Yes, you can submit it for stamping in the USA. You can estimate 2weeks to have it stamped and returned to your US address.
The requirement and style of submission in the United States is slightly different . You would need to send an e-mail to: info.canny@vfshelpline.com to advise you on the requirements.
VAC (USA) also has a platform where you can chat with an agent online - You would need to consider the time zones as regards their business hours. see link below:

NB: Since you would be staying in USA temporarily, plan to send to Los Angeles for a faster response and don't forget to have your biometrics slip handy.

For stamping someone here in Nigeria said you can actually be walk in and submit , according to him , he did that in Abj and got it stamped within 2hrs I don't know if this option of walk in is applicable in Us maybe u may try it as this is of urgency |

My wife and I decided on visiting the Niagara falls in Canada and US for our honeymoon. So I applied to the US embassy in Berlin in March this year and was issued the visa. Moving forward, I immediately applied to the Canadian embassy online via the new portal. Also attached our joint account statement and other supporting documents. Yesterday and today I received a message from IRCC as regards my application status.
In Summary: Application submitted: 17.03.2022 Biometrics: 01.04.2022 BVL: 02.06.2022 Application status: 03.06.2022 -- refused based on the following reasons;
• I am not satisfied that you will leave Canada at the end of your stay as a temporary resident, as stipulated in paragraph 179(b) of the IRPR, based on your travel history. • I am not satisfied that you will leave Canada at the end of your stay as a temporary resident, as stipulated in paragraph 179(b) of the IRPR, based on your immigration status. • I am not satisfied that you will leave Canada at the end of your stay as a temporary resident, as stipulated in paragraph 179(b) of the IRPR, based on the purpose of your visit.
We were actually surprised to see a rejected based on my travel history. I have traveled to more than 5 countries in Europe and I also have a valid US visa. Please I need an expert in the house to advice me on what to do next. Hello guys, based on the advice I received from some helpful guys here, including @Olasubomy @yungbilli and others. I applied for my GCMS notes and addressed the issues on it, by writing a detailed letter of Intent in my second application. Moving forward, I received BVL and PPR on the 13 of this month.. The thing is, my flight to New York is in two days time. Is there a possibility that I can send my passport for stamping in New York? If yes, any idea how long it would take? |

The refusal reasons means IRCC doubts ties to your home country (Nigeria). Refusal reasons based on travel history and immigration status could mean the following;
• You have more ties to another country aside from your home country. • There is no proof on file with immigration that you have a job or established business back home. • You have overstayed your visa in another country. • You currently live in another country and have been there for an extensive period. • You are currently studying in another country.
This is not saying you are guilty of any of the above because we have not seen your GCMS notes, but to show you a few examples of the meaning of that category of refusal reasons
Once immigration has made a verdict on your application, the only means to appeal this is Judicial review. Judicial review is costly and time-consuming, and it is like taking the Government of Canada to court. This is not to discourage you if you want to tow that part but to let you know that hiring an authorised Canadian Immigration lawyer is not cheap. They can only do their best to defend you in court, but the final verdict lies with the presiding judge or jury.
My candid advice would be that you don’t rush to file another application. The best is to wait for your GCMS notes and give some time to build a more robust profile or strengthen your home ties before filing another visit visa application. You save a lot of money with this approach.

You got a generic response from the VO, you need to order for the real officers note aka GCMS so you know the precise reason(s) for your refusal. |

You will find out if the reason for your refusal is genuine or just some bias because you applied for the US and not Canada first or because you're not holding a german passport or wanting you to apply from your home country. I won't be surprise if basically you only need to work on your letter of intent explaining more on your residential status in Germany, Travel Itinerary on why you want to visit Niagara falls in Canada when you can view the falls in the US from the observation tower, terrapin point, whirlpool state park and so on, and you could also have the horseshoe Falls, american falls, and bridal veil falls view. I believe you just need to have your letter of intent air tight and have a detailed Itinerary from US to CA and back to Germany. |

The answers to these questions were already filled in my DS160. He just wanted to be sure I wasn't lying  I went in with all the necessary documents but he only checked my bank statement and that was it. Qed! In all, I was very confident and truthful. |
