The Minister of Communications, Barrister Abdur-Raheem Adebayo Shittu and a philanthropic organization, the MTN Foundation have been commended and appreciated by the Abdullateef Family for the recommendation and subsequent treatment of their baby girl, Mutmainat Abdullateef who had a whole in her heart in an Indian hospital.

Footing the $21,566 (NI0.6 million) surgery bill to correct Mutmainat’s congenital heart condition at Apollo Hospital, India, the MTN Foundation acknowledged and appreciated the minister for referring the baby’ case to assist her parents helplessness.

In a letter informing the minister of the successful treatment of Mutmainat, the Foundation said, ”we are pleased to inform you that following successful surgery and recuperation in the Intensive Care Unit (ICU) in Apollo Hospital, India, baby Mutmainat Abdullateef, who your office referred with congenital heart condition, has returned to Nigeria”.

The Special Assistant (Media) to the minister, Victor Oluwadamilare said despite the higher risk of performing the surgery (between 10 and 20 percent chance of surviving), the Foundation informed the minister of its ability to “save a life and contribute to the process of restoring the health of baby Mutmainat”.

Mutmainat’s father, Abubkar Abdullateef in an appreciation letter had commended the MTN Foundation for the timely intervention in the treatment of the girl.

“Sponsoring of such a very expensive surgical operation by MTN Foundation at this time of recession in the country, is an indication that the company is indeed out to assist the less privileged in the country”, he said.

Sometimes last year, the Abdullateef Family of Agoro Ogunmola Compound in Kishi, Oyo State in an hapless situation of inability to foot the medical bill of their daughter had approached Barr. Shittu for intervention.

The minister, then used his good offices to refer the family to the MTN Foundation and recommended assistance, to which the Foundation acceded and eventually foot the bill for travel, treatment and logistics for the patient and her mother in India.

The Federal Government has reviewed downward budgetary provision for the State House, Aso Rock Presidential Villa in the 2017 fiscal year.

Permanent Secretary in the State House Mr. Jalal Arabi who disclosed this yesterday said government has re-prioritised projects in its Medical Centre and suspended most of its capital expenditure proposals in this year.

He said the budget for the State House has been reviewed downward from N16.567billion to N13.567billion in the 2017 appropriation billion currently before the National Assembly.

He was speaking when members of the House Committee on Special Duties led by Nasir Daura, visited for their oversight to the State House.

Arabi also said the 2017 budget has become less ambitious than the 2016 appropriation as personnel, overhead and capital costs were minimally reviewed upwards.

He said: “The state house estimates are all based on existing projects that are classified as ongoing and that are simply rolled over from the 2016 appropriation and so, have the potential of being reduced in case additional releases are made for the projects before the end of the extended implementation period (March 2017).

“There is therefore no newly conceived project for the 2017. “We have equally re-prioritised the State House Medical Centre projects which are undergoing a review, hence the suspension of all the capital expenditure proposals for now. We shall however take advantage of the supplementary budget widow when necessary.”

He told the lawmakers that that it had received a total of N5.19billion as capital release from its approved 2016 Budget. This represents 47.5 per cent of the N10.94billion of the presidency’s capital budget for the year, thus leaving a balance of N5.74 billion (52.5%) yet to be released. He said that of the amount released, N4.8 billion (93.1%) has so far been expended on the capital projects for which the funds were appropriated.

ABUJA — Acting President, Prof. Yemi Osinbajo, yesterday, flagged off the distribution of 20,000 solar powered lighting systems for rural communities.

Performing the flag-off at Wuna village, a rural community in Gwagwalada, a suburb of the Federal Capital Territory, Abuja, Osinbajo said it had become imperative to provide alternative power sources that would be off the national grip to power the rural communities in the country, noting that it was not possible to connect every village and community to the national grip.

He said the realization of the project was sequel to an idea he shared with President Muhammadu Buhari in 2015 on how to better the lots of the rural dwellers.

He remarked that an estimated 70 million households in Nigerian were yet to be connected to the national grid, saying the programme would be replicated across the federation.

He said: “In September 2015, President Buhari spoke to me about what we could do to accelerate the electrification in the rural areas.

We had in mind different projects that we could do to bring electricity to many of our rural communities and villages. He was particularly concerned as we spoke about farming and also education in the rural areas.

“Renewable energy, especially solar power, seemed to be the one that will be cost effective and that we could deploy very quickly all over the country. Once we took that decision, we came across Azuri. We expect that this will be replicated all over Nigeria.”

Some communities in Jos North Local Government of Plateau state, have refused to participate in the on-going immunisation exercise against polio, citing hunger as their reason.

“The communities have shunned entreaties by the immunisation officers; they say the vaccine should be replaced with food,” Mrs Hannatu Davat, the Local Immunisation Officer, told newsmen in Jos on Monday.

The immunisation exercise, which began on Jan. 28, is co-sponsored by the local government in collaboration with the World Health Organisation, UNICEF and the Nigerian Rotary Club.

The four-day exercise, targeted at children below five years, vaccinates the group against polio and other killer diseases including hepatitis, measles, yellow fever and tetanus.

Davat explained that the parents, who rejected the vaccine, asked the government to rather work toward slashing the prices of food items.

She said that other residents, who refused to participate, claimed that they had collected too many rounds of the vaccination, while others described the vaccines as “’western medicine”.

The officer further said that even doctors rejected the vaccines on the grounds that government was paying too much attention to polio while neglecting other serious diseases.

“The local government has reported the development to the Plateau chapter of the Nigeria Medical Association (NMA), who have promised to ensure that no doctor rejects any polio vaccines meant for children.

“One of the doctors mentioned Mumps as one of the diseases being neglected, and described it as a serious disease which government hardly worry about.”

Davat said that the local government had set up a social mobilisation team that was moving through affected communities to sensitise them on the importance of taking the vaccines.

“Based on such efforts, some of the communities have changed their initial stance and are ready to bring their children, but others have remained adamant,” she said.

The officer, who refused to name the specific communities, however, revealed that three wards were involved.

“We have seven rounds of immunisation this year and this is just the first round; if we are not able to resolve the lingering issues, we shall forward them to the state office for further action,” Davat said.

The Central Bank of Nigeria (CBN) said its foreign exchange utilisation records for banks showed a disbursement of $1.1 billion in November 2016.

However, of the 4,328 transactions in the period under review, five banks dominated the deals with 2,892, representing about 67 per cent of the total activity.

The development showed that CBN, despite its quest to increase reserves’ profile, sustained its forex market interventions, as a way to moderate Naira depreciation that is induced by demand pressure.

It also showed that while all the bank’s are participating in the forex market transactions, the bulk of the deals are mostly traded by few banks, particularly the big ones.

The banks with highest utilisation were First Bank of Nigeria, with 1,039 deals; Zenith Bank, 706; Stanbic IBTC, 397; Standard Chartered Bank of Nigeria, 389; and First City Monument Bank, 361.

Out of 25 financial institutions- commercial and merchant banks involved in the transactions, only 1,436 deals were left for the remaining 20 lenders.

A currency strategist in one of the banks with international operations confided in The Guardian that while the volume is commendable given the country’s earning capacity, it is still a far cry from industry demand.

Meanwhile, the apex bank yesterday asked lenders to bid in a special currency auction due soon, in efforts to clear backlog of demands from businesses.

The backlogs are particularly for fuel importers, airlines, raw-materials producers, and makers of agricultural chemicals and machinery for manufacturers.

In December 2016, CBN sold about $1 billion on the forward market to tackle the backlog of dollar demands, in an effort to support production and fulfill its pledge to the real sector operators.

Research analyst at FXTM, Lukman Otunuga, noted that CBN is aware that the nation still remains exposed to both external and internal risks, particularly exchange rate, despite improved outlook, which should keep the CBN on high alert.

“It must be understood that the cause behind the incessant rise in consumer prices is the disparity between the official and black market exchange,” he said.

With Nigeria’s foreign reserve standing at $28.9 billion, the Central Bank of Nigeria (CBN) has warned against reckless depletion of the kitty.

Addressing reporters at the end of the bi-monthly Monetary Policy Committee (MPC) meeting in Abuja yesterday, CBN Governor, Godwin Emefiele said the reserves today stands at $28.9 billion.

“The fact that we have began to see some accretion to the reserve does not mean we should be reckless,” he warned.

He said the CBN “will continue with the policy of ensuring that forex is made available to those who are importing raw materials and supporting the agricultural sector but not to those who want to engage in less important sectors of the economy.”

“It is exciting to see this (rise in foreign resreves) happen. We do not run a floating regime, we run a managed float. What that means is that from time to time we will continue to intervene in the market to ensure that the exchange rate does not go beyond our expectations and those interventions would be to moderate the risk as we deem necessary,” he said.

Reacting to accusations that the apex bank is keeping multiple exchange rates, the CBN governor appealed to “those who are out there fomenting this bad stories in order to portray the monetary authorities in bad light to please assist us, if they have questions they should please approach us, we would respond to them as appropriate.”

Emefiele said the allegations of multiple rates is unfortunate and unfair from those with direct access to information in the CBN. “What I had expected is that they would talk to us, I know they know but of course the objectives they’re pursuing is best known to them,” he said.

He explained the “budget rates are forecast rates which has always been there from history; it is a rate used to determine the budget, we seized the opportunity when the issue of pilgrimage came up last year to explain what happened and you must put yourself in the position of a businessman where you have struck a deal but because the conditions have changed you now pull back and begin to change the conditions.

That is an unfair business practice. What happened was that sometime last year the pilgrims commissions (both Christian and Muslim) approached the CBN when the rate was N197/$ and those who were going on pilgrimages started to make payments at N197/$.”

He added that “they made their full payments in advance of the pilgrimages so when they now wanted to embark on their pilgrimages in July and August, somebody says because market has moved they should pay N300+/$. That would have, on the part of the CBN, been seen to be an unfair business practice just like if the rate had gone down. All other rates operate within the interbank segment and operate within the range.”

On the recent call by Vice President Yomi Osinbajo for both monetary and fiscal authorities to meet on the fate of the naira, the CBN governor stated that “we have been operating flexible exchange rate policy since June 2016 and that document is sound. There may be a few fine tuning in terms of the implementation strategies; we would look at it from time to time but there is nothing wrong with that document and there is nothing wrong with what the CBN is doing at this time to stabilise exchange rate but we will see to it that the currency stabilises at a rate that we consider to be in line with any model that anybody wants to use to determine the price and value of our currency. There is no need for anybody to panic.”

The Minister of Finance, Mrs Kemi Adeosun said the Federation Account Allocation Committee (FAAC) shared N400 billion which is N13.1 billion more than what the three tiers of government shared as revenue in December.

She said the N400 billion was distributed under four distributable sub-heads.

They are statutory allocation where the sum of N224.88 billion was allocated; Value Added Tax N79.27 billion, exchange gain N52.84 billion and excess Petroleum Profit Tax N42.99 billion.

From the statutory allocations, the minister said after deducting cost of collections to the revenue generating agencies, the Federal Government got N105.76 billion, states N53.64 billion and local government councils N41.35 billion.

In addition, she said the sum of N15.5 billion was given to the oil producing states based on the 13 per cent derivation principle.

For VAT allocation, Adeosun said the Federal Government received N11.4 billion, states N38 billion while Local Government Councils got N26.63 billion.

Adeosun said that the Federation generated N145.6 billion as Mineral Revenue and N103.1 billion as non-Mineral revenue.

The minister said the excess crude account now has a balance of $2.45 billion.

Adeosun said that the Force Majeure at Forcados, Qua Iboe and Brass terminals was still impacting negatively on revenue generation.

For instance, she said there was revenue decline of 65.4 million dollars in oil export sales due to a drop in production volume of 1.39 million barrels.

Also, the Chairman, Forum of Finance Commissioners in Nigeria, Mr Mahmoud Yunusa, said that states were determined to keep improving their internally generated revenue.

“Low federation revenue has become a blessing in disguise to us. Initially almost all the states relied heavily on FAAC.

“But now, because the money is no longer there, it has forced us to look inwards at the opportunities and potentials in our respective states and begin to explore them.

“We had to look at cutting cost in running governance and blocking all revenue leakages’’,. he said.

Yunusa said that most of the states have been able to improve their IGR through improved tax collection method and increased tax base.

The crisis rocking the APC since the 2015 General elections seems not to be ending anytime soon. It seems to many onlookers that successful management of the party is a tougher task than success at the polls.

The crisis in the ruling party has taken another twist as the Political Advisory Council (PAC) of the national chairman has embarked on canvassing support for him.

According to New Telegraph, former governor of Kano State, Rabiu Kwakanso, who has lost out to the sitting governor of Kano State, Abdullahi Ganduje on the leadership tussle of APC in the state is said to have joined forces on the call that Oyegun must seize to remain party chairman.

At the forefront that APC Chairman John Oyegun should resign or be removed is National Leader of the APC, Asiwaju Bola Tinubu, Secretary to Government of the Federation, Engr. David Babachir, the Governor of Edo State, Comrade Adams Oshiomhole and Deputy National Publicity Secretary, Comrade Timi Frank. Babachir and oshiomhole are political allies of the APC national leader.



Speaking to Telegraph exclusively, one of the 7-man Political Advisory Council to APC chairman said the good thing about the fight and the allegations against their principal is that the President and leader of APC knows the truth. According to him, they have decided to reach out to other chieftains and stalwart of the party on the need to support Oyegun as the APC National Chairman.

He stated that every plot to remove Oyegun would fail, just as the political move to nominate him for Ambassadorial appointment failed. The Advisory Council member stated that it took the dexterity of the President not to include Oyegun’s name on the list of none career ambassadorial appointment.

On why the President did not include Oyegun’s name of the Ambassadorial list, he said:
“The President has said no to it and that there is a process of removing the National Chairman and that he cannot be removed by posting him out without telling him.

"The President was very categorical that you don’t remove the National Chairman of a party by just posting him out. He is just not anybody. If he was an outsider it would have been a different thing and as you also know, the National Chairman also has a right to reject any appointment.”

In his reaction, Chairman of APC Governors’ Forum, Governor Rochas Okorocha, said, “I want to assure them (Oyegun and others at the party's secretariat) that no one will bully them out or husk them out.

"But, where there is need to make amendment, which is natural within any human organisation, the party will be restructured for the purpose of making it stronger and to move forward as a people and as a party."
