Oga, the direction of the economy of a nation is led by the president and not the Governors. The governors do not make monetary policy. The governors do not make trade policy.
Under Obasanjo, Yaradua, and Jonathan, we had governors yet the economy kept growing. So don't excuse the president. APC has failed woefully.
