The Edo state government has raised an alarm over threats on the life of the governor of the state, Adams Oshiomhole.

According to the state government, the governor’s country home in Iyamoh, Auchi was under aerial surveillance.

An unidentified aircraft was said to have flown over the Oshiomhole’s country home for several minutes in low altitude on Monday evening, The Nation reports.

This was disclosed in a statement by the Commissioner for Information and Orientation, Mr. Louis Odion, who wondered why the governor’s home would be under aerial surveillance, days after troops were reportedly stationed around Oshiomhole’s private residence.

He said: “At about 6p.m on Monday, April 6, a low-flying aircraft emerged from the blues and for several minutes, overflew the country-home of the Comrade Governor in Iyamoh, Etsakor West Local Government Area. Fortuitously, the incident occurred barely few minutes after the governor departed for Benin City.

“To us, there could only be two possibilities in the circumstance: either a military or civil aircraft. Knowing that no such flight or mission could have taken place without the knowledge or clearance of either the civil aviation authority or the Air Force, we find this development not only an unconscionable abuse of state powers, but also an extreme act of provocation. Had the governor not providentially left home before the mystery aircraft’s arrival, we can only imagine what could have happened if his security guards were left with no choice than to take a peremptory action.

“Only penultimate Thursday (March 26), we had cause to alert the nation to the deployment of an unusually large contingent of troops around the governor’s private residence in Iyamoh.

“Having been soundly beaten in the presidential ring, we are aware that PDP is presently sorely bitter and like a decapitated serpent, is looking for a target or anyone perceived as staunch Buhari supporter to hurl the venom left in its belly.

Facebook is adding a feature to its Facebook Messenger app that will enable people to send payments directly to their friends on the social network.

The new feature will be launched in the coming months, initially for US users only. It will be available within the Android and iOS Messenger apps as well as through the messaging section of Facebook’s website.

People will have to register their debit card to send or receive payments through Messenger. Once set up, they’ll be able to tap a dollar icon within a conversation with a friend, and enter the desired amount of money to send.

In its blogpost announcing the new payments feature, Facebook stressed the security features around it, beyond the ability for users to create a dedicated PIN or to use Apple’s Touch ID fingerprint-security feature on iOS devices.

“We use secure systems that encrypt the connection between you and Facebook as well as your card information when you ask us to store it for you. We use layers of software and hardware protection that meet the highest industry standards.

These payment systems are kept in a secured environment that is separate from other parts of the Facebook network and that receive additional monitoring and control. A team of anti-fraud specialists monitor for suspicious purchase activity to help keep accounts safe.”

Facebook’s interest in payments and messaging has been no secret for some time now. In June 2014 it hired David Marcus, then president of eBay’s payments subsidiary PayPal, to be the social network’s vice president of messaging products.

In a status update announcing the move, Marcus described the “compelling vision about mobile messaging” from Facebook CEO Mark Zuckerberg as the key factor in his decision to join the company, promising that he would be “getting my hands dirty again attempting to build something new and meaningful at scale”.

Questioned about the hire during Facebook’s next earnings call with analysts, Zuckerberg said of Messenger that “over time there will be some overlap between that and payments … the payments piece will be a part of what will help drive the overall success and help people share with each other and interact with businesses”.

Messaging apps' next threads: encryption, payments, media and ads
Facebook Messenger reached 500 million monthly active users in November 2014, with rapid growth fuelled by the social network’s decision to remove the messaging feature from its main apps. Peer-to-peer payments do not appear to be currently on the agenda for Facebook’s other messaging app, WhatsApp, which has 700 million active users.

Other messaging apps are exploring this area, though. Snapchat unveiled a feature called Snapcash in November 2014 in partnership with mobile payments firm Square, for example.

It was very similar to Facebook Messenger’s new feature, with users registering a debit card then typing a dollar sign, an amount and tapping a pay button to send money to a friend.

In China, messaging app WeChat’s users have been able to register their bank accounts since 2013. During the Chinese New Year holiday in February, its users sent more than 1bn virtual “red envelopes” of cash gifts to friends using the app.

Japanese social app Line is also rolling out its Line Pay service for in-app payments, initially from users to retailers and businesses, but eventually to one another, too. Korean rival Kakao has also been experimenting with mobile payments.

In the UK, meanwhile, Barclays recently became the first British bank to allow people to make social-media-enabled payments to each other – and to small businesses – by linking their Twitter accounts to its Pingit mobile payments app.

Frustrated users have previously slammed the browser for being slow and bug-prone, and Microsoft once talked of changing the name of the browser to address “negative perceptions that no longer reflect reality.”

Speaking yesterday, Microsoft’s marketing chief Chris Capossella said, “We’re now researching what the new brand, or the new name, for our browser should be in Windows 10.

“We’ll continue to have Internet Explorer, but we’ll also have a new browser, which is codenamed Project Spartan. We have to name the thing.”

Microsoft also revealed yesterday that users were more likely to favour services with the company’s name in front of them, meaning that the new browser is likely to adhere to this format.

Although it’s not clear when the browser’s new name will be revealed, it will form part of the much anticipated Windows 10, which will launch later this year.

Do you ever wonder what magic formula the bank uses to evaluate your small business loan application?

Banks have different underwriting formulas, but many applications are evaluated on some version of what is commonly known as “the 5 C’s of credit.” The criteria include: character, capital, capacity, conditions and collateral.

Understanding these 5 C’s of credit puts you in a better position to successfully approach your bank.

Character is a subjective measure of both the borrower’s willingness and ability to repay the loan. This is where your personal credit history, personal financial strength and relevant work experience are evaluated. The importance of the personal credit report of somebody looking to start a business cannot be overstated. Banks use your personal credit history as a measure of character, and a way to understand how reliable an applicant has been in repaying past loans.

Capital is a measure of the borrower’s investment in the business or project as represented on the loan application. This helps the bank determine the borrower’s ability to overcome financial difficulties. Capital can take the form of initial cash infusion, retained earnings, or other assets of the business owner. Bankers tend to look more favorably on small businesses when the owner has made a personal investment.

Capacity is an evaluation of the borrower’s financial capacity to repay the loan. The bank wants to make sure the business will generate enough cash from daily operations to cover loan payments. The best way for the bank to determine capacity is by analyzing the historical cash flow generated by the business.

Conditions are a little more subjective. This is a measure of the overall economic environment. Bankers need to understand how the economic environment affects the company’s ability to repay loans. For example, how would a quick spike in the cost of oil change your expense projections? Your discussions with you banker about your company’s competitive environment is an important part of this analysis. The bank may also compare your company’s performance with peers’ performances.

Collateral is the safety net commercial lenders rely on if the company cannot repay the loan. While loans are not intended to be repaid by liquidating collateral, lenders must have some recourse in case the borrower is unable to make loan payments.

When lenders examine collateral offered by borrowers, they place a higher reliance on more easily liquidated collateral. For example, a loan fully secured by a CD or savings account is more likely to be granted than a loan secured by obsolete equipment. Remember that lenders are not interested in taking ownership of the items you pledge as collateral. However, your willingness to pledge personal assets as collateral reinforces your commitment to your business.

Banks have different underwriting criteria and certain banks place more emphasis on one criterion over another. But most banks use the 5 C’s of credit somewhere in the evaluation process. By understanding the 5 C’s, you can do a little self-evaluation in order to better position yourself for a successful trip to the bank.
