elites always underestimate the earning power of the half-educated folks.. so we often assume they're not making anything. Even my bricklayers have more than N5m house.

I wish you has done your due diligence before you concluded on that transaction. Issues of existing tenant on a property that is up sale is always tricky. The best approach is for the seller to issue quit notice to existing tenants and get them off the property before selling it. Your best bet is to issue the tenants quit notice immediately which is for 6 months mot withstanding that their rent expire in July or so. If they are nice they will leave at the expiration of their tenacy or they can wait till the end of the quit notice. The law is on their side. I had similar experience about 2 years ago, though we removed balance of existing tenants rent from the total cost of the building. We still waited for 6 months before we could take over the property. You need to pray to avoid any court case from the tenant. I will never purchase any property with existing tenants in Nigeria again.

Hello all,

I need your advise on this. There is this building I just secured. I paid the lady 90% of the money and she said she won't release the documents if payments are not completed, so I rallied round and I completed all the payment. And she signed the deed of agreement and every other documents needed.

Now here is the problem. I just discovered there is a tenant in the building and I was told the rent is due in June /July this year. How do I go about evacuating the tenant since am not the one that collected the rent from him and the building is sold already.

The lintel in the pictures i shared is not precast lintel. If you look at the pictures very well what they did is to support the blocks at lintel with wood, they then filled the blocks with concrete mixture. The only thing is that with the method they didn't use iron. The blocks are stronger than what we have here i agree. It's an alternate method of building low cost housing. I wonder what the national building research institute does in Nigeria. They should be coming up with this alternate, cheaper and sustainable way of building.

I have listened to this arguements back and forth on the flat roof. I live in mafoluku oshodi, 90% of the houses here have flat roof of corrugated roofing sheets or asbestos. Most of this houses have been on for over 40 years plus. Most residents don't even have ACs. There is no single roof style that doesn't require maintenance.

Everyone to his or style but to say that flat roof is not meant for our climate is just fallacy.

There’s rockwool and many other insulation materials out there to explore.

Will it be easy to make a flat roof maintenance free? No!

Is it possible? Yes!

If a countryblike Columbia can have flat roofs, I’m not sure it’s be a big deal in a country like ours.
Come to think of it, it has only rained 7 or 8 times this year.

A proper install will keep the waters away.

On noise, every roof make noise except concrete slab, polystyrene slab, terra-cotta tiles, and Nigerite roofing which one of my client explored in 2016.

This is it. At times, i wish i have a building project in Abuja. Stones are such in abundance here. I can even get few guys and take them to any rock in Abuja. The rocks are free and everywhere. The process is simple get firewood, set some portion of the rock on fire, get some musle guys with heavy sledge hammer and the rock start peeling off in sheets. I have seen this process done so many times. The only time i built in abuja was for a short commercial lease that didn't require all the trims.

Sure. Natural stones and bricks anytime for me. Get those Abeokuta/Ondo stones, break them to different pieces and sizes and get a good baba Lati to finish the work. You would like the natural feel of the building. Note also that those stones are not cheap except if you are residing within the SW states.

If you have access to those stones and they come cheap to you, you may decide to cover a greater percentage of the wall areas with stones. The feel will be everlasting - come rain, come shine, it remaineth the same.

Natural stones and bricks will always make your building to stand out. Whoever passes your street will always take a second look at the building.

photographs from Ibadan CBD makes me nostalgic. We used to walk through this cenotaph on our way to the old cooperative bank HQ almost directly opposite the old kingsway building. The story of my childhood can't be completed without that kingsway store. So many memories, bata shops in and around the CBD, the old sketch building opposite first bank building

This is all shades of wrong. You pay tax on earned income in a juridiction. The best could have done is leavy. The governor Lagos do not pay income in fct and he should not be made to pay one of he has to build in Abuja but can pay levy and fees on the property. I guess they just see the clearance as a fee. So i have to dash Lagos state 750k-1.5m when i get to that stage. Gangster governance. Up till few years ago if you travel to some western countries you are refunded tax you paid on things you buy in the country on your way out at the airport.

Since you currently may not have a 'registered title' now, you'll need to get a survey plan of the land registered at the office of the Surveyor General, with beacon numbers showing, then hand the survey plan to your architect to prepare a drawing.

If it's a bungalow, you don't need a structural drawing, but for two floor building, you need a structural drawing.

You also need a soil test report. This is to tell you the kind of foundation you need.

Take all these documents to the LASPPPA office in your Local Government. They would prepare an assessment for you.

Assessment is done based on the gross floor area of your proposed building.

Less say your gross floor area is 300sqm, this size is multiplied by a rate of construction to arrive at assessed value.

The value in the assessment is what you'll pay.

You pay one to LASPPPA and another one to LABSCA called stage certification.

The part that out most developers is the tax clearance.

The minimum tax that LIRS will demand from any developer even in Ikorodu, Epe, Alagbado etc is ₦750,000 and if it's like Ikoyi, Lekki, VI, the developer can be asked to pay as much as ₦5million as tax clearance before you can be granted approval.

To LIRS, anything that makes you want to build means you must be rich. Hence, they ask for minimum of ₦750,000 from you, even if your land cost you ₦100,000

Give or take, the minimum to pay would be close to ₦1million.

How long does it take? It can take between 30 days to almost forever.

What is the type of foundation called? I have seen some pre-independence buildings with this type of foundation. Most building in the former 2 division army Barack in Agodi, Ibadan has this type of foundation. Infact children use to play under it. Why is it not favoured by builders now?

We have discussed this issue before.
The fact that a Professional body issued a price guideline, does not mean that is what Customers will pay or you should charge a Customer.
It is like when the Pepper Grinder Association just wakeup one day and raise dthe price of grinding Pepper to #100, no matter how small it is.
Smart Pepper grinders recognise that if you charge too much as your association suggested, you wont get customers and you will still have to pay Association fees but the smart ones will look at your Pepper and say, 'Okay, it is small, l will take #50 for this' and before youknow it, theyhave made a lot of money while the ones still insisting on Association price, are still yawning and waiting for their first customer.

I had a similar issue with my Welder.
He said their 'Association has said anytime they go to weld anything in a Customers compound, they must charge a minimum of #5,000, no matter how small it is. Because he has been working with me for awhile, he came to do the work (just to use fire cut a Padlock that we misplaced the key. One other welder who overheard our discussion when l said l will only pay #2,000, went to report him and their Chairman came to carry his Welding Machine, just infornt of my house, as the guy was about to leave.
Well, l ensured the Chariman and his assistant got locked up and chargedfor stealing. Apart from bailing themselves, they also paid for the fiancial loss' suffered by the Welder. Now that is an extreme case, l just dont like their overbearing attitude and l was determined to remind them that joining a Union is voluntary, by law. They have left him alone since them.
Unionism should not be solely to extort the Client, all fees should be reasonable.

There are Surveyors who are smart and will do a Plot for less than #400K, l know a few and it is genuine (that is the bargaining excuse they greedy ones use, they scare the customer that if it is cheaper than what their Union prescribed, it wont be registered at Alausa! Bullsheeet). I have used them twice in the last two years.
The person requiring a Surveyor can send me a PM and l will give him numbers of Smart Surveyors who will do it for #300K/Plot.
If you ask these #400K Surveyors why it is #400K, their best defense is That is what the Institute Prescribed or that is the standard fee!
Who says it is the Standard fee and what right do they have, to impose such exhorbitant price on Clients?
