How does a flight from Ikeja towards the direction of Benin Republic equate as NigerDelta or Bayelsa?

The economic NigerDelta coastline of which Ondo state is a part does not even extend to Lagos. If Ondo oil within the Niger Delta axis belongs to Ondo state, how does oil located between Lagos and Benin Republic on the left translate to Bayelsa ownership that is on the farthest right?
