Following the return to Aso Villa by the President of the federal republic of Nigeria, General Mohammadu Buhari from his medical trip to London in the month of March, marking two months of absence from power, sources within the Presidential villa reveal that the President who immediately took over from his vice, Yemi Osinbajo barring his health condition virtually ‘handed over’ power to his nephew, Maman Daura. According to the source, the President has maintained a strict schedule since his return. He reports for duty in the late mornings and hangs around for a little over an hour before returning back to his residence for rest and sleep. Our source explains that the President was not healthy enough to have left the medical facilities in London to return to Nigeria to face the rigors of Presidency. The source also explains that the President is fully aware of his weakened health status – and his inability to face the rigor of Presidency.But the President’s handlers and/or close associates – whom the President’s wife had referred to as the cabal – were said to have impressed on the President that his continued stay in Nigeria as the active president can be stage managed to avert a feared take over by the vice president. The cabal as our source explained, have a full blown fear of Osinbajo presidency. For this reason, the cabal has taken over fully from Buhari. Before President Buhari fell ill, Mamman Daura and the cabal were powerful and held power and great influence on President Buhari. But with President Buhari’s return, Mamman Daura became the President. His power became that of the president. He began making policy decisions without consulting the President. “And Buhari is okay with it”, said the source who added that the alternative would be to return power to Osinbajo. Our source indicates that the health status of the President has yet to come around enough to enable him engage in presidential activities over extended period of time. “He still suffers occasional dizzy spells” and his old ear infection and other brain related affliction is believed to have affected his ability to hold his balance against the effect of vertigo. The effect of vertigo is common with stroke victims. Buhari’s aides and Ministers seldom have audience with the President. Most often, it is Maman Daura and/or Abba Kyari, the Chief of Staff who seats in for the president – and, are reported to be piloting the affairs of managing the ministers and including approvals and directives. A delegation NPOWER team has lauded Governor of the state of Osun, Ogbeni Rauf Aregbesola for massive infrastructural projects embarked upon in the state. This was revealed on Monday, when the Senior Special Assistant to the President on Job Creation/Youth Employment in the Office of the Vice President, Mr. Afolabi Imoukhuede visited several areas in the state as part of a three-day tour to evaluate the NPOWER volunteers and engage stakeholders in the state. Afolabi commended the government, describing the infrastructural turnaround of the state as simply amazing, “It’s my first time in Osun in a long while, but I must confess, the infrastructure development across the state is revolutionary and simply amazing.” “The fact that Osun is one of the list earners from FAAC, yet has been able to put all these up (referring to the Ataoja Government High School, Osogbo and the nearby November 27 Bridge and interchange), is really commendable.” Afolabi’s team visited Olorunda Middle School where 25 NPOWER volunteers are presently serving, health centers and some farms settlements on the first day of the tour to interact with the volunteers and stakeholders. N-Power is the Job Creation intervention of the President Muhammudu Buhari’s Social Investments Programme targeted at both Graduates and Non-Graduates between the ages of 18-35years. During the last year application process, the State of Osun recorded 24,080 Graduate applications out of which 10,041 were deployed to the State in December 2016 as part of the 200,000 Graduates employed and deployed by the Federal Government under the N-Power Job Creation intervention. There was a time traders come from north, west and east to Onitsha to buy goods. So unfortunate that due to lack of encouragement, security and improvement of commercial facilities on the part of the state to sustain large scale trading, many importers relocated to Lagos. Today, the biggest importers and traders from Anambra State are in diaspora. As an APC governor who has the interest of the state, Dr Obidigbo's administration will work with the APC govt at the centre to fully dredge the river niger to enable cargo ships sail to Onitsha port. The cargo port will greatly reduce the risk occasioned by hauling goods on the roads. All markets in Onitsha including their access roads and public facilities will be improved. Cleanliness within the commercial city of Onitsha and indeed the entire state will be a top priority. Onitsha will equally have an industrial corridor as most entrepreneurs, manufacturers and industrialists consider near-ness to market as a factor to industrial establishment. Leader of the Niger Delta Peoples Volunteer Force, Mujahid Dokubo-Asari, has described President Muhammadu Buhari’s administration as the worst Nigeria has ever had and called it “deaf and dumb”. He stated this in an interview with the Punch. “This is the most hostile government. This is the most insensitive government in the life of this country. All our (bank) accounts were put on surveillance, till today, but they found that this man did not steal any money and he is not involved in any criminal activities. We just thank God. A lot of people think I must be corrupt but they have looked everywhere and they found nothing. This government wrote to us that it was going to pay what they were owing us for contracts we concluded and they certified that the contracts were excellently concluded but they refused to pay,” Dokubo said. When asked how Buhari could turn the current economic recession around, he replied: “This is a deaf and dumb regime. Vice-President Yemi Osinbajo is trying to placate (Niger Deltans) but that is not enough. We are talking about fundamental issues of self-determination and this issue cannot be swept under the carpet by palliative measures and all sorts of things that people are demanding. “This is the worst government in Nigeria because they came with the mindset to kill but unfortunately, they found it very difficult to kill us. People are racketeering with the foreign exchange to the detriment of others. Some people are buying a dollar for N520, while others are buying it for as low as N185 from the Central Bank of Nigeria. So, when people are talking about fighting corruption, I laugh. What manner of corruption could be greater than giving some persons dollars at N185/N190 and others are buying at N520? Now that Osinbajo is trying to block those cracks, the dollar and other foreign currencies have started coming down. When I was driving recently, somebody asked me to come down but I told him I have a waist problem and I cannot walk a far distance. I am not ashamed to tell somebody I cannot walk a far distance. People like Femi Fani-Kayode, Ayodele Fayose and I raised the alarm that Buhari was not (feeling) fine but people said we would be the ones to die first. We will all die but why should one lie? Women and some unruly youths of Umuoba Anam who protested n*de round their community last week in protest against their tradition ruler, Igwe G.A. The Igwe, however, denied having any hand in bringing the herdsmen to the community. The chairman of Anambra East traditional rulers’ council, Igwe Alex Edozieuno, the Ezendo Mkpunabo and traditional ruler of Mkpunabo kingdom, Aguleri Otu, told NEWSMEN in Awka that when the matter was brought to the council’s attention, it absolved the traditional ruler who denied any wrong doing. In their meeting which took place at traditional rulers’ office, Otuocha, last Monday, the rulers after looking into the matter resolved to order the protesters to appease the gods of Umuoba Anam within two weeks to avoid calamity visiting the community. Igwe Edozieuno said the council invited elders of the community who condemned the protesters and passed judgment on them and hence the verdict was passed on them. He emphasized the importance of peace and stability in communities, especially in Anambra East which is the local council of the state Governor, Willie Obiano. For instance, Igwe Edozieuno said the rulers’ council also waded into a dispute which nearly erupted in physical combat between Igbariam and Nando communities in which members of each community resorted to stealing farm crops of each other, especially cassava plants at night. In their verdict, he said, the rulers advised the communities to only harvest their cassava plants two times a week in broad day light. The rulers extolled the leadership quality of their son, Governor Obiano and asked Anambra people not only to give him a second chance but vote massively for him in the forthcoming election. They raved the loyalty and support of all citizens including church and community leaders to ensure peace and security in Anambra East and its environs. Awka, March 28, 2017 Mr Jude Emecheta, the Managing Director of Anambra State Signage and Advertisement Agency (ANSAA) has urged aspirants in November 2017 gubernatorial polls to pay the N9 million fee for posters. Emecheta told the Newsmen in an interview on Tuesday in Awka that payment of the fee was sacrosanct, as it would be used to clean-up the environment which would be littered with posters after the election. “`The N9 million fee on each political party aspirants for Nov. 18 governorship election in the state for poster pasting and bill board erection in public places will be used to clean-up and repaint the city after election. “The agency will ensure that posters and other campaign materials did not deface strategic locations in the state and advised that election materials are pasted rightly to avoid defacing the state. “No election posters are permitted to be pasted on public building, traffic lights, poles and round-about. Politicians should direct their aides to paste their campaign materials at the approved backing boards to avoid prosecution. “The aim of the imposed fee is not to witch-hunt any political party aspirant but simply to ensure that things are done well and in a manner that befits modern political environment,’’ he said. reports that Emecheta had in February said that any political party aspirant for Anambra governorship election must pay a fee of N9 million, N3 million each for the three senatorial zones, before their posters or bill boards would be allowed to stand in the state. He said that any political party aspirants who failed to comply with the directive would have his/her bill board or posters removed and would face wrath of the law. reports that this imposed fee order had continued to attract negative comments from political parties and stakeholders with most of them describing the fee as “illegal and outrageous’’. Mr Emeka Ibe, Anambra State Chairman of All Progressive Grand Alliance (APGA), said the fee was exploitative, outrageous and would be resisted in the court of law. Mr Mattias Emeke, the State Chairman of Progressive People’s Alliance (PPA), said that the agency was afraid of their boss losing the seat come Nov. 18, and thinks that intimidation would be a tool to deter aspirants. “We can assure the agency that we will reject the order because it is unconstitutional and was aimed at edging people out of the race,’’ he said. Mrs Angelina Okoye a politician said that the order was uncalled for and urged the agency not to pollute the polity with unnecessary levy. She said that fair playing ground should be given to all political parties in the state and advise that the agency should shun any act that may cause chaos, during or before the election. Mr Mike Igweilo, said that the policy was wrong and would be challenged at the appropriate time and advised the state government to review it. Mrs Chieso Okeke, a politician said that the fee was on the high side for female politicians noting that it would discourage women in politics. Mr Ikem Chiadikaobi said that the agency had shown that the state government had intentions to use its machinery to suppress other contenders in the forthcoming polls. He said that government should scrap it totally if they are assure it is not their plan to edge other contenders out of the race. However the State’s Chairman of All Progressive Congress (APC), Mr Noberth Obi said that the state government has good intentions in coming up with the policy, as it was part of government’s drive to generate money for the development of the state. He said that APC candidates were willing to pay the fee because advertisements helps in projecting people in politics. Governor Obiano‘s 3 Years Of Triple Good For Ndi-Anambra; The Achievements So Far, Will Make You Jealous Folks, I hereby begin a SERIALIZATION of Governor Willie Obiano’s Account of Stewardship in the past three years. This is essentially made up of excerpts from his special Broadcast to Ndi Anambra on March 17 to commemorate his 3rd Anniversary. This method of presentation offers the advantage of following the narrative directly from the broadcast script. The excerpt below situates the account of stewardship within the framework of his Economic Blueprint for ease of understanding. Follow me… “Umu nnem, I am often happy to hear people talk about this administration as if we have been in office for more than three years. It re-affirms my belief that our programmes have not only had an impact, but they have also been well received by the people. Dalunu! Looking back to when we started this journey, I declared that our Vision was to make our dear state a 1st Choice Investment Destination and hub for industrialization and commercial activities. I also announced that our Mission was to make Anambra State a socially stable, business-friendly environment that would attract both indigenes and foreigners to seek wealth creating opportunities. Ndi Anambra, I am immensely happy to note that our Vision and Mission Statements are almost fulfilled because in less than three years, we have attracted 40 investors with a collective investment inflow of $5.5bn US Dollars into Anambra State. These investments confirm to me that our dream belongs to the people and they have taken total ownership of it! They also re-confirm to me that this administration is on the right track! Ndi Anambra we have also done well in all the key indices of performance. A look at my Economic Blueprint known as the Four Pillars of Development and its twelve Enablers confirms this. Now, I will start with AGRICULTURE – Agriculture is the number one Pillar of my Blueprint. Our Mission in Agriculture is to become a Top-3 state in Agricultural production in Nigeria. I am delighted to announce that we have placed Anambra on the Agricultural map of Africa within a short period of 3 years. So far, we have attracted investments valued at $1.2bn US dollars into the Agricultural sector alone. Thankfully, our decision to place Agriculture as a top priority has yielded great results. Slowly but steadily, my campaign promise of jobs! Jobs!! Jobs!!! is becoming fulfilled. In the past three years, the Agricultural sector alone has given us 725 direct jobs and 5200 indirect jobs. The big investors in the Agricultural Sector are Coscharis Farms Anaku, JOSAN Integrated Rice Farm and Mills Ufuma, Lynden Integrated Farms, Igbariam and Delfarm/Songhai Farms, Igbariam. It is important to note that when we took over the leadership of this great state, Anambra was producing only 80,000 metric tonnes of rice per annum. Today, we produce an impressive 240,000 metric tonnes of rice. JOSAN Integrated Rice Farm and Mills has a capacity to produce 90,000,00 metric tonnes of rice. With the inauguration of JOSAN Farms last week, Anambra now has the capacity to produce over and above the 320,000 metric tonnes of rice that the state consumes per annum. It is instructive to note that we have surpassed our rice target in three years and at a time of economic hardship. JOSAN Rice Farms and Mills is the largest integrated rice farm in South Eastern Nigeria with a capacity to engage in 3-season planting cycle in a year. At the moment, Coscharis Farms in Anaku conducts two-season planting but arrangements have been perfected to ensure that Coscharis makes a smooth transition to 3-season planting in December 2016. Indeed, what gives me immense joy is the fact that all the equipment installed at the JOSAN Integrated Rice Farm and Mills were all made in Ufuma. That is a brilliant use of local talent and resources. Another brilliant idea of this kind is the synergy between Delfarms and SABMiller Breweries. An agreement has been reached for Delfarms to supply SABMiller the sorghum it needs to power its 2.7 hectolitres capacity brewery. This will lead to more jobs in Delfarms which will obviously need more hands to produce the quantity of sorghum needed to feed the brewery. Again, we see jobs! jobs!! jobs!!! Again, a promise fulfilled! Indeed, our achievements in Agriculture have made international headlines. We first announced our presence on the continent with Anambra Rice which won the Best Rice Brand in Africa at an Agricultural fair in Lagos, two years ago. We also opened a historic window to Europe when we exported the first consignment of vegetables from Onono, Ogbaru and Oraukwu to the United Kingdom a little over a year ago. At the moment, we have opened yet another window for the export of 5 million tubers yam to the US in June this year. On the policy and technical end, we set up a committee of renowned agronomists that produced a blueprint that serves as a guide to agricultural investments in Anambra State and a committee on land acquisition that has negotiated out a land-bank of about 67,000 hectares for agricultural and industrial businesses. We have since organised our farmers into 2000 cooperatives and established an Electronic Control-room from where we can monitor all our 97,487 farmers scattered across the state from the Ministry of Agriculture here in Awka. Ndi Anambra, I felt fulfilled when the federal Minister of Agriculture, Chief Audu Ogbe and the Governor of the Central Bank, Mr. Godwin Emefiele visited our dear state last year to see a mechanized rice farm in full operation at the Coscharis Farms in Anaku. Once again, that visit has re-confirmed that our choice of Agriculture as one of the pillars of our economic agenda is wise!" Reactions Continue To Trail Ile-Ife Crisis As Osun CSO Condemns Buhari, Aregbesola, Police For Arresting Only Yoruba People {Must Read} As reaction still trailed the one sided arrest of the acclaimed culprits of the recent civil unrest involving Yoruba /Hausa in Ile-Ife, Osun State where some lives were lost during the fracas, a civil group under the aegis of Civil Societies Coalition for the Emancipation of Osun State(CSCEOS) has condemned the President Muhammadu Buhari, the State governor, Mr. Rauf Aregbesola and the authority of Nigeria Police Force(NPF) led by IGP Ibrahim Kpotum Idris over one sided arrest of only Yoruba people, including the two monarchs, saying that President Buhari has been pursuing Hausa/Fulani agenda since inception of this administration in May 29th, 2015. The group strongly rejected the action of the Nigeria Police by parading the twenty Yoruba persons in Abuja on Monday for allegedly master minded the crisis and leaving Hausa people that behe@ded the Vulcanizer and as well killed other Yoruba people that lost their lives during the fracas, noting that the security operatives were bias in the conduct of their investigation of the crisis, calling for the immediate and unconditional release of innocent residents from Police custody. It alleged the State governor, Mr. Rauf Aregbesola for playing politics with the lives of Osun indigenes by failing to condemn the one-sided arrest of the innocent Ile-Ife citizens by the security agents as Chief Security Officer of the State, because President Buhari who happened to be his party leader in the country, was from Hausa/Fulani ethnic group, saluting the courage of the groups and individuals who spoke against the injustice meted out to Yoruba race in their fatherland. Reacting to the way and manner the innocent residents of Ile-Ife were arrested in connection with the recent Ile-Ife March 8 crisis between Yoruba and Hausa and their subsequent paraded before the Media, through a statement issued , signed by CSCEOS's Chairman, Comrade Adeniyi, Alimi Sulaiman and a copy was made available to NEWSFLASHNGR on Tuesday, faulted the security operatives for their bias and unfairness to the arrested innocent residents. It further stressed that Yoruba race would not take this action lightly with President Buhari controlling the Nigeria Police Force to clampdown on Yoruba people as they did during the June 12 Presidential election annulment saga where many innocent Yoruba leaders were killed unjustly, calling on Yoruba leaders and groups to rise up against this injustice of highest order from Ibrahim Idris led Nigeria Police Force by seeing to the immediate and unconditional release of arrested innocent Ile-Ife residents. They described the Security operative action as unacceptable, barbaric, unfair, satanic, evil, ungodly and crime against humanity and God, urging the Police to live above board in dealing with a situation of this nature by not engaging in action that might trigger another crisis in our society, adding that nothing good would not come out of the Police investigation than to bring unnecessary tension to the peaceful town. According to the CSCEOS: "President Muhammadu Buhari since inception on May 29th ,2105,has been pursuing Hausa/Fulani agenda which made the Police under IGP Ibrahim Idris not to bring any Fulani herdsmen to justice over illegal killing of innocent citizens across the country in recent past. The action of the Nigeria Police in arresting the only Yoruba after the March 8 crisis in IIe-Ife, had shown the high level of bias of the security agent that are supposed to live above board. We strongly condemns the violent clash but it is our believe that police should conduct the investigation to unravel the crisis, not to be one sided. "Yoruba race are not second class citizens to other ethnic groups in Nigeria and the security operative action is unacceptable and totally rejected by all and sundry. Our advice to the Nigeria Police over this matter is to release the innocent residents arrested unconditionally by going for option of amicable resolution. Today, Nigeria has one of the world's most uneducated man as President. Nomatter how or what anyone feels, this is the truth. Yes, till this day, doubts still persist as to if he actually wrote his WASSC or School Certificate examination which is the entry standard to contest for political office. Nigeria has had series of very many uneducated men as Presidents. It is an established fact that out of the 13 Presidents the nation has produced in her nearly six decade of nationhood as from Independence, only but three, the triplet of Zik of Africa, Dr. Nnamdi Azikiwe who was even a ceremonial President, then long after came the duo of Alhaji Umaru Musa Yar'Adua of the blessed memory and lastly, Dr. Goodluck Jonathan, outside these three, none other past or incumbent Nigerian President ever graduated from any institution of higher learning before becoming President, none! Now, it may seem laughable, well for me, it is ridiculous and perhaps very shameful. If our entry requirement in Nigeria for an exalted position, the number one in the land which is so multi-tasking and requires a great deal of intelligence, smartness and energy, here we have such low entry criteria, how then do we expect high outcome or wonders to be done. A Latin adage reads thus: "Nemo dat quod non habet", meaning: "No one gives what he has not". If you decide to do away with your very best eleven and choose your best eleven from "behind", obviously the result would concur with the foolish choice of choosing the visionless, missionless and ambitionless class as against a saner choice of serious-minded, mentally stable and intellectually sound fellows. This is why even in this golden age and time, a President still talks of Western Germany, goes abroad to call his own countrymen criminals, where even before a woman world leader, he carelessly remarks that women, of particular mention his own wife has their place in the living room, the kitchen and the other room (whatever that means), he isn't sure of the electoral body that conducts elections and not very sure also of the full names of even the political party to which he is a member of and contested under. Sen. Dino Malaye suddenly has become a target and they are determined on their hold no barrel. They have claimed he never graduated from Ahmadu Bello University, Zaria. They even released alleged photos of his results particularly where he failed some of his courses. They went ahead to claim his HOD was bribed to aid him progress. Lately, they said he was impeached as a President of his Department of Geography at thesame institution. Well, atleast, he was an undergraduate to start with. Those who passed through Nigerian institutions of higher learning know quite clearly that one ought to be in good academic standing and atleast in his third year to even be eligible to contest for elective positions, particularly President, which it was agreed that he won. Dino had smartly responded, stating quite clearly that he is doing his 3rd from thesame university out of his 7th degree from other institutions. He even holds a Masters degree from thesame ABU, Zaria and obviously, he couldn't have gained admission to study for his Masters Degree without first furnishing the institution with his First degree credentials. In his case, it's even easier to confirm as it is the same institution. How does someone who doesn't have his Bachelors degree be allowed to proceed with Masters degree from thesame university. Nigeria is a drama zone and this political class, especially the leading party are determined to frustrate Nigerians with their needless and endless dramas. Once you speak up against their maladministration or their misrule, you become their prime target and become victimized by whatsoever means ever possible. This is true but very sad and so petty as well. Apostle Johnson Suleman hasn't come out of his own share of the tribulation in an alleged sex scandal with his continually surfacing mistresses. This could be for daring to speak up against the Nigerian Caesar and the powers that be. Who knows who would be next? Well, with the many dramas that has continued to play out on the Nigerian scene, one thing has since become very clear, it shows the level of desperation and unpreparedness these guys were before mounting this seat of Governance. We keep getting needless dramas and frivolities while the populace continue to suffer want, hunger and devastation. It has since become obvious that the APC as a political party was never ever truly ready to take up, head-on with the responsibility of leadership. 2019, where are thou? Growing insecurity on the reverse side is the first sign of a failing state.” Petersides’s view on security tallies with that of poet and political philosopher, Samuel Taylor Coleridge, who had stated: “The three great ends which a statesman ought to propose to himself in the government of a nation are: 1. Security to possessors 2. Facility to acquirers 3. Hope to all.” Hon. Chibuike Rotimi Amaechi concurred by stating: “Government must not be for one section of the society. It must be for the rich and the poor, emphasizing the upliftment of the poor…” With the above quotes, the main aim of this attempt is to unravel the insecurity and security challenges facing Rivers State in Nigeria, particularly now that Chief Nyesom Wike, the Governor of Rivers State. In his recent interview with The Sun newspaper described his mentor, benefactor and predecessor, Rt. Hon. Chibuike Rotimi Amaechi’s eight years administration in Rivers State as wasted years. It not only behoves but becomes imperative for those of us who witnessed these eight years to actually put the records straight and avoid the misconception before the public domain envisaged by the said interview. Based on this challenge of putting or straightening the facts, my continuous efforts to appraise and review the activities of the enigma they call Amaechi, the indefatigable former governor of Rivers State and incumbent Minister of Transportation with much emphasis on his eight years tenure, continues this week with my torchlight beamed on the insecurity challenges in Rivers during the period of the eight years administration of Amaechi and what the state has become since the departure of this great leader from the leadership of the state. Although I have in the past two weeks attempted, in other articles, to put some aspects of Amaechi’s feats during his eight years administration in Rivers State in its proper perspective, to put lies to Wike’s commentaries in the said interview. And as I did promise, that henceforth I will be presenting on weekly basis some of the feats of Amaechi’s administration. In fulfilment of that pledge, I will by this week’s treatise use insecurity to further establish that Amaechi’s administration was not a waste, as being postulated by Wike and his cronies. In doing this, I will present the insecurity episode during the period of Amaechi’s administration and how he curtailed the menace; and how Wike created the current insecurity in Rivers State and, for you the reader to judge if his eight years was a waste or not. With the above, let me therefore state that the main treatise of this attempt is to review the strategies adopted by the Rivers State Government under the watch of Rotimi Amaechi in tackling the menace of insecurity in Rivers State, prior to his assumption of office on 28th October, 2007 and how Wike, the incumbent governor, instead of adopting the model Amaechi used to tackle insecurity in Rivers State, created the ‘Rivers of blood’. For matter of clarity, Rivers State is the hub of oil industry in Nigeria and very rich in hydrocarbons from which the nation draws its major revenue and because it was confronted with key security challenges especially the challenges of illegal bunkering, piracy, kidnapping and armed robbery this attempt is embarked upon. The Challenges and Causes of Insecurity in Rivers State One of the major forces behind the menace of insecurity in Rivers State was class challenge and Lady Dorothy Alison captured this aptly when she stated, “The horror of class stratification, racism, and prejudice is that some people begin to believe that the security of their families… and communities depends on the oppression of others, that for some to have good lives there must be others whose lives are truncated and brutal”. Affirming the truism by Lady Alison, former Governor Amaechi enthused, “When we took over the reins of governance in the State we met a situation where people were being given cash, but we decided to take the extreme position of not giving money to people, but doing projects that would impact positively on the lives of the majority of our people”. This stand of the Amaechi to stop the method which was the practice hitherto of sharing State funds to some seasoned politicians and groups who in turn use it to sponsor militia groups that constitute security challenges in the State. Apart from class challenges as postulated above, insecurity in Rivers State was occasioned by greed for power; empowering and arming our youths with sophisticated arms in order to undo political opponents in the State. Another great influence of insecurity was the wickedness of the politicians in undermining the future of the youths and misuse of public and the common patrimony of the State. Instead of investments that will create jobs for the teeming youths, the funds are distributed amongst friends and relations To Rotimi Amaechi, “inability of elected leaders to provide adequate security for the citizenry is an impeachable offence. The first offence governors commit is when they are unable to provide adequate security for the people. This is because the first oath taken by elected leaders is to protect life and property. It is the responsibility of the government to provide security for the people.” The Type of Rivers State Inherited By Former Gov Chibuike Rotimi Amaechi! According to records, Port Harcourt, the State capital of Rivers State that Amaechi inherited was more like a war zone or aptly put a jungle where the fittest determines the fate of the lesser animals. It sounds pretty surprising but not unexpected that the city of Port Harcourt, a once very glamorous city, was ranked among the three most dangerous cities in the world by then. The human resources unit of New York-based Marsh & McLennan Cos. had ranked Port Harcourt with Baghdad, Yemen’s capital of Sana’a and Khartoum in Sudan, as the world’s most dangerous cities. Going by the ranking published by Bloomberg, Port Harcourt ranked with Baghdad as one of the world’s most dangerous cities for foreign workers as criminal gangs and militia groups seeking greater control of energy revenue step up attacks. Ahamefula Ogbu, a Journalist with Thisday Newspapers described one of the scenes in the State at this period in these words ‘Rambo could not have done better. With automatic rifles in their hands and hate, revenge and murder hanging around their necks, warring cultists took Port Harcourt, Rivers State, by storm yesterday for the second day running. Pandemonium broke out as residents ran for safety. It was sorrow, tears and blood. At the end of it all—or, more aptly, at the interval, for no one knows the end yet—15 persons had been dispatched to their early graves’ and true to this unsung prophet nobody knew the end as the next few days saw about eighty innocent souls wasted by an agitation uncommon to our people in the Niger Delta. While to my late friend and brother, Mr. George Onah reporting for Vanguard Newspaper captured Port Harcourt before the assumption of office by Gov Amaechi in these words; “For many residents, the capital of Rivers State, hitherto the Garden City where life was lived to the fullest is no longer the place to live in as rivers of blood flow ceaselessly following an unending siege by militants, kidnappers, cultists, and criminals of other hue. Violence in Port Harcourt, Rivers State has gone full circle and the guns are still booming. The casualties are pilling, even as blood of defenceless citizens’ flow endlessly. Neither the Police nor the government has answers to the brigandage. Security outfits do not have official figures, record or reliable estimates of casualties in the Rivers State orgy of killings. Even the number of deaths during the Nigerian Civil War had a consensus of informed opinion on the number of deaths, on both sides, which hovered, realistically around 600,000 and below. But the rapidity of casualties in the onslaught by gunmen on Rivers State cannot simply be pigeonholed. The currency of killings is alarming and the growth of the economy of the state is heading for the deep”. The pattern of the crime ranges from kidnapping of expatriates and children of wealthy parentage, to outright violent robbery. Cultism and political vices equally occupy a frightening position on the crime chart. The volatile atmosphere appears to have annulled whatever achievement of the peace and reconciliation committee of the government”. As if both Ogbu and late Onah did not capture the picture correctly, Okey Ndibe, a respected opinion leader on national issues in Nigeria in his article during this period published by the Sahara Reporters one of the leading online media on Nigerian political activities titled ‘a blood soaked city’ described the happenings in Rivers State then in these words ‘That the once idyllic Port Harcourt was now a scarred place, a war zone, a city soaked in blood; the city under siege with thousands of citizens displaced; that its once quiescent boulevards and avenues were now ruled by marauding militiamen and by the fierce soldiers deployed to dislodge them. The Governor revealed this when he inspected ongoing construction work on the bridge this afternoon. The 5-span bridge of 100 meters connects Umueje Community with Enugwu-Otu Community in Anambra East Council Area where there are three Oil fields and one Gas field being undertaken by the Orient Resources Plc. While inspecting progress of work on the bridge, he observed that work on the bridge has reached eighty percent completion with cross beams to be used already waiting for installation. Speaking thereafter, Gov Obiano noted that before his administration came on board, there was no access to the oilfields, and said the 13 km road leading to the bridge was strategic because of the prospects it holds for Agricultural development and Oil exploration in the area. Commending the quality and extent of work already achieved, he assured that his government will provide the funds to ensure that the project was completed on schedule. He harped on the need for people of Ayamelum and the entire Anambra North Senatorial District to continue to support his administration to sustain its development strides in the area, adding that although the State's resources has dwindled due to the downturn in oil fortunes, the State under his watch will continue to soar in economic prosperity. The over 300 Assistant Superintended of Police (ASP) and Inspector Cadets specialist for interview and over 200 ASP and inspector cadets on reserved were replaced in yet to be explained manner by the Police Service Commission (PSC). Recalls that last year, President Muhammadu Buhari, as part of his administration’s resolve to strengthen security in the country, ordered the recruitment of 10,000 personnel to the Police Force. The process to adopt in the recruitment process caused friction between the PSC and the National Assembly who proposed different approaches. While the Senate Committee on Police wanted each local council to have nine candidates, the PSC insisted on equality of states as a criterion. However, the exercise which had hitherto offered hopes to several applicants who submitted themselves to the processes required by the Police Service Commission (PSC), later went awry when the recruitment process was hijacked. It was learnt that names of candidates already published by the commission as ‘successful’ and instructed to embark on the training that precedes their full engagement into the Police Force, were covertly replaced with those who didn’t took part in the recruitment process. The names of successful candidates in the recruitment process which was published on the commission’s website on the 6th of December, 2016 and three other newspapers (Leadership, Tribune and Sun) between 26-28/12/2016, did not correspond with those eventually admitted to training camps, when they (successful candidates) turned up on the 31st of December, 2016. They were later told by an official of the commission who addressed them that there are complications with them proceeding with the training and that once the PSC resolved it, they will be contacted to resume training. “Alas majority of us thought we are finally getting it in this country, that the son of a common man can get a federal job without knowing someone who knows someone,” Mr. Olalekan Abiona said. “On getting to the camp those billed for interview and the reserved were told to go home, and await further instructions as regards the next line of action.” “They told us that we will be called soon, now they are saying the recruitment is over,” One of the successful candidates for the position of an Inspector cadet recount his experience of the recruitment exercise. “After waiting for nearly two months, on Monday 27 February, 2017, arrangements were made by some concerned individuals to visit the Police Service Commission for clarifications as to why we are yet to be called for the interview, and why the reserved have not been called to join our colleagues who are already training In the various camps across the nation. “What we learnt from the PSC was rather shocking as a certain Special Adviser in the commission opined that, we have been replaced and that the recruitment is over, just like that,” he explained. He added that while they were still at the Police Staff College Jos, which is the training centre for cadets ASPs, they observed that of the total 261 names on the list of those to undergo training, most of them did not apply for the job not to talk of them partaken in the recruitment processes. “It’s a pity such thing could happen in this county after they had gone public with our names, this is an absolute embarrassment, some resigned from their jobs, some had accident during the course of this recruitment,” he narrated. Another set of candidates who also visited the PSC headquarters in Abuja, where they met with some senior officers, was when it dawn on them that they had been shortchanged, as “the general secretary, the special adviser, and the second in command to the chairman of the commission could not defend this (their replacement).” Just as it was the case in Jos, the names on the list of candidates in Abuja, which were made available to the various training camps were entirely new list, which is different from those published on either the website of the commission or the three newspapers. When Governor Willie Obiano of Anambra State mounts the podium to be crowned the Silverbird Man of the Year in Lagos tomorrow, he would have received three of Nigeria’s most respected honours from the private sector in one year. However, since we are looking at how Governor Obiano’s effort to change our understanding of responsible leadership in Anambra has drawn approval from the world, it has to be mentioned here that he was also honoured in August last year with a certificate of recognition by the Institute of Housing and Urban Development in the Erasmus University in Rotterdam. This recognition from the Netherlands introduces a global dimension to Obiano’s rising profile. It also validates the saying that if a man makes the best mousetrap, the world would make a beaten path to his door. Vanguard has named him its Man of the Year too. The award will be handed to him in March this year. The governor has equally added a few other important awards to his growing list of honours that might not be as glamorous as these ones but no less important. Now, let’s face this, in a society that holds its political leaders in perpetual suspicion and mistrust, only few leaders manage to win genuine approval from the people. Put the other way, in a society where political leaders abuse public trust and misuse the people’s confidence, it is understandable why only few leaders make it to public acclaim. But Governor Obiano has made a sound case for himself with a string of solid achievements. As a result, he has set himself apart from the motely pack of Nigeria’s political class whose public careers reek with broken promises and misplaced hopes. From the moment he was sworn into office on March 17, 2014, Governor Obiano had approached governance with focus and concentration that compare favourably to the focus and concentration that Usian Bolt brings to winning a 100 meters race. He appeared to know exactly what to do to fix problems that the people had resigned to fate about; problems that had lingered for decades but showed no signs of going away. Although Obiano showed a clear promise in his early days, the raging fire of scepticism in most people that was fuelled by years of disappointment by our political leaders would not permit many people to acknowledge that. When he took on the vicious criminal world that had enjoyed an unbroken reign in Anambra State since 19-kiridim and ran them out of town in less than three months, some people didn’t pay much attention. But he still moved ahead with his crackdown on violent criminals, arresting 177 kidnappers in three months and setting up security tents in areas known to be flashpoints across the state to seal off that crack on society’s mirror.In the same vein, when he promised an Agricultural revolution on May 15, 2014 at the flag off of that year’s farming season in Nteje, Oyi Local Government, some people doubted him. But soon after that, Coscharis Farms moved into Anaku and began an ambitious rice farm that would employ 1000 people and produce 120,000 metric tonnes of rice per annum. Now, Anambra is on the agricultural map for the Anambra Rice brand, export of vegetables and lately for hosting one of the largest and most modern poultry farms on the sub-continent with a capacity to produce 2 million birds. Similarly, when he announced his vision “to make Anambra State the First Choice investment destination and a hub for industrialization and commercial activities,” some people thought he was telling tall tales. Now, Anambra has become the premium destination for wise investors, attracting a little over $4bn in an economy that seems to be on an endless downward spiral. Similarly, his heavy investment in education has paid off with Anambra children dominating in many external exams in the past four years and representing Nigeria in world schools debate championships. Indeed, with each new day, many Nigerians are beginning to see in Governor Willie Obiano, the birth of hope. Hope for a more purposeful leadership from the political class. The dominant thinking is that if the South East for instance could have three governors with Obiano’s clarity of vision, focus and determination, it would not be long before the zone shrugs off its undeserved underdog status in Nigeria. Interestingly, looking back, it would seem that it was always clear that Obiano would make a difference. This extract from the lecture delivered by Chimamanda Adichie to mark his First 100 Days in office provides a rare insight into this thinking. Assessing his performance in the aforementioned period, Chimamanda had summed it up thus – “As we mark the first one hundred days of his term, I would like to commend him for his vision and ambition in the areas of education, health and agriculture and particularly security. Most of us know how, for a long time, Onitsha has been a security nightmare. If you are travelling, you do not want to be in Upper Iweka after 6 p.m. because of the fear of armed robbers. But today, because of our new governor’s initiative, people in Onitsha no longer live in fear. True freedom is to be able to live without fear. A relative told me that you can drop your mobile phone on the ground in Upper Iweka and come back hours later and still see it there, which was not the case in the past. And which is one of the best ways to measure leadership – by the testimony of the ordinary people.
