He hires thugs to intimidate people and show how powerful he has become in comparison with the ordinary masses
It is called intimidation

Now life is intimidating them with sicknesses and death

When the Israelites-God's peoples cried to Him as they were under bondage, one day, after 4 Centuries have passed God finally said "I hear the cry of my people...". From then on God took up the fight and the oppressors went from one plague to another. Could it be possible that God after 5 decades has finally heard our cry.
