Changing school and course is allowed. The problem is changing country. So get admission in any course of your choice and university PTDF will gladly accept it especially for those going to Germany since university education in Germany is virtually free including German 11 excellence universities: TUM, LMU,Aachen.., except in state of Baden-Württemberg where one pays fees and to some extent France scholars too. For UK scholars, I don't think you can apply to any school except those on the PTDF list because PTDF has some kind of memorandum of understanding with those schools in fees payment(discount ) because UK universities fees are outrageous!
