Yah as soon as states are matured enough then they should do state police. Lagos is definitely matured enough for it. Even Abuja should have theirs but we can't selectively let states have their own police system otherwise it won't be fair.

We are not asking for world class facilities although it would be nice, all we are asking for is the basic things. Road, water, electricity and security. Simple things, not rocket science. Airport is a luxury to some states def. Port Harcourt airport is still an eyesore but they have a lot of money; this is just an example of bad leadership. So its not about being poor, its about good governance and managing resources well.

Lagos is a unique state in Nigeria because it's the only state every Nigerian sees as their last safety net and opportunity to survive and make a decent living and they all troop into Lagos in thousands every day with no where to live, no source of income and no prospect of employment, but they all cramped up inside Lagos, they overstretch the resources and meager infrastructure.

Lagos is practically shouldering the burden of all the failed states in Nigeria and when the state officials ask and beg for special status and extra resources, they strike and vote them down. I guess they are too shortsighted or just blind to the fact that Lagos is not only shouldering their burden, but also is the country's golden goose apart from oil. As a society, we can not have it both ways.



It was a perfect comparison, $3 billion is nothing in a state like Lagos state, a state with crumbling and worn down infrastructures. Exactly what do you think they have left after paying down their other statutory obligations and spending on other major needs around the state? Or you think that $3 billion is just siting there for roads? By the time they get to roads, most of it is gone..

$3 billion in a state like Lagos is chump change.

I do have a solution, but it's the kind of solutions that Nigerians don't like, that they do not understand and wont go for because they have to come out of pocket to pay for it..
Thanks a fantastic jump in IGR even after factoring inflation and currency devaluation. I agree with the points you made about Lagos. It should be getting more resources from the federal government. However I think the federal government should give them just enough to not disadvantage the development of other states. It's a delicate dance, I know, but other states needs to be given the opportunity to grow as well.

$3 Billion is a descent amount for Lagos, they just need to manage it well. Lagos can always work on increasing its IGR in order to get more money to spend capital expenditure or they can reduce recurrent expenditure and spend more on capital expenditure. They can cut down on inflated contracts or even take on the construction of roads themselves rather than subcontracting it to save costs or cut down corruption. Other places in the world do it successfully so it's not rocket science.

As it stands, Lagos state budget has a capital expenditure of N463 billion and a recurrent expenditure of N390 billion. Meaning just a little more than half will be used for capital expenditure which is very bad.

And what solution are you envisioning?

The state has less role to play , that's why some are calling for DECENTRALIZATION OF POWER , so that state can take care of some of these issues, many also call for star police to allow state take care of their security thereby given opportunity to indigenous people to handle the security of their locality since they understand their locality more than anybody else. for instance an Igbo man is sent to Zamafara community , where he can't communicate with them, he has no idea on community and can't even speaks the language of the people to get information about the locality... I don't agree with your argument because the the state/local government is supposed to affect the citizens the most. Nigeria is a federal republic, with executive power exercised by the president. He's the head of a representative democratic framework of a federal, presidential, representative democratic republic. The states have governors who also exercise executive power and should work in tandem with the federal government to solve issues affecting their individual states. The state governors are the heads of a representative democracy in their individual states and should be solving their individual problems. Governors and local government chairmen should also be at the forefront of leading the effort of developing the states/country not just the president.

Nigeria is not matured enough for state police so having a centralized police system is probably the best way to handle the police situation right now. For the most part, those communities in Zamfara will understand pigin English or English so I don't think language is a huge concern here.

States can provide the right incentives for private sector to come in to help them generate power for their citizens for profit. It's not rocket science. We just need to have the will to do it.

States have enough money to provide world class hospitals and healthcare facilities for its citizens, the governors just choose to not do it. So decentralize power won't do much to solve the issues.

Some many things, the only things he does is that he pay salary that's all.
At least he pays salary. Some states just don't even pay. Kogi and Abia state.

The Gov. is NOT the CSO of his state because the the CP reports and take orders from the IG. Even if all the state is burning and the Gov calls the CP, without getting directive from the IG of police, there will be no response to the Gov's calls...it has happened in Lagos, Plateau, Zamafara, Benue, Taraba...name them, forget about insecurity for any state, even in the SouthWest all the states are comming together to solve the insecurity challenges because its beyond a state alone and seems not to caught the attention of the fed govt yet u r here blaming one Gov. . I ve never been to the southeast in my life, and apart from the Python dance, to me, Abia is more safer than Enugu and Ebonyi always in the national dailies for one security issue or the other and I can't blame the Gov because it's a national issue just thesame way I won't blame Gov Zulum of Borno and Matawalle of Zamafara...


In Education , please name any federal primary, secondary, tertiary institution that is doing well , even more than a state even with the amount of money from fed govt huh...
Education is a national issue in Nigeria, don't blame those state capitalizing on it... KOGI, Benue, Ekitit , Ondo, OSUN, all got BAIL OUT, but yet are still oweing before and after bail out...who should we blame huh

Can u pay huge amount for a service and did't get it and yet u fail to take action against those involve ??, Even when u have all the powers to get back ur money ??..

I think we have completely different views on the governors role. So in your view, what is the governor's job if he shouldn't really be too concerned with education, security, healthcare or economy since the situation in Nigeria is bad to begin with?

$3 billion budget for 20 million people to run the state civil service from ministries to agencies, build schools, build hospitals, waste management, complete ongoing major project, pay bills, pay vendors and suppliers and build thousands of damaged roads and so on and on?

Their budget in New York with comparable population and already developed infrastructures is $175 billion.

The problem is not the governor, it's lack of funds do tackle the all the issues on the ground.

Well, the governor can work to increase the internally generated revenue and continue working. If he boosts the states economy enough, he can generate more revenue from taxing corporation, employees, and taxes on other activities in the state. So yes, the governor might not be the only problem but they can and should be solving the issues we are discussing here.

Be nice na, you shouldn't compare NY to any state in Nigeria. Maybe Lagos?. Haba In NY, they have a different problem. We are in completely different stages of growth so $3 Billion will probably go a long way for us than $3 Billion there because the incremental improvement per dollar is high here.

I think the US has a service to protect foreign leaders visiting the US. However I think you might be right in that they don't protect the non-heads of state.

I don't want to get lost in the security/no security back and forth, my point is that we shouldn't resort to violence abroad to solve this problem..

Are you envisioning a Cersie-walk-of-shame (Game of Thrones) type of shaming? They should really be doing more.

And for beating them abroad, they can easily get the government of that country to provide security throughout their travels and we won't do anything about it. And I don't even think thats a good way of solving the problem because we've tried violence as a way of solving our problems in Nigeria before and it hasn't worked.

Most of your criterias are national issues...imaging u listed insecurity, does a governor have control over the security of his state ??....education and most things u listed there r national issue, a state can only do little...Nigeria.is not working...for me GOV. YAHAYA BELLO is the worst, because he has not done anything(Which am not expecting but) cannot pay workers and yet federal govt. is paying monthly allocation...even if u want to steal money for projects, continue, but altleast pay people working for u their salaries, they have school fees, families feeding, many things to pay , how can a family moan witth wife and children be leaving his house every working days and at the end of the month , has nothing to offer his family and yet the Gov is eating , smilling, sleeping and merry making ??....I beg for Allah's mercy on them
Security situation:

All of those things are the responsibilities of the state in Nigeria. The state governors also gets the title of " Chief Security Officer of the State". We don't have state police in Nigeria but the governors have commissioners of police who they can work with to improve the security situation of their states.

Education:

Primary, secondary and Abia state university is under Abia state control. So is Kogi institutions. How is that Buhari's fault that your governor can't perform?

Paying salaries:

Abia and Kogi owe a lot of money in salaries. Common salaries. Pensions and gratuity is not even included in this oh. They don't treat the retired civil servants well at all. Shame!

I couldn't agree more with you. However, it's tough to protest in Nigeria, just look at Sowore for example. In a country with proper laws safe guarding protesters, I believe people can protest all day until something happens because there's nothing stronger than the human will.

I somewhat agree that heaven helps those who help themselves but rumor has it that a lot of these bad governors rigged themselves in. Bribery and corruption is still rampant in the country so anything can happen.

We need to hold our leaders accountable otherwise, no one else will. American or UK won't come and force Ikpeazu or Bello to perform well for its citizens, it has to be citizens of those states.

Y'all haven't been to cross River state lately. Ben Ayade is the worst scam of a governor in the entire south South.

Remember that pot hole shaped like the Nigerian map its one one Governor Ben Ayade's legacy. Cross Riverians have never had it this bad. There's endless bloodletting in communities over land disputes and he is clueless on what to do. He's brother runs the state in his absence. NOTHING is just working in the state just silent looting and acquiring of properties for himself and his cronies.
I actually thought Cross River had a good government/governor. I stand corrected then. How bad is he compared to Kogi and Abia Governors because these 2 guys are really working hard to take home the title of Worst Governor in Nigeria?

First of all, that's a lie. Most of the roads in Abia state are state and local roads and all the markets in the state are local markets. Since when did federal government start administering markets?

Where did you download these aerial pictures from? Online? I'm sure many people can provide pictures to confirm that Abia state is the worst of the worst when it comes to infrastructure. Looks like Kogi Governor is winning based on everything else.

Okay. Abia gets ~N5 Billion monthly as federal allocation. Governor do nothing gets 22% of that as security vote alone. Let's assume the security vote he's getting is legal, which it is according to Nigerian law, it probably pales in comparison to how much he pays himself and his cronies in government. So let's say all in all, the governor takes 1 Billion + another 1 Billion in salaries and other personal/government expenses monthly. That will be 2 billion/5 billion = 40% of the federal allocation! In what world is that okay?

In what world is it okay for one man to take that much of the states resources. Why not be "selfless" and use some of that stolen money to provide basic things like water, electricity and roads? Or better yet, clean up the filthy city?

I measured all states I've visited based on these parameters and yes, Abia was and still is by far the worst. It's very embarrassing actually and downright shameful.

On the July allocation you mentioned, I went ahead and downloaded the August allocation from the federal website and see below:

Total Net Amount (Federal Allocation) Governors Security Vote Amount going to ONE INDIVIDUAL
Abia 4,570,196,229 1,000,000,000 22%

In whose world is one man entitled to ~22% of a state's federal allocation? This amount doesn't include bribe money or the amount the deputy gov, and government "people" take home. Abia and most Nigerian states spend around 75% of their budget on recurrent expenditure and around 25% on "capital expenditure"; how is that sustainable? You and I need to be honest with ourselves here.

A subsection of the economy which depends on government salaries are literally being starved to death in a democratic state in this 21st century.

Kogi is close 2nd.

How naw? This is my opinion sha. If I'm wrong just prove me wrong, no long thing and I'll be a believer. I've been to a lot of cities/states and Abia state was by far the worst in terms of infrastructure alone. It was quite embarrassing actually. Let's call a spade a spade and not try to sugar coat anything.

The government in Abia State is very poor and that's putting it very lightly. Kogi is 2nd on my list but only because of other reasons.
