120 million x 365day = 43,800,000,000

43 billion dollars @ 60% ( rumoured sharing formula between Nigeria and oil companies)

That means Nigeria makes 25.8 billion dollars annually.

$25.8 billion x 200 naira = 5.1 trillion naira.


Nigeria's 2014 budget was N4.6 trillion meaning we still have about 0.5 trillion naira change.

----- Most of the revenue that FIRS raise in a year come from taxes (royalties, production sharing fees, etc) from these same OIL COMPANIES, and so indirectly still come from the Profit of Crude Oil sales. It is therefore wrong to calculate it as though it is a stand-alone revenue source

The implication here is that the sum of N125billion (ie 25million * N5000) will be spent to service this policy every month, and an estimated N1.5 trillion (ie N125bn * 12 months) will be spent on this policy alone every year.

2. Buhari/APC To Provide Daily Meal for Primary School pupils.
First, the FG has no business with the running of Primary schools. This is the responsibility of States and Local Government. However, Buhari's administration pledged to provide at least one meal per day for Primary school Children, we shall hold him accountable.
Cost Implication:
Osun State reportedly spent N3.2billion in 2014 for the feeding of 300,000 primary 1 to 4 pupils in the state. The Osun state program exclude pupils in Primary 5 and 6. If we are to break it per pupil, we will have N10,667 per pupil(ie 3.2b/300k). Considering that over 35million children are estimated to be enrolled in Primary school across the country, at least the sum of THREE HUNDRED AND SEVENTY THREEE BILLION (N373b) is estimated to be spent on the program annually(ie 35m * 10,667).

Gross Annual Estimated Cost For Both Programs
N1.5trn + N373b = N1.873trn

That means Buhari is to increase our Recurrent Expenditure by N1.83trn.

How Feasible Are These Programs?
Let us take a look at the key component of the 2015 Budget(as adjusted by the Senate).
Total Budget Stand at N4.3trn.
Recurrent Expenditure: N2.58 trillion
Capital Expenditure: N700 billion

From where will Buhari See N1.8trn To Service His Social Programs?
- Remove Subsidy? If he's thinking of scrapping fuel subsidy, the adjusted allocation for petrol subsidy in 2015 budget is N100billion. The adjusted allocation for SURE-P is N21b, while the subsidy for kerosene for 2015 was adjusted to N45.5b. This gives a total of N166.5b.
Even if he should scrap SURE-P and remove the petrol and kerosene subsidy, he still won't be able to get 1% of the N1.8trn.

- Spend All Capital Expenditure + Subsidy? Even if Buhari is to spend all our N700b Capital Expenditure on his Social program in addition to the N166.5billion subsidy funds, it still won't be enough as it will fall short of One Trillion Naira.
N700b + N166.5b= N866 billion

- Money Appropriated To NASS? The total budget for the National Assembly for 2015 is N115b. Even if Buhari is to spend this money + subsidy allocation + Capital Expenditure to fund his program, he won't be able to raise the required fund. As all appropriation combined stand at N981billion(ie N700b + N115b + N166b)

So How Does Buhari intend to raise N1.873trillion to fulfil this social welfare pledge? Does this mean the administration has failed even before starting? Dead on arrival?

The main issue is that anti GEJ media houses like Sahara reporters were appalled by the way GEJ was celebrated locally & globally for his nobility in defeat, which is very strange & absolutely unusual in our political clime. An action that took the shine off Buhari's victory & they are looking for possible means to rubbish it, inluding the 'jega kidnap' story.

There was no way Jonathan could have tried the illegality he did with Sanusi with Jega. The matter involved in Jega's case is is a sensitive matter that cannot be toyed. He did make attempt and was advised to do so, so it wasn't as he didn't want too. But if he tried it, the country will boil. You clearly have comprehension issues. Where did I talk of the number of Ministers? I made it clear OBJ shrunk federal Ministries for the purpose of reducing cost while GEJ increased them to increase cost considerably as several authoritative studies concluded!!!! Furthermore, my consistent argument remains that Buhari can move, through a constitutional amendment, to achieve what he seeks because the law is not designed to be an impediment to man. This is the reality worldwide.

It is folks like you that seem to assume otherwise because you live in a Country where crooks deliberately hide behind the constitution and extant law to explain why our recurrent expenditure is above 70% of total budget while it is less than 10% in many developed Nation. My friend, the way we speak send signals to our leaders. Continuing to accept and defend their excuses gives them the green light to continue stealing with their 80% to 20% ratio. I.e 80% for them and 20% or less for Nigerians. Buhari and the APC should move aggressively to achieve the constitutional amendments that will make possible every measure to cut cost so that capital spending can be augmented massively at the expense of recurrent expenditure.

The point is that PDP presidents already varied nomenclature and Ministerial hierarchy dubiously , even swapping between substantive ministerial appointees for state positions, to get what they want. Do you then think it is so hard or impossible , if a determined President with the political will, wishes to pursue an amendment to do away with Minister of State especially when this is what Nigerians, i.e those with the power, really want? Better accept that things will "change" under Buhari because Nigerians voted for him to bring "change" and not to offer excuses as GEJ did which then led to Nigerians voting him out. Buhari only needs the legislative arm, unaffected by Ministerial changes, to get behind him. You guys may not be happy to concede so but the finest brains, who know how to negotiate and win, are already in Buhari's corner. Even the non-sagacious GEJ got a lot of concession out of our legislature regularly, to include most recently the morally reprehensive 'bow and go' used to confirm Obanikoro a Minister by a majority PDP legislature led by a PDP Senate President, so I don't know where you people get your ideas of legislative rigidity from.

As we know, the process of amending the constitution is a very long one.

Now, if the positions of Minister of state are not filled or provided for in an annual budget and the NASS approves the said budget, then there will be no Ministers of states for the said year. Existing Ministers of state can be given the option to retire peacefully or fired after auditing their ministries lipsrsealed . None of them can survive a real audit.

I'm sure other more effective workarounds can be found as an interim solution until the constitution is amended.

Don't mjnd the repellent imbec1le. These elections, and the behaviour of some folks thereafter, has shown that some people hate Nigeria and want her to fail. They will just talk malevolently, insultingly and unintelligently against everything The APC government is considering even when these happen to be the right policy drive which must be implemented if Nigeria is to make progress as a nation. Of course there has to be fundamental changes to how things are done. It is either that or Nigeria fails. When the Cameron government gained power in the UK they initiated far reaching cost-cutting reforms that affected sectors that had been virtually untouched for decades !!! No one talked of any constitution or such garbage because of the consideration that in progressive countries the Dog wags the tail and not the other way round. I.e man controls the law, for his own benefit, and not the other way round.

The law and even the constitution cannot be allowed to become an impediment to a nation's progress. The reason this is so in Nigeria's case is because the PDP, since 1999, enjoyed hiding behind the constitution as the reason it can never act in Nigeria's favour whereas the truth is that the PDP, when it fully can, fails to act to secure certain fundamental changes because this will work against the profligacy and waste its members benefit from. Even GEJ called "weak" bullied the legislators when he had to. We remember our legislators saying that GEJ should reverse fuel subsidy removal because they are representatives of Nigerians who had been instructed by Nigerians to reject the unpopular policy. Did GEJ not brush them aside with ease to have his way?

I personally cannot be bothered arguing with anyone about " ccnstitutional limitations and provision" because I know those are scams the PDP has perfected since 1999. Osinbajo is a very intelligent and experienced legal mind. No? We shall see if the constitution will wag the Buhari government or whether the resolve to change Nigeria will tame the constitution excuses PDP hid behind conveniently. I have no time arguing with folks who do not understand that laws are not created to hinder man and must always remain amendable to reflect a new position and changes that will benefit society. Once again it is a case of Nigeria, because of the self-serving greed of particularly PDP leaders, acting in an aberrant manner to the extent most Nigerians now think this to be the norm and even utter the same pathetic excuses PDP used to undermine and regress Nigeria. I have read that Thoroughly now. The key phrase is MINISTER OF GOVERNMENT which unfortunately the constitution does not DEFINE but it seems we must have a minister of government from every state. We have always assumed that means a Minister in a Ministry(there is such a thing as Minister without Portfolio) but I am sure creative legal minds can redefine what a Minister of Government means e.g we can give the title to ambassadors. We do not have to create Ministries to fulfil the requirement

What did Wike do as Min of Education?? And I keep hearing this question. A lot of you chaps have been so bamboozled by APC propaganda that you have lost every sense of independent thought and thinking.

By d way, he was Min of State for Education, and not substantive minister. And as Min for State, he was directly responsible for things like building of Almajiri Schools, Special Girls Schools, UBE, training of teachers through NTI and others.

Under Wike, more than 120 Almajiri day and boarding Schools as well as about 16 Special Girls Schools were built across the country in just over a year. That has never happened in this country!! Wike was holding monthly meetings with the contractors and would bring them to the press (NTA, CHANBELS, AIT, others) to explain the various progress of work each month. That to my knowledge has also not been done before. He was hands-on. Forget his thuggish look. Anyways sef, why am I even wasting my time explaining. See!! This election for most of us was not just about the candidates. It was also about that traitor, Ameachi. The Rivers people, and by extension Niger Deltans, wanted to treat his fhucck up. And we are just starting....

Eight years is not guaranteed. If his performance is poor or mediocre, he will lose re-election. He is able to rig because GEJ is still in power and has lent Wike the coercive powers of state (police and army) to rig. He won't have such powers in 2019. He can only rely on his performance and popularity to win. So for now, let's see how the next four years play out.

What did Wike do as Min of Education?? And I keep hearing this question. A lot of you chaps have been so bamboozled by APC propaganda that you have lost every sense of independent thought and thinking.

By d way, he was Min of State for Education, and not substantive minister. And as Min for State, he was directly responsible for things like building of Almajiri Schools, Special Girls Schools, UBE, training of teachers through NTI and others.

Under Wike, more than 120 Almajiri day and boarding Schools as well as about 16 Special Girls Schools were built across the country in just over a year. That has never happened in this country!! Wike was holding monthly meetings with the contractors and would bring them to the press (NTA, CHANBELS, AIT, others) to explain the various progress of work [b]each month. That to my knowledge has also not been done before. He was hands-on. Forget his thuggish look[/b].
