Paul was never an apostle of Jesus according to the Bible! At least not among the twelve! The other apostles chose Matthias to replace Judas! I think it was an oversight on Jesus's part not to choose Paul someone that'll be credited with over half of the New testament!

According to the bible, he was definitely an apostle. The bible never said he was among the 12 but just like Matthias replaced one of the 12 who died it's most likely Apostle Paul replaced another.
