The support of the USA is unnecessary and only prolongs the conflict. The USA should be neutral and push for peace, even Obama was trying to do that around the end of his second mandate. Ukraine broke away from Russia around 1992, after hundreds of years of being part of Russia.
Crimeans of today self describe as Russian and even witnessed the breakup of their land from Russia. And crimeans voted to be part of Russia, after the USA sponsored a coup in Ukraine which put in some anti-russian people in charge of Ukraine.

The only reason the Donbass and Crimea were part of Ukraine is because the USSR joined them together for administrative reasons, when the USSR broke up, Ukraine became an independent country, Crimea and other parts of Russian ancestral lands were part of Ukraine because they were joined artificially to non Russian parts of Ukraine by the USSR which didn't forsee its own break up.

1.In the USA, "3rd party" only means a company in contract with an other company to provide services.
2. Universities are not printing companies so they have contracts with a given high end printing company which they would refer to as "3rd party" or "vendor"
3. The 3rd party operates under contract with the university and the request for a dipolma has to reach the desk of the registrar who can then order the printing or not of the diploma. The request and the order to print are recorded and kept by the registrar's office.
4. In our language, we would refer to the 3rd party as the contractor in charge of printing diplomas for the university.
5. Going to a random shop of your chosing to print your dipolma will only get you a fake diploma, which is not illegal. But submitting the fake dipolma is illegal.
